Tonight, this eight day-old baby is in intensive care after an | :00:10. | :00:17.
ambulance took nearly two hours to arrive. Also, the latest on their | :00:17. | :00:21.
troubled nursing home in Harlow. Now it has failed its 5th | :00:21. | :00:26.
inspection in a year. Hundreds of jobs and a threat at two different | :00:26. | :00:30.
printing companies. And congratulations to Team GB in the | :00:30. | :00:40.
:00:40. | :00:47. | ||
gymnastics. They have qualified for First, the eight-day old baby who | :00:47. | :00:51.
is fighting for his life after his mother had to wait for an ambulance | :00:51. | :00:55.
for nearly two hours. Sarah Jenkins was expecting a perfectly normal | :00:56. | :01:01.
birth at a birthing unit in Braintree. But soon, midwives | :01:01. | :01:04.
decided Sarah would need a Caesarean birth in hospital, a | :01:04. | :01:08.
journey of 20 minutes. But there was no ambulance to take her. | :01:08. | :01:14.
Before one arrived, baby Riley was born. It was a difficult birth. Our | :01:14. | :01:20.
reporter is at Addenbrooke's Hospital in Cambridge now. I'm | :01:20. | :01:23.
outside the hospital where for the last eight days a young couple have | :01:23. | :01:28.
been holding vigil by the side of their baby son, who is very ill in | :01:28. | :01:32.
intensive care. I understand they B Reilly has been making some | :01:32. | :01:35.
progress today, but his family say they are prepared for anything to | :01:35. | :01:39.
happen. Earlier, I spoke to his parents about how they were left | :01:39. | :01:45.
waiting for an ambulance for nearly two hours. This is they be Riley. | :01:45. | :01:50.
Eight days old and he may not survive. His parents blame the | :01:50. | :01:54.
ambulance service. Close to the hospital today, the sound of sirens | :01:54. | :01:58.
can be heard. A sound this couple would have welcomed eight days ago. | :01:58. | :02:03.
It may have come too late. For it is frustrating not being able to do | :02:03. | :02:09.
anything for your newborn that that is lying there. It is frustrating | :02:09. | :02:14.
more than anything. You are angry. Sarah Jenkins was in labour at St | :02:14. | :02:17.
Michael's Hospital in Braintree. Midwives noticed complications and | :02:17. | :02:22.
found the baby was becoming distressed. At three minutes past | :02:22. | :02:26.
eight they called on ambulance to transport her tinea Pied Broomfield | :02:26. | :02:32.
Hospital, just 20 minutes away. At 8:20pm they called again. Still no | :02:32. | :02:38.
ambulance. The ambulance finally arrived at 9:45pm. Baby Riley was | :02:38. | :02:45.
born at 10pm. What was going wrong at Broomfield that there were no | :02:45. | :02:48.
ambulances therefore our emergency, our little boy. We just wanted to | :02:48. | :02:53.
get from Braintree to Chelmsford. We can't understand why it took so | :02:53. | :03:00.
long. Eight days on, the extent of the trauma isn't clear. Reilly has | :03:00. | :03:05.
had an MRI scan to check for brain damage. But today, for the first | :03:05. | :03:10.
time, he opened his eyes and Sarah was able to hold him. Just to have | :03:10. | :03:14.
him in your arms, it makes you feel like you Ra Mahmod. I know that | :03:14. | :03:18.
sounds silly bet you asked did over this baby and watching him, you | :03:18. | :03:22.
can't do anything. We couldn't touch him would do anything. Today | :03:22. | :03:28.
I got to see what his eyes look like for the first time. Sarah | :03:28. | :03:33.
Jenkins speaking to me earlier. Serran maintains that when the | :03:33. | :03:36.
ambulance crew finally turned up, they told her they'd taken so long | :03:36. | :03:42.
because they'd come from Norwich. We've spoken to the East Ambulance | :03:42. | :03:44.
Service and that is something they dispute, saying the ambulance was | :03:44. | :03:47.
dispatched from somewhere else in Essex. They also add they've | :03:47. | :03:53.
launched a full investigation which is ongoing. There will also be an | :03:53. | :03:57.
external independent review because of the seriousness of this case. | :03:57. | :04:02.
They add their thoughts are with the family at this critical time. | :04:02. | :04:06.
We only know about that case because the family sent us an e- | :04:06. | :04:10.
mail. If you have something you think we should investigate, you | :04:10. | :04:15.
can phone, e-mail or contact as through Facebook. A troubled | :04:15. | :04:18.
nursing home in Essex is now failing patients in all five basic | :04:18. | :04:24.
standards of care, according to a new report. Two days ago, a BBC | :04:24. | :04:27.
investigation revealed a catalogue of problems at the Partridge Care | :04:27. | :04:32.
Centre in Harlow. The Partridge Care Centre came | :04:32. | :04:35.
under major scrutiny last August, when two elderly residents died | :04:35. | :04:41.
after being taken to hospital with diabetes related problems. Police | :04:41. | :04:44.
found no evidence of criminality. After speaking to current and | :04:44. | :04:48.
former staff, as well as relatives of residents at the home, BBC Essex | :04:48. | :04:53.
and Cavaday litany of problems that go back months earlier. From night | :04:53. | :04:58.
staff asleep on duty, to money being stolen and one report of a | :04:58. | :05:03.
resident being found on a mattress smeared in faeces. The local MP | :05:03. | :05:08.
raised the issue in Parliament this week. Will the Health Minister | :05:08. | :05:11.
urged the Care Quality Commission to step in now with an inquiry and | :05:11. | :05:13.
take whatever legal action is necessary to protect the elderly | :05:13. | :05:18.
residents, and will the Minister meet with me and my constituent, | :05:18. | :05:22.
Lesley Bircham, who has had her relative suffer from what has been | :05:22. | :05:26.
going on in the care home? Her I share the concern the Honourable | :05:26. | :05:32.
Gentleman has outlined. It is a cause for concern. This government | :05:32. | :05:36.
is determined to shine a light on abuse wherever it is to be found, | :05:36. | :05:40.
to root it out of the system, to make sure that people are treated | :05:40. | :05:44.
with dignity and respect and to get the care they need. The Care | :05:44. | :05:47.
Quality Commission Today published its latest report into the nursing | :05:47. | :05:51.
home. It sets out of the five basic care standards, from treating | :05:51. | :05:56.
people with respect to staffing and management. 11 months ago the | :05:56. | :06:01.
Partridge Care Centre failed three. In November, Three Crosses became a | :06:01. | :06:05.
four, and to Dave it says the home needs to improve right across the | :06:05. | :06:09.
board. But headlines can be misleading because within these | :06:09. | :06:15.
five basic care standards there are 16 essential standards. Partridge | :06:15. | :06:18.
Care Centre in its defence has improved on these. In September, | :06:19. | :06:24.
the CQC had seven Major or moderate concerns. In November, that was | :06:24. | :06:29.
down to two. This month, it outlined just two moderate concerns. | :06:29. | :06:33.
The CQC says there are several minor issues which need to be | :06:33. | :06:37.
addressed. The centre's owners, Rushcliffe Care Group, says it has | :06:37. | :06:41.
made a series of major changes within the home and that additional | :06:41. | :06:46.
training has been provided. Tonight the company is still under scrutiny. | :06:46. | :06:51.
We've heard from many of you with loved ones at the home. Some of you | :06:51. | :06:54.
are unhappy but others say staff are very dedicated and that care is | :06:54. | :07:00.
good. We will have all your stories tomorrow night. More than 400 jobs | :07:00. | :07:03.
and the printing industry are under threat tonight at two different | :07:03. | :07:08.
companies in Essex. Unions say that over 300 could go at Polestar, in | :07:08. | :07:14.
Colchester, and 86 jobs are under threat at Heybridge, near Maldon. | :07:14. | :07:18.
These are bleak times for the print industry. They produced top | :07:18. | :07:22.
magazine titles here, but for how much longer? Polestar was bought by | :07:22. | :07:27.
an American company nine months ago. Now it is planning to shut the | :07:27. | :07:32.
Colchester site. Over 300 jobs are under threat, 151 of them direct | :07:32. | :07:37.
employees of Polestar. The market in an advertising revenue has been | :07:37. | :07:46.
in huge decline. These magazines and newspapers, they relied almost | :07:46. | :07:50.
completely for their profitability on advertising revenue. Polestar | :07:50. | :07:53.
declined to be interviewed today, but it told us its decision is | :07:53. | :07:57.
based on a number of factors. The rising costs of energy and raw | :07:57. | :08:01.
materials, and the fact that magazine's sales are in decline. It | :08:01. | :08:05.
is the latest blow to an industry which has been in decline for years. | :08:05. | :08:09.
In 2006, hundreds lost their jobs when a long-established firm Jarrow | :08:09. | :08:15.
shut its works in Norwich. In January 2009, Wyndham Heron could | :08:15. | :08:19.
163 jobs at Heybridge in Essex. The same company has just announced | :08:19. | :08:24.
plans for a further 86 job losses. The Colchester MP, Sir Bob Russell, | :08:24. | :08:29.
has now asked the Business Secretary, Vince Cable, to | :08:29. | :08:33.
investigate Polestar's proposals. This is a national company under | :08:33. | :08:37.
new ownership in relatively recent times. I am hoping this is a | :08:37. | :08:40.
national overview of all their plans and they will come to the | :08:40. | :08:43.
conclusion that the one in Colchester, with a skilled, loyal | :08:43. | :08:48.
workforce, should not close. In 90 day consultation with staff and | :08:48. | :08:52.
unions is under way. After which, Polestar will decide whether to go | :08:52. | :09:00.
ahead and close the site. Our Business correspondent is here. How | :09:00. | :09:03.
serious is the decline? Printing is a big industry and our region, it | :09:03. | :09:08.
has been for more than a century. But it is in decline. 10 years ago | :09:08. | :09:11.
there were more than 20,000 people working in printing in the east. | :09:11. | :09:16.
Now that is about 13,000. The sector has been shaken up by new | :09:16. | :09:22.
media, the internet, e-mail, Kimble, iPad. If you look at something like | :09:22. | :09:26.
the magazine sector, DS, magazines are still physically printed, but | :09:26. | :09:30.
more and more people are choosing to consume that media electronic to | :09:30. | :09:33.
rather than buying a copy. So companies like Polestar are having | :09:33. | :09:39.
to work off a shorter print runs, so their income is down at their | :09:39. | :09:44.
costs are going up. Does printing have a future at all? Yes. I think | :09:44. | :09:47.
those companies that survive will be those that combine print and the | :09:47. | :09:51.
internet. They can bring them together so that the print and new | :09:51. | :09:56.
media work side-by-side. It's not easy but it can be done. It has | :09:56. | :10:00.
been confirmed that 400 new biotech jobs will be created in | :10:00. | :10:04.
Cambridgeshire. Planning permission to build Orr new research buildings | :10:04. | :10:07.
at the Babraham Institute has been granted. Last year the government | :10:07. | :10:12.
announced it would invest 44 million in the research campus. | :10:12. | :10:17.
Still to come, a man who has lost 40 stone. And in gymnastics, Team | :10:17. | :10:27.

The eight year-old boys who have admitted throwing rocks at cars | :10:30. | :10:34.
will be shown pictures of the damage as punishment. The rocks | :10:34. | :10:38.
were thrown at cars, a lorry and ambulance on the A 14 at Trimley St | :10:38. | :10:44.
Mary in Suffolk. They are too young to be prosecuted. Signs placed at | :10:44. | :10:48.
bridges police have been watching in the last month. It is part of | :10:48. | :10:52.
their investigation to find out who has been throwing rocks at vehicles. | :10:52. | :10:56.
They now know that two 8 year macro boys are responsible for some of | :10:56. | :11:01.
the damage caused. It was that the barriers behind me hear whether | :11:01. | :11:05.
boys threw rocks at vehicles coming past. A damaged a total of 13 from | :11:05. | :11:10.
here, including an ambulance. It is not an easy area to get to. You | :11:10. | :11:14.
have to come down a dark country lane and the spot is quite well | :11:14. | :11:17.
hidden, so most of us coming past that might in the dark wouldn't | :11:17. | :11:21.
have had any chance of avoiding rocks being thrown at them. Some | :11:21. | :11:25.
were the size of rugby balls. But the boys are too young to be | :11:25. | :11:31.
prosecuted. We automatically refer children who have witnessed | :11:31. | :11:36.
criminal acts or been involved in them to other agencies. It is fair | :11:36. | :11:38.
to say they knew what they were doing, it was something wrong. | :11:38. | :11:42.
Whether they understood the full implications of what they were | :11:43. | :11:47.
doing is another matter. People living nearby can't believe who has | :11:47. | :11:52.
now been caught. It is quite shocking when you think about | :11:52. | :11:56.
children not realising the consequences of their actions and | :11:56. | :12:00.
the damage possible, the serious injury that they could cause. It is | :12:00. | :12:03.
very shocking as a mammal. surprised that the parents aren't | :12:03. | :12:08.
totally ashamed. He would let their children out to do such devastating | :12:08. | :12:12.
things? The police investigation will now turn to other rock | :12:12. | :12:22.
A man who posted a message on Facebook, falsely accusing enable | :12:22. | :12:26.
of being the Kellock of James Bulger, has been spared a prison | :12:26. | :12:30.
sentence. Spencer Payne, who lives in Dedham on the border between | :12:30. | :12:34.
Essex and Suffolk, said Robert Thomson, one of the two child | :12:34. | :12:40.

murdered by Robert Thompson and Jon Venables. A statement from the | :13:11. | :13:15.

A new study has been set up to find out where there is the greatest | :13:56. | :14:02.
need for broadband in Norfolk. People will be asked to register | :14:02. | :14:05.
their interest in receiving a better service. The county council | :14:05. | :14:11.
is planning on spending 16 million on improving broadband. 60 % have | :14:11. | :14:15.

to deliver a super-fast broadband for as much of the region as | :14:29. | :14:33.
possible. As revealed in November, the Olympic mountain-biking course | :14:33. | :14:39.

the spine. I have a tingle just being here. I am a complete | :15:51. | :16:01.
beginner, what are you three top tips? First, the size of the ball. | :16:01. | :16:05.
This is the correct size. Place it in your hands so it feels nice and | :16:05. | :16:15.

comfortable. Stepped forward and That is an excellent first effort. | :16:24. | :16:34.

Look at this for a first effort. People will not believe it. I am | :16:37. | :16:47.

under pressure to be that. I have only just be that. I must admit you | :16:52. | :16:58.
will definitely make a player. You did win the championships. What | :16:58. | :17:03.
a great celebration it was that day. What was it like? It was obviously | :17:03. | :17:12.
a lifelong ambition. I lost the before to my good friend Mervyn | :17:12. | :17:19.

We could be facing one of the worst Januarys of people struggling with | :17:49. | :17:52.
debt after Christmas. The Citizens Advice Bureau says the number of | :17:52. | :17:58.
people wanting their help is rising steadily. This special report | :17:58. | :18:01.
starts with a woman from Cambridgeshire who has already run | :18:01. | :18:06.
out of credit. I decided to go back up because I did not want to keep | :18:06. | :18:11.
worrying about people coming to my door, debt collectors, especially | :18:11. | :18:18.
here by myself. This mother could be homeless in less than a month. | :18:18. | :18:22.
She has already had the family home repossessed after splitting up with | :18:22. | :18:27.
her husband. Even though she is working full-time, a credit rating | :18:27. | :18:32.
is so poor she cannot get other rented accommodation. I did not | :18:32. | :18:36.
realise how much it would affect me at the time. I did it because I did | :18:36. | :18:46.
:18:46. | :18:48. | ||
not have a choice. I was on a part- time wage of 7,000. I had 40,000 | :18:48. | :18:58.
:18:58. | :19:00. | ||
worth of debt. People facing severe debt are turning to loan sharks. | :19:00. | :19:04.
The national force try to shut them down has identified the people who | :19:04. | :19:08.
are at risk. They can be paying loans off in 15 or 16 years time. | :19:08. | :19:16.
They cannot be taken to court because they are acting illegally | :19:16. | :19:25.
so the use intimidation. Latest figures show that debt was a major | :19:25. | :19:29.
issue for the Citizens Advice Bureau. It had to 0.3 million | :19:29. | :19:38.
requests for help over debt With debt, one of the things we see | :19:39. | :19:43.
is the pressure of debt. The creditors are on to them. They face | :19:43. | :19:50.
extra charges, bank charges, it gets bigger and bigger. That sense | :19:50. | :19:56.
of desperation, that the more you need it the more desperation grows, | :19:56. | :20:03.
that is serious. She accepts that not everyone will have sympathy for | :20:04. | :20:09.
her but she says others will find themselves in this situation. | :20:09. | :20:13.
It is more than two years since Paul Mason was branded the world's | :20:13. | :20:19.
that his man on the front page of the Sun newspaper. He was 70 stone, | :20:19. | :20:24.
but these days things are different. He has lost 40 stone and says his | :20:24. | :20:31.
life has changed forever. Two years ago, Paul Mason had gastric bypass | :20:31. | :20:37.
surgery which saved his life. He was 70 stone, and for nearly a | :20:37. | :20:41.
decade was a prisoner in his own home. He would eat all day every | :20:41. | :20:48.
day, takeaways, chocolate, crisps, and he could hardly move. Today, he | :20:48. | :20:57.
is a changed man. He has lost 40 stone, and now requires an | :20:57. | :21:02.
operation to remove excess skin. You need to do it yourself, there | :21:02. | :21:05.
is no good having the operation and thinking that will change | :21:06. | :21:12.
everything. You need change your lifestyle. NHS Suffolk have said | :21:12. | :21:18.
they will not fund is next operation until his weight | :21:18. | :21:25.
stabilises. But he is deaf run -- desperate to have the excess skin | :21:25. | :21:29.
removed. This is a photo of Paul Mason before he started to gain | :21:29. | :21:37.
weight. He is fed up of being judged. I get called names. Usually | :21:37. | :21:47.
:21:47. | :21:48. | ||
they call me bad names. Fat git. Fat so-and-so. Swear words. It has | :21:48. | :21:56.
been very hurtful? Of course it has. Paul Mason wants to help other | :21:56. | :21:59.
people with serious weight problems and did a phone-in with Radio | :21:59. | :22:03.
Suffolk this morning. He wants more freedom and more friends and he | :22:03. | :22:07.
dreams of taking a holiday. He says there is no light at the end of a | :22:08. | :22:17.
very dark tunnel. -- now light. The top gymnasts in this region can now | :22:17. | :22:22.
concentrate on preparing for the Olympics after Team GB qualified | :22:22. | :22:27.
for the Games in some style last night. Louis Smith and Max | :22:27. | :22:37.

Keating's from Huntingdon -- Daniel Keatings from Huntingdon were a | :22:38. | :22:44.
month the qualifiers. Thousands of fans came to see the team qualify | :22:44. | :22:54.
:22:54. | :23:03. | ||
for the Olympics. Daniel Keatings Family members had travelled to | :23:03. | :23:09.
Huntingdon, arriving early enough to secure seats in the best | :23:09. | :23:18.
positions. Louis Smith fell off the horse two years ago, but last night | :23:18. | :23:28.
:23:28. | :23:29. | ||
he put in an accomplished It is looking pretty good for Team | :23:29. | :23:34.
GB at the moment, we are second behind Spain. Fingers crossed we | :23:34. | :23:41.
will get the men's team qualified for the Olympics. Max Whitlock was | :23:41. | :23:46.
making his senior British debut, and he made a real impression. It | :23:46. | :23:51.
was obvious Britain would join the women in qualify for the Olympics. | :23:51. | :23:56.
Relief all round, beating France into second place. Everybody is | :23:56. | :24:06.
:24:06. | :24:07. | ||
happy to have qualified. It was all about qualifying. It is nice to | :24:07. | :24:11.
finish on the top of the podium, get your medal, friends and family | :24:11. | :24:21.
:24:21. | :24:23. | ||
are watching. We have qualified but it is still a long way off. The | :24:23. | :24:32.
team is really strong. Six gymnasts took part last night but there will | :24:33. | :24:42.
:24:43. | :24:48. | ||
That was fantastic. Now the weather. Thank you for sending in your | :24:48. | :24:54.
photographs of flowers. We have been inundated. We have had a lot | :24:54. | :25:04.
:25:04. | :25:09. | ||
of daffodils blossoming. We even had photographs of strawberries. | :25:09. | :25:13.
All those plans will be in for a bit of a shock because the | :25:13. | :25:17.
temperature will dramatically change in the next 24 hours. We had | :25:17. | :25:26.
a pretty mild day today. We staff fair bet of sunshine. It will stay | :25:26. | :25:36.
:25:36. | :25:36. | ||
dry. We will have clear intervals. Temperatures will not get any lower | :25:36. | :25:46.
:25:46. | :25:52. | ||
than five Celsius. There will be a cold front steadily crossing the | :25:52. | :26:02.
:26:02. | :26:04. | ||
country. It will introduce much colder air. You can see them while | :26:04. | :26:13.
they are being pushed away by this cold there. -- mild air pushed away | :26:13. | :26:19.
by this cold air. Later on we will get a cold coming in. It will cause | :26:19. | :26:23.
the temperatures to plummet. It will be fairly cloudy tomorrow but | :26:23. | :26:33.
:26:33. | :26:47. | ||
we will see brighter spells. It will be breezy with a moderate wind. | :26:47. | :26:52.
There will be a fair bet of cloud. Once that cold front clears, it | :26:52. | :27:01.
will introduce the colder air. We are in for at chilly night. We have | :27:01. | :27:05.
any area of high pressure above us on Friday. That will bring bright | :27:05. | :27:15.
