The ten pound charge targeting the dirtiest

vehicles in the capital - but will it do enough

:00:00.:00:08.

I know that when I walk to school, I can just inhale the toxic fumes and

you feel it, you really do. This is one of the world's megacities and we

of south-west London. Good evening and welcome to the

:00:51.:01:01.

programme with me, Louisa Preston. With thousands of people dying

:01:02.:01:07.

prematurely every year in London because of air pollution,

:01:08.:01:10.

the Mayor is determined to tackle the problem and today he outlined

:01:11.:01:12.

plans to introduce the so called Drivers of some of the oldest

:01:13.:01:15.

and dirtiest vehicles will be charged an extra ten pounds on top

:01:16.:01:21.

of the congestion charge to come It will affect about 10,000 vehicles

every weekday but many say Our Political Correspondent

:01:26.:01:30.

Karl Mercer reports. My name is Sadiq Khan,

:01:31.:01:35.

I'm the Mayor of London. Signed up at an early age

:01:36.:01:38.

to the Mayor of London's But tackling London's air quality

:01:39.:01:44.

will need more than posters. So today, we learned

:01:45.:01:48.

of City Hall's new steps. First, of course, we had

:01:49.:01:52.

the congestion charge - 13 years on, the toxicity charge

:01:53.:01:55.

is coming, later this year drivers of the most polluting cars

:01:56.:01:57.

will have to dig deeper. The new charge will come

:01:58.:02:00.

in on October the 23rd. Older vehicles will be charged ?10

:02:01.:02:02.

on top of the current congestion charge of ?11.50,

:02:03.:02:05.

meaning that they will pay ?21.50 It is estimated 10,000 vehicles

:02:06.:02:07.

per day would currently be Although City Hall says it

:02:08.:02:11.

thinks that 4000 of those I've deliberately not

:02:12.:02:18.

done this overnight. Notwithstanding my big

:02:19.:02:20.

election victory last May, 65% of Londoners want me

:02:21.:02:22.

to take bold action, The T charge will take place

:02:23.:02:27.

from October the 23rd and from 2019. There will be an ultra low emission

:02:28.:02:37.

zone. I know that when I walk to school,

:02:38.:02:43.

I can just inhale the toxic fumes. We need to contain this, this is one

:02:44.:02:48.

of the world's megacities. Support here today, and some key

:02:49.:02:52.

questions for the Mayor. For some people, maybe that small

:02:53.:03:02.

charge is something that they cannot Those who are just surviving,

:03:03.:03:05.

just getting by, just about managing to have a car in the first place,

:03:06.:03:09.

whatever the charge will be, ?10, it can be really

:03:10.:03:12.

damaging to some people. Although the mayor is targeting cars

:03:13.:03:14.

of around ten years old, even some new cars will be

:03:15.:03:36.

just as polluting. Their remissions on the road

:03:37.:03:38.

are very different to those It raises awareness

:03:39.:03:41.

which is a good thing, It raises awareness which is a good

:03:42.:03:43.

thing, the fact that we are putting information out into the public

:03:44.:03:47.

domain so consumers can make good choices is a good thing and I think

:03:48.:03:49.

pressure needs to be put technology in the vehicles perform

:03:50.:03:53.

on the road as they do in the lab. City Hall says the so-called T

:03:54.:03:57.

charge is just one part of efforts A campaign that the mayor has put

:03:58.:04:00.

at the top of his agenda. Joining me now is Simon Allcock

:04:01.:04:04.

from ClientEarth which campaign Thank you for joining us this

:04:05.:04:11.

evening, does it go far enough? We think it is a good start and

:04:12.:04:13.

essential if we are to protect the health of Londoners but we think it

:04:14.:04:16.

can go further, it should include more diesel cars because some of

:04:17.:04:20.

those which are not included are polluting more than some of the ones

:04:21.:04:23.

that are. We think it is a good start but it could go further. Is

:04:24.:04:28.

there a case for banning these cars altogether? I don't think

:04:29.:04:40.

immediately a ban is the right thing to do but we need to phase out the

:04:41.:04:43.

most dirty cars off the streets. If we do that, people need incentives

:04:44.:04:46.

and support to switch to more clean vehicles and that's why we need the

:04:47.:04:49.

government to step up. Some say it is targeting poorer people in

:04:50.:04:51.

society because they cannot afford more modern cars, what will they do?

:04:52.:04:53.

Penalised coming into the city? The government has a role in introducing

:04:54.:04:57.

a scrappage scheme, in Los Angeles they do it where the poorest people

:04:58.:05:01.

are given a grant to scrap a dirty car and buy a cleaner car. It has

:05:02.:05:05.

worked well over there so it can work here if they do at there. We

:05:06.:05:08.

know that some of the poorest people are affected most in our cities

:05:09.:05:15.

because they live on the most busy roads. What needs to be done when it

:05:16.:05:20.

comes to construction and vehicles? Some of those large vehicles? We

:05:21.:05:23.

have the ultra low emission zone, does it go far enough? The ultra low

:05:24.:05:28.

emission zone is crucial to solving London's air pollution crisis, we

:05:29.:05:33.

think it should be brought in in 2019, one year earlier, and should

:05:34.:05:36.

cover Greater London so there are no hotspots outside of that. The mayor

:05:37.:05:40.

is curry trying to do that and consult on it, we will wait for the

:05:41.:05:46.

details -- the mayor is currently trying to do that.

:05:47.:05:50.

It is crucial in tackling this air pollution crisis in London. Thank

:05:51.:05:51.

you. Well if you'd like to know

:05:52.:05:52.

whether you'll be affected by the charges, you can

:05:53.:05:55.

check your vehicle I like London Fashion Week, where

the end result! Thousands of Vauxhall workers

:06:09.:06:12.

in Luton are waiting to hear about the future of their jobs

:06:13.:06:15.

after crunch talks in Paris. The Business Secretary Greg Clark

:06:16.:06:17.

has been in the French capital as Peugeot considers a takeover

:06:18.:06:20.

of General Motors. It is a deal which could

:06:21.:06:22.

create the second-largest But, how many jobs

:06:23.:06:32.

would remain in the UK? They've been doing this

:06:33.:06:37.

at the Vauxhall plant in Luton since 1905,

:06:38.:06:39.

but there are very real fears this potential takeover

:06:40.:06:42.

could lead to job losses, Guido is just one worker

:06:43.:06:44.

recently laid off. We thought there was a contract

:06:45.:06:55.

coming, and they just said that they had to get rid

:06:56.:06:57.

of 48 people. US giant General Motors employs 4500

:06:58.:06:59.

people at its two UK plants But, tens of thousands more work

:07:00.:07:07.

in its retail and supply chain. On Tuesday, it emerged that GM

:07:08.:07:13.

was in advanced talks with French manufacturer Peugeot Citroen,

:07:14.:07:16.

which wants to buy its European arm. With 14 factories in France

:07:17.:07:19.

and Germany, part of that equation too, there could be a 3-way tussle

:07:20.:07:22.

for job security. The French and German

:07:23.:07:29.

governments are meeting, and that would be to secure

:07:30.:07:30.

the future for their plants, and we want to make certain

:07:31.:07:33.

that the UK is not sitting The Business Secretary is determined

:07:34.:07:36.

that will not happen. Greg Clark met with GM

:07:37.:07:42.

officials earlier this week, and then went straight to Paris

:07:43.:07:45.

to meet Peugeot executives. In October, Nissan raised doubts

:07:46.:07:49.

over their future here due to Brexit but was appeased with assurances

:07:50.:07:53.

from the government. There is no doubt that

:07:54.:07:58.

the climate is tough. Vauxhall is a European company,

:07:59.:08:01.

most of its production goes to the rest of the European Union,

:08:14.:08:17.

choosing between a British and a German operation now,

:08:18.:08:20.

frankly it is a bit of a no-brainer. So far, workers in

:08:21.:08:24.

Luton are in the dark. We haven't heard the ins

:08:25.:08:26.

and outs of it yet. They've just said that they will let

:08:27.:08:29.

us know when they know. I think that most people

:08:30.:08:34.

are fairly stoic about it, Until they talk to us,

:08:35.:08:37.

we cannot do anything. With the French government heavily

of a soldier from Hammersmith during the First World War

is being remembered today. 100 years ago - Lance

and defended it for hours He was awarded the Victoria Cross -

today it is for one Lance Sergeant Palmer, who, 100

years ago in the First World War, cut his way under point-blank

machine gun fire through barbed wire entanglements, and rushed

:10:14.:10:16.

the enemy's trench It really was hard fighting,

:10:17.:10:17.

I cannot imagine being hard enough to do that sort of thing,

:10:18.:10:21.

never mind brave enough! Despite eight enemy attacks

:10:22.:10:24.

and a bomb hitting the group of soldiers, the men managed

to defend the trench. Now, people from all

very exciting! But these are difficult times that London Fashion

Week, not because of the talent or the interest in London Fashion Week

:12:35.:12:39.

but because so many designers are very concerned about the impact that

:12:40.:12:45.

Brexit could have on this multi-billion pound industry. I've

:12:46.:12:54.

been speaking to the Chief Executive of London Fashion Week to find out

:12:55.:12:57.

what the plans are to make sure that the break-up is smooth.

:12:58.:13:02.

It's an opportunity to invite ministers to Fashion Week,

:13:03.:13:05.

to share with them this incredible industry but also bring to light

:13:06.:13:08.

Millions and billions of pounds are being generated

:13:09.:13:11.

through London Fashion Week, which we have here.

:13:12.:13:16.

We are here at Central Saint Martins, and we have the most

:13:17.:13:23.

One of the things that the industry is concerned about is that students

:13:24.:13:29.

still have the opportunity to come here and study, that they are able

:13:30.:13:39.

to stay and build business in the UK and can contribute

:13:40.:13:42.

If you look at London Fashion Week, a lot of businesses,

:13:43.:13:46.

I know that the government has asked you to help them

:13:47.:13:50.

shape their policies and plans for Brexit and leaving the EU.

:13:51.:13:52.

For us, it's really around the visas.

:13:53.:13:57.

Making sure that the talent has the opportunity to be here

:13:58.:13:59.

and that they have the accessibility and can move quickly and freely.

:14:00.:14:02.

And of course, that we have free movement of goods where possible.

:14:03.:14:05.

That we have free trade agreements, if possible.

:14:06.:14:13.

These are things that are really something that can improve

:14:14.:14:15.

the competitiveness of British businesses, and surely that is

:14:16.:14:18.

Is there a chance that London could lose its crown

:14:19.:14:21.

for being the world centre for creative talent

:14:22.:14:23.

I'm very much hoping that it will be able to maintain that reputation.

:14:24.:14:27.

I think that London is this dynamic city and should continue to attract

:14:28.:14:30.

And young people around you are working hard now,

:14:31.:14:38.

Should they be optimistic for the future or is it time

:14:39.:14:43.

for them to maybe look abroad to do their studies and their work?

:14:44.:14:49.

They should absolutely not look abroad to do their studies!

:14:50.:14:52.

They should stay here in the UK and know that not only the fashion

:14:53.:14:55.

industry but the creative industries are incredibly welcoming to them

:14:56.:14:57.

and will do everything that they can to support them to stay.

:14:58.:15:06.

Apologies for technical problems, we were going to go back but

:15:07.:15:10.

unfortunately we cannot. Moving on...

:15:11.:15:30.

from the waist down - and with eighteen broken ribs -

:15:31.:15:40.

but he says he's determined to get back on a horse.

:15:41.:15:42.

The 30-year-old came off in a four-horse pile up

:15:43.:15:45.

Freddie had been an emerging force in the saddle, his best season yet

:15:46.:15:51.

but at 30 years old, he was tipped for the top before tragedy struck,

:15:52.:15:53.

falling in a four horse pile-up in Kempton in October. I sustained 18

:15:54.:16:00.

broken ribs... And worse still, a T7 paralysis, meaning he cannot move

:16:01.:16:04.

the lower half of his body. A couple of the lads watched the race again

:16:05.:16:08.

and said that I was very lucky to actually be here. After weeks in

:16:09.:16:12.

intensive care, his rehabilitation continues here. Circulation...

:16:13.:16:18.

Stretch from this one... Experts at the London spinal-cord unit keep him

:16:19.:16:22.

busy. Specialist equipment keeps his muscles moving. I began to ride

:16:23.:16:26.

racehorses when I was 11 or 12 years old. It is like a drug. Once you

:16:27.:16:33.

start, you cannot stop! Do you think that there might be a chance that

:16:34.:16:37.

you can ride again? For sure, most definitely. I have a lesson next

:16:38.:16:42.

Wednesday... That soon? You really are getting straight back on the

:16:43.:16:46.

horse! Absolutely, obviously it will not be a racehorse, something

:16:47.:16:51.

slower! But... Like I say, life goes on. You need to make the most of it.

:16:52.:16:54.

And roll on next Wednesday! This moonscape is what London looks

:16:55.:17:06.

like 35 metres underground. Find out later why they are digging a massive

:17:07.:17:08.

hole in Leicester Square! And wedding bells for a homeless

couple helped down the aisle Now we've seen many people in London

:17:11.:17:13.

who want more space digging down rather than going up,

:17:14.:17:24.

but nothing on this scale. An enormous hole has appeared

:17:25.:17:26.

in Leicester Square as building gets It will have swimming pools,

:17:59.:18:05.

cubic metres of heavy and sticky London clay,

:18:06.:18:07.

because when there is no room to build out and you cannot go too

:18:08.:18:09.

far up, you have to dig down. With a digger, built

:18:10.:18:16.

especially for this site, It's unique, because of the sheer

:18:17.:18:17.

size, we needed a machine with a telescopic ram,

:18:18.:18:28.

a road machine will not do the job. Justin cannot see much from his cab,

:18:29.:18:32.

he relies on cameras, which I love to hog,

:18:33.:18:54.

to guide the bucket as it All of this is being sent out

:18:55.:18:57.

of London to Buckinghamshire, I had never heard of anyone

:18:58.:19:02.

going that far down. I think some of the Crossrail

:19:03.:19:06.

tunnels might be 25 to 28 metres but at this size,

:19:07.:19:09.

it is unheard of. The sad thing is we will fill

:19:10.:19:11.

the back in with concrete! That will be the foundations

:19:12.:19:17.

for a hotel, conference room, cinema and leisure conference centre

:19:18.:19:19.

to be built by a Edwardian Hotels, a company owned by the same London

it is a window into how challenging and impressive building

:19:44.:19:46.

in London can be. Three years ago he was part

:19:47.:19:52.

of a Hull team that surprised everyone by making it all the way

:19:53.:19:55.

:20:17.:20:25.

of policy, they got the result, but it was disappointing. There was an

:20:26.:20:28.

FA Cup final and my memories are disappointing, we did not win the

:20:29.:20:32.

game that we should have done. It was a nice feeling. My first FA Cup

:20:33.:20:41.

goal, I think! In towards the Hull penalty area... A goal! Well taken.

:20:42.:20:47.

Sone Aluko, against his former club! Make no doubts about it... It was

:20:48.:20:51.

clinical that day, we dominated the game and a lot of the possession.

Scoring goals, that's how we want to play it. We executed our game plan

:20:56.:21:03.

really well. We always supported each other. When she wins, we all

:21:04.:21:08.

do. When we win, the whole family wins. It's not a rivalry, we have FA

:21:09.:21:14.

Cup winners in our house, I played in Europe and stuff, it does not get

:21:15.:21:20.

discussed. There are shirts in the house and a couple of trophies, it

:21:21.:21:25.

is a nice feeling for everyone. Luckily, we got a home draw which

:21:26.:21:29.

was important for us to play well at home. To execute our game plan on

:21:30.:21:34.

Sunday. And see that they destroy us. At this point, it is taking one

:21:35.:21:38.

game at a time because the league is so tight. I think all of the teams

:21:39.:21:43.

in the play-off wanted, that chasing pack is waiting for someone to slip

:21:44.:21:49.

up and the FA Cup is the be all of the competition. Good luck to them.

:21:50.:21:52.

A homeless couple who couldn't afford to get married were given

:21:53.:21:54.

a wedding with all the trimmings this afternoon after their community

:21:55.:21:57.

Chris and Kirsty have been sleeping rough in Kingston-Upon-Thames

:21:58.:22:00.

since May last year but were keen to start a new life together.

:22:01.:22:03.

Gareth Furby was lucky enough to get an invite to the big day.

:22:04.:22:08.

For months, they had been living here, in bushes by the River Thames

:22:09.:22:15.

in Kingston. Chris and Kirsty, homeless after being thrown out of

:22:16.:22:19.

their flat and these have been tough times. It has been cold. We've got

:22:20.:22:24.

about five blankets... Even though they have nothing, they've got each

:22:25.:22:29.

other. Your cheekiness... Your smile. Chris proposed, and offered a

:22:30.:22:36.

ring... ?20, ?30 come I'm glad that she said yes! Living like this, the

:22:37.:22:40.

expense of a wedding was not an option. It was heartbreaking.

:22:41.:22:45.

Heartbreaking. Their life changed when they were spotted by Paul Ryan,

:22:46.:22:49.

a church outreach worker. I saw them on the pavement and could see that

:22:50.:22:52.

they were in love with each other. We came to the conclusion that they

:22:53.:22:57.

should dream big and have the wedding of their choice. So, last

:22:58.:23:02.

night, Kirsty was preparing for her special day. Viewing a dress bought

:23:03.:23:07.

for her in her special colour. It's my favourite, because I'm an Arsenal

:23:08.:23:14.

fan! These are my wedding shoes for tomorrow. It is a dream come true.

:23:15.:23:21.

I've got butterflies. To be honest! I have butterflies! This morning,

:23:22.:23:25.

Chris was transforming into the groom in a hired suit, again paid

:23:26.:23:32.

for with donations. It feels like I feel important! Like I'm going to an

:23:33.:23:37.

office or something! It was for something much more important than

:23:38.:23:41.

that... I'd take you to be my husband... I'd take you to be my

:23:42.:23:45.

husband... Before God who brought us together. I now pronounce you,

:23:46.:23:50.

husband and wife. The total cost was ?2000, and all that was a gift. It's

:23:51.:23:56.

been a long time coming! It shows people do care. We want to

:23:57.:23:59.

demonstrate that God loves them, this is the first step for them.

:24:00.:24:04.

Anyone who has worked with people in this situation before will tell you

:24:05.:24:07.

there is no instant fix. And there's no return to that tent tonight! A

:24:08.:24:12.

broom in a hotel has also been paid for, and a flat bound with the rent

:24:13.:24:18.

covered until benefits kick in -- room. Kirsty is pregnant, a baby is

:24:19.:24:23.

due. And hopefully, this is the beginning of a better life.

:24:24.:24:27.

Let's get a check on the weekend weather with Stav Danaos.

:24:28.:24:33.

very mild, isn't it? Yes, it is set to get very mild to the start of

:24:34.:24:42.

next week... It's been a lovely day across the capital, and across the

:24:43.:24:46.

south-east really. Bits of cloud about, and some sunny spells, this

:24:47.:24:50.

picture of central London shows how it was through the day. Overnight it

:24:51.:24:56.

stays dry for most of us. Some cloud here and there. Some missed and

:24:57.:25:01.

knock-about, temperatures won't go lower than six or 7 degrees. These

temperatures will be seeing daytime in mid-February. At the weekend,

cooler, close to where we see temperatures that this time of year.

:26:31.:26:35.

The night will be cold but still above the seasonal

average, mild weather is set to continue.
