Hello. Colchester General has been | :01:03. | :01:05. | |
officially placed on special measures today over allegations that | :01:06. | :01:08. | |
staff were "bullied" into falsifying details about cancer waiting times. | :01:09. | :01:14. | |
In a public meeting this afternoon the hospital insisted the numbers of | :01:15. | :01:17. | |
patients affected is very small, but a union is calling for heads to | :01:18. | :01:21. | |
roll. Our Chief Reporter Kim Riley is outside the hospital now. It was | :01:22. | :01:30. | |
one week ago that the Chief Inspector of hospitals recommended | :01:31. | :01:33. | |
the trust be put into special measures and it has happened. On the | :01:34. | :01:38. | |
day that the board of directors opened its meeting to the public it | :01:39. | :01:41. | |
pledged zero tolerance of bullying in the trust, the determination to | :01:42. | :01:46. | |
get to the bottom of what is happening happening in the past and | :01:47. | :01:50. | |
is happening now, in the determination to win back the trust | :01:51. | :01:53. | |
of the community. The meeting of the board heard it | :01:54. | :01:57. | |
was not until August this year, but nonexecutive members were aware of | :01:58. | :02:02. | |
whistle`blower allegations. There where emotional stories from the | :02:03. | :02:05. | |
four about delays in cancer treatment. My grandmother had a long | :02:06. | :02:08. | |
time before receiving her treatment, too long. They should have done a | :02:09. | :02:13. | |
lot better, it should not have been three months, it should have been | :02:14. | :02:17. | |
the two weeks that she was first told, and not three months later and | :02:18. | :02:23. | |
now it's becoming inoperable and durable. This man's wife has been a | :02:24. | :02:31. | |
cancer patient year since 2008. He complained of the willing delays and | :02:32. | :02:35. | |
a lack of information. I was in the process of falling up to complain, | :02:36. | :02:40. | |
my father nipped in tender for me to complain and yesterday afternoon we | :02:41. | :02:44. | |
had the bad news to see that it has progressed too far. The chances are, | :02:45. | :02:49. | |
I will have to pack up my daughter from the floor, she is worried about | :02:50. | :02:53. | |
waking up without her mother one day. This morning, monitor's | :02:54. | :02:58. | |
regional director spilled out what special measures actually meant. | :02:59. | :03:03. | |
There are a number of things that could happen, we have the | :03:04. | :03:06. | |
responsibility to make changes to the board if we think that is | :03:07. | :03:09. | |
appropriate. The union Unison welcomed the decision and called for | :03:10. | :03:14. | |
changes at the top. There must be a radical shake`up of that trust board | :03:15. | :03:18. | |
and we have said that we think the Chief Executive should consider his | :03:19. | :03:24. | |
position. We do not accept that the executive directors, which includes | :03:25. | :03:27. | |
himself, were not aware of the issues that were taken place at that | :03:28. | :03:33. | |
hospital. `` that were taking place. We should thank the whistle`blower | :03:34. | :03:36. | |
for whatever he or she did to draw this to public attention but people | :03:37. | :03:40. | |
need to know where in the organisation it all went wrong, and | :03:41. | :03:45. | |
at that level, it might go to the top for the heart of the operation, | :03:46. | :03:47. | |
but we don't know. It is premature to start demanding this person or | :03:48. | :03:52. | |
that person or indeed the whole ward should go until we know precisely | :03:53. | :03:55. | |
what happened. And improvement director is to be appointed to | :03:56. | :04:00. | |
ensure that the trust turns itself around. The high performing trust | :04:01. | :04:04. | |
will offer support in delivering improvements in cancer care. | :04:05. | :04:10. | |
There were many comments today about the wonderful work performed by so | :04:11. | :04:14. | |
many staff here. The hospital is still keeping its helpline open for | :04:15. | :04:18. | |
patients and their families, it has received over 220 calls, calls to be | :04:19. | :04:23. | |
taken during the day. This is the number. | :04:24. | :04:30. | |
Late this afternoon I spoke to Dr Sally Irvine, the chairman of the | :04:31. | :04:33. | |
Hospital Trust and asked her how many patients could have been | :04:34. | :04:36. | |
affected by this scandal could it run into hundreds or even thousands? | :04:37. | :04:46. | |
The issue is not about the actual treatment of patients, you must | :04:47. | :04:48. | |
remember that the issue is about delays in treatment, and changes to | :04:49. | :04:53. | |
detail. There is no evidence that patient treatment is at risk here. | :04:54. | :04:58. | |
`` changes to DAT. If their treatment was delayed this could | :04:59. | :05:03. | |
affect their health. It could indeed, that is what we are looking | :05:04. | :05:09. | |
at. Where there have been delays, the CTC identified the patients with | :05:10. | :05:12. | |
over 100 days always and we have found three more. We're looking at | :05:13. | :05:17. | |
the reasons for those delays, of which might be for perfectly good | :05:18. | :05:21. | |
reasons, but there will be somewhere that are not good reasons we are | :05:22. | :05:26. | |
looking closely at why that delay occurred. Just to go back to my | :05:27. | :05:30. | |
point, this could potentially affect hundreds if not thousands of people. | :05:31. | :05:35. | |
We do not believe so, our investigation so far and the work | :05:36. | :05:39. | |
done by experts in looking at our pathways across all cancer pathways | :05:40. | :05:44. | |
are reporting as quickly as possible that evidence at the moment she was | :05:45. | :05:50. | |
that it is certainly not hundreds. IQ of coercion being found, managers | :05:51. | :05:56. | |
telling junior members of staff to change figures. `` e`mail evidence | :05:57. | :06:03. | |
of coercion. I have asked for an investigation to be carried out by | :06:04. | :06:08. | |
independent external investigators, very experienced investigators, | :06:09. | :06:13. | |
together with support from monitor to investigate exactly what has gone | :06:14. | :06:18. | |
on in relation to any coercion. The police of course are looking at any | :06:19. | :06:25. | |
kind of wilful change of data, and until these are reviewed, both the | :06:26. | :06:29. | |
police review and external review our terms and it is not yet possible | :06:30. | :06:34. | |
to identify who knew what, when, about what. Unison has told us that | :06:35. | :06:40. | |
at least one of the people who has made these allegations e`mailed the | :06:41. | :06:45. | |
Chief Executive quite some time ago. Do you believe the Chief Executive | :06:46. | :06:49. | |
knew what was going on? Part of the purpose of the external | :06:50. | :06:52. | |
investigation is to look exactly at who knew what and when and what they | :06:53. | :06:56. | |
did with that information that they had. Until that report has been | :06:57. | :07:03. | |
received it is not possible to make any statement about that. Do you | :07:04. | :07:08. | |
personally have faith in the Chief Executive? The chief Executive has | :07:09. | :07:14. | |
done a superb job over the past few years since he has been here, with | :07:15. | :07:17. | |
his team, in turning this hospital into a really good, well respected | :07:18. | :07:22. | |
hospital. Has your cast been putting its reputation of patient care? | :07:23. | :07:27. | |
Absolutely not, this trust is totally focused on patient care. It | :07:28. | :07:33. | |
is one of our great strength is that we put patients absolutely first, | :07:34. | :07:37. | |
which is why it is very distressing that in this area there has been | :07:38. | :07:43. | |
prepared and obviously things have gone wrong. That is why we are | :07:44. | :07:46. | |
working hard to find out exactly what went wrong. But most | :07:47. | :07:51. | |
importantly, to make sure that it is no safe and effective for the | :07:52. | :07:55. | |
future. You are trying to imply that this was just maybe a couple of bad | :07:56. | :08:00. | |
apples doing things off their own back. We have had a much wider | :08:01. | :08:04. | |
allegation of a bad culture at the hospital of bullying and coercion, | :08:05. | :08:10. | |
so this is a much bigger picture than you are trying to paint. It is | :08:11. | :08:13. | |
not the culture that I recognise at all, in hospital this size which has | :08:14. | :08:19. | |
got 4000 staff, the size of a small town, it is not surprising that | :08:20. | :08:25. | |
there will be an odd pocket and that is what it is, if we find those odd | :08:26. | :08:29. | |
pockets which we are now making sure that we do find, then any bullying | :08:30. | :08:35. | |
or harassment or prevent huge and there will be stamped out. With | :08:36. | :08:41. | |
total zero tolerance. Thank you very much. | :08:42. | :08:44. | |
One of the first UK planes to carry emergency equipment to support the | :08:45. | :08:47. | |
