If welcome it to this special white edition of Look East from

Silverstone. Building for the future how

millions are changing the face of Silverstone.

Rubbing shoulders with the stars. Also tonight the German doctor who

killed a pensioner with an overdose is find that not struck off.

And I will have all of the weather Last year we were at Silverstone

and it was so hot. This year it has been pouring with rain. It has made

everything very interesting as far as practice is concerned. We will

hear from the Bryn Howel, Freddy Flintoff -- Damon Hill, and Martin

Brundle. It is our summer. We will talk enough while with Derek

Warwick about the new building and what his dreams are for the future.

I have been for a look around to see what they are doing.

To get the full picture, Silverstone is best seen it from

the air. Built on the site of an all World War II airfield it

stretches over 762 acres. Over the last two years it has been

transformed. Last year it was the track. This year it is the wing. It

costs �27 million to build. This weekend it will be the home for the

teams. It is fabulous. It is the culmination of a lot of years of

work. And over there is where the development will happen in the

future. In the build up to the race the new pit garages have been at

scrapping green -- scrubbed clean. None of this would have been

possible without this. If there had been any doubt that Silverstone had

been the home of British Grand Prix in the long term and none of the

development would have been possible. It would not have been

possible. We are hoping that the jobs will be created in the next

five to 10 the years. Bernie Ecclestone once said that it was a

world event masquerading as a country fair. The country fear is

getting a makeover. This weekend 300,000 people will see just how

far Silverstone has come and know there is more in the pipeline.

The important thing to remember about this is that this grand prix

is not just about this area. Right across the region of the economies

of small companies and big companies rely very much on the

sort up business that in grand-prix brings. I met somebody this morning

who has a small company in Norfolk. The turnover �1 million per year

making the packing cases that all Formula One teams use. It is

important to to lot of people. I will bring you to the manner that

is about to become the new president of the BRDC.

A lot has been achieved. What do you hope to achieve in the future?

There is a lot of potential. We have our lot with the new wing. We

have got outline planning for hotels, universities, a campus.

There is a race team that wants to set up here. There is a lot that

can happen here. For do you like what they have done? Yes I do. I do

not like change for the sake of change that we had to make this new

facility to bring the Grand Prix here. Despite eight of the 12

former centimes being within a 50 mile radius of where we stand we

have to do this to save the Grand Prix. Without this we would not

have got a 17 year contract. We had to do this. You are making sure now

that we have the drivers of the future. You're saying that what

makes this profitable as having Lewis Hamilton and Jenson Button.

Without those people it takes away the green. They bring in an extra

30,000 or 40,000 people. It is important to make sure that Ariane

driver programmes are coming through to become the next Jenson

Button or Lewis Hamilton. We could do with decent weather! Yes we

could! It has started to rain quite

heavily now. It has been difficult for the drivers in training and in

practice and also for those people who are looking to do well this

weekend as far as their points are concerned.

They are the dominant force in Formula One. They are the ones

everyone wants to beat. Lewis Hamilton had to concede the title

to Sebastien Vettel. With the lead at 77 Points the fans know it is

just about one. Sebastien Vettel could only manage

13th place today in the two sessions.

This will have made the difference to the Times today I assume? It is

very difficult for the teams. There are significant changes in the way

that the use their throttle and exhaust. That has a dramatic effect

on how the cars handle. The drivers have not been able to get out and

test their cards. They are one day behind. It could be a dry Grand

Prix! They have not tested the new tyres. It should give as a nice mix

that red and race. I want to play a clutch of Lewis Hamilton. He has

been linked with moving away to McLaren and maybe going to read

Bill. Let us hear from Lewis Hamilton. I am comfortable when I

am. There is a lot of speculation. Everyone needs to realise that I am

not reading the newspapers or discussing this. I am focused on

trying to win this championship. I am focus on trying to make this car

number one. This is the man in charge of Red Bull. His Lewis

Hamilton not coming to you? He is a McLaren driver. I am would be

surprised. He did chat with you. came to Red Bull, but he is happy

where he is. You will have to ask a Lewis Hamilton that question.

would you not want Lewis Hamilton and Sebastien Vettel? On paper it

looks fantastic. In reality when you pick drivers like that together,

look at Lewis Hamilton and Fernandez along so, sometimes the

dynamics are so important. Can you believe how well your team is

doing? It has been a fantastic period for as. The challenge is to

keep the continuity going. To keep the success going from one season

into the next. We have manners to do that. We have had a tremendous

first half to this season. The challenge is to finish the season

of been at the same manner. That is good for this part of the region -

to have that team that is so successful? We hear the German

German medical authorities have fined the doctor who killed a

patient in Cambridgeshire with a massive overdose of Diamorphine. GP

Daniel Ubani was fined 7,000 Euros for violation of the doctor's

professional code of conduct after the death of David Gray three years

ago. But Dr Ubani was not struck off the register in Germany.

The only time that Dr Ubani had ever been seriously challenged for

killing patient David Gray was when he was confronted by the victim's

sons at a medical conference in Bavaria last year. I want to listen

to what Now, three and a half years after

causing his patient's death, a disciplinary hearing has been held

in the town of Muenster. It resulted in the dangerously

incompetent doctor being fined 7,000 Euros for causing Mr Gray's

death and mistreating two other patients during his first out of

hours shift in the UK. What worries me is that he is still fit to

practise over there without any restriction. There is no remit to

take out disciplinary action. He continues to be a danger to the

German public. Dr Ubani can practise in any other country in

the European Union except in the UK. The other countries might not even

know the danger that he pauses to them.

Ubani was also given a warning following the hearing. Previously

he'd escaped extradition to face trial for manslaughter in the UK

after striking a deal with German prosecutors. It resulted in a 5,000

Euros fines for the the relatively minor offence of negligent killing.

Norfolk Lib Dem MP Norman Lamb said today it beggars belief that Dr

Ubani has not been struck off in Germany. He's also concerned that

dealings between the British and German authorities over Ubani

remain unclear. He said there has been a muddled time mind. He has

asked the Home Secretary to write to the German justice minister.

Meanwhile Dr Ubani continues to promote his work across Europe.

An inquest has heard allow single shot fired by a sniper killed two

paratroopers in Afghanistan. Lewis Hendry from Muenster and Conrad

Lewis were hit by the same bill at. For Essex County Council has

admitted that Lord Hanningfield its former leader is still receiving an

alliance even though he is in prison. He is serving nine months

for fiddling his parliamentary expenses.

Lord Hanningfield's sentence disqualified him from being a

county councillor but it only takes effect once has term has run out.

That means he is still getting his allowance. �11,500 per year. How do

residents feel? It will not do them much good in prison. It will not

make much difference. intentions were good but along the

way he strayed. I think it is unfortunate. He probably should

step down. The time allowed for him to appeal should run out later this

month. Until then there is no by- election either. Some believe he

should quit now. It grieves me that the good name of Essex County

Council and Essex in general is track to the mat. We are trying to

boost the image at Essex. This comes along and and does so much

good work by many hard-working councillors. Essex police continued

But if he does not, stalemate remains.

An investigation is underway after a teenager was found hanging in his

cell at Chelmsford Prison. The body of 18-year-old Tuan Ho was

discovered just after 7pm on Monday evening and despite the efforts of

prison staff and paramedics, he was pronounced dead an hour later. He

is the seventh teenager to die in custody in the UK this year.

A third Olympic team could choose Lowestoft as a training camp ahead

of London 2012. Waveney Gymnastics Centre has already signed up the

Canadian and Australian teams, and now the Japanese Trampoline team

could join them. Their squad will be at the centre next month and if

the visit is successful the hope is that they will choose to return

next year for the Olympics. A racehorse which is part-owned by

the world heptathlon champion Jessica Ennis is recovering from

surgery after a collision with a car in Newmarket. The filly is also

named Jessica Ennis and was due to make her racing debut tomorrow.

At Newmarket trainer Michael Bell's stables, they had high hopes fot

their runner in tomorrow's Maiden Fillies Stakes. But it seems a

freak accident has put paid to 2- year-old Jessica Ennis's racing

career. She was having routine stalls training when she panicked,

unseated her jockey and ran towards a busy road. She collided with a

BMW car. It was seriously damaged, the driver escaped unharmed. And he

was extremely lucky, it it could have been so much worse. It is

amazing that she is alive, given the speed of the car and the size

of the car. We would have but she would have broken her leg. And

obviously when a horse has a major Fracture of their Lec, there is

little that she can do to save him. It was a very distressing accident.

Jessica Ennis underwent surgery here at the Newmarket Equine

Hospital. She had suffered lacerations and bruising and

significant damage to a stifle joint, a complex mechanism akin to

a human knee. Her owners say that Jessica Ennis is now starting what

will be a long recuperation. As for her namesake, she has said that she

is really sad to hear about the horse.

It is not as busy here. It is the weather at this year? Yes. The

technical bosses are all behind closed doors are fighting each

other. But that is the truth of formal one. -- Formula One. I saw

Freddie Flintoff yesterday and asked him about the glum -- the

glamour of Formula One. The Grand Prix that I had been too, what was

going on the track was almost like a side show. The amount of money

involved is incredible but it is obviously well supported. Who are

you rooting for? Of the slick, the two English sides. -- obviously.

And it one of the reserve drivers from India and he was nice. A you

do not fancy getting in one of the car's? I have already been told

that I cannot fit in the cars. I am pushing 17 stone, I do not think a

Formula One car is anywhere I should be. He says he is too big

for the car. I am not sure that he is cut out to be a Formula One

driver, but I would not want him throwing a ball at me! I am really

delighted to tell you I'd do not know who will win this weekend. If

you pick your money on red bill, it is less of a risk.

We have asked about the recent upgrades in the facility. Yes, it

looks good. People want to see who is going to win. I am going to get

out of the rain and you should do the same. There is a man that knows

more isolated. You'll see an EDL of rain across the North Sea affecting

showers across the region and the outside chance of a shower here at

Silverstone. It is expected to stay dry. It will be a bit warmer for

tomorrow and the winds will be lighter, a light to moderate West

to south-westerly wind. Towards the end of the day, it is looking

largely dry. Over the next five days, for race day here at

Silverstone and across the region, it looks like a dry story. But

there could be the chance of an isolated sure in Silverstone itself

on race day. Most places are staying dry, top temperatures

around 21 Aug 22 Celsius. -- 21-22. With clearer skies on Monday,

temperatures dipping down to 10 or 11 Celsius at night. That is the

weather. Back to you. They reckon that the British Grand

Prix brings in around �54 million into this area and that it is that

important to the local economy. The outgoing president of the British

raised drivers' Club is Damon Hill. He popped by a few minutes ago and

I asked him about what he thought of his years in control. I feel

like this is the beginning, really. This is the first year that we have

had the Grand Prix in place with the new building up and running. It

is a trial run today. From now on, this will be the face of

Silverstone and this what they Grand Prix will look like. It looks

and TV and how it works is important. It has been a huge

project, but it has been crucial for the British Grand Prix to be

retained. We can see the wind behind me. I have played a huge

part -- I had played my part in its huge team effort to get this up and

running. Now, Silverstone as the leading motorsport venue in the

world. It will list all the major events and this is the big one. --
