independent Scotland. That is all from the News at six,

Hello and welcome to Look East. In the programme, inspectors say the

:00:07.:00:14.

East of England Ambulance Service still isn't responding to 999 calls

:00:15.:00:17.

quickly enough. Also tonight... Could the floods on the Somerset

:00:18.:00:20.

Levels happen here on the Broad? We've been out with the dredgers.

:00:21.:00:23.

The MP calling for tougher controls on solar farms. You can have a 300

:00:24.:00:29.

acre farm of solar panels and you don't need any environmental impact

:00:30.:00:38.

report at all. Whether it is noble in the mind to

:00:39.:00:43.

suffer the outrageous arrows... And where there's a Will. Charles

:00:44.:00:50.

and Camilla take to the stage in Southend.

:00:51.:00:56.

Hello. First tonight, inspectors say the East of England Ambulance

:00:57.:01:03.

Service is still failing to get to 999 calls quickly enough. But in

:01:04.:01:08.

other areas, it does seem to be making progress.

:01:09.:01:11.

This latest assessment comes from the regulator the Care Quality

:01:12.:01:15.

Commission. Inspectors made a surprise visit over four days in

:01:16.:01:20.

December. The good news, complaints are down and staff sickness is down

:01:21.:01:24.

too. But the Trust is still failing on the crucial question of ambulance

:01:25.:01:28.

response times. In a moment, the director of patient safety. But

:01:29.:01:30.

first, this from our Chief Reporter Kim Riley.

:01:31.:01:34.

The Trust handles more than 900,000 999 calls a year. Across six

:01:35.:01:39.

counties and 7500 square miles. The unannounced inspection last month

:01:40.:01:41.

found significant improvements in a number of areas. And after

:01:42.:01:44.

interviewing patients, there is praise for the care received from

:01:45.:01:46.

ambulance crews and call handlers. But the Trust is found wanting in

:01:47.:01:54.

two key areas. Ambulance response times to life`threatening 999 calls.

:01:55.:01:59.

And staffing. Ambulance trusts must aim to respond to at least 75% of

:02:00.:02:02.

emergency life`threatening calls within eight minutes. And where a

:02:03.:02:08.

solo paramedic is first on the scene, at least 95% of calls should

:02:09.:02:12.

see an ambulance arriving within 90 minutes. `` 19 minutes. Latest

:02:13.:02:20.

figures show that, across the board, the Trust has met neither standard.

:02:21.:02:23.

But there is big regional variations. In Luton and Cambridge,

:02:24.:02:26.

the Trust is exceeding these targets. And in some parts of

:02:27.:02:28.

Norfolk and Essex consistently failing.

:02:29.:02:31.

MPs from across the region have led calls for improvements to the

:02:32.:02:36.

service. Yesterday came the surprise resignation of the interim chairman

:02:37.:02:40.

Dr Geoff Harris. Much faith is now being placed in the new Chief

:02:41.:02:43.

Executive, Dr Anthony Marsh. I'm impressed. At his rigour, vigour and

:02:44.:02:48.

enthusiasm. He's an experienced chief executive, covering rural

:02:49.:02:54.

areas in the past. I really appreciate the way he is focusing on

:02:55.:02:57.

recruiting paramedics, not emergency care assistants. I think that's the

:02:58.:03:01.

right direction. And I really want to give him time and support. But he

:03:02.:03:05.

knows that the pace of change needs to be stepped up. And I think he

:03:06.:03:10.

will do that for us. The report says the Trust could need over 500

:03:11.:03:13.

additional paramedics by the year 2016. And that is a tall order. It

:03:14.:03:18.

also quotes a review identifying substantial shortfalls between the

:03:19.:03:21.

resources of the Trust and what it actually needs to meet national

:03:22.:03:26.

standards. John Martin is the acting director

:03:27.:03:29.

of patient safety and clinical standards for the ambulance trust.

:03:30.:03:36.

Within the last hour, I asked him about the service in country areas

:03:37.:03:40.

in Norfolk and ethics, which the report says is still a cause for

:03:41.:03:49.

concern. `` Essex. They noted we were making improvements. We still

:03:50.:03:52.

need more staff, carrying on recruiting to meet those response

:03:53.:03:59.

times. The truth is you cannot find fully trained staff and it is going

:04:00.:04:04.

to be some time before you get enough all stop we started a big

:04:05.:04:11.

campaign to recruit 400. That is ongoing and they will be in the next

:04:12.:04:16.

few months. You say you have increased the number of trained

:04:17.:04:24.

paramedics. Four. That is net increase. But we have student

:04:25.:04:27.

paramedics that have become filled paramedics. `` full. The report says

:04:28.:04:36.

you need more money and more staff. Money is scarce. Staff even scarcer.

:04:37.:04:46.

We will it come from? We need more money and have raised that as a

:04:47.:04:49.

concern via the critical capacity review last year. We made it clear

:04:50.:04:56.

we need to recruit for vacancies. On top of that, we need more money and

:04:57.:05:00.

it will be needed to be provided to provide the same service we need. If

:05:01.:05:07.

you do not get more money, and it is looking unlikely, accusing you are

:05:08.:05:13.

not providing a safe service? The service is getting safer, but

:05:14.:05:18.

response times not always where we want them to be. We need to fill

:05:19.:05:23.

vacancies, which is what we are doing, pushing hard to do that, and

:05:24.:05:27.

on top of that, we will need more staff. Can I check that, getting

:05:28.:05:38.

safer is not safe, is it? The CQC report shows moderate concern,

:05:39.:05:41.

getting two more patients than we were doing when they previously

:05:42.:05:48.

inspected, but until we get more staff, issues will continue. How

:05:49.:05:55.

long do you think it will be before we have a safe Ambulance Service?

:05:56.:06:02.

The scale is large in the scale is large and Easter thing in. It will

:06:03.:06:07.

take a number of years to be, `` is large in the East of England. It

:06:08.:06:12.

will take a number of years to get the service to be a safe as it can

:06:13.:06:19.

be. Thank you very much. There was good news from the

:06:20.:06:22.

construction industry today. Managers say the improving economy

:06:23.:06:25.

means they will take on more than 25,000 extra workers in the region

:06:26.:06:28.

over the next five years. This from our business correspondent Richard

:06:29.:06:30.

Bond. New homes on the fringes of our big

:06:31.:06:34.

cities are selling like hot cakes. A sure sign of pent`up demand. This

:06:35.:06:37.

development at Brundle, just outside Norwich, had buyers queuing up

:06:38.:06:43.

recently. We sold ten the first weekend. In fact, all of the first

:06:44.:06:47.

release were snapped up that first weekend. We haven't seen that since

:06:48.:06:54.

sort of 2007. The development here of 150 units would normally have

:06:55.:06:58.

taken about three or four years. If the sales rate continues as it is,

:06:59.:07:02.

then we expect this site to be built in around 12 months. House`builders

:07:03.:07:05.

are recruiting again. Many more trades people will be needed. A

:07:06.:07:10.

skills report out today says 25,000 construction jobs are to be created

:07:11.:07:14.

in the East over the next five years. And there will be plenty for

:07:15.:07:18.

new recruits to do. Last year, only 11,000 new homes were built in the

:07:19.:07:22.

region. It is reckoned we need between 20000 and 25,000 homes per

:07:23.:07:30.

year just to keep up with demand. But it is not just house`building

:07:31.:07:34.

that is driving demand for workers. Investment in new infrastructure and

:07:35.:07:36.

commercial premises will also be important. House`building is a key

:07:37.:07:41.

sector, without doubt, fuelling growth as we speak at this moment.

:07:42.:07:46.

But also, the industrial and infrastructure sectors are going to

:07:47.:07:49.

be key for recovery nationally and particularly in the East, with major

:07:50.:07:52.

infrastructure projects such as the A11 and A14. The industry is

:07:53.:07:59.

investing in its future. These trainee plant mechanics were

:08:00.:08:02.

learning their skills today at the National Construction College in

:08:03.:08:05.

West Norfolk. But employers also need to persuade workers who left

:08:06.:08:08.

the industry in the recession to return.

:08:09.:08:13.

Southend Airport unveiled another extension today. ?10 million has

:08:14.:08:22.

been spent on more space for aircraft and a bigger departures

:08:23.:08:24.

area for passengers. In time, managers say it will mean 300 extra

:08:25.:08:28.

jobs too. The one o'clock easyJet flight to

:08:29.:08:33.

Alicante takes off from Southend Airport. Tourists heading for the

:08:34.:08:42.

sun. Meanwhile, back on the ground, and wishing touches to a ?10 million

:08:43.:08:48.

extension to the terminal stop this is the new departure lounge. It is

:08:49.:08:56.

deserted, but will soon be full of passengers, because Southend Airport

:08:57.:09:01.

continues to grow. It used to be busy in the 1960s. In 1967, it had

:09:02.:09:08.

600,000 passengers, by 2011, that had fallen to just 42,000. But being

:09:09.:09:15.

taken over, numbers have risen again. In 2012, two 617,000. Last

:09:16.:09:25.

year, 970,000. And a bigger terminal means more jobs. 300 new jobs as a

:09:26.:09:33.

result of total investment. What sort of things? People working in

:09:34.:09:39.

the board, assisting passengers through their journey. The retail

:09:40.:09:46.

shops. And airline staff. It is not without controversy. Some neighbours

:09:47.:09:51.

say it is getting noisier and noisier. But so far, good feedback

:09:52.:09:56.

from passengers. Hopped off the train, nice and quiet and new and

:09:57.:10:02.

shiny. Normally you had to queue for hours, but we wandered straight

:10:03.:10:08.

through. It is easy to find areas. It will not be as quiet as this for

:10:09.:10:15.

very long. A city trader who was shot in the

:10:16.:10:19.

leg in Essex has been interviewed in hospital for the first time. Robin

:10:20.:10:23.

Clark was shot at Shenfield station last Friday. British Transport

:10:24.:10:26.

Police say he gave them a number of leads.

:10:27.:10:30.

The Prime Minister stepped into the row over flooding in Somerset today,

:10:31.:10:34.

promising to get the dredgers in to clean out the rivers as soon as the

:10:35.:10:37.

waters recede. The Somerset Levels are low lying and flat. In many ways

:10:38.:10:42.

like the Norfolk and Suffolk Broads. So could it happen here? Mike

:10:43.:10:45.

Liggins has been to the River Chet near Loddon in Norfolk to see the

:10:46.:10:52.

dredgers in action. A Broads Authority dredger removing

:10:53.:10:55.

silt from the River Chet. The authority spends ?1 million per year

:10:56.:10:59.

on dredging in order to keep the rivers clear for navigation. It's

:11:00.:11:02.

like painting the Forth Bridge. We dredge out 50,000 cubic metres of

:11:03.:11:08.

silt every year. From work that we did with Cranfield University, we

:11:09.:11:11.

know we get about 24,000 metres of silt coming in every year. Either

:11:12.:11:14.

from bank erosion or from head waters. The Somerset Levels.

:11:15.:11:21.

25 square miles. Flooded. The Environment Agency is pumping

:11:22.:11:24.

water back into the river system. But for many who live there, it's

:11:25.:11:28.

too little too late. Why wasn't this done ages ago? Why have you only

:11:29.:11:34.

started doing this now? An angry reception for the

:11:35.:11:37.

Environment Secretary on Monday. But when it comes to flood defence, how

:11:38.:11:40.

much difference does dredging actually make? On the Broads, it

:11:41.:11:45.

does help. But it's only a small part of the picture. Here, the

:11:46.:11:50.

Environment Agency has spent over ?100 million in the last 13 years on

:11:51.:11:55.

a variety of schemes. On the Chet, the agency is currently working on

:11:56.:12:01.

the river banks. It's removing a lot of the old piles, which have clearly

:12:02.:12:04.

failed from a flood defence perspective. But also create a

:12:05.:12:08.

navigation hazard as well. So it is helping out on that front and it is

:12:09.:12:14.

reinstating the banks. Both building them up to the correct level. But

:12:15.:12:18.

also profiling them that, should flood water ever top them, they do

:12:19.:12:22.

not get damaged in such a way we cannot quickly repair them. For some

:12:23.:12:26.

river users, for businesses which rely on tourism, there can never be

:12:27.:12:30.

enough dredging. But when it comes to flood defence, the authorities

:12:31.:12:31.

insist it is not the only answer. Depending on your point of view,

:12:32.:12:48.

they are either a blight on the landscape or an important way of

:12:49.:12:51.

generating clean electricity. But some people believe we are getting

:12:52.:12:57.

too many solar farms too quickly? Tonight one of our MPs will tell the

:12:58.:13:01.

House of Commons that the planning controls on solar farms aren't

:13:02.:13:04.

strict enough. There are currently 14 working solar farms in the

:13:05.:13:09.

region. With a further 23 either planned or being built. The latest

:13:10.:13:12.

row concerns plans on the Suffolk`Essex border.

:13:13.:13:19.

To the west of Sudbury lies some of the least populated and arguably

:13:20.:13:23.

most beautiful countryside in Essex. And it's here that there are plans

:13:24.:13:27.

to build three solar farms across 300 acres of land. It is idyllic and

:13:28.:13:32.

very rural. And these solar farms, very large solar farms, just don't

:13:33.:13:39.

fit in with the character. But they don't make any noise and will be

:13:40.:13:44.

hidden by bushes. Are they really that bad? They are hidden to a

:13:45.:13:47.

certain extent. Generally speaking, it sort of spoils the ambience and

:13:48.:13:51.

character of the area. That is problem. This is where one of the

:13:52.:13:58.

farms could be built. The landowner didn't want to be interviewed. But

:13:59.:14:02.

he told me it would be surrounded by bushes. Sheep will graze the land.

:14:03.:14:07.

Solar farms have become a contentious issue across the region.

:14:08.:14:10.

We filmed this altercation near Thetford a couple of once ago.

:14:11.:14:15.

Farmers can earn five times more this way than through conventional

:14:16.:14:18.

agriculture. But one MP says they've grown so fast, there are very few

:14:19.:14:22.

planning controls in place. If you want to build a tiny garage on your

:14:23.:14:27.

house in this area, you have to have a full environmental impact report.

:14:28.:14:33.

You can have a 300 acre farm of solar panels and don't need any

:14:34.:14:36.

environmental impact report at all. So there does not seem to be a good

:14:37.:14:43.

balance. Tonight in Parliament, he'll call for solar farms not to be

:14:44.:14:46.

built near areas of outstanding natural beauty. Or prime

:14:47.:14:50.

agricultural land. But those who build them say there are already

:14:51.:14:53.

enough controls in place. And all applications are carefully

:14:54.:14:58.

scrutinised. I don't know how they are going to make it tougher. At the

:14:59.:15:03.

end of the day, the national policy planning framework sets out a

:15:04.:15:06.

sustainable future for us and how we develop all types of technologies

:15:07.:15:09.

and developments. Obviously, these developments are assessed vigorously

:15:10.:15:11.

by the local authorities. The government has cut the subsidy for

:15:12.:15:15.

solar power, but is reluctant to legislate further. It says this is a

:15:16.:15:18.

clean and quick way to generate power. Mr Newmark agrees. He just

:15:19.:15:22.

wants people to think more carefully where solar farms go.

:15:23.:15:28.

Last night's football now. And the matches involving Colchester,

:15:29.:15:30.

Stevenage and Northampton were all victims of the weather. Peterborough

:15:31.:15:35.

United's trip to Sheffield United tonight has also been postponed. But

:15:36.:15:39.

four of our teams did play. None of them managed to win, but there was a

:15:40.:15:43.

lot to talk about. We'll start at Carrow Road.

:15:44.:15:47.

Bleak, boggy, but nearly 27,000 braved the weather. A measurable

:15:48.:15:52.

night for a number of Norwich fans. It's been a miserable season. But a

:15:53.:15:58.

win this evening and they are in the top half. Such optimism appeared

:15:59.:16:01.

totally misplaced in the first half. Norwich came under fire. John Ruddy

:16:02.:16:05.

overworked in goal. The post proving to be their saviour. Loic Remy then

:16:06.:16:09.

found the other one. Floods of Newcastle chances came, but were

:16:10.:16:13.

wasted. Remy was denied again after the break. The crossbar this time

:16:14.:16:17.

the last line of defence. Then Norwich finally posed a threat

:16:18.:16:20.

themselves. Hooper! Another crossbar saves Newcastle. Now more even as a

:16:21.:16:28.

contest. It boiled over late on for Remy and Bradley Johnson saw red for

:16:29.:16:31.

one altercation. Robert Snodgrass could have stolen victory. But it

:16:32.:16:35.

would have been harsh. City stay 12th. I thought our energy levels

:16:36.:16:40.

were better in that second half period and we made more of a game of

:16:41.:16:44.

it. But we are against a quality team today. Disappointing, because

:16:45.:16:49.

we are at home. You need to make the most of your home performances.

:16:50.:16:53.

Entertaining game, another point. But at times, Norwich rode their

:16:54.:16:58.

luck. Is it enough for the fans? I think it's a good point. We were

:16:59.:17:02.

lucky to get that result. Woodwork, the man of the match. It's a point

:17:03.:17:06.

gained rather than lost. Very poor first half. They put on a show for

:17:07.:17:13.

us. They did not lose the game. Fair enough. But there is just no heart

:17:14.:17:17.

there and it is disappointing to walk away with the point that we

:17:18.:17:21.

should have lost. Why do they have to get annoyed so much? We come to

:17:22.:17:25.

enjoy a game. It is good value for money. Come on, you yellows, we will

:17:26.:17:29.

be there next season! Mick McCarthy felt Ipswich had the

:17:30.:17:32.

chances to beat Leeds. David McGoldrick put Town in front. But

:17:33.:17:36.

they couldn't hold on. Ipswich just outside the championship play`offs.

:17:37.:17:39.

Carl Robinson was furious with MK Dons' performance at Carlisle. A 3`0

:17:40.:17:43.

defeat. The manager says some of his players won't play for him again.

:17:44.:17:46.

Kevan Hurst scored for Southend. But Dagenham made it 1`1, leaving the

:17:47.:17:53.

Blues sixth in League Two. If you enjoyed the Olympic Torch

:17:54.:17:57.

Relay a couple of years ago, there's another on its way. It's the Queen's

:17:58.:18:01.

Baton Relay which is part of the build up to Commonwealth Games in

:18:02.:18:04.

Glasgow in July. And in this region, the focus is on Suffolk and Monday

:18:05.:18:08.

June the 9th.We don't know all the details. But it will kick off at

:18:09.:18:13.

breakfast time on the seafront in Lowestoft. It will arrive in

:18:14.:18:16.

Newmarket at a community event in mid`morning. And be at schools

:18:17.:18:20.

athletics competition in Bury St Edmunds in the early afternoon.

:18:21.:18:24.

After that, it's Ipswich for more athletics with the big finish in

:18:25.:18:28.

Christchurch Park. Dame Kelly Holmes won a gold at the

:18:29.:18:32.

Manchester Games back in 2002. This is her take on the relay. Each

:18:33.:18:39.

location are trying to celebrate sport, bring families and young

:18:40.:18:44.

people together, what we are trying to do. If people are interested, go

:18:45.:18:50.

on the website, or follow on Twitter, they will be able to see

:18:51.:18:53.

what is happening around the country. You could be somebody else

:18:54.:18:58.

at the time the bat on relay comes around. We are in Suffolk on the 9th

:18:59.:19:05.

of June. That is key for that area. But I think it will be really

:19:06.:19:09.

successful. We are really wowed the team and the we are gathering to go

:19:10.:19:14.

to Glasgow to compete for team England and we hope the public

:19:15.:19:23.

support them. Dame Kelly Holmes. The Prince of Wales and the Duchess

:19:24.:19:26.

of Cornwall enjoyed some of Shakespeare's most famous works

:19:27.:19:29.

today at a special performance in Essex. They visited the Palace

:19:30.:19:34.

Theatre in Westcliffe to launch celebrations to mark the 450th

:19:35.:19:37.

anniversary of his birth. On stage, school children inspired by their

:19:38.:19:39.

love of the Bard. CHEERING. It may have been cold and

:19:40.:19:43.

overcast, but that did not dampen the spirits. Hours waiting in the

:19:44.:19:49.

cold soon forgotten. For Charlie Johnson, his first brush with

:19:50.:19:54.

royalty at the tender age of six months. And patients rewarded with a

chat with the Duchess. They were alone sing the 450th birthday

:20:01.:20:09.

celebrations. Rehearsals started early this

:20:10.:20:15.

morning, 30 children from schools chosen to perform in the Shakespeare

:20:16.:20:19.

Schools Festival. Tomaso Luongo from Suffolk delivering that soliloquy.

:20:20.:20:27.

To be or not to be. That is the question.

:20:28.:20:33.

You have to be very intelligent about Hamlet beforehand, because his

:20:34.:20:41.

emotions are really complex. Overused phrase, but a

:20:42.:20:46.

once`in`a`lifetime experience? It is, Royal variety. When we first

:20:47.:20:50.

heard about it, we thought it would be his West End debut, but Southend

:20:51.:20:56.

is just as good. Rehearsals over, the moment of truth, and for the

:20:57.:21:00.

young cast, the biggest performance of their lives. Tybalt!

:21:01.:21:14.

Afterwards, relief and parade at what they had achieved. At first, he

:21:15.:21:20.

made a joke, saying not too many injuries, and we laughed, and he was

:21:21.:21:25.

asking where we were from and that he enjoyed it. What did he say? He

:21:26.:21:31.

seems very interested in England and school, and I shook his hand. I am

:21:32.:21:40.

not going to wash it! This is so important. We need to get the word

:21:41.:21:43.

out there to more and more schools about the wonderful work we do, how

:21:44.:21:47.

children love it, they never thought they would meet the Royal Highness

:21:48.:21:55.

is, so it was fantastic. And for the young actors, that meant the world.

:21:56.:22:00.

They needed any more inspiration, they certainly got it today.

:22:01.:22:10.

A fabulous day for them. An amazing experience, and some very good

:22:11.:22:16.

acting. And Prince Charles coming up behind that women. Now for the

:22:17.:22:17.

weather. The weather is a mess. Low pressure

:22:18.:22:28.

across the country bringing a cloudy forecast today and outbreaks of

:22:29.:22:31.

rain. The positioning as meant an easterly wind, so the weather has a

:22:32.:22:36.

real cold steel. Through this evening, we see continued spells of

:22:37.:22:46.

rain. `` real cold feel. More rain from France to most areas through

:22:47.:22:53.

the night. Cloud and a brisk breeze and temperatures not falling to low,

:22:54.:22:58.

but we could get down to two Celsius, and perhaps some frost and

:22:59.:23:05.

ice in sheltered spots. Not great tomorrow. Quite cloudy and healing

:23:06.:23:11.

cold. And further outbreaks of rain, particularly through the morning,

:23:12.:23:16.

and those could be heavy. Some drier interludes. Certainly not the best

:23:17.:23:21.

forecast through the morning. Heavy downpours, but rain becomes patchy

:23:22.:23:27.

and later through the day, so by the afternoon, it is also through the

:23:28.:23:34.

region. Temperatures perhaps up on today, six or seven Celsius, but

:23:35.:23:41.

that wind direction still East or southeasterly. The wind light

:23:42.:23:47.

tomorrow, but feeling cold. For the afternoon and evening, we just about

:23:48.:23:51.

get rid of the rain, conditions behind it remaining cloudy. Looking

:23:52.:23:57.

to Friday, an area of low pressure is coming, bringing rain, which is

:23:58.:24:04.

not welcome, but it will arrive later for as in the East, and much

:24:05.:24:12.

of the day dry if rather cloudy. As the weather front approaches, the

:24:13.:24:17.

wind will increase, direction changing to southerly, but windy at

:24:18.:24:20.

around the middle of the day, and the rain arriving, probably not

:24:21.:24:26.

until after nightfall for most. But it spreads across the region, heavy

:24:27.:24:31.

in places, the wind continuing to be quite strong through the night. But

:24:32.:24:37.

for the weekend, it starts to get drier, brighter, temperatures up to

:24:38.:24:42.

seven degrees. There could be some showers around, but the forecast

:24:43.:24:47.

looks like it is improving for the weekend. But still staying quite

:24:48.:24:52.

overnight, getting quite cold overnight, cold enough to bring a

:24:53.:25:00.

touch of frost in places and icy patches.

:25:01.:25:05.

Just lovely when the whole country is obliterated by a band of rain!

:25:06.:25:09.

Stay indoors on Thursday. We will see you tomorrow night. Goodbye.

:25:10.:25:35.

I opened a pub six years ago in Hackney,

about ten minutes' walk from my house.

One of the things that really struck me was that

:25:56.:25:57.

most of the beers that we sold weren't London beers.

:25:58.:26:00.

They were international beers, UK beers, but from further afield.

I talked about the broken energy market, and it was controversial -
