Norfolk, and London". The Chancellor George Osborne made the announcement | :01:06. | :01:11. | |
during a visit today. He wants passengers to be able to get from | :01:12. | :01:15. | |
Norwich to London in 90 minutes, and Ipswich to London in 60 minutes. But | :01:16. | :01:19. | |
here's the catch ` there's no more money. On schedule at Norwich train | :01:20. | :01:25. | |
station, the Chancellor announced he is setting up a task force looking | :01:26. | :01:31. | |
at ways for speeding up rail services but there is as yet no | :01:32. | :01:36. | |
money to turn it into a reality. I wouldn't be here supporting this | :01:37. | :01:40. | |
campaign, this is a priority for the country and for East Anglia. | :01:41. | :01:45. | |
Regional MPs have campaigned for investment in our train services, | :01:46. | :01:49. | |
especially faster trains. It is estimated they would Bill `` bring | :01:50. | :01:54. | |
?2.5 billion worth of economic benefits, and with budget for real | :01:55. | :02:00. | |
improvements allocated until 2019, we're not expected to run for | :02:01. | :02:04. | |
several years. The task force will draw up the actions that will get us | :02:05. | :02:09. | |
to Norwich in 90, I would expect several of those to feature in the | :02:10. | :02:13. | |
franchise and will expect many to be made expertly clear as to his | :02:14. | :02:17. | |
possible. At present there are just two trains | :02:18. | :02:22. | |
a day travelling between Norwich and the capital, most of which take 102 | :02:23. | :02:28. | |
minutes. Most take longer, so Norwich in 90 minutes could save | :02:29. | :02:31. | |
between 12 to 27 minutes. From its books, the fastest train takes | :02:32. | :02:43. | |
between 67 and 73 minutes, so Ipswich in 60 could save time. | :02:44. | :02:50. | |
Brilliant, but what is more Porton is that they run to time. Upgrades | :02:51. | :02:57. | |
would be needed to the track, level crossings and signalling, and the | :02:58. | :03:00. | |

transport issues, the lack of decent broadband and the need for more | :03:30. | :03:33. | |
Government investment. We'll hear from him in a moment, but first, | :03:34. | :03:36. | |

Chancellor is looking for signs of business confidence, so they invited | :03:45. | :03:46. | |
him to the Birds Eye factory in Lowestoft coming the biggest | :03:47. | :03:51. | |
employer in the town which has recently increased investment. This | :03:52. | :03:55. | |
afternoon he was with a construction company in Norwich as he looked at | :03:56. | :04:00. | |
one of the city 's new free schools. It also employs apprentices, all | :04:01. | :04:06. | |
staff he likes to hear. Cancers of the exchequer don't come to this | :04:07. | :04:10. | |
part of the world often, so for the business community, it is a chance | :04:11. | :04:14. | |
to chew of the region's successes and also to say they need a lot more | :04:15. | :04:19. | |
investment from the government. Wherever he went, the Chancellor was | :04:20. | :04:24. | |
told the same thing investment like the A11 upgrade is welcome but for | :04:25. | :04:30. | |
business to do well, we need more. For a long time we were ignored and | :04:31. | :04:34. | |
we're catching up to be done, especially rail and broadband | :04:35. | :04:37. | |
coverage because businesses cannot do them that themselves, they can | :04:38. | :04:42. | |
find new customers that they need infrastructure to grow. The other | :04:43. | :04:49. | |
big bugbear, the planned toll road for the A14. It is a geographical | :04:50. | :04:57. | |
tax on East Anglia. East Anglia is a positive contributor to the | :04:58. | :05:00. | |
exchequer and businesses are getting tired of the inconsistency of | :05:01. | :05:06. | |
government transport policies. Protests of another kind at the | :05:07. | :05:11. | |
Chancellor arrived at a Norwich hotel to address business leaders. | :05:12. | :05:15. | |
It remind that some people have bound austerity hard. We came here | :05:16. | :05:20. | |
to make it known to him how angry we are. We represent hundreds of | :05:21. | :05:24. | |
thousands of North people suffering from cuts. The Chancellor accepts | :05:25. | :05:30. | |
things have been tough but he says we have turned a corner. The message | :05:31. | :05:34. | |
from the region, don't forget about us. | :05:35. | :05:37. | |
I spoke to the Chancellor of the Exchequer during his visit and put | :05:38. | :05:41. | |
it to him that the East was a net contributor to the UK's finances ` | :05:42. | :05:44. | |
unlike most other regions, we give more than we get back from the | :05:45. | :05:48. | |
government. Was that fair? One of the reasons I am here in Norfolk and | :05:49. | :05:52. | |
Suffolk today is to make sure that as our economy recovers, this part | :05:53. | :05:57. | |
of the country benefits, that jobs are created here, but Mrs do well | :05:58. | :06:02. | |
and that means investing taxpayers' money in infrastructure, whether it | :06:03. | :06:06. | |
is a rail links or new roads or widening existing roads or schools | :06:07. | :06:12. | |
like this free school in Norwich, these are essential parts of getting | :06:13. | :06:19. | |
the ingredients right so it is not just the City of London that | :06:20. | :06:22. | |
succeeds, as was the case ten years ago, but the whole country. But we | :06:23. | :06:28. | |
are still behind the curve in this region with things like transport | :06:29. | :06:31. | |
and infrastructure and businesses are concerned about broadband. We | :06:32. | :06:38. | |
are putting money into the A11, the North distributor road is going | :06:39. | :06:42. | |
ahead, this free school in Norwich, the science park at the University, | :06:43. | :06:47. | |
there is a lot going on, but I want to hear what more government can do | :06:48. | :06:50. | |
for people, I was in Lowestoft hearing how important the A11 is to | :06:51. | :06:57. | |
East Anglia, so I want to know what more government can do. Broadband is | :06:58. | :07:01. | |
very important sees as a rural part of the country and we are extending | :07:02. | :07:07. | |
broadband to 95% of the population, so we are here to help businesses | :07:08. | :07:10. | |
succeed, to make sure as Britain turns the corner, jobs and | :07:11. | :07:17. | |
investment can do. You mentioned 95% but a lot of people watching this | :07:18. | :07:23. | |
programme we'll be part of the 5% and are not seeing superfast | :07:24. | :07:26. | |
broadband, and are concerned about the affect it is having on their | :07:27. | :07:32. | |
businesses. We will not leave anyone behind because broadband is to the | :07:33. | :07:35. | |
21st`century what motorways and canals were two previous centuries, | :07:36. | :07:40. | |
a vital part of Britain competing. I have seen businesses here today | :07:41. | :07:43. | |
competing around the world and sending their designs around the | :07:44. | :07:48. | |
world on the internet, so whether it is broadband or roads or education, | :07:49. | :07:52. | |
the government's purity is infrastructure so business can | :07:53. | :07:57. | |
succeed and we are providing an economic plan that allows this to | :07:58. | :08:04. | |
happen. You didn't mention the A14, a lot of opposition to the fact it | :08:05. | :08:08. | |
will be a toll road people feel that as attacks on drivers and businesses | :08:09. | :08:15. | |
here. I hear a lot of people are worried about the tolls. I will take | :08:16. | :08:19. | |
that seriously, I am here to listen to people on the A14, but whatever | :08:20. | :08:25. | |
we do we want that road improved because it is so important for this | :08:26. | :08:29. | |
part of the world, so it is a top priority, whether we proceed with | :08:30. | :08:33. | |
tolls, we are listening. The Chancellor. | :08:34. | :08:37. | |
Nearly 20% of schools in Suffolk are still not good enough, according to | :08:38. | :08:40. | |
the education watchdog Ofsted. It says not enough is being done to | :08:41. | :08:43. | |
improve standards of schools in Suffolk. Inspectors went to 33 | :08:44. | :08:46. | |
schools in September, and found that nearly one in five was inadequate. | :08:47. | :08:54. | |
Who would want to teach in Suffolk was back these new recruits being | :08:55. | :09:00. | |
train today are training to become teachers and many want to stay. We | :09:01. | :09:06. | |
hopefully will become teachers so teachers are being trained who will | :09:07. | :09:12. | |
go on to be teachers. But back to the present, Suffolk is in the | :09:13. | :09:15. | |
educational slow Lane according to Ofsted. Too many like behind the | :09:16. | :09:20. | |
national average, at why and who is to blame? I think it is the | :09:21. | :09:25. | |
council, schools, headteachers across the country that need to work | :09:26. | :09:29. | |
together supporting each other to make sure things get better for | :09:30. | :09:34. | |
young people. The blame has to lie with Suffolk County Council and with | :09:35. | :09:39. | |
councillors who have cut a lot of things that would have helped raise | :09:40. | :09:45. | |
attainment and standards in Suffolk. We do not yet have the kind of drive | :09:46. | :09:49. | |
and motivation in our schools to make sure they are copying what some | :09:50. | :09:53. | |
of the best schools in the country are achieving in very difficult and | :09:54. | :10:00. | |
challenging circumstances. There is an underlying feeling here that a | :10:01. | :10:03. | |
lot of government money and effort has been poured into inner`city | :10:04. | :10:08. | |
schools to bring them up to scratch, and coastal counties like Norfolk | :10:09. | :10:13. | |
and Suffolk have been overlooked. Results are better than they were | :10:14. | :10:17. | |
and they are going in the right direction and we have more schools | :10:18. | :10:19. | |
improving than declining, but we need to pick up the case and | :10:20. | :10:25. | |
everybody needs to come on board. The head of the school in Bury Saint | :10:26. | :10:29. | |
Edmunds says the overriding priority must be to recruit and hold on to | :10:30. | :10:32. | |
recruit and hold onto the best teachers. We are seeing the usual | :10:33. | :10:35. | |
pantomime of people blaming everybody else but it is about what | :10:36. | :10:40. | |
happens in the classroom, we need more good headteachers and we need | :10:41. | :10:44. | |
to raise our game and we need to say good enough is no longer Goodenough. | :10:45. | :10:51. | |
So many factors have held back local schools but Suffolk, not Goodenough, | :10:52. | :10:53. | |
must do better. A former consultant at Colchester | :10:54. | :11:02. | |
Hospital has told Look East he believes the claims that cancer | :11:03. | :11:05. | |
patients' records were falsified is just the tip of the iceberg. Dr Marc | :11:06. | :11:09. | |
Aitken says it's a culture he believes exists in other hospitals | :11:10. | :11:12. | |
too. Colchester General has promised to have a full external | :11:13. | :11:14. | |
investigation. Gareth George is outside the hospital now. | :11:15. | :11:21. | |
Ever since that report suggesting staff here were bullied to alter the | :11:22. | :11:26. | |
medical records of cancer patients, neither have been contacting look | :11:27. | :11:29. | |
East, concerned about the treatment their loved ones received here and | :11:30. | :11:35. | |
one of them was Alan Stewart. His brother David died of cancer. Mr | :11:36. | :11:41. | |
Stewart believes the cancer should have been diagnosed earlier. This | :11:42. | :11:45. | |
was his reaction to the scandal surrounding cancer care at | :11:46. | :11:49. | |
Colchester Hospital. Absolute anger that these things were obviously a | :11:50. | :11:55. | |
problem when my brother was in hospital and are still a problem | :11:56. | :12:02. | |
now. They haven't changed. The hospital has been under intense | :12:03. | :12:05. | |
scrutiny since a health watchdog says staff were bullied to alter the | :12:06. | :12:10. | |
medical records of cancer patients. A former consultant sacked as a | :12:11. | :12:13. | |
governor three years ago says the intense pressure to meet performance | :12:14. | :12:19. | |
targets might be the problem. The pressure is there because if you | :12:20. | :12:22. | |
don't hit the targets, the hospital will be highlighted as a failing | :12:23. | :12:25. | |
hospital, and that carries penalties. If you don't earn the | :12:26. | :12:30. | |
money because you are not getting those targets, then you have less | :12:31. | :12:35. | |
money to spend on the resources you need to hit those targets. So it is | :12:36. | :12:41. | |
a vicious circle. I suspect this is a culture that does not just belong | :12:42. | :12:44. | |
to Colchester, it is probably seen elsewhere. This is the Essex County | :12:45. | :12:52. | |
Hospital, where much of the health trust's cancer treatment takes | :12:53. | :12:56. | |
place, and it is likely that many Haitians affected by the alteration | :12:57. | :13:01. | |
of records will have come here are still being treated here. Tomorrow a | :13:02. | :13:05. | |
group representing patients will meet the trust. We welcome the steps | :13:06. | :13:09. | |
that have already been taken but we need to know for the patients and | :13:10. | :13:14. | |
the public that this kind of thing won't happen again. The trust says | :13:15. | :13:19. | |
it will soon give more details of the investigation it has ordered. | :13:20. | :13:25. | |

patients and their families to ring if they are worried, operating ATM | :13:43. | :13:53. | |
