On Look East tonight, the latest victims of the drought. These fish | :00:08. | :00:12.
are removed from a river because they are gasping for life. | :00:12. | :00:16.
It is much better to take the fish out now, so they can spawn safely | :00:16. | :00:20.
in the main river. If we came in a couple of months' time, it would be | :00:20. | :00:23.
much more damaging to the fish and the environment. | :00:23. | :00:26.
Hello from Stewart and me. Also tonight... The elderly in this | :00:26. | :00:30.
region cry foul after the Chancellor raids their pensions. | :00:30. | :00:34.
They made promises and they haven't kept them. You know, it is just | :00:34. | :00:39.
very upsetting for the older people. Arise Sir Bob. Colchester MP Bob | :00:39. | :00:45.
Russell is honoured by the Queen. # London's calling to you... #. | :00:45. | :00:55.

And the pop band from Norfolk Hello. The drought crisis in the | :01:04. | :01:08.
region took a new turn today. Hundreds of fish had to be taken | :01:08. | :01:12.
out of a water way, because they were at risk of dying. | :01:12. | :01:13.
Environment Agency officials launched the operation near | :01:13. | :01:17.
Peterborough. That is one of the areas worst affected by the driest | :01:17. | :01:20.
conditions for decades. Meanwhile, water consumers across the region | :01:20. | :01:23.
received another reminder today about conserving scarce supplies. | :01:23. | :01:26.
Two weeks today, millions of people will be subject to water | :01:26. | :01:32.
restrictions, including a hosepipe ban. | :01:32. | :01:37.
Armed with electrodes to stun the fish, officers against the through | :01:37. | :01:42.
the water. Levels in this channel of the river are dangerously low. | :01:42. | :01:48.
Sooner oxygen levels will plummet. It is time to act before it is too | :01:48. | :01:55.
late. The fish are fairly Poldark. We are getting what we expect. | :01:55. | :01:59.
sort of fish? The majority are chub and pike. We have had a few sea | :01:59. | :02:04.
trout. The majority are chub and pike. Fish rescues are not unusual, | :02:04. | :02:09.
but you would expect them in late July or early August. To have been | :02:09. | :02:13.
carried out in March is unprecedented and a measure of how | :02:14. | :02:16.
serious this drought has already become. | :02:16. | :02:19.
The Environment Agency says the problem here illustrates why people | :02:19. | :02:24.
must cut water their water use. The amount we use at home has a direct | :02:24. | :02:28.
impact on river levels. At Stansted Airport until recently, millions of | :02:28. | :02:31.
litres of water were going to waste every year. Now leaks in ten miles | :02:31. | :02:37.
of pipe work have been traced and fixed. We have discovered at | :02:37. | :02:44.
Stansted that we have managed to save 205 million litres compared to | :02:44. | :02:50.
the previous year, comparing two 80 but Olympic-size swimming pools. | :02:50. | :02:53.
The problems facing agriculture featured today on BBC Radio | :02:53. | :02:55.
Cambridgeshire's Breakfast programme. This farm near Duxford | :02:55. | :03:01.
has decided not to grow water- hungry crops. Rightly or wrongly, | :03:01. | :03:08.
we have cut back on some emigrated -- on some irrigated root crops. We | :03:08. | :03:16.
are trying to get an idea of what water will be available to us. | :03:16. | :03:19.
on the Welland, the rescued fish are quickly released into the main | :03:19. | :03:22.
river channel. Among those caught this sea trout. Scales are removed | :03:22. | :03:28.
to check its age. It is much better to take the fish out now, so they | :03:28. | :03:32.
can spawn safely in the main river. If we came in a couple of months' | :03:32. | :03:35.
time, it would be much more damaging to the fish and the | :03:35. | :03:38.
environment. They've six miles of waterway to clear. The rescue | :03:38. | :03:43.
operation will take anything up to a fortnight to complete. It's a | :03:43. | :03:45.
scene they fear could become increasingly common as summer | :03:46. | :03:49.
approaches. The current drought situation is | :03:49. | :03:53.
reminding us all that we can no longer take water for granted. | :03:53. | :03:56.
Earlier, I was in the forum in Norwich, where World Water Day was | :03:56. | :04:01.
being marked. World Water Day is a global event, | :04:01. | :04:06.
but this year it is particularly apt in this region, because we have | :04:06. | :04:11.
a hosepipe ban due to start on April the third. Today, they are | :04:11. | :04:17.
wanting to encourage people to preserve water, using water buts to | :04:17. | :04:25.
stopping dripping taps. Like the one over here. Marcia Davies from | :04:25. | :04:30.
Anglian Water, a little thing like this can make good use the Prince. | :04:30. | :04:38.
It can, about four metres on an average day. -- a little thing like | :04:38. | :04:46.
this can make a difference. How much could the hosepipe ban | :04:46. | :04:52.
potentially save? The if you think of one hour, a hosepipe can use | :04:52. | :04:57.
1,000 metres. It can save huge amounts of water. It gets people to | :04:57. | :05:04.
think about saving water and use it more effectively. Will it be | :05:04. | :05:12.
policed or are you trusting people? We know customers are Waterwise. We | :05:12. | :05:18.
believe customers will help's look after the water supply and control | :05:18. | :05:25.
water used without us having to control it. What reaction have you | :05:25. | :05:32.
had about the hosepipe ban, which is happening so early? I do not | :05:32. | :05:37.
think people are surprised, given it has been the driest the 18 | :05:37. | :05:44.
months in her years. People are pleased we are preparing for summer. | :05:44. | :05:47.
Some people have asked whether Anglian Water is doing enough to | :05:47. | :05:54.
stop leaks and protect water supplies. We have invested money to | :05:54. | :05:59.
look at leakage and we will invest more. The water industry has | :05:59. | :06:05.
invested about 90 billion, so we are trying to do something, all | :06:05. | :06:14.
working together to conserve water. Rankin. -- thank you. | :06:14. | :06:18.
And we would like to hear from anyone who is affected by the | :06:18. | :06:21.
drought and the water restrictions. You can give us a ring, log on to | :06:21. | :06:25.
our Facebook page or send us a tweet. | :06:25. | :06:28.
There has been an outcry today across the region over the | :06:28. | :06:31.
government's so-called Granny Tax. The over-65s found themselves worse | :06:31. | :06:34.
off after the Chancellor said he was cutting the tax allowance on | :06:34. | :06:37.
pension income. We have been to Frinton-on-Sea in Essex to find out | :06:37. | :06:39.
what retired people there think about the decision. | :06:39. | :06:45.
It was just windy enough for kite boarding on the front. But this | :06:45. | :06:52.
perhaps is the mode of transport you are likely to see, this 84- | :06:52. | :06:58.
year-old said pensioners should fight for their rights. Pensioners | :06:58. | :07:01.
have paid tax all their working life and deserve to have it when | :07:02. | :07:09.
retiring. They are high standards here. You are not even allowed to | :07:09. | :07:14.
sell a scream on the beach. George Osborne may have got a warm welcome | :07:14. | :07:19.
here Until yesterday and his decision to cut the pensions tax | :07:19. | :07:25.
break introduced by Winston Churchill. I will freeze the cash | :07:25. | :07:28.
value of the elements until it alliance with the personal | :07:28. | :07:34.
allowance, existing book -- protecting the existing allowance. | :07:34. | :07:39.
It is a major simplification, saving money at no pensioner will | :07:39. | :07:44.
lose in cash terms. Down on the beach, hardy souls catching the | :07:44. | :07:52.
spring sun and some were not high pate -- happy. Some people believe | :07:52. | :07:58.
there will be a pensioners backlash. They are absolutely furious. I | :07:58. | :08:08.
doubt they will vote for that party next year. The 50 was taken off | :08:08. | :08:15.
the fuel bill this year. How much of that will be taken next year? | :08:15. | :08:20.
seems that the Granny Tax has not gone down well. And even in a | :08:20. | :08:24.
seemingly affluent area like this, one pensioner said, behind the lace | :08:24. | :08:31.
curtains, people may be surviving on baked beans. We just have to put | :08:31. | :08:38.
up with it and cut down on spending. That is the only answer. Some | :08:38. | :08:43.
pensioners we spoke to, said they did not feel they were that bad off. | :08:43. | :08:52.
The Government says so far they have been protected by the squeeze. | :08:52. | :08:55.
There is lots more to come on Look East, including tonight's special | :08:55. | :08:58.
report. It tells the story of one soldier's struggle with combat | :08:59. | :09:01.
stress. And the band from Norfolk hoping to | :09:01. | :09:11.
:09:11. | :09:15. | ||
provide the soundtrack for the It has been confirmed that work | :09:15. | :09:18.
making the whole of the A11 in Norfolk and Suffolk into a dual | :09:18. | :09:21.
carriageway will start in January. The project was given the go-ahead | :09:21. | :09:25.
after years of campaigning. Earlier, I spoke to the MP for South West | :09:25. | :09:31.
Norfolk Elizabeth Truss. I am delighted that we have a date | :09:31. | :09:36.
in the diary for when the main works in A11 will start. That is | :09:36. | :09:40.
important for local businesses and residents planning what they will | :09:40. | :09:48.
do. I hope it will lead to more investment. We know when the dual | :09:48. | :09:55.
carriageway will begin. Do we know when it will be finished? I have | :09:55. | :10:02.
not had confirmation, but I am trying to find out. We had some | :10:02. | :10:08.
starts, then a hiatus. And we did not know when it would start again. | :10:08. | :10:14.
This work will start and finish? That is right, it is the final | :10:14. | :10:21.
piece of the jigsaw and once it is completed, the goal will be a dual- | :10:21. | :10:28.
carriageway. What you see two people who say we do not need more | :10:28. | :10:34.
roads? We need more roads, especially for getting the economy | :10:34. | :10:38.
going, as we need better infrastructure and skills, which | :10:38. | :10:46.
means roads, rail and the airport capacity. People know how important | :10:46. | :10:55.
goal being made into a dual carriageway it is it. -- know how | :10:55. | :11:03.
important the A11 being chilled is. -- dualled. | :11:03. | :11:06.
Elizabeth Truss. A man is being treated in hospital after a | :11:06. | :11:10.
stabbing in Ipswich last night. It happened at around 9 o'clock in | :11:10. | :11:15.
Grimwade Street. Police say the victim, who is 32, was chased by | :11:15. | :11:21.
two men and stabbed with a knife. They are appealing for witnesses. | :11:21. | :11:24.
A private company has been awarded a contract to run all community | :11:24. | :11:26.
health services in Suffolk. Serco will takeover small hospitals, like | :11:27. | :11:30.
the one in Felixstowe. It will also run community nursing and employ | :11:30. | :11:34.
1000 staff. The union Unison has called it a sad day for the health | :11:34. | :11:36.
service. One of East Anglia's longest | :11:36. | :11:39.
serving MPs has been knighted by the Queen. Sir Bob Russell, the MP | :11:39. | :11:42.
for Colchester, has been honoured for 40 years of public service. | :11:42. | :11:45.
He has been known to spend the night on the floor of his office if | :11:45. | :11:51.
he has an early start in London. Last night, he opted for something | :11:51. | :11:59.
more posh, as he had the family with him. Everyone here for his | :11:59. | :12:06.
special day. He is nervous. We are not used to that. For him, it is | :12:06. | :12:12.
recognition of his hard work. 40 years now. He is humbled and very | :12:12. | :12:20.
proud. As the family prepared to leave, a moment of panic. He had | :12:20. | :12:26.
lost the invitation. An anxious wait, then it was bound. The day | :12:26. | :12:34.
could proceed. Bob Russell has been championing the town, first as a | :12:34. | :12:38.
councillor, then MP. He has never been frightened about speaking out | :12:39. | :12:45.
on issues close to his heart. says what he feels. IFE does not | :12:45. | :12:51.
like what I am doing, or the party or the Government, he still speaks | :12:51. | :12:59.
out. People respect that. It was a very emotional day. I can compare | :12:59. | :13:04.
it to the day my daughter was married. I was impressed she knew I | :13:04. | :13:11.
was a Lib Dem MP. Our daughter could not be here, unfortunately, | :13:11. | :13:16.
because she is expecting a baby. She said, I hope it goes well for | :13:16. | :13:26.
:13:26. | :13:29. | ||
you. So you are now Lady Russell? Will you use the title? She will. | :13:29. | :13:36.
He has spent time fighting the establishment. Now he is part of it. | :13:36. | :13:41.
In the football last night, Ipswich beat Burnley at Portman Road. | :13:41. | :13:45.
Michael Chopra scored the only goal early in the second half. It's his | :13:45. | :13:50.
14th goal of the season. Ipswich are up to 14th in the table, having | :13:50. | :13:54.
lost only once in their last ten games. Two months ago, they were | :13:54. | :13:57.
just above the relegation places. A win at Watford on Saturday could | :13:57. | :14:00.
take them into the top half of the table. They lost at home to Watford | :14:00. | :14:02.
in December. In speedway, the King's Lynn Stars | :14:02. | :14:06.
unveiled some new faces to the fans last night. After a good first year | :14:06. | :14:09.
in the Elite League, hopes are high for the new season which starts in | :14:09. | :14:12.
just a few days. The riders and may have changed, | :14:12. | :14:14.
but the race remains the same. The fastest man around four lapse takes | :14:14. | :14:18.
the most points. Last place leads with nothing. Now was the chance to | :14:18. | :14:26.
see the new crop of riders. At one point, they were quicker than a | :14:26. | :14:31.
Formula One car. I am not sure if that is still the case. No brakes, | :14:31. | :14:38.
fixed during. There are plenty more sport you can do that are less | :14:38. | :14:46.
dangerous. But the thrill the put- on is a thrill. You just get hooked | :14:46. | :14:53.
when you come here. Much like other sports, the of season sees changes | :14:53. | :14:58.
to the line ups. With a number of riders leaving for Peterborough, | :14:58. | :15:03.
there has been a reshuffle. Fan favourites return, one being the | :15:03. | :15:12.
team captain. We have to go out and enjoy it. And the results can come | :15:12. | :15:21.
from that. The star has exceeded all expectations last year. After | :15:21. | :15:26.
five months of no noise, the ancients and fumes returned next | :15:26. | :15:34.
Wednesday. There will be the local derby with Peter Brugge on Good | :15:34. | :15:44.
:15:44. | :15:47. | ||
Friday amongst other events. -- with Peterborough. | :15:47. | :15:50.
This weekend, thousands of people will be running a mile to raise | :15:50. | :15:56.
money for Sport Relief. The charity, Combat Stress, which supports | :15:56. | :15:58.
former servicemen and women with mental health problems, is one of | :15:59. | :16:02.
the charities that gets some of the money. When Peter Doolan returned | :16:02. | :16:05.
from the frontline in Iraq, he was so severely traumatised that he | :16:05. | :16:09.
could not remember the next 10 months of his life. Five years on, | :16:09. | :16:12.
he is still recovering. Our Defence Reporter, Alex Dunlop, has been to | :16:12. | :16:14.
meet him for tonight's special report. | :16:14. | :16:20.
Peter Doolan was 17 when deployed to Kosovo. Within days, he faced | :16:20. | :16:29.
chaos and Cannock Chase -- Cannich. A bomb went off in a flat. The | :16:29. | :16:35.
mother was dead, but the baby was not crying. You were basically | :16:36. | :16:41.
social services. Personally, I would have seen it as week to talk | :16:41. | :16:47.
about any walk -- to talk to anyone about it. I did not talk to anyone | :16:47. | :16:54.
14 years. It was in his second tour of the Iraq that the stress began | :16:54. | :17:04.
:17:04. | :17:07. | ||
to take its toll. Peter was forced to shoot a suspect boma. This | :17:07. | :17:11.
person was deaf and dumb. He was mentally retarded, some would not | :17:11. | :17:18.
understand signals. I had no choice to shoot him and he was sent there | :17:18. | :17:23.
to test our defences. To shoot someone, when I get mentally | :17:23. | :17:31.
disabled myself, but Hearts. He was medically discharged five years ago. | :17:31. | :17:40.
-- that hurts. You are just unbalanced in your | :17:40. | :17:47.
body. And you do not even realise it. He throws his Military Cross | :17:48. | :17:52.
medal in a skip, hides under the table, imagines his own son is an | :17:52. | :18:00.
Iraqi child. I was frightened and pushed this child away. My child | :18:00. | :18:06.
started crying, or what I thought was an Iraqi child. I was | :18:06. | :18:11.
frightened then and my wife came in. You did not know if it would go | :18:11. | :18:16.
farther than that, so you always had to be around at maybe take the | :18:16. | :18:24.
children away. How did you get through it? I do not know. You took | :18:24. | :18:31.
it day by day. Peter is about to complete a business degree. Despite | :18:31. | :18:38.
being top of his class, he cannot get a job. I think post-traumatic | :18:38. | :18:45.
stress is not understood. People sometimes do not sleep or wash, | :18:45. | :18:53.
some get violent, but that is not the case. Soldiers can bring | :18:53. | :18:58.
discipline, reliance, and we are excluded because we have this | :18:58. | :19:04.
illness. We asked to be given a chance. Do not give us money, give | :19:04. | :19:09.
us our pride back. Peter Doolin ending that report by | :19:09. | :19:12.
Alex Dunlop. The mental health charity, Combat Stress, played a | :19:12. | :19:15.
huge part in Peter's recovery. Steve Pettitt, its regional welfare | :19:15. | :19:18.
officer, told me that 85% of his cases relate to service in Iraq for | :19:18. | :19:24.
Afghanistan. -- or. His caseload has grown enormously. And he | :19:24. | :19:32.
expects that to continue. I hope we get out of Afghanistan when we can. | :19:32. | :19:39.
But we expect the numbers to increase for five or six years. | :19:39. | :19:44.
does it manifest itself? There are people with flashbacks and that | :19:44. | :19:49.
could be what people expect. But it can also be anxiety about normal | :19:49. | :19:59.
life. It can, it can be mood swings, changes of temperature, anxiety. | :19:59. | :20:06.
This has been around for as long as there have been wars. Does the | :20:06. | :20:09.
nature of our wars and make a difference to how it manifests | :20:10. | :20:17.
itself? I think it does. We have more referrals from veterans who | :20:17. | :20:21.
served in Northern Ireland. That is the first time a serving soldier | :20:21. | :20:27.
did not recognise who his opposition was. The Irish | :20:27. | :20:31.
Republican Army did not wear uniform. That is similar in Iraq | :20:31. | :20:37.
and Afghanistan. You cannot tell who is a good or bad person. If | :20:37. | :20:43.
that is how you wish to turn them. And service people sometimes do not | :20:44. | :20:48.
want to discuss what was seen, not wanting to burden their families, | :20:48. | :20:55.
but how important is it to be open with luck once? You have to at | :20:55. | :21:05.
:21:05. | :21:05. | ||
least open up to your partner. -- with loved ones. | :21:05. | :21:10.
The family and children are the biggest key. Those people are | :21:10. | :21:17.
living with this man or woman. You ought it to your partner to get | :21:17. | :21:24.
yourself sorted out. You have a growing caseload. Is there more | :21:24. | :21:30.
than military and Government can do? The military is restricted on | :21:30. | :21:37.
what can be done. The NHS has responsibility for veterans. We | :21:37. | :21:42.
have to educate senior managers did in the NHS as to what Combat Stress | :21:42. | :21:47.
does, how we can help, and we are working more and more alongside the | :21:47. | :21:54.
NHS. Thank you very much. When the Football World Cup is on, | :21:54. | :21:57.
there is usually a bandwagon of football songs trying to get into | :21:57. | :22:02.
the charts. And they tend to be of mixed quality. So could the same | :22:02. | :22:08.
happen for the Olympics? It is that exciting moment of the Olympic | :22:08. | :22:15.
clock. 127 days to go and counting. A rock band from this region has | :22:15. | :22:18.
written a song it hopes will become the anthem for London 2012. It is | :22:18. | :22:25.
called London's Calling. A video shoot for Look East in | :22:25. | :22:32.

But on the Underground and London, flipping through the newspaper and | :22:56. | :23:01.
seeing problem after problem. I thought, let us open a song with | :23:01. | :23:06.
that, then lead one to brighter things. | :23:06. | :23:12.
# London's calling to you. London's calling to you. | :23:12. | :23:22.

They are not The Colour or nothing. The drama has sticks linked to back | :23:35. | :23:41.
slopping out, which hit -- which then hits campus. He calls a | :23:41. | :23:48.
dramatic Art. We wanted to celebrate going into London 2012 | :23:48. | :23:53.
and make it exciting. IPod dramatic Art would get that element of | :23:53. | :24:03.

excitement. -- I bought dramatic It is a patriotic song to celebrate | :24:10. | :24:16.
a momentous year in the light of our country. It is the biggest | :24:16. | :24:22.
event in the world and we are lucky enough to host it. It is an anthem | :24:22. | :24:25.
getting everyone on board and excited, because there is still | :24:25. | :24:30.
mixed feelings. Not everyone is convinced in London. But it could | :24:30. | :24:37.
be the biggest show of our time. The band will play the song during | :24:37. | :24:41.
events over the Olympic Games. We're hoping it will catch the | :24:41. | :24:50.
imagination of the nation. London's Calling, the sound of London 2012. | :24:50. | :24:54.
And if you want to see the whole video, it is on our Facebook page | :24:54. | :25:01.
and on bbc.co.uk/norfolk. I know lots of people will be | :25:01. | :25:06.
running at Sport Relief mild. Some people are running five miles. | :25:06. | :25:14.
I know lots of people are taking part in Sport Relief events in the | :25:14. | :25:17.
next few days. Here in Suffolk today, pupils at Kesgrave High | :25:17. | :25:20.
School donned fancy dress for a Sport Relief mile. They were joined | :25:20. | :25:23.
by members of the Ipswich Town football team. Most of the big | :25:23. | :25:28.
events are taking place over the weekend. I will get my running kit | :25:28. | :25:32.
on in Norwich on Sunday. We will have coverage over the next few | :25:32. | :25:38.
days. Idlib strike into the weekend with high pressure anchored all | :25:38. | :25:46.
over the weekend. -- it will be dry into the weekend. It could be | :25:47. | :25:52.
cloudy overnight tonight and tomorrow. But it will stay dry, | :25:52. | :25:59.
some misty mornings, giving some hazy sunshine. But it will | :25:59. | :26:04.
certainly be mild. Some temperatures way above average. | :26:04. | :26:10.
Clear skies to start tonight, then some low cloud developing. Perhaps | :26:10. | :26:17.
some fog patches. That prevents temperatures getting lower Celsius. | :26:17. | :26:22.
We should be free of the ground frost. The winds will be light | :26:22. | :26:29.
south-easterly for most. Average speeds around the coast just a | :26:29. | :26:35.
touch breezier. Tomorrow, it could be a grey start. Perhaps not the | :26:35. | :26:40.
sun shine off this morning. Some low cloud to clear, burning off | :26:40. | :26:45.
swiftly in land. Further west, temperatures climbing dramatically | :26:45. | :26:51.
