weekend. That's all from us. Now the news

:00:00.:00:00.

where you Good evening. In the programme: The

:00:00.:00:22.

man arrested for hacking into NASA and US government computer sites

:00:23.:00:25.

from his home in Suffolk. The tens of thousands of homes still

:00:26.:00:31.

without power. I have a fridge full of food, a cupboard full of food,

:00:32.:00:36.

but I cannot even open a can of soup and heated because I've got no means

:00:37.:00:42.

of heating. Approval for a waste incinerator,

:00:43.:00:47.

but a warning it could still cost the council millions.

:00:48.:00:53.

And the need to give the veterans of Christmas Island the recognition

:00:54.:01:00.

they deserve. Hello. First tonight, the

:01:01.:01:03.

28`year`old from Suffolk arrested on suspicion of hacking into US

:01:04.:01:05.

military and government computer systems.

:01:06.:01:12.

Lauri Love is described as a "sophisticated and prolific computer

:01:13.:01:17.

hacker". On Friday he was arrested at his home in Stradishall and has

:01:18.:01:20.

been released on bail until February. The authorities claim he

:01:21.:01:23.

hacked into a number of systems including the US Army and NASA. This

:01:24.:01:34.

from our chief reporter, Kim Riley. This is the family home of Lauri

:01:35.:01:38.

Love, just a stones throw from the at Stradishall. It is alleged that

:01:39.:01:43.

from here the 28`year`old helped to pull off a massive reach of military

:01:44.:01:48.

computer systems. He did not answer the door to us today, the curtains

:01:49.:01:55.

and many rooms stayed closed. When his father, a respected Baptist

:01:56.:01:58.

minister and chaplain at the present came home, I asked to speak to him.

:01:59.:02:04.

He referred me to the Home Office. The family have been under great

:02:05.:02:08.

pressure. He made it clear that we were not welcome. Following his

:02:09.:02:16.

arrest year under the computer misuse act, Lauri Love was granted

:02:17.:02:23.

police bail until next February. In court documents he was described as

:02:24.:02:30.

a sophisticated computer hacker. Prosecutors are alleging that he and

:02:31.:02:34.

fellow conspirators stall massive quantities of secret information.

:02:35.:02:38.

Among the so`called government thick and is named in the indictment by

:02:39.:02:46.

the US Army `` government agencies. It is claimed that Lauri Love and

:02:47.:02:53.

his conspirators stall details of thousands of service men and women.

:02:54.:02:59.

Some chat room conversations were released.

:03:00.:03:12.

In another... Lauri Love, pictured at a protest at

:03:13.:03:16.

Glasgow University two years ago, could face a maximum five`year

:03:17.:03:21.

prison sentence. The American authorities are expected to seek his

:03:22.:03:24.

extradition. More than 20,000 homes are still

:03:25.:03:28.

without power 36 hours after the storm blew through our region. All

:03:29.:03:32.

of them are in Suffolk and Essex. In a moment we'll hear from UK Power

:03:33.:03:35.

Networks, but first our reporter Kevin Burch has been meeting some of

:03:36.:03:42.

you who're still in the dark. This is what life has been like for

:03:43.:03:46.

this couple in Chelmsford since around 7pm yesterday # 7am yesterday

:03:47.:03:52.

morning. With no power they have struggled to stay warm and eat basic

:03:53.:03:58.

meals, given Ronald's health it is not great. He is on warfarin, which

:03:59.:04:04.

makes him cold, but he is also diabetic and he needs to eat

:04:05.:04:09.

regularly and a substantial meal because he is taking inshore and

:04:10.:04:14.

injections. Cooking involves the small stalls, today it is bacon,

:04:15.:04:18.

anything substantial is out of the question. They have tried to get

:04:19.:04:23.

power updates but with no success. We tried to contact but we got was

:04:24.:04:28.

recorded message. I hung on and nobody around to it. This lady is

:04:29.:04:34.

also paying a waiting game. She lives in Holbrooke in Suffolk and

:04:35.:04:39.

got caught off as well. A recorded message said that if she stayed on

:04:40.:04:42.

the line for 30 minutes someone would talk to her. She did not. She

:04:43.:04:48.

has family nearby but finds it tough. I have a cupboard full of

:04:49.:04:56.

food, but I can't even open a can of soup and heat it, because I've got

:04:57.:05:00.

no means of heating. So I've got to live on my fat. There's not a lot of

:05:01.:05:11.

that! Never has been. These engineers are part of their many

:05:12.:05:16.

army working around the clock to reconnect supplies. An estimated

:05:17.:05:22.

15,000 homes in the region still had no power at lunchtime. But back in

:05:23.:05:25.

Chelmsford, for Ronald and Linda, guess what... Can you believe it?

:05:26.:05:35.

And in Suffolk, for Joan, helping hand as well. This was bought to me

:05:36.:05:41.

`` brought me this morning by a kind man. It is a gesture that means for

:05:42.:05:51.

so much `` that mean so much to a pensioner who admits at times she

:05:52.:05:56.

feels forgotten. We saw in Kevin's report that some

:05:57.:06:00.

people are getting their power back. So some good news for Matt Rudling

:06:01.:06:03.

from UK Power Networks, but there is still a long way to go. The numbers

:06:04.:06:07.

coming down power by hour. We are at around 14,000. That is a significant

:06:08.:06:12.

reduction on what we had at the start of the day. We have engineers

:06:13.:06:17.

coming across from all across the country to support our restoration

:06:18.:06:23.

effort. We have heard a lot of complaints from your customers who

:06:24.:06:26.

have said that they have been unable to get through on the helpline.

:06:27.:06:31.

Yesterday we had two months worth of calls come in a single day. Two

:06:32.:06:36.

months's worth of normal calls in one single day. It has been very

:06:37.:06:40.

difficult for us to cope. We have done everything we can. We have had

:06:41.:06:45.

three times as much staff as normal dealing with that. But one of the

:06:46.:06:50.

things we have done today, as part of our normal operation, we have

:06:51.:06:54.

made 10,000 calls back to customers today. We have been taking customer

:06:55.:07:01.

calls, people who might sit in our financial argument resources teams,

:07:02.:07:06.

they are there, taking calls. `` financial resources teams. You are

:07:07.:07:15.

in customer relations, do you think it is acceptable that some body

:07:16.:07:18.

should wait for three hours before they actually get through? It's

:07:19.:07:23.

never going to be acceptable to anybody to have to wait any time to

:07:24.:07:26.

get through when you have something as important to report as a power

:07:27.:07:32.

cut, of course not. Like I say, we had two months's worth of calls in

:07:33.:07:35.

one day yesterday. That's unprecedented. But I would much of

:07:36.:07:40.

preferred everybody to have got through straightaway. You knew those

:07:41.:07:45.

wins were coming, did you have enough staff on duty first thing on

:07:46.:07:56.

Monday morning? `` winds. We did. We were coping well. But then those

:07:57.:08:02.

winds did pick up and we had damaged like we have not seen in localised

:08:03.:08:14.

areas. The constant murders `` the customers were trying to get

:08:15.:08:19.

through. Some did not get through as quickly as we would have liked. Some

:08:20.:08:27.

more good news. Since we recorded that interview late this afternoon

:08:28.:08:30.

UK Power Networks have told us that the number of properties without

:08:31.:08:35.

power is now about 20,000. Thousands of train travellers faced

:08:36.:08:38.

a second day of disruption today as buses replaced trains on the main

:08:39.:08:42.

routes into London. As the clear up continues across the region, Gareth

:08:43.:08:44.

George has been looking at the problems St Jude left behind.

:08:45.:08:50.

Delays, cancellations, crowded platforms, it was another

:08:51.:08:54.

frustrating morning for passengers at Colchester railway station. I am

:08:55.:09:01.

from Sudbury on the line is closed so I had to come here. I just do not

:09:02.:09:06.

know how we are still facing delays. There were no trains running

:09:07.:09:10.

yesterday, why is the debris still there? They had all day yesterday to

:09:11.:09:15.

get rid of the debris. Here we are not used in the sort of thing, in

:09:16.:09:19.

America they would have cleared it already. Network rain apologised ``

:09:20.:09:26.

network rail. We did everything we could to reopen. But we had further

:09:27.:09:32.

trees falling. Just at the moment we thought we had victory. Across the

:09:33.:09:37.

region 's work is being done on scores of trees damaged in the

:09:38.:09:40.

storm, including this weeping willow. Making it safe, taking out

:09:41.:09:48.

any hanging branches, trying to repair any damage that could cause

:09:49.:09:52.

potential damage to people. The severity of the damage was

:09:53.:09:58.

surprising. When we got out to see the damage it was quite extensive.

:09:59.:10:02.

It is not the obvious stuff, the trees across the parks, there are a

:10:03.:10:05.

lot of trees that have lost branches that are hanging up. A lot of trees

:10:06.:10:10.

hanging on other trees. It does not need a huge wind to bring that

:10:11.:10:14.

down, they can just fall at a time. This is a National Trust site, it is

:10:15.:10:19.

closed at the moment because there is a power line down within the

:10:20.:10:24.

weed. Two other National Trust sites are also closed. `` within the

:10:25.:10:35.

wood. National Trust 's staff are going in to make sure that they are

:10:36.:10:41.

safe. Last night a double`decker bus was recovered. Eyewitnesses still

:10:42.:10:44.

amazed by the brutal strength of the storm. You'll mag there was a

:10:45.:10:49.

massive gust of wind and I saw the bus just left up. It carried into

:10:50.:10:54.

the field and dumped on its side. Never seen anything like it. You

:10:55.:11:03.

never expect to see it. It was a real shock. The storm was over in a

:11:04.:11:07.

couple of hours but its impact will be felt for far longer.

:11:08.:11:16.

And in football, Norwich City manager Chris Hughton says the

:11:17.:11:19.

Capital One cup tie tonight at Manchester United is a welcome

:11:20.:11:22.

distraction. His team is in the bottom three in the Premier League.

:11:23.:11:25.

On Saturday they drew 0`0 with Cardiff. A number of changes to that

:11:26.:11:29.

side are expected. Ricky van Wolfswinkel has a toe injury and

:11:30.:11:32.

Alex Tettey could also miss out. Kick`off is at 7.45pm and there's

:11:33.:11:47.

coverage on BBC Radio Norfolk. Still to come: We are live by

:11:48.:11:52.

candlelight in a village in Essex where they are still without power.

:11:53.:11:56.

And the campaign to recognise our Christmas Island veterans.

:11:57.:12:01.

Today Norfolk County Council's cabinet formally approved the plans

:12:02.:12:04.

to build a waste incinerator in King's Lynn. It is the latest stage

:12:05.:12:08.

in a long and controversial saga which may not yet be at an end.

:12:09.:12:12.

The original decision to build a waste incinerator was made in 2006.

:12:13.:12:15.

Two years later the site at Saddlebow on the outskirts of King's

:12:16.:12:18.

Lynn was purchased. The protests started soon after, and in a

:12:19.:12:21.

referendum 65,000 people voted against. The council decided the

:12:22.:12:27.

poll was meaningless and pressed ahead. The Government ordered a

:12:28.:12:35.

public inquiry and we're still waiting for the result of that. But

:12:36.:12:39.

two weeks ago the Government withdrew financial support. Then

:12:40.:12:42.

yesterday the full council voted to go ahead and build the incinerator

:12:43.:12:45.

after a warning that to pull out would leave them open to a claim for

:12:46.:12:49.

compensation. And it's not over yet. Our political correspondent Andrew

:12:50.:12:56.

Sinclair reports. They are not out of the woods yet,

:12:57.:13:00.

today it is expected that the Cabinet will formally approve the

:13:01.:13:06.

incinerator and for the developer is another milestone has been cleared.

:13:07.:13:14.

You'll mark ``. There has been debate on all sides. It represents

:13:15.:13:20.

good value for money. We will continue to work with the people of

:13:21.:13:23.

Norfolk and deliver a great infrastructure project. But there is

:13:24.:13:29.

still one big hurdle. Eric Pickles has the final say and he is being

:13:30.:13:33.

heavily lobbied to reject the scheme. But if incinerator is

:13:34.:13:41.

rejected the council will still face a compensation bill of around

:13:42.:13:46.

?25,000. Mr Timmins told the meeting that the

:13:47.:13:49.

council would not be able to use its reserves, and despite what local MPs

:13:50.:13:53.

have suggested, he thought it would be unlikely that they would be

:13:54.:13:57.

allowed to borrow the money. He said that the councils may want to start

:13:58.:14:02.

asking officers to hold back on spending in case Eric Pickles

:14:03.:14:05.

rejects the plans. Councillors left the meeting in a sombre Mead. To

:14:06.:14:11.

find 24 million in the final phases of this financial year would have

:14:12.:14:18.

catastrophic consequences. Why on earth did this administration and

:14:19.:14:23.

previous administrations nor there was a risk of planning failure, it

:14:24.:14:28.

was on the risk register. Why did they not start putting money aside

:14:29.:14:33.

earlier. If Eric Pickles approves the scheme it will not be a problem

:14:34.:14:36.

and building work will start your next summer. If it doesn't, this

:14:37.:14:40.

will become a very real debate in a few months's time.

:14:41.:14:49.

George Nobbs is a leader of Norfolk county council. This is a real mess,

:14:50.:14:55.

isn't it? It is not a mess, it is a situation we have inherited, it is

:14:56.:15:00.

not perfect. But just one thing, we did not decide today to go into a

:15:01.:15:03.

contract, what we decided today was not to cancel the contract. Saw you

:15:04.:15:12.

have no plans to build it? That is not what I'm saying. The contract

:15:13.:15:19.

was signed many years ago, `` the contract was discussed many years

:15:20.:15:25.

ago, signed 18 months ago. We had to decide whether to withdraw from the

:15:26.:15:31.

contract and pay penalties. We have ?180 million worth of cuts to make.

:15:32.:15:38.

We are now ?169 million worth of `` worse off because of the withdrawal

:15:39.:15:42.

of PFI credits. We have extraordinary challenges to face. We

:15:43.:15:48.

could not pay another ?30 million. Can I ask you about that point that

:15:49.:15:53.

someone mentioned in the film, why did you not think about those

:15:54.:15:56.

savings when you were elected on me the fifth? We took office on me the

:15:57.:16:06.

24th. We were told then that we had ?140 million worth of cuts that we

:16:07.:16:09.

had to make because of the cut in government grants. Within one month,

:16:10.:16:17.

because of changes in government grants, we were told we had to make

:16:18.:16:21.

another ?45 million on top of that. We were not planning at any time to

:16:22.:16:25.

say that we would increase that by cancelling the contract. I'm in

:16:26.:16:32.

crested. `` interested. You said it was not a mess, it sends like it is

:16:33.:16:37.

to me. You'll mark I will tell you why it is a mess, it is because the

:16:38.:16:48.

government granted this... It is a council thing. Norfolk county

:16:49.:16:51.

council have got themselves into this problem. The government have

:16:52.:16:55.

the rate withdraw that. You are wrong. One of my predecessors, when

:16:56.:17:02.

they signed the contract they were promised ?169 million of government

:17:03.:17:07.

grant. If you have a public enquiry the government can withdraw that.

:17:08.:17:13.

Government inquiry has nothing to do with the PFI contract. The

:17:14.:17:16.

government decided earlier this year that they would look at all of the

:17:17.:17:19.

outstanding PFI grants to see if they wanted to continue in order to

:17:20.:17:25.

save government spending. When they decided to weeks ago, at the behest

:17:26.:17:33.

of some of our MPs, to... Who you are not very happy with X . I have

:17:34.:17:45.

to ask you one last question. Have you heard from Eric Pickles, is

:17:46.:17:48.

there a nod and a wink that you will get the money? No, I have not. But

:17:49.:18:02.

we will be in touch with Mr pickles. Veterans of nuclear tests carried

:18:03.:18:05.

out in the 1950s have taken their fight for compensation to

:18:06.:18:08.

Westminster today. More than 1,000 men say they and their families have

:18:09.:18:11.

suffered ill health since the Christmas Island tests. The Essex MP

:18:12.:18:14.

John Baron held a Commons debate this afternoon. We'll be hearing

:18:15.:18:18.

from him in a moment, but first this from Simon Newton.

:18:19.:18:31.

A few mistakes were made because they had no idea what would happen,

:18:32.:18:35.

no thought seemed to have gone into it. Now aged 74, David was a teenage

:18:36.:18:45.

airman posted to Christmas Island. Within a few weeks of coming home my

:18:46.:18:50.

gums started to bleed and within six months, I was actually losing teeth.

:18:51.:18:58.

Like thousands of other veterans, David believes that exposure to the

:18:59.:19:04.

nuclear blast left him with a lifetime of health problems,

:19:05.:19:11.

including a seizure, an aneurysm and spinal problems. We all sat with her

:19:12.:19:16.

back to it, that is probably one of the reasons why. He later developed

:19:17.:19:23.

bowel and stomach cancer. The MoD has long denied any link, but today

:19:24.:19:29.

John Baron led a Westminster debate calling for their sacrifice to the

:19:30.:19:38.

recognised. The signs were unknown, the risk was unquantifiable, but the

:19:39.:19:43.

cost to the veterans and their descendants was very severe indeed.

:19:44.:19:48.

We just want the recognition and perhaps a handshake to say that we

:19:49.:19:56.

are sorry that we did this to you. Only a few thousand atomic veterans

:19:57.:20:03.

still survive. Some believe it is now time to give up, but David is

:20:04.:20:06.

determined they should not be forgotten. For him and many others

:20:07.:20:15.

it remains a battle worth fighting. This afternoon I spoke to the MP

:20:16.:20:19.

John Baron and began by asking whether it was recognition or

:20:20.:20:21.

compensation that was really important to the veterans and their

:20:22.:20:26.

families. First of all, official recognition from the Prime Minister,

:20:27.:20:32.

preferably oral but in rating if necessary, making clearer debt of

:20:33.:20:39.

gratitude to these veterans. But the establishment of a ?25 million

:20:40.:20:43.

benevolent fund that would be distributed on the basis of need,

:20:44.:20:48.

not entitlement, to help veterans and their descendants when it came

:20:49.:20:56.

to care. There is also a health needs analysis, helping veterans

:20:57.:21:00.

through the NHS, which has been successful. This is a campaign that

:21:01.:21:03.

has been going on for many years now, are you still optimistic about

:21:04.:21:07.

getting this benevolent fund and the current economic situation? Yes, I

:21:08.:21:14.

am. The reason being that this is a just cause and it is wrong that

:21:15.:21:18.

needs to be righted. The government has a track record of doing just

:21:19.:21:23.

that, I can think of thalidomide that ends. `` victims. The nuclear

:21:24.:21:32.

test falls into this camp. We should never forget that there is a legacy

:21:33.:21:37.

that we would these veterans. A debt of gratitude that we have not yet

:21:38.:21:41.

fully acknowledged. We need to put that right, for the sake of not just

:21:42.:21:45.

the veterans, but also their descendants. But are you running out

:21:46.:21:52.

of time on this? We have been fighting a Parliamentary campaign

:21:53.:21:55.

for a few years now. We rankle most at the bottom of what we call the

:21:56.:22:00.

international table of decency when comparing how other countries treat

:22:01.:22:05.

their test veterans `` we rank almost at the bottom. Canada, the

:22:06.:22:12.

Isle of Man. Or you had to prove is that you were at the test and you

:22:13.:22:17.

are ill and you will get a payment, you do not have to prove a causal

:22:18.:22:22.

link. In this country very elderly veterans have to go through a very

:22:23.:22:27.

torturous war pension scheme which often feels. That is clearly wrong,

:22:28.:22:32.

we are at the bottom of the International table of decency and

:22:33.:22:40.

the time has come to put that right. Back now to our top story, and the

:22:41.:22:44.

tens of thousands of homes still without power after yesterday's

:22:45.:22:46.

storm. Homes and businesses are affected.

:22:47.:22:49.

Neil Bradford is at a pub in the village of Stebbing in Essex.

:22:50.:22:59.

Good evening. I suppose we could say we are in deepest, darkest Essex.

:23:00.:23:06.

Perfect for stargazing, not the best for finding your way around. We very

:23:07.:23:11.

nearly did not find this pub, but I am glad that we did. Although it has

:23:12.:23:15.

been without heating and electricity since yesterday it does of course

have a warm welcome. At has become a focal point for the community. Let

:23:21.:23:25.

us talk to some residents about how they have been coping. How have you

:23:26.:23:30.

been coping without power? It's getting to be a bit of a drag now,

:23:31.:23:33.

to be honest with you. The biggest problem at home as the freezer, the

:23:34.:23:39.

food is going off. You cant watch television, can do anything. I have

:23:40.:23:50.

been over at `` you cannot do anything. I have been over at the

:23:51.:23:55.

golf course. I have not tried to get out, but plenty of people have and

:23:56.:24:01.

they have come in here. We just sit and wait. Conflicting messages from

:24:02.:24:05.

companies. The reserve roaring log fire here. Let's talk to the

:24:06.:24:15.

landlord of the white cart. It has brought the community together, but

:24:16.:24:19.

it must be difficult trading like this? It is difficult, with the

:24:20.:24:27.

glass washer and cooking especially. And food. You normally do food, but

:24:28.:24:35.

you have not been able to? The odd sandwich, that is it. As of tomorrow

:24:36.:24:40.

everything goes out. How much longer do you think you can cope? Who

:24:41.:24:46.

knows. The bear is hanging in there, but it is warming up, which is not

:24:47.:24:56.

good. `` the lager. At least it has brought the community together. UK

:24:57.:25:00.

Power Networks has been on the village checking on the vulnerable

:25:01.:25:03.

and that is what they are asking you to do. If you are in power affected

:25:04.:25:11.

village, check on your neighbours. Time for the weather.

:25:12.:25:17.

Stebbing make be without power, but look at the dramatic sunset they

:25:18.:25:22.

have had this evening. We have spared the pictures up so that you

:25:23.:25:28.

can see the sun sinking behind the trees. It will be a fine start to

:25:29.:25:32.

the day tomorrow, but not before temperatures have dropped quite

:25:33.:25:36.

sharply. We have a ridge of high pressure is starting to move them

:25:37.:25:40.

from the south`west. That will mean light winds and clear skies. For

:25:41.:25:45.

some of us a touch of ground frost. It will stay dry overnight tonight

:25:46.:25:48.

and for much of the night those quiet skies stay clear. We are

:25:49.:25:54.

dropping down into single figures quite widely across the region.

:25:55.:26:00.

Certainly we could get close to two or three Celsius in more oral spots.

:26:01.:26:21.

A bit of a crisp spot `` in more rural spots. Virtually unbroken

:26:22.:26:27.

sunshine through the morning, a bit of a chilly start but those

:26:28.:26:29.

temperatures could claim perhaps a little higher than they could today.

:26:30.:26:37.

A bit of a brisk south`westerly breeze, that will tend to freshen

:26:38.:26:40.

during the day and you will start to see Clay developing into the western

:26:41.:26:46.

half of the region. That rain arriving for most of us overnight

:26:47.:26:52.

into the early hours of Thursday morning. It may just take its time

:26:53.:26:57.

to clear. Developing low could be interesting for the weekend.

:26:58.:27:01.

Promising some and windy weather, but the track of it still not quite

:27:02.:27:08.

established yet. It does look as if it will turn am settled. Some rain

:27:09.:27:11.

to clear for the eastern half on Thursday. The risk of one or two

:27:12.:27:17.

showers for the afternoon. Into Friday, we may get away with a dry

:27:18.:27:21.

but cloudy start with some rain pushing on and the next system for

:27:22.:27:25.

Friday, it is looking like it could be quite wet and windy to start the

:27:26.:27:29.

weekend. Tonight is the night that we have the risk of ground frost.

:27:30.:27:33.

Certainly some chilly weather still on the way.

:27:34.:27:37.

Thank you very much indeed. Stay warm, we'll see you tomorrow

:27:38.:27:39.

night. Goodbye.
