this national planning policy framework has influenced a planning | :01:03. | :01:08. | |
decision. It could mean hundreds of developments across the region will | :01:08. | :01:18. | |

The company that owns this massive malting plant in grit) wants to | :01:27. | :01:33. | |

local councillors voted in favour of the application. And what was a | :01:38. | :01:42. | |
local planning spat has turned into a part of a much wider debate over | :01:42. | :01:48. | |
planning law. For decades, the village of Great) | :01:48. | :01:55. | |
and the malting site has rubbed along quite well. This has just | :01:55. | :02:03. | |
come out of the place. This process is tonnes of barley every year. | :02:03. | :02:07. | |
This is its lorry park, but it is five miles away. The company wants | :02:07. | :02:12. | |
to move it to this field next to the plant, 350 metres from a | :02:12. | :02:17. | |
special conservation area. They say it will mean it less traffic. | :02:17. | :02:21. | |
does not seem very sensible -- sensible for the trucks to leave a | :02:21. | :02:26. | |
site empty, park up five miles away and come back empty in the morning. | :02:26. | :02:31. | |
This is why it there will be a reduction. Opponents say the lorry | :02:32. | :02:36. | |
park will affect wildlife and the quality of laugh for villagers. | :02:36. | :02:40. | |

been brought before the committee. She said one or two of her | :04:15. | :04:20. | |
colleagues may have been swayed. The government said this is a | :04:20. | :04:23. | |
consultation document and should not be used to on planning | :04:23. | :04:27. | |
decisions. The consultation will end in the middle of next month. | :04:27. | :04:31. | |
Earlier I spoke to the Planning Minister Greg Clark. He said the | :04:31. | :04:34. | |
government had made it clear the new policy was still at | :04:34. | :04:38. | |
consultation stage but he denied that it wanted economic development | :04:38. | :04:42. | |
to take priority. There is no change in the purpose of the | :04:42. | :04:47. | |
planning system which has always been, as your viewers know, to make | :04:47. | :04:51. | |
sure that any growth that takes place creating homes and jobs that | :04:51. | :04:58. | |
we need is done at the same time as safeguarding our very precious | :04:58. | :05:02. | |
national and -- natural historical environment. It is taking a way | :05:02. | :05:05. | |
this top-down imposition and trusting local people to do what I | :05:05. | :05:11. | |
know people do if they are given their head and allowed to take | :05:11. | :05:17. | |
decisions in the interest of the community. They will make decisions | :05:17. | :05:21. | |
which is sensitive to the local environment. I do not think the | :05:21. | :05:24. | |

these unelected regional bodies that have been set up that have no | :05:44. | :05:47. | |
democratic mandate and often do not know the real places which people | :05:47. | :05:52. | |
live. Up the best, a sometimes difficult decisions are made but | :05:52. | :05:57. | |
they should be made by local people. They say local people, but it will | :05:57. | :06:02. | |
be down to the councillors, done -- not the people. It is down to the | :06:02. | :06:05. | |
councils who are elected by local people. We are going further than | :06:05. | :06:09. | |
that, we are giving the right to every neighbourhood, village of a | :06:09. | :06:14. | |
parish or neighbourhood in a town or city, to produce a neighbour had | :06:14. | :06:20. | |
plant which sets out in detail for that neighbourhood, village or part | :06:20. | :06:28. | |
of town how they want their part of town to develop. But organisations | :06:28. | :06:33. | |
are very concerned about these proposals. It is in consultation. | :06:33. | :06:37. | |
Do you expect it to be watered down and changed before it becomes law? | :06:37. | :06:43. | |
I think what we will find when we sit down together is we will | :06:43. | :06:49. | |
discover there is far less between us than first appears. If there are | :06:49. | :06:53. | |
aspects that require a clear explanation, if there are issues | :06:53. | :06:57. | |
that are of concern, I am happy to address them. This is a | :06:57. | :07:01. | |

every local council had to be bound by, very difficult for people to be | :07:05. | :07:08. | |
