to be taught about healthy relationships in schools all over | :00:00. | :00:00.
is criticised over its treatment of patients. | :00:00. | :00:26.
So, in outpatients, there were patients having procedures in | :00:27. | :00:28.
corridors that staff had almost become normalised. | :00:29. | :00:30.
You know, and it's not appropriate to be | :00:31. | :00:32.
Also ahead - a warning to drivers, tougher penalties from today mean | :00:33. | :00:36.
double the points for those caught using their mobile phone. | :00:37. | :00:38.
Born four months early - one of the youngest patients | :00:39. | :00:41.
in the world to survive major abdominal surgery - | :00:42. | :00:43.
For her to be so small and go through all that and still alive, | :00:44. | :00:48.
And in fine voice - we meet the first woman | :00:49. | :01:01.
in 1,000 years to become a full-time chorister at St Paul's Cathedral. | :01:02. | :01:15.
A very warm welcome to BBC London News with me Riz Lateef. | :01:16. | :01:36.
"Out-patients having procedures in corridors - | :01:37. | :01:38.
and sewage leaking into clinical areas". | :01:39. | :01:40.
Just some of the damning findings by health | :01:41. | :01:42.
watchdog inspectors in Hertfordshire. | :01:43. | :01:44.
The NHS Trust which runs three hospitals in Watford, | :01:45. | :01:46.
St Albans and Hemel Hempstead - is being kept in special measures | :01:47. | :01:49.
for the third consecutive year - over the standard of | :01:50. | :01:51.
As Sarah Harris reports - the new Chief Executive says she can | :01:52. | :01:55.
After 23 hospital stays, the last one for five weeks, | :01:56. | :01:59.
92-year-old Doris Harrison who is being treated for pneumonia | :02:00. | :02:02.
should be a good judge of how Watford General should improved. | :02:03. | :02:05.
It is hard for them. There's not enough nurses. | :02:06. | :02:07.
They could do with another one on the wards. | :02:08. | :02:14.
But inspectors didn't criticise staffing levels at the trust | :02:15. | :02:16.
that includes Watford, St Albans, and Hemel hospitals. | :02:17. | :02:24.
Their report said outpatients' privacy and dignity | :02:25. | :02:26.
The emergency department did not treat patients quickly enough | :02:27. | :02:30.
and the temperature on some wards was too high to store medicines. | :02:31. | :02:33.
There were some issues with the environment | :02:34. | :02:36.
In outpatients, there were patients having procedures in corridors. | :02:37. | :02:41.
And it's not appropriate to be having care in a corridor. | :02:42. | :02:49.
Despite improvements, the trust will remain in special | :02:50. | :02:52.
measures with nurses and doctors under pressure, but managers | :02:53. | :02:56.
insist they are hiding in the right direction. | :02:57. | :03:09.
-- heading in the right direction. | :03:10. | :03:11.
As far as patients are concerned, the trust is still failing. | :03:12. | :03:15.
As the CQC said, we've had a long way to come and we've come a | :03:16. | :03:21.
long way and were still very much focused on the ongoing progress | :03:22. | :03:24.
day-to-day of our quality improvement journey. | :03:25. | :03:25.
There are very substantial improvements in maternity, | :03:26. | :03:27.
critical care, lots of improvements in medicine, surgery | :03:28. | :03:29.
And the efforts being made are appreciated by Yvonne Stanley | :03:30. | :03:33.
from Abbots Langley who gave birth to both her children | :03:34. | :03:36.
at Watford General and, despite challenges, believes | :03:37. | :03:38.
the community should get behind the health service. | :03:39. | :03:40.
Obviously, there's been identified room for improvement but, | :03:41. | :03:46.
on the whole, my experience has been generally positive, latterly. | :03:47. | :03:51.
I had a bad experience with my mum a few years ago but I can never | :03:52. | :03:55.
be more than thankful to Watford General Hospital | :03:56. | :03:57.
for saving both mine and my daughter's life. | :03:58. | :04:04.
Its gratitude that's shared by Doris who, it's likely, | :04:05. | :04:07.
will be a patient at Watford General for some time yet | :04:08. | :04:10.
with staff determined to make further improvements, | :04:11. | :04:12.
Coming up later in the programme. Leyton Orient have been served with | :04:13. | :04:34.
a winding up order. If they don't pay their debts, they could be | :04:35. | :04:37.
forced out of business. We will be speaking to the fans group | :04:38. | :04:41.
desperately coming up with a rescue plan. | :04:42. | :04:43.
Drivers caught using hand-held mobile phones face tougher | :04:44. | :04:45.
The fine has doubled to two hundred pounds, | :04:46. | :04:49.
and the number of penalty points has also doubled to six. | :04:50. | :04:52.
Police have pledged to put an "increased focus" | :04:53. | :04:54.
on catching offenders, and Asad Ahmad | :04:55. | :04:56.
can tell us more about it. Asad. | :04:57. | :05:02.
It's all got a lot stricter from today for drivers who use a mobile | :05:03. | :05:12.
phone while driving. Is it becoming as socially unacceptable as | :05:13. | :05:19.
drink-driving? Is it an overreaction? Not if you talk to the | :05:20. | :05:23.
100 or so people who were very seriously injured wife drivers using | :05:24. | :05:32.
a phone last year. Last by drivers. An automatic six penalty points if | :05:33. | :05:35.
you are caught with a mobile phone behind the wheel. If you are a new | :05:36. | :05:40.
driver, you will have to reset your test altogether. Cabbies who drive | :05:41. | :05:46.
around London all the time and see what other drivers are up to, what | :05:47. | :05:53.
do they think about it? I think it's a brilliant idea. It's very | :05:54. | :05:59.
prevalent. You see people on their phones constantly. Especially | :06:00. | :06:02.
minicab drivers on their apps. Very good idea. I think it's a fair call. | :06:03. | :06:10.
You see everyone, women, men, cab drivers, even. Six points in there. | :06:11. | :06:19.
You know. The police have got to be seen to be doing something, I think. | :06:20. | :06:28.
Just to clarify a few points with the new law. Can you text or use | :06:29. | :06:38.
social media went behind the will? Very clearly not. You can listen to | :06:39. | :06:45.
a podcast or music but only if the phone is in a hands-free holder. You | :06:46. | :06:53.
cannot use it to watch video at all. Can you use it for sat now? The | :06:54. | :06:58.
answer is yes but it must be in a hands-free holder in your vehicle. | :06:59. | :07:05.
Can you use it if you pull over? The answer to that is, you must be in a | :07:06. | :07:10.
safe place when you pull over and you must have your engine switched | :07:11. | :07:18.
off. The advice from the RAC, the AA and politicians is to put the phone | :07:19. | :07:24.
out of temptation in the Love box. All done, drive safely. -- in the | :07:25. | :07:28.
glove box. Businesses are warning | :07:29. | :07:34.
the Chancellor that parts of South East London and Kent | :07:35. | :07:36.
could grind to a standstill if an urgent decision | :07:37. | :07:39.
isn't made on where to build Both the Federation of Small | :07:40. | :07:41.
Businesses and the London Chamber of Commerce say the Government needs | :07:42. | :07:45.
to make good on its promise for another bridge or tunnel, | :07:46. | :07:50.
or risk damaging A crossing that can't cope, | :07:51. | :08:03.
hampering the UK's economy. The Federation of Small Businesses says | :08:04. | :08:06.
that in addition to the Dartford Crossing, a new lower Thames | :08:07. | :08:11.
crossing is needed now. There is a real problem with congestion in | :08:12. | :08:18.
Kent, Essex, London. It will only be solved by another lower Thames | :08:19. | :08:22.
crossing. We need the Chancellor to seize the day in the budget and take | :08:23. | :08:28.
action on this. Make a decision. In January last year, highways England | :08:29. | :08:33.
Jose tunnel east of Gravesend as their preferred option rather than | :08:34. | :08:37.
another crossing at Dartford. It produced images of what it would | :08:38. | :08:45.
look like. The public consultation received 47,000 responses. But still | :08:46. | :08:53.
no decision. In an article tomorrow, several organisations say that the | :08:54. | :08:57.
Dartford Crossing is creaking under the pressure of 50 million crossings | :08:58. | :09:01.
a year. It threatens to bring the south-east to a standstill. He | :09:02. | :09:07.
promised to make a decision by the government in due course is not good | :09:08. | :09:11.
enough. Many agree. It's disgusting that they have never made it good. I | :09:12. | :09:21.
think you knew -- I think a new crossing is definitely needed. | :09:22. | :09:24.
Nobody wants it on their doorstep but it is needed. If you get a snarl | :09:25. | :09:31.
up, an accident or something, people in Dartford are tailed back for | :09:32. | :09:37.
hours and hours. The Department for Transport said it recognised the | :09:38. | :09:41.
need for a new crossing but said a decision will be taken in due | :09:42. | :09:47.
course. I'm optimistic that we will get a decision this month. It's | :09:48. | :09:51.
important that we will get the right decision that will give motorists a | :09:52. | :09:55.
chance. As soon as we get that decision, we can get on with | :09:56. | :10:00.
building the thing. All eyes will be on the Chancellor next week. | :10:01. | :10:04.
Simon, why is this decision taking so long? The government was unable | :10:05. | :10:17.
to clarify what it means by those three keywords, in due course but it | :10:18. | :10:23.
is sifting through 47,000 responses to the public consultation, the | :10:24. | :10:27.
biggest response ever for a project of this type. Whatever it chooses is | :10:28. | :10:32.
going to be controversial. The Dartford MP says that a new crossing | :10:33. | :10:37.
here will bring more traffic into Dartford. He thinks it should be | :10:38. | :10:42.
near Gravesend. But the Gravesend MP says that could bring 30 years of | :10:43. | :10:45.
misery to the M25. A driver filmed screaming at BBC | :10:46. | :10:50.
presenter Jeremy Vine as he cycled down a road is to appeal | :10:51. | :10:53.
against her conviction. Shanique Pearson threatened | :10:54. | :10:55.
to knock out the TV star and made a gun sign at him | :10:56. | :10:57.
during an altercation She was found guilty of driving | :10:58. | :11:00.
without reasonable consideration and using threatening | :11:01. | :11:03.
and abusive words. The 22-year-old was due | :11:04. | :11:05.
to be sentenced today, but it was postponed | :11:06. | :11:06.
pending her appeal. The number of road traffic | :11:07. | :11:11.
collisions attended by firefighters in the capital | :11:12. | :11:13.
is at a five-year high. New figures released today | :11:14. | :11:15.
by the London Fire Brigade show crews are attending 12 per cent more | :11:16. | :11:18.
crashes on our roads than last year. Fire chiefs say drivers falling | :11:19. | :11:21.
asleep at the wheel and distractions inside people's cars are a major | :11:22. | :11:24.
cause of accidents. A record number of children have | :11:25. | :11:47.
missed out on their first choice primary School 28,000 children have | :11:48. | :11:54.
been moved to a choice further down. It is said that poorer children are | :11:55. | :11:55.
more likely to be affected. This little baby girl from Surrey | :11:56. | :12:29.
is one of the youngest patients in the world to survive | :12:30. | :12:32.
major abdominal surgery. Abiageal Peters was born | :12:33. | :12:34.
four months early - Doctors at St George's Hospital | :12:35. | :12:36.
in Tooting performed an operation on her at six days old - | :12:37. | :12:39.
and now her parents have finally They've been speaking | :12:40. | :12:43.
to Ayshea Buksh. It was like a crash. We knew she | :12:44. | :12:48.
wouldn't survive if she didn't have surgery. We knew that she might not | :12:49. | :12:54.
survive surgery but definitely she wouldn't survive without it. We | :12:55. | :12:58.
waited in this at room for three hours. Surgical staff had never | :12:59. | :13:06.
operated before on a baby who was that premature and so young. Her | :13:07. | :13:13.
tissues were so fragile. Her skin and her tissues were jelly-like. If | :13:14. | :13:20.
you hold them, she would start to bleed. A baby that size has very | :13:21. | :13:30.
little blood circulating volume, so you can't afford any blood loss. The | :13:31. | :13:37.
operation was a success and after four months, recovering in the | :13:38. | :13:41.
neonatal ward, her parents have finally been able to take her home. | :13:42. | :13:47.
To be so small and go through all that and survive, she's an absolute | :13:48. | :13:51.
miracle. She's been doing brilliantly and we've been to treat | :13:52. | :13:56.
her like a normal newborn. She's not on monitors or oxygen or anything | :13:57. | :14:03.
but you are still wondering all the time, is she still breathing? She's | :14:04. | :14:09.
had a lot of hurdles in her short life so far but she seems to have | :14:10. | :14:16.
passed with flying colours. For the hospital, it may be a first but | :14:17. | :14:21.
Abigail's parents are just delighted that every day she is getting | :14:22. | :14:22.
stronger. Still to come this | :14:23. | :14:27.
Wednesday evening - We meet the first woman ever to | :14:28. | :14:46.
become a full-time chorister at the cathedral. | :14:47. | :14:49.
And in weather, after a after a damp end to the day and it becomes | :14:50. | :14:52.
very windy overnight and first thing tomorrow. | :14:53. | :14:54.
But, at least, tomorrow we're going to see the sunshine | :14:55. | :14:56.
Join me for the full forecast later on. | :14:57. | :15:08.
At a river crossing in a village in Buckinghamshire, | :15:09. | :15:10.
police are checking the weight of vehicles. | :15:11. | :15:12.
For six weeks - any that are too heavy trying to drive over | :15:13. | :15:15.
Marlow Bridge will be turned around by police. | :15:16. | :15:17.
From then on - drivers whose cars are over three tonnes - | :15:18. | :15:20.
to put that into context, that could be a four-by-four | :15:21. | :15:23.
will be issued with a fifty pound fine. | :15:24. | :15:27.
Van after van, car after car, being turned around at Marlow Bridge | :15:28. | :15:31.
this morning for exceeding the three tonne weight limits. | :15:32. | :15:34.
The last half an hour, there's been 13. | :15:35. | :15:36.
It's part of a police operation, after a 37 | :15:37. | :15:39.
tonne lorry got stuck trying to cross the bridge in September. | :15:40. | :15:42.
The resulting damage and subsequent testing | :15:43. | :15:51.
meant that the bridge was shut for two months. | :15:52. | :15:53.
Whilst some drivers wanted to cross Marlow | :15:54. | :15:55.
Bridge today were blatantly in excess of the three tonne weight | :15:56. | :15:58.
that they weren't breaking the rules. | :15:59. | :16:03.
Many are confused as to the maximum gross weight of their | :16:04. | :16:06.
vehicle, that's the capacity of the vehicle, | :16:07. | :16:08.
This car could be overweight if it was full of passengers, yes. | :16:09. | :16:15.
But I know that it's not overweight at the moment. | :16:16. | :16:18.
I know it's not oversized at the moment. | :16:19. | :16:20.
I'm afraid you're too heavy to go over the bridge. | :16:21. | :16:23.
Well, I looked up the weight of my car and it's under three tonnes. | :16:24. | :16:27.
Do you mind just turning left here and | :16:28. | :16:29.
will clarify, then were not just blocking the road up. | :16:30. | :16:38.
And I think it's about 2.5 tonnes, Max. | :16:39. | :16:43.
Last autumn's bridge closure cost businesses in the town | :16:44. | :16:45.
dearly and the re-routed traffic caused long tailbacks on the a 404, | :16:46. | :16:48.
affecting thousands of drivers daily. | :16:49. | :16:49.
This is an excellent bridge. It's very old. | :16:50. | :16:51.
And the idea of the weight limit is to try and reduce | :16:52. | :16:54.
The regular wear and tear on the bridge. | :16:55. | :16:57.
What this operation is after is stopping | :16:58. | :17:00.
the overweight vehicles, so we do keep | :17:01. | :17:08.
the wear and tear down and that For the next six weeks, | :17:09. | :17:10.
police will be stopping overweight vehicles from crossing Marlow Bridge | :17:11. | :17:14.
but, in future, drivers who ignored the limit will have | :17:15. | :17:17.
to pay a ?50 fine. Tonight one of London oldest | :17:18. | :17:19.
football clubs is facing Leyton Orient have been served | :17:20. | :17:23.
with a winding up order It's left fans anxious | :17:24. | :17:27.
over the club's future. Chris Slegg has been | :17:28. | :17:30.
following developments and joins us from their ground now, | :17:31. | :17:33.
what are you hearing? We are not hearing much at all from | :17:34. | :17:46.
the club. Our repeated requests this afternoon for an interview have been | :17:47. | :17:50.
declined. They are not even going to release a statement. The fans want | :17:51. | :17:56.
to hear from the owner as to whether he can get them out of a financial | :17:57. | :18:04.
mess. The owner, Francesco Becchetti bought the club from former owner | :18:05. | :18:10.
Barry Hearn. Since then, it's been a disaster and the club have been | :18:11. | :18:14.
relegated to League 2 and they are in danger of being relegated from | :18:15. | :18:19.
the league altogether. For the first time. They have received this | :18:20. | :18:26.
winding up order. They aren't you to appear in court. A long way down the | :18:27. | :18:31.
road, it could lead to liquidation. Very worrying fans for fans. With me | :18:32. | :18:36.
now is Dave Knight from the fans just. What are you trying to do? | :18:37. | :18:44.
We've organised an emergency meeting for tomorrow. We're hoping that we | :18:45. | :18:48.
can come together to discuss the plight we are in. At that meeting we | :18:49. | :18:53.
hope to launch a regeneration fund so that we have got a pool of money | :18:54. | :18:58.
that will help us to talk to a potential new owner or go towards | :18:59. | :19:07.
forming a kind of Phoenix club. You believe that the football league | :19:08. | :19:11.
should have a more stringent look into the background of owners before | :19:12. | :19:16.
they take over. Late nori and isn't alone in having an ownership issue | :19:17. | :19:26.
at the moment. Clubs like commentary -- Coventry and Blackpool. We would | :19:27. | :19:29.
like to see if there is something they can do to bring our community | :19:30. | :19:34.
football clubs under better control. You are getting plans in place for a | :19:35. | :19:40.
potential Phoenix club. That shows how worried you are. It's not | :19:41. | :19:46.
something we want to do. We want to see our club carry on as it is now | :19:47. | :19:50.
but do better in the football league. We'd like the club to | :19:51. | :19:55.
continue and we welcome talking to new owners of people who would like | :19:56. | :20:01.
to invest. It is a fine community football club. A very big part of my | :20:02. | :20:06.
life and many others. We would love to hear from some people. The leader | :20:07. | :20:11.
of Waltham Forest Council says it would like to see the owner stand up | :20:12. | :20:13.
to his responsibilities. Registration's opened for this | :20:14. | :20:19.
year's Ride London event. The cycling equivalent | :20:20. | :20:23.
of the London Marathon Thousands will take | :20:24. | :20:26.
to the roads around the capital and folow the 100 mile route | :20:27. | :20:30.
into Surrey this summer. There's a shorter course | :20:31. | :20:32.
- of just 46 miles - for young riders and | :20:33. | :20:41.
newcomers, including the two-time olympic boxing | :20:42. | :20:43.
champion Nicola Adams. It shows that you don't have to be | :20:44. | :20:45.
a cyclist to join in. Anybody that knows how to ride | :20:46. | :20:48.
a bike can just get on, come down, join in and take part | :20:49. | :20:57.
in the 46 miles. St Paul's Cathedral | :20:58. | :21:01.
has appointed its first full-time female chorister - | :21:02. | :21:03.
the only woman in a thousand Cariss Jones was unanimously chosen | :21:04. | :21:06.
by clergymen because of her So let's hear it - | :21:07. | :21:09.
because Louisa Preston This is an amazing achievement. The | :21:10. | :21:36.
first female full-time chorister at Saint Pauls in 1000 years. How does | :21:37. | :21:42.
it feel? Completely overwhelming. I couldn't be more thrilled and more | :21:43. | :21:46.
delighted. I'm lucky to have the opportunity to sing in this building | :21:47. | :21:58.
with these amazing people. I would imagine that you're hoping that your | :21:59. | :22:04.
appointment here would inspire other women? Absolutely. I think it's a | :22:05. | :22:11.
really important moment. I have every hope that more women will be | :22:12. | :22:15.
able to sing in the building and that these positions will continue | :22:16. | :22:16.
to be open to everyone. This is actually quite different to | :22:17. | :22:34.
what you've been doing over the past ten years. You've been travelling | :22:35. | :22:39.
around the world singing, you have been on the Harry Potter films and | :22:40. | :22:43.
the Hobbit films. Tell me about that? The very normal but slightly | :22:44. | :22:49.
abnormal life of a freelance musician. You go where the work is. | :22:50. | :22:56.
I've been really fortunate to do these things all over the years. | :22:57. | :23:04.
I've enjoyed being part of films. But I'm looking forward to the | :23:05. | :23:08.
routine of being attached to one institution. Obviously, you are | :23:09. | :23:13.
heavily pregnant. How are you going to juggle children and this | :23:14. | :23:23.
full-time job? It's working OK with my toddler so far. Like most working | :23:24. | :23:31.
mums, I have to juggle. Can I just ask you to sing once more? Sure. | :23:32. | :23:43.
# Amazing Grace, how sweet the sound... | :23:44. | :23:52.
# That saved a wretch like me. # I once... #. | :23:53. | :24:03.
What a voice. Congratulations to her. Quite an achievement. From high | :24:04. | :24:09.
culture to weather, how about that? We start with a lovely view from | :24:10. | :24:11.
today. The day that whether people call the | :24:12. | :24:21.
first day of spring. There wasn't much like spring today. It clouded | :24:22. | :24:26.
over, light rain clearing two showers this evening. Take a look at | :24:27. | :24:31.
the wind speeds. Edging up all through the night. It really will | :24:32. | :24:35.
become quite gusty through the night. It may wake you up earlier | :24:36. | :24:42.
than you'd want. A cold wind when we are out and about tomorrow. When | :24:43. | :24:47.
it's at its strongest, we could see ghosts of 40 mph. Before the winter | :24:48. | :24:54.
just eases a little as we get deeper into the day. -- gusts. Tomorrow, | :24:55. | :25:03.
dry and we will see much more sunshine into the afternoon compared | :25:04. | :25:07.
to today. Temperature is a little bit higher as well. Out of the | :25:08. | :25:14.
breeze and in the sunshine, it's going to feel quite pleasant. | :25:15. | :25:20.
Tomorrow evening, a bit more cloud coming our way. The chance of a | :25:21. | :25:26.
passing shower. Into Friday morning, another area of low pressure coming | :25:27. | :25:31.
our way and it is going to produce this on Friday morning. It is going | :25:32. | :25:36.
to be a wet start. Winds aren't going to be as strong. Beginning to | :25:37. | :25:43.
ease as we go into the afternoon. Temperatures around 10-11 . | :25:44. | :25:49.
Temperatures that level through the weekend. It isn't going to rain all | :25:50. | :25:56.
the time but there will be rain at times. Sunshine will be at a | :25:57. | :25:58.
premium. The government has been defeated | :25:59. | :26:03.
over the Brexit bill. The Lords voted to amend | :26:04. | :26:07.
the legislation to protect the rights of EU citizens living | :26:08. | :26:10.
in the UK. It's a setback for the bill | :26:11. | :26:13.
to trigger article 50 which signals the start of the formal process | :26:14. | :26:17.
of the UK leaving the EU. President Trump has used his first | :26:18. | :26:20.
speech to Congress to declare And from today drivers | :26:21. | :26:23.
caught using mobile phones Offenders will now be | :26:24. | :26:27.
fined two hundred pounds More from us in our late | :26:28. | :26:30.

and have a lovely evening. I think my political beliefs are | :26:38. | :27:05.
really quite straightforward. I believe that our country needs to | :27:06. | :27:09.
work for everyone. Not just for the rich, | :27:10. | :27:11.
not just for the privileged, not just for those who know | :27:12. | :27:14.
the right people or who've got the loudest voices, but a country | :27:15. | :27:17.
that really works for everyone, has the opportunity to be | :27:18. | :27:20.
who they want to be. In order to make sure that the | :27:21. | :27:25.
country works for everyone, Standing up for the vulnerable, | :27:26. | :27:28.
for the voiceless, against those who feel that they're | :27:29. | :27:32.
strong and powerful. If you're doing the right thing, | :27:33. | :27:37.
then you must do that however difficult it is, even if there seems | :27:38. | :27:40.
to be an easier path to take. you need to have a vision as to what | :27:41. | :27:45.
you want to do, but above that, | :27:46. | :27:51. |
