Five people have been taken to hospital after a car hit a wall

and collided with pedestrians in Bellingham in south-east London.

Three of them are in a critical condition.

Police picked through the wreckage, puzzling over how this high-powered

Mercedes ended up crashed into a tree. Eyewitnesses say the car wash

was the centre of the drama which unfolded at 8am this morning. It is

unclear if the driver at the time was the owner, or if this was an

attempted carjacking. Somebody just jumped into the driver 's side, took

the car, went up to the traffic lights and turned around behind me

and five people were standing to the left of the yellow bombards -- bala

's and smashed into the people. I saw carnage. There were two men flat

on their black on the floor -- on the back. The people were sitting

right and I was shaking and trying to get her to wake up. One of the

guys was bleeding from his head. Five people were injured, and for

men and women aged between 25 and 46. Three of them, including the

woman, remain in a critical condition in hospital. The driver

was arrested at the scene by an off-duty police officer on suspicion

of causing serious injury by dangerous driving. He was also

arrested on suspicion of drink-driving. He was also taken to

hospital with a head injury. The incident caused traffic problems

throughout the day in south-east London with dozens of buses

diverted. Police are still appealing for witnesses to an incident which

left five pedestrians hospitalised. All but four of the capital's

councils are set to raise council taxes to address the shortage

of money for social care. London Councils has predicted

there will be a shortfall Dan Freedman went to Greenwich,

which is raising its tax by the maximum allowed,

to see how the money is spent. It has been an arduous journey for

Gerald to be able to move his legs, even like this. In November last

year, after struggling for some time with a throat infection and feeling

short of breath he went to hospital. One day later, he was in a coma

which lasted for two weeks. Back at home now since Christmas, he is

still recovering. Milk, which now makes up close to seven weeks in

hospital, and bedtime, and now I have lost pretty much my ability to

walk around. Greenwich Council provided free daily care for Gerald

at home, including physiotherapy, occupational therapy and help with

his rehabilitation and self-care. He's done very well. He was a

wonderful success story and I went back to the office and told

everybody how wonderful he had recovered and improved. From no

mobility to walking unaided. But to pay for care like this, Greenwich

are now putting up their council tax by 4.99%, the maximum allowed

allowed. -- amount allowed. The councils should be allowed to raise

more money to raise more funding and to distribute the proceeds locally.

per week at the moment but the problem with this debate is, why

should it be right that people like Gerald, or people from the wartime

generation who helped create this country now have to pay for this

locally. This is a national crisis. He says he does not mind. Gerald has

had some fantastic care to get back to have an independent life but not

everybody is in that position. There are many people who cannot pay. The

argument about how to fund social care will no doubt continue. The

government is under pressure to come up with a solution and fast. There

is obviously an issue around funding and the government has agreed a

further 3% allowance on what they can raise. He may not feel like it,

but Gerald is one of the lucky ones. His social care needs are

short-term, he is young and with a bit of help he can probably return

to full health. Most of those receiving social care will not be so

lucky. Let's take a look at the weather

many places amicably in double figures with some signs of spring as

the blossom came out. I don't think it will always feel much like spring

this week. It will be showery, breezy and feeling chilly during

that. Some showers coming through tonight, especially the further

south east you go, maybe North West London will see clearer skies and

lower temperatures. If you are up early, you will see some brightness

but the showers get going again and some of them will be heavy, thundery

and maybe even falling as snow with a breeze behind them. Temperatures

will start around eight or 9 degrees but under the showers it will feel

chilly. An unsettled week, often breezy and a bit on the chilly side
