In Look East tonight: Returning to Helmand. More than 1000 personnel | :00:13. | :00:18.
from this region are heading to Afghanistan over the next few weeks. | :00:18. | :00:23.
Welcome to Look East. Also tonight: Are you sure that really all these | :00:23. | :00:29.
cuts can just be taken from back of his as you say? Savings can be made. | :00:29. | :00:33.
We do not think it is necessary now to speculate about what will be | :00:33. | :00:37.
happening in five years. Like his comment from the police minister | :00:37. | :00:41.
yesterday prompted one of our chief constables to get in touch. | :00:41. | :00:45.
Being kept in the dock. The great street light switch off gathers | :00:45. | :00:49.
pace. And a happy ending for the toddler | :00:49. | :00:59.
:00:59. | :01:05. | ||
who lost most of his skin because The 1,500 soldiers from our region | :01:05. | :01:09.
preparing to head off to the front line in Afghanistan just days after | :01:09. | :01:15.
six others fell victim to a Taliban bomb. The East is already playing | :01:15. | :01:21.
an important role in Afghanistan. Members are there now. So two | :01:21. | :01:26.
Apache helicopter crews from Wattisham. Over the next month they | :01:26. | :01:30.
will be joined by the Light Dragoons, based at Swanton Morley | :01:30. | :01:37.
in Norfolk, a regiment from the RAF Honington in its Suffolk and | :01:37. | :01:40.
members of the Light Dragoons in Essex. But soon the Royal Anglians | :01:40. | :01:44.
will be the biggest group. Perhaps 600 men will leave over the next | :01:44. | :01:49.
few weeks. The vast majority of a critic from this region, from | :01:49. | :01:53.
Suffolk, Cambridge, Essex and Norfolk. It is not the first time. | :01:53. | :01:58.
The operation in northern Afghanistan started in 2001 soon | :01:58. | :02:04.
after 9/11. But it was not until 2006 that British troops were sent | :02:04. | :02:08.
to Helmand province in southern Afghanistan. Among them, | :02:08. | :02:11.
paratroopers based at Colchester. The following year, the Royal | :02:11. | :02:15.
Anglians were sent there. Nine men lost their lives including three he | :02:15. | :02:23.
is a so-called friendly fire incident. And in 2009, six soldiers | :02:23. | :02:27.
serving with the Norfolk-based Light Dragoons were killed. Some | :02:27. | :02:31.
soldiers from the Royal Anglians returned in 2009 and 2010 but this | :02:31. | :02:36.
latest tour will be the first time they have been back as a battalion | :02:36. | :02:45.
since 2007. Just trading today, aircrews and | :02:45. | :02:49.
medics are well drilled in getting a casualty after the battlefield. | :02:49. | :02:53.
For the 1,500 soldiers, airmen and women from our region who are about | :02:53. | :02:57.
to head to Afghanistan, this is a flight they would not want to be on. | :02:57. | :03:02.
600 Royal Anglians are back to deploy. For these teenagers, it is | :03:02. | :03:08.
their first taste of war. I am apprehensive but the training we | :03:08. | :03:15.
have had, I think I am well ready and the battalion is well ready. | :03:15. | :03:21.
You must be apprehensive? A little bit. What your family say? They are | :03:21. | :03:27.
a bit upset but they got me to do my job and had I come back. 2007 | :03:27. | :03:31.
was a tough one for the Anglians. Their last nine men but gained huge | :03:31. | :03:35.
respect far beyond the military. For their commanding officer, this | :03:35. | :03:39.
tour will be completely different. Because of the nature of the | :03:39. | :03:44.
mission we are going to do, which is all about security force | :03:44. | :03:50.
assistance, enabling the Ashdown -- Afghan national security forces to | :03:50. | :03:57.
take over. We will do that through training and advising. Meeting the | :03:57. | :04:00.
Light Dragoons, Defence Secretary Philip Hammond is acutely aware of | :04:00. | :04:04.
the death of six British soldiers in his huge explosion three days | :04:04. | :04:08.
ago will have shaken public confidence. We still do not know | :04:08. | :04:14.
any of the details about what occurred during the week. It may | :04:14. | :04:19.
have been a one-off. We do not yet know. But myself and my boys have | :04:19. | :04:25.
confidence in the kit. The debts have brought into sharp relief how | :04:25. | :04:31.
dangerous it is. -- the deaths. is. You would expect us to be more | :04:31. | :04:37.
contested areas to help the Afghans take control of them. That is | :04:37. | :04:42.
exactly where we are. When I was last here in 2006 our troops were | :04:42. | :04:48.
among the first to be deployed. Back then, the then Secretary of to | :04:48. | :04:53.
State for Defence told me that not a single shot of -- shop would be | :04:53. | :04:59.
fired. Sixes on, more than six disorders from our region have been | :04:59. | :05:04.
killed. These soldiers are in the sharp end of one of the most | :05:05. | :05:10.
deadliest threats, improvised explosive devices. Sniffer dogs | :05:10. | :05:16.
will be used alongside bomb clearers. I would say we are | :05:16. | :05:20.
getting on top of the threat. The training we are receiving and the | :05:20. | :05:26.
capability we have got, we have full confidence in that. Some local | :05:26. | :05:31.
troops will be leaving tonight. They are due back in the autumn. | :05:31. | :05:35.
They are aware that summer is the height of the fighting season. | :05:35. | :05:41.
As we have seen, the conflict in Afghanistan is now in its 11th year. | :05:41. | :05:46.
The British death toll is rising above 400. Mark Lancaster, the MP | :05:46. | :05:51.
for Milton Keynes North, served in Afghanistan six years ago with the | :05:51. | :05:54.
Territorial Army. I asked him if it was a more dangerous country now | :05:54. | :05:59.
than then. I think the conflict has evolved over the years. There is a | :05:59. | :06:04.
much greater use of improvised explosive devices and back does | :06:04. | :06:08.
probably prevent the biggest threat to our armed forces that we saw, | :06:08. | :06:13.
sadly only this week. Isn't it time, I know we are pulling out in 2014, | :06:13. | :06:18.
but why don't we did it now? If we do we run the risk of Afghanistan | :06:18. | :06:22.
falling into disarray. We have seen significant progress in recent | :06:22. | :06:28.
years away from hell man. We have seen some provinces handed over to | :06:28. | :06:32.
Afghan forces themselves to run but we still need more time to build | :06:32. | :06:36.
the capacity of the Afghan National Army so that we can leave | :06:36. | :06:40.
Afghanistan in good order and capable of dealing with the Taliban | :06:40. | :06:45.
themselves. That will probably take until 2015. By the very nature of | :06:45. | :06:49.
Afghan society, though, isn't it end possible to make it entirely | :06:49. | :06:54.
safe? That is probably right. It will always be an interesting | :06:54. | :06:58.
country. But it is wrong to try to impose Western values entirely on | :06:58. | :07:03.
to that country but we are not trying to build an Afghan national | :07:03. | :07:06.
army capable of comparison with a Western army like ours. We are just | :07:06. | :07:10.
trying to build a security force that can deal with the local threat | :07:10. | :07:13.
of the Taliban. What you say to the families of those soldiers are back | :07:13. | :07:17.
to head off to Afghanistan, who will be worried, especially in the | :07:17. | :07:21.
light of what has happened this week? Of course our hearts go out | :07:21. | :07:25.
to those families who have suffered losses this week, and indeed over | :07:25. | :07:31.
the course of this campaign. The family are incredibly brave to go | :07:31. | :07:39.
out and serve our country. We should be proud of them. Thank you. | :07:39. | :07:43.
Later we are looking ahead to the weekend football and rugby. | :07:43. | :07:47.
Jonathan has been on the training ground. I will be looking at the | :07:47. | :07:51.
path from the football player to the football manager. What to | :07:51. | :08:01.
:08:01. | :08:06. | ||
One of the biggest electricity suppliers in the region, EDF Energy, | :08:06. | :08:11.
has agreed to pay out a record 4.5 million after a investigation into | :08:11. | :08:16.
mis-selling. The French company supplies 565,000 customers in this | :08:16. | :08:20.
region. The regulator Ofgem says rules over the way it sells have | :08:20. | :08:25.
been breached. These could be among the 70,000 EDF | :08:25. | :08:30.
customers hoping for a 50 rebate after the company acknowledged | :08:30. | :08:35.
shortcomings whilst sailing over the Brent and at the door. They | :08:35. | :08:39.
want to do right by their customers and that is important to recognise | :08:39. | :08:44.
that EDF Energy have breached their licence obligations. What we did | :08:44. | :08:48.
not find there was any evidence of EDF Energy either condoning or | :08:48. | :08:53.
allowing the sale. If you have never switched supplier in this | :08:54. | :08:58.
region, the Hon will probably provide your electricity. It is a | :08:58. | :09:01.
market EDF has been tapping into but it will now change the way does | :09:01. | :09:07.
it. This professor at the University of East Anglia has sent | :09:07. | :09:12.
her career researching the energy industry. If the markets are going | :09:12. | :09:19.
to work well, consumers have to be active in the market. This will | :09:19. | :09:23.
increase consumer confidence and it should make consumers more active, | :09:23. | :09:27.
looking out for the best offers, and then the companies find it | :09:27. | :09:36.
worthwhile to makers could officers -- make us good offers. The chief | :09:36. | :09:40.
executive officer said in a statement today, as soon as the | :09:40. | :09:44.
issue was identified, we immediately took action. The | :09:44. | :09:48.
companies and vulnerable customers will receive a 50 rebate in their | :09:49. | :09:54.
bills over the next six months. A number of protesters are outside | :09:54. | :09:58.
the Cambridge Union this evening, demonstrating is the appearance of | :09:58. | :10:02.
Dominique Strauss-Kahn at the university debating society. The | :10:02. | :10:05.
former chief of the International Monetary Fund has been at the | :10:05. | :10:09.
number up -- centre of a number of sexual assault allegations. | :10:09. | :10:13.
Plans to turn off street buyers will be extended across Essex. | :10:13. | :10:17.
Camberley any Uttlesford and Maldon turn this off, to save money. But | :10:17. | :10:24.
consultations are about to start in two more areas. | :10:24. | :10:28.
Put that light out! The night-time blackouts of the Second World War | :10:28. | :10:33.
may be the stuff of history books and nostalgic comedy but Essex | :10:33. | :10:37.
County Council has now started putting its lights out overnight, | :10:37. | :10:43.
turning them out until 5am to save energy and money. Tas centres like | :10:43. | :10:48.
this one, Maldon, will continue to be little night. And so will main | :10:48. | :10:52.
roads like this one. But you may well have to start carrying one of | :10:52. | :10:56.
these if you find yourself having to use quiet side-streets like this | :10:56. | :10:59.
one, perhaps getting home after finishing a late shift, or getting | :10:59. | :11:02.
up to do when anyone. The Conservative-run authority | :11:02. | :11:07.
estimates that switching of some 2% of its street lights will save only | :11:07. | :11:11.
-- almost 1 million a year. It will take some time for the | :11:11. | :11:13.
investment to pay off but the council believes it is the right | :11:13. | :11:18.
mood. Since we came up with that figure, energy costs have gone up. | :11:18. | :11:24.
We also save on carbon tax, 8,000 tonnes a year. So do not have to | :11:24. | :11:30.
pay so much. If you look at what happened in Uttlesford and Maldon, | :11:30. | :11:35.
we have been saving for a lot of money per annum. But what about | :11:35. | :11:39.
crime rates, Essex County Council says they have dropped in two trial | :11:39. | :11:43.
areas but nationally, Labour is saying that switching off street | :11:43. | :11:49.
lights increases the fear of crime. Nevertheless, the next two | :11:49. | :11:52.
districts to switch off Wilby Chelmsford and Braintree, after a | :11:52. | :11:59.
consultation as well as the people not if it will happen but wet. | :11:59. | :12:04.

For the Labour MP who attacked two councillors from Essex in the House | :12:16. | :12:20.
of Commons bar has escaped prison. Eric Joyce admitted attacking the | :12:20. | :12:27.
Conservative councillors and an MP. He was given a 12 month community | :12:27. | :12:33.
service order and was fined 3,000. A major conference was held today | :12:33. | :12:36.
to hammer home the case for getting superfast broadband across the | :12:37. | :12:41.
whole of Suffolk. Experts say that without it the county could end up | :12:41. | :12:45.
in the economic slow lane. Talking to delegates in Paris and | :12:45. | :12:51.
10 mins today, one thing was clear. On the superhighway, it has been | :12:51. | :12:55.
more of a haphazard dawdle than a high-speed --. One man that should | :12:55. | :13:04.

Especially when they see there is no band with as well. A multi- | :13:17. | :13:21.
million-pound campaign is already under way to change that. This | :13:21. | :13:25.
conference was designed to demonstrate a man. They laid on a | :13:25. | :13:29.

is actually very easy and it helps a lot. We can finish things at home. | :13:43. | :13:48.

Going back now to restore it from Look East last night, a warning | :14:26. | :14:31.
about the impact of cuts to our police forces. After our report, I | :14:32. | :14:36.
interviewed Police Minister Nick Herbert. His comments prompted the | :14:36. | :14:39.
Chief Constable of Cambridgeshire to get in touch. First, a reminder | :14:39. | :14:45.
of what was said yesterday. Last night, the chief constables of | :14:45. | :14:47.
Cambridgeshire and Northamptonshire told it straight, to protect | :14:47. | :14:51.
frontline officers they believe it is almost inevitable police forces | :14:51. | :14:55.
will have to merge is a cuts continue for much longer at the | :14:55. | :14:59.
present higher rate. A If you are going to take money out, one of the | :15:00. | :15:04.
things we will have to look at in the next four or five years is | :15:04. | :15:08.
merging police forces. Depending of the level of cuts and how we | :15:08. | :15:12.
continue delivering services, we may have to continue -- consider | :15:12. | :15:17.
merging. The Policing Minister was quick to dismiss these concerns. | :15:17. | :15:20.
is not necessary to speculate about five years' time. The chief | :15:21. | :15:25.
constables were responding to the speculative question. Much better | :15:25. | :15:29.
now to focus on what they have to do now. A weighing heavily on the | :15:29. | :15:31.
Government's mind is the appointment of locally elected | :15:32. | :15:36.
police and Crown Commissioners in November. The last thing it wants | :15:36. | :15:41.
is talk all speculation of police forces being merged to save money. | :15:41. | :15:45.
The Cambridgeshire force alone has to cut millions. It is achieving | :15:45. | :15:50.
this in many ways including sharing resources with other forces and | :15:50. | :15:55.
cutting jobs. As the cuts edge closer to the front line, two to | :15:55. | :16:01.
customers -- two constables are saying something has to give. | :16:01. | :16:06.
Earlier this afternoon, I spoke to Chief Constable Simon Parr. I | :16:06. | :16:10.
started by asking for his reaction to the minister's claim that he was | :16:10. | :16:14.
speculating about future cuts that no one had decided yet. My comments | :16:14. | :16:18.
were very much based on what the Chancellor said in his Autumn | :16:18. | :16:23.
Statement. He said that six York -- he said six more years of austerity, | :16:23. | :16:27.
two for the years on top of the current comprehensive spending | :16:27. | :16:31.
review. My job as chief constable is to try to work at what that | :16:31. | :16:35.
might mean Forest. I have no reason to believe or suspect that policing | :16:35. | :16:40.
will be exempt from those cuts and to answer to a direct question, I | :16:40. | :16:44.
was really saying if the trajectory could -- trajectory of cuts | :16:44. | :16:49.
continues as it has been, merging police forces may be one answer to | :16:49. | :16:52.
managing those cuts whilst preventing -- protecting the front | :16:52. | :16:57.
line. So the minister was right to a certain extent that it was | :16:57. | :17:00.
speculation but you're saying it is based on sound judgment and what | :17:00. | :17:05.
you have heard so far? Would you like more specific clarification? | :17:05. | :17:10.
It is always nice to have certain numbers to do certain planning but | :17:10. | :17:15.
I am not unrealistic enough to believe anyone can tell me now what | :17:15. | :17:20.
does cuts may be. I am doing my job in terms of trying to protect the | :17:20. | :17:25.
people of Cambridgeshire. If we know there will be cuts, the | :17:25. | :17:28.
earlier the better in terms of knowing what they are. But in | :17:29. | :17:33.
response to what the Chancellor said, an extra two years, 15 | :17:34. | :17:36.
billion more, I'm going to have to look somewhere different to get | :17:36. | :17:40.
that money. Ministers have predicted them to not one bit from | :17:41. | :17:43.
line to be cut. How much confidence do you have that they are listening | :17:43. | :17:49.
to you? Ministers absolutely understand the challenges we face. | :17:49. | :17:53.
I have no disagreement or quarrel with the police and Justice | :17:54. | :17:58.
Minister bow their the direction he wants to take. Here in | :17:58. | :18:02.
Cambridgeshire, we have plans to take 12 million out of our budget | :18:02. | :18:10.
already. We have reduced crime by 10% again this year. I think we are | :18:10. | :18:12.
answering in Cambridgeshire exactly the question the Government has | :18:12. | :18:17.
asked. I just think there may be another answer further down the | :18:17. | :18:21.
track if there is another cut coming. | :18:21. | :18:27.
The thank you. Sport now and could lead to all | :18:27. | :18:32.
those running in any kind of Marathon this weekend, especially | :18:32. | :18:36.
those in the half marathon in Milton Keynes. Including Christian | :18:36. | :18:42.
Horner, the boss at Red Bull Racing. Lots of staff they are doing it as | :18:42. | :18:46.
well. More sport this weekend as well. | :18:46. | :18:50.
We will start with football. Paul Lambert says need a here -- he nor | :18:50. | :18:53.

Championship, Ipswich are at Hull, Peterborough at ten to Blackpool. | :19:23. | :19:33.
:19:33. | :19:34. | ||
Mint cake -- MK Dons host Exeter. Colchester are a way to Wycombe. | :19:34. | :19:38.
Northampton could move out of the bottom two by beating Aldershot. | :19:38. | :19:41.
It is one of the toughest jobs going but what does it take to | :19:41. | :19:45.
become a football manager? Take a look up and down the country. All | :19:45. | :19:50.
have different backgrounds, experience, success, but most have | :19:50. | :19:54.
got into big coach and a youth team. That includes former Ipswich player | :19:54. | :20:04.
:20:04. | :20:06. | ||
Fabian Wilnis, who is now trying Come on, then. Football management | :20:06. | :20:11.
is a real tough job. You did it for passion and love of football. | :20:11. | :20:21.
:20:21. | :20:24. | ||
The do not last long. The bigger they are, they're harder they fall. | :20:24. | :20:29.
But every year, hundreds of players prepare for life as the boss. What | :20:29. | :20:37.
worries you? When you do that team selection due have got to | :20:37. | :20:46.
disappoint a few people. By now it's as a player. I had been there. | :20:46. | :20:50.
For former Ipswich defender Fabian Wilnis is building up his kitchen | :20:51. | :20:55.
hours with the youth team. One day he would love to manage his former | :20:55. | :21:00.
club but needs to steady first for two years. The big differs going | :21:00. | :21:03.
from player to manager is all of a sudden you are not just looking | :21:03. | :21:08.
after yourself but a team of individuals. It is more than a | :21:08. | :21:15.
proper job. Military 24/7. 365 days a year. I have always said to | :21:15. | :21:22.
people, would I like to kettle marriage? No. Stings the start of | :21:22. | :21:25.
the season, 27 managers have left their clubs. Most of them was | :21:25. | :21:30.
sacked. Many are waiting for any opportunity, including Nigel | :21:30. | :21:36.
Worthington. He offers and that he manages his advice. Part of | :21:36. | :21:41.
adapting to the manager situation, coming straight out of a plane | :21:41. | :21:45.
situation is having people around you trying to help and work with. | :21:45. | :21:49.
Many of the greats just learnt on the job but now there is even a | :21:49. | :21:54.
university course for budding managers. Some things remain. The | :21:54. | :21:58.
buck stops with you when you are in the hot seat. | :21:58. | :22:03.
In the rugby tomorrow, it is the start of the Championship play-offs. | :22:03. | :22:06.
Bedford open up against Rotherham and on Sunday, Northampton are | :22:06. | :22:12.
looking to book their place in the final of there ever -- the LV= Cup. | :22:12. | :22:17.
We are in two competitions now and we have a chance of two and we want | :22:17. | :22:23.
to win two. We will be going all- out to win the semifinal. | :22:23. | :22:28.
At the World Indoor Athletics Championships, Andrew Osagie just | :22:28. | :22:33.
qualified for the semifinals in the 800 metres. He came third in his | :22:33. | :22:37.
heat, using every effort to get over the line. He is back on track | :22:37. | :22:41.
in the morning. You can follow all our athletes on the BBC Sport | :22:41. | :22:46.
website. I was at a charity Cup Inc -- | :22:46. | :22:51.
cooking event with Fabian Wilnis a few years ago. I am sure his | :22:51. | :22:55.
coaching is better than his cooking! If you are a parent of a | :22:55. | :23:02.
young child, you will know all about making your home safe. But | :23:02. | :23:08.
accidents still happen and in the case of Alexander Caven-Atack in | :23:08. | :23:11.
Colchester, it nearly cost him his life. A small bone from a cup of | :23:11. | :23:20.
tea led him to have 80% of his skin removed. -- a small person. The 16 | :23:20. | :23:25.
months old is in rude health but this was Alexander six months ago. | :23:25. | :23:29.
They earn barely the size of a 10p piece turned into a life- | :23:29. | :23:36.
threatening bacterial infection. His skin began to peel off. They | :23:36. | :23:42.
initially had to remove a 2% of the top layer of his skin. -- 80%. They | :23:42. | :23:47.
had to be taking backing to surgery five times, under general | :23:47. | :23:52.
anaesthetic, to remove any other infected skin. And to keep the | :23:52. | :23:57.
infection from spreading. developed a rare condition which | :23:57. | :24:01.
went undiagnosed until he was admitted to a specialist burns unit. | :24:01. | :24:07.
By Ben, the infection had taken hold. And antiseptics it was used | :24:07. | :24:13.
to help his recovery. Alexander has spent two weeks here in Hospital in | :24:13. | :24:17.
Chelmsford, fed through a tube and given high doses of antibiotics was | :24:17. | :24:21.
bandaged head to foot. The doctors here say he only survived because | :24:21. | :24:25.
he had such a strong constitution. Now he's back to full health. New | :24:25. | :24:30.
guidelines have been drawn up for GP surgeries. They recommend burns | :24:30. | :24:34.
in grandchildren must be checked daily. If there is deterioration, | :24:34. | :24:39.
the child should be referred to a burns unit immediately. He probably | :24:40. | :24:47.
has no memory of the trauma. That is good. | :24:47. | :24:53.
It breaks your heart! Alexander's family are full of | :24:53. | :24:56.
praise for the burns specialists at Broomfield Hospital. | :24:56. | :25:05.
It has been very mild today. Temperatures up to 12 Celsius. That | :25:05. | :25:09.
is the theme of our weather for several days to come. It is because | :25:09. | :25:13.
we have had an area of high pressure to our South. It has set | :25:14. | :25:18.
up a south-westerly flow of mild Atlantic air. It also brought us | :25:18. | :25:22.
very cloudy conditions across the region today. This was the scene a | :25:22. | :25:26.
couple of hours ago on the satellite chart. There is a fair | :25:26. | :25:30.
bit of cloud around. That will be what happens during the course of | :25:30. | :25:35.
the night. Quite large areas of cloud moving through overnight. If | :25:35. | :25:39.
it should stay dry. It will turn a bit misty overnight tonight, and | :25:39. | :25:43.
Barry Miles. Temperatures are not expected to get lower than seven | :25:43. | :25:49.
Celsius, 45 Fahrenheit. Wind is light. They were such moderate in | :25:49. | :25:55.
strength around the Norfolk and Suffolk coastline. During the | :25:55. | :25:59.
weekend, the high pressure is pretty much right over us for | :25:59. | :26:03.
tomorrow and Sunday. That means light wind and some fine weather | :26:03. | :26:07.
but there is a chance they could be a fair bit of cloud trapped | :26:07. | :26:10.
underneath the area of high pressure. Sedges summarise the | :26:10. | :26:15.
weekend, we know it will be dry. It will be very mild indeed. We should | :26:15. | :26:20.
see something of the sunshine. Perhaps a cloudy start tomorrow. A | :26:20. | :26:24.
bit of missed first thing. Quite clear conditions to start the day - | :26:24. | :26:31.
- tidy conditions to start the day but as the cloud brakes we will see | :26:31. | :26:39.
some sunshine. It should feel quite comfortable. Further spells of | :26:40. | :26:44.
sunshine through the afternoon and staying dry. And it stays dry for | :26:44. | :26:49.
the next five days. Pretty and changing. Some of Mr mornings, | :26:49. | :26:54.
possibly the are far patch by Monday but you will see the | :26:54. | :26:58. |
