Hello. First tonight, the bill for cleaning up after the biggest North | :00:54. | :01:02. | |
Sea storm surge in 60 years. The BBC has learned that councils on the | :01:03. | :01:05. | |
East coast have paid out ?3.5 million. But there are fears they'll | :01:06. | :01:10. | |
be left out of pocket. The North Norfolk coast bore the | :01:11. | :01:13. | |
brunt of the storms on December fifth. Nearly all of the total has | :01:14. | :01:17. | |
been run up by just one authority, North Norfolk District Council. But | :01:18. | :01:20. | |
councils and MPs are worried that government compensation will not | :01:21. | :01:23. | |
cover the full amount. Our political correspondent Andrew Sinclair | :01:24. | :01:25. | |
reports. Along the North Norfolk coast, they | :01:26. | :01:30. | |
are still hard at work. 1.5 miles of promenade in North Norfolk was | :01:31. | :01:35. | |
ruined in the storm. More than 200 beach huts and seafront properties | :01:36. | :01:40. | |
destroyed or badly damaged. So far, we reckon we have spent about ?3 | :01:41. | :01:44. | |
million and we are only expecting to get about ?1.6 million through | :01:45. | :01:48. | |
insurance. North Norfolk's bill is by far the largest. But Waveney and | :01:49. | :01:52. | |
Suffolk Coastal are looking at costs of ?140,000. West Norfolk at | :01:53. | :02:00. | |
?97,000. For the last 30 years, there has been something called the | :02:01. | :02:05. | |
Bellwin scheme. It is a form of emergency government financial | :02:06. | :02:07. | |
assistance to help councils that have incurred unforeseen expenses in | :02:08. | :02:09. | |
dealing with emergencies, particularly weather emergencies. | :02:10. | :02:15. | |
But there are restrictions. Councils have to spend over a certain | :02:16. | :02:19. | |
threshold before they can claim. Even then, they only get back 85% of | :02:20. | :02:23. | |
their costs. And only temporary repairs are covered by the scheme. | :02:24. | :02:27. | |
Something that is impractical when it comes to sea defences. It is for | :02:28. | :02:32. | |
doing emergency repairs. Plugging the gap in the short`term. And we | :02:33. | :02:39. | |
did not see the point of doing that. We could not do that, because some | :02:40. | :02:43. | |
of the breaches and defences, it was a matter of getting them actually | :02:44. | :02:46. | |
repaired in case it happened again. And all the work has to be done | :02:47. | :02:50. | |
within two months, another problem when contractors are so stretched. | :02:51. | :02:53. | |
And with so much demand on the scheme, MPs wondered if there will | :02:54. | :02:57. | |
be enough money available. There are only two years that Bellwin hasn't | :02:58. | :03:00. | |
been used somewhere in the country for a weather`related incident. I am | :03:01. | :03:03. | |
concerned whether it is completely fit for purpose. Today, one of our | :03:04. | :03:07. | |
Euro MPs suggested councils look to Brussels for help. The EU has a fund | :03:08. | :03:12. | |
for areas badly hit by weather. Local authorities, as we know, are | :03:13. | :03:19. | |
now extremely stretched. And we need to exploit all sources of revenue | :03:20. | :03:24. | |
that we can. Because unless more money can be found, the storm surge | :03:25. | :03:28. | |
will have left many councils out of pocket. | :03:29. | :03:35. | |
This afternoon, I spoke to the Great Yarmouth MP and Local Government | :03:36. | :03:38. | |
Minister Brandon Lewis. I asked him if councils were right to be worried | :03:39. | :03:42. | |
that the huge costs of the clear`up won't be covered by the Bellwin | :03:43. | :03:45. | |
scheme. Well, the Bellwin scheme is a long and tried and tested scheme | :03:46. | :03:49. | |
that has been around for just over 30 years now. It worked very, very | :03:50. | :03:53. | |
well in 2007 and 2012, when we had even more severe flooding. So we've | :03:54. | :03:57. | |
got about 22 authorities around the country now that have put in an | :03:58. | :04:01. | |
indication. They have not yet put their figures in. They are still | :04:02. | :04:04. | |
calculating those figures. So once we got those, the government can | :04:05. | :04:08. | |
look at it and get that money out to the councils who do need it. But we | :04:09. | :04:13. | |
heard in Andrew's report that, in North Norfolk for example, they are | :04:14. | :04:16. | |
saying that the Bellwin scheme is not applicable to anything that | :04:17. | :04:20. | |
isn't a temporary appear. `` repair. And of course, sea defences need to | :04:21. | :04:24. | |
be permanent, don't they? The sea defences come within the Environment | :04:25. | :04:28. | |
Agency. They are looking at the moment at the repair works they need | :04:29. | :04:32. | |
to do. We have already started at a lot of areas around doing those | :04:33. | :04:35. | |
repair works from early December. And obviously the ongoing work now | :04:36. | :04:39. | |
from the floods we have had around the country in the last couple of | :04:40. | :04:42. | |
weeks. But with anything like this, if local authorities believe they | :04:43. | :04:46. | |
have a very specific issue and a really key issue, I always say to | :04:47. | :04:50. | |
them to come and see us. Come and talk to us at the Department for | :04:51. | :04:53. | |
Communities and Local Government about what the issue is and how we | :04:54. | :04:57. | |
can help them work through it and deal with it. But if the councils | :04:58. | :05:01. | |
are right, and the Bellwin scheme is not going to cover for the majority | :05:02. | :05:04. | |
of what they are spending, are there any other places that they can get | :05:05. | :05:08. | |
money from that you would suggest? Or is the government going to come | :05:09. | :05:12. | |
up with any other money for them? There is a range of things. First of | :05:13. | :05:15. | |
all, councils themselves have a responsibility and duty to their | :05:16. | :05:18. | |
area, and will have budgeted. Particularly where there are areas | :05:19. | :05:22. | |
of risk, to be able to cover that kind of thing. Bellwin is therefore | :05:23. | :05:24. | |
those exceptional circumstances, like with these floodings, where it | :05:25. | :05:28. | |
goes over and above. And to give protection of over and above the | :05:29. | :05:31. | |
norm. The Department of Environment as well look at how they deal with | :05:32. | :05:34. | |
these things through the Environment Agency. And they can bid through | :05:35. | :05:38. | |
them for some of those works as well. So a range of options out | :05:39. | :05:41. | |
there. There is also the Coastal Communities Fund. And if anybody in | :05:42. | :05:44. | |
a local authority is having issues, then we always say to come and talk | :05:45. | :05:49. | |
to us and we will help work with them through the situation they've | :05:50. | :05:52. | |

crashed on the Norfolk coast, killing the four airmen on board. | :06:13. | :06:16. | |

week is drawing to a close, with many personnel from here still | :06:20. | :06:21. | |
deployed to that crash site on the North Norfolk coast, and you can | :06:22. | :06:23. | |
imagine that challenge has not been easy, and they are getting support | :06:24. | :06:28. | |
from the team of chaplains here. It will be weeks, though, before the | :06:29. | :06:32. | |
conclusions of the accident in the instigator is unknown `` conclusions | :06:33. | :06:37. | |
of the accident investigators are known. | :06:38. | :06:41. | |

difficult for anyone to be there. What we really try to do is help | :07:19. | :07:22. | |

The response that we've had from this country, and the people that | :07:28. | :07:31. | |
surround us here at Lakenheath. It has been wonderful. It has been a | :07:32. | :07:36. | |

out. A special service is being held at Saint Nicholas Church on Sunday, | :08:58. | :09:01. | |
close to the crash site. There will be prayer is that many churches in | :09:02. | :09:04. | |
the region on Sunday for the families who are mourning tonight, | :09:05. | :09:09. | |
for the victims themselves, and of course everyone else touched by the | :09:10. | :09:11. | |

Ryanair has claimed that passengers at Stansted Airport could lose out, | :09:18. | :09:21. | |
because of a change in the way the airport charges airlines. Stansted | :09:22. | :09:26. | |
has had its charges set in the past. But from April, it will be allowed | :09:27. | :09:31. | |
to decide them itself. Ryanair says costs will go up, but the airport | :09:32. | :09:35. | |
insists that won't happen. Today's announcement from the Civil | :09:36. | :09:38. | |
Aviation Authority has been welcomed by Stansted. It means the money the | :09:39. | :09:42. | |
airport charges airlines to operate will no longer be controlled. The | :09:43. | :09:46. | |
Civil Aviation Authority says Stansted does not have substantial | :09:47. | :09:50. | |
market power. So therefore it should be free to compete with other | :09:51. | :09:53. | |
airports without the need for price regulation. But Ryanair say this | :09:54. | :09:59. | |
will harm passengers, leaving Stansted able to increase airport | :10:00. | :10:02. | |
charges whenever it wishes. But this is something bosses say won't | :10:03. | :10:07. | |
happen. Can you guarantee passengers will not pay more because of this | :10:08. | :10:12. | |
announcement? If you put prices up, or lower service standards, then | :10:13. | :10:18. | |
obviously that puts growth agenda at risk, so we are trying to grow this | :10:19. | :10:22. | |
airport, making sure it can maximise its potential. The only way to do | :10:23. | :10:27. | |
that is compete on price and service. The agreement to drop | :10:28. | :10:33. | |
regulation is all linked to long term growth plans Stansted's drawn | :10:34. | :10:36. | |

printing. Instead of printing ink onto paper, it's a way of scanning | :12:24. | :12:27. | |
an object and then printing it in 3D in plastic. What you get should be | :12:28. | :12:30. | |
an exact copy of the original. Now that technology is being used on | :12:31. | :12:34. | |

making spare parts on site and it saves a lot of time and money. | :12:39. | :12:43. | |
In an aircraft hangar in Norfolk, something is changing. Where once | :12:44. | :12:49. | |
parts were manufactured miles away. Now they are being printed. This | :12:50. | :12:53. | |
part is used to protect the radio in a cockpit. First, a model is | :12:54. | :12:59. | |
scanned. The stickers allow the computer to track where the laser is | :13:00. | :13:04. | |
being applied to the surface. That surface is captured then transmitted | :13:05. | :13:09. | |
to the computer. Then a 3D image is created ready to send to the printer | :13:10. | :13:12. | |
to make. But instead of using ink, it uses plastic. It builds up | :13:13. | :13:20. | |
layers, so it wastes nothing and saves time. A tool for an aircraft | :13:21. | :13:25. | |
component can take anything from a few weeks to several months to | :13:26. | :13:31. | |
manufacture. With the combination of 3D scanning and 3D printing we use, | :13:32. | :13:34. | |
we can reduce those timescales down to a matter of days. For small | :13:35. | :13:39. | |
parts, even hours. The plastic for these casings is made specifically | :13:40. | :13:43. | |
to protect the aircraft. Then after around 24 hours in this printer, the | :13:44. | :13:50. | |
component should be ready to fit. To be able to turn what we see in | :13:51. | :13:53. | |
two`dimensions on our computer screens into the real | :13:54. | :13:55. | |
three`dimensional construct. Get it in our hands, take it to the | :13:56. | :13:58. | |
aircraft. Marvellous, absolutely fantastic. And this is the actual | :13:59. | :14:05. | |
part fitted in the cockpit. Made out of the 3D printer, it costs a couple | :14:06. | :14:09. | |
of hundred pounds. But if it was manufactured the traditional way, it | :14:10. | :14:13. | |
would cost up to 2000. There were concerns about 3D printers in | :14:14. | :14:16. | |
America being used to make guns. But more and more businesses are using | :14:17. | :14:22. | |
them. This year, NASA wants to launch one into space to help | :14:23. | :14:25. | |
astronauts manufacture parts. And in the future, it is hoped they could | :14:26. | :14:32. | |
be used by air personnel abroad. There is no reason to suspect that, | :14:33. | :14:35. | |
into the future, this kind of technology can be part of a deployed | :14:36. | :14:38. | |
operation in support of maintaining and repairing those aircraft away | :14:39. | :14:44. | |
from the main base such as this. The Tornado aircraft are due to be | :14:45. | :14:48. | |
retired in 2019. By then, who knows which components will be made using | :14:49. | :14:52. | |
a 3D printer? The future is in the imagination of the designers. | :14:53. | :15:01. | |
