winter storms opposing more danger to British coastlines, with winds of | :00:00. | 3:59:59
up to 80 mph. That's all from Hello and welcome to Look East. In | :00:00. | :00:09.
the programme tonight: After the rain, expect the winds. The region's | :00:10. | :00:13.
braced for more flooding and travel disruption. The Orwell Bridge will | :00:14. | :00:17.
close tonight, and on the trains they're expecting delays. We still | :00:18. | :00:37.
intend to run a full service but there is disruption. | :00:38. | :00:39.
A ?28 million scheme is underway to protect thousands of homes from | :00:40. | :00:41.
flooding. The grief of families after the | :00:42. | :00:44.
inquest into the deaths of four men in a construction accident. We will | :00:45. | :01:02.
never come to terms with our loss. And RAF Marham fly a jet in our | :01:03. | :01:09.
country to photograph the flooding. Hello. After a day of pouring rain, | :01:10. | :01:13.
tonight the east is braced for more disruption, with gale force winds | :01:14. | :01:17.
and more heavy downpours. An amber warning is in place for Essex, | :01:18. | :01:20.
Suffolk and Norfolk, with the wind gusting up to 70 miles per hour. On | :01:21. | :01:25.
the trains, Greater Anglia is trying to persuade everybody to travel | :01:26. | :01:27.
early this evening because the service is likely to be disrupted | :01:28. | :01:32.
tonight. On the roads, the Orwell Bridge will be closed from 10pm | :01:33. | :01:37.
tonight. And with at least an inch of rain falling on ground which is | :01:38. | :01:40.
already saturated, river levels will rise. Let's go live to Alex Dunlop | :01:41. | :01:52.
at Colchester Railway Station. Within the last minute, the rain has | :01:53. | :02:02.
returned. The wind is not too bad. An amber alert kicked in half an | :02:03. | :02:08.
hour ago. The winds are expected after midnight. Trees could fall | :02:09. | :02:20.
across the track later. There has been flooding on minor and major | :02:21. | :02:26.
roads. What a wretched day to see in the weekend. Tonight, drivers | :02:27. | :02:29.
battled through the storms on the A12 in Essex. Within half an hour, | :02:30. | :02:33.
there were five crashes on the county's roads. The Highways Agency | :02:34. | :02:36.
says if in doubt, delay your journey. Winds were up to 70 miles | :02:37. | :02:39.
an hour. The Orwell Bridge will close at 10pm tonight and may not | :02:40. | :02:43.
reopen till dawn. It's tomorrow that we may see the full extent of the | :02:44. | :02:47.
storms, and it could look like this ` a repeat of last Friday's floods | :02:48. | :02:50.
across Essex, Suffolk and Norfolk. Schools were closed, houses flooded | :02:51. | :02:53.
and rivers burst their banks. Drivers had to be rescued from their | :02:54. | :02:57.
cars. Sinking water had to be pumped out of businesses. `` Stinking. | :02:58. | :03:03.
Tonight, Greater Anglia suspended ticket restrictions to try to | :03:04. | :03:06.
persuade rail commuters to head home early. There is a risk of disruption | :03:07. | :03:13.
if the winds take place. We're taking precautions and giving | :03:14. | :03:20.
warnings. We've put buses on at certain stations to allow | :03:21. | :03:24.
flexibility. We're allowing tickets through, to get people through | :03:25. | :03:27.
earlier. Many took that advice. Normally when the trains are delayed | :03:28. | :03:32.
it takes hours to get home. First come first serve. I was meant to go | :03:33. | :03:42.
to London but I haven't. This river in Essex was in full flow today. | :03:43. | :03:45.
Tomorrow, the headache may not just be floodwater, but the ferocity of | :03:46. | :03:57.
the gale force winds. We'll see what tomorrow brings. The National Trust | :03:58. | :04:07.
is closing one park in Norfolk as a precaution. So what's caused it all? | :04:08. | :04:14.
Here's Dan to explain. Another day, another area of low pressure. The | :04:15. | :04:23.
radar shows the rain. More strong winds to come. There is an amber | :04:24. | :04:34.
warning out. Gusts of 50 to 60 miles an hour. Strongest winds after | :04:35. | :04:46.
midnight. More details later. The Environment Agency has come in | :04:47. | :04:50.
for some strong criticism during the recent floods from people in | :04:51. | :04:52.
Somerset and even from Government ministers. It's been attacked for | :04:53. | :04:55.
not doing enough to prevent flooding, but today they made a | :04:56. | :04:59.
start on a ?28 million project at Great Yarmouth in Norfolk to keep | :05:00. | :05:02.
thousands of homes safe next to the river. Three men, three spades. This | :05:03. | :05:07.
was the ceremony to launch phase one of a three year programme to replace | :05:08. | :05:13.
600 metres of flood walls. Let's show you the geography of one of the | :05:14. | :05:18.
areas set to benefit. It's very close to the river. Here, they're | :05:19. | :05:24.
used to keeping sandbags to the ready. The floods of 1953 claimed | :05:25. | :05:37.
eight lives. 1,000 properties were overwhelmed. Then there was the | :05:38. | :05:57.
major alert of two months ago. Early December, we had water levels above | :05:58. | :06:07.
the 50s. We need to focus people. Long term, the project is just the | :06:08. | :06:12.
beginning. This is just the first five years. We're working on the | :06:13. | :06:21.
next phase already. We need to generate money. Up the coast, the | :06:22. | :06:33.
recent sea surge saw homes fall into the sea. Locals have raised ?24,000. | :06:34. | :06:49.
It wouldn't hurt for some money to be spent down here. The Environment | :06:50. | :07:01.
Agency insists these communities haven't been forgotten. | :07:02. | :07:06.
An inquest jury has returned a verdict of accidental death on four | :07:07. | :07:10.
men who were killed when a steel cage they were working in collapsed | :07:11. | :07:13.
on top of them. Two brothers from Suffolk ` Daniel and Tom Hazelton ` | :07:14. | :07:17.
Peter Johnson and Adam Taylor died at Claxton Engineering in Great | :07:18. | :07:22.
Yarmouth three years ago. This is the steel cage which collapsed, | :07:23. | :07:28.
killing four men in January 2011. It was going to reinforce a concrete | :07:29. | :07:31.
base for a pressure testing facility at Claxton Engineering in Great | :07:32. | :07:37.
Yarmouth. The inquest heard that the four men were working inside the | :07:38. | :07:40.
cage, fixing metal bars above them to provide strength. The cage fell | :07:41. | :07:45.
over, collapsing like a picnic table. Daniel Hazelton and his | :07:46. | :07:53.
younger brother Tom both died in the accident, with Peter Johnson and | :07:54. | :07:58.
Adam Taylor. All four men worked for Hazegood Construction ` they'd been | :07:59. | :08:01.
contracted by another firm, Encompass Project Management. They | :08:02. | :08:07.
died at the scene from traumatic asphyxia. Today, an inquest jury | :08:08. | :08:12.
returned a verdict of accidental death. We will never be able to come | :08:13. | :08:22.
to terms with our devastating loss. Four men went to work and never came | :08:23. | :08:26.
home. The evidence showed that Dan, Tom, Peter and Adam were skilled | :08:27. | :08:31.
workers. No concerns were raised about the steel work they were | :08:32. | :08:36.
doing. We hope the Health and Safety Executive will take appropriate | :08:37. | :08:39.
action against those responsible so justice is done and it never happens | :08:40. | :08:46.
again. Hazegood is still going but has struggled to find work. | :08:47. | :08:54.
Encompass ceased trading in 2012. It was about to be dissolved before the | :08:55. | :08:57.
Health and Safety Executive stopped that from happening. The Health and | :08:58. | :09:02.
Safety Executive will now review the evidence in light of the inquest, to | :09:03. | :09:05.
decide whether further criminal proceedings are appropriate. We will | :09:06. | :09:12.
make a statement in due course. In closing the inquest, the Coroner | :09:13. | :09:14.
extended her sympathies to the families of the four men, who met | :09:15. | :09:29.
such tragic and untimely deaths. A structural engineer and a building | :09:30. | :09:32.
company have been fined a total of ?60,000 pounds after two men were | :09:33. | :09:36.
killed on a building site in Suffolk. Kevin Ruffles and Matthew | :09:37. | :09:39.
Skeet were crushed when a wall collapsed at Worlingworth near | :09:40. | :09:43.
Framlingham in October 2010. Barry Potts and the building company | :09:44. | :09:45.
Elliston, Steady and Hawes were found to have breached health and | :09:46. | :09:52.
safety regulations. Parents in Essex whose children's | :09:53. | :09:55.
centres are facing big cutbacks say villages and rural areas are being | :09:56. | :09:58.
unfairly targeted. Essex County Council has to save more than ?2 | :09:59. | :10:01.
million from its budget for Surestart Centres. In some places it | :10:02. | :10:05.
will mean opening hours are cut from 40 to five hours a week. Every week | :10:06. | :10:14.
new mums and dads bring their babies to this parenting group at the | :10:15. | :10:17.
Carousel Children's Centre in Braintree. It's one of a number of | :10:18. | :10:23.
classes that the centre runs to help new parents, along with a drop`in | :10:24. | :10:26.
service that's open from 8am to 6pm every day. The fact that it's free | :10:27. | :10:35.
and open to everybody is great. You can ask people any questions you | :10:36. | :10:38.
might have. It's really helped with our little girl's development. But | :10:39. | :10:41.
across Essex, children's centres are facing cuts. These mums and dads are | :10:42. | :10:46.
among the lucky ones. This centre isn't being affected by these cuts. | :10:47. | :10:51.
Across Essex, of the 82 centres which will still be open after the | :10:52. | :10:55.
cuts, more than half will face a reduction in their opening hours. | :10:56. | :11:06.
These mums are among those affected. They say they're hitting rural areas | :11:07. | :11:12.
and fear there will be more to come. I can see it's only going to get | :11:13. | :11:19.
worse. Ones cut to 40 hour weeks could go down to five when they need | :11:20. | :11:28.
to make their next cut. As always, we are the ones that feel it because | :11:29. | :11:39.
we're in small villages. We need it. In a statement, the council said... | :11:40. | :12:03.
The Education Minister, Liz Truss, says decisions about children's | :12:04. | :12:07.
centres should be local ones. Parents will find out over the next | :12:08. | :12:11.
few months what impact these cuts are going to have. That's just one | :12:12. | :12:23.
of the stories featured this weekend on the Sunday Politics. And they're | :12:24. | :12:27.
also talking bingo, which is the one form of gambling that's taxed higher | :12:28. | :12:30.
than anything else. That's Sunday morning, BBC One at 11am. | :12:31. | :12:36.
A button on a control panel which was pressed by mistake led to a | :12:37. | :12:40.
ferry crashing into a harbour wall in Harwich last year. Nearly 500 | :12:41. | :12:43.
people were on board the Sirena Seaways when it smashed into a | :12:44. | :12:46.
concrete berth in June. The Marine Accident Investigation Branch found | :12:47. | :12:49.
an officer had accidentally turned on a back`up system which left the | :12:50. | :12:57.
main controls useless. The ferry was holed below the water line. No one | :12:58. | :13:01.
was injured in the crash. Covers have now been put over back`up | :13:02. | :13:04.
control buttons so they can't be pressed by mistake. | :13:05. | :13:07.
Still to come: From M S to the NHS. One of the biggest names in | :13:08. | :13:11.
retailing helps out our hospitals. Plus the town that's top of the | :13:12. | :13:14.
table and bottom of the league at the same time! | :13:15. | :13:23.
This region has been doing its bit to help parts of the country like | :13:24. | :13:26.
Somerset and the Thames which have been hit hardest by the flooding. | :13:27. | :13:30.
Our Fire Services have sent rescue teams, farmers have sent animal feed | :13:31. | :13:33.
and troops have been filling sandbags. Now though, the help has | :13:34. | :13:38.
turned hi`tech. It came in the shape of a Tornado jet from RAF Marham in | :13:39. | :13:42.
Norfolk. It has been taking high resolution aerial pictures of the | :13:43. | :13:45.
flooding on the River Thames. Very recently those same cameras have | :13:46. | :13:48.
been used to monitor the Taliban in Afghanstan. These photographs are | :13:49. | :13:51.
being used by the emergency services to plan the relief operations. This | :13:52. | :14:05.
photo of the Thames Valley was taken by an RAF jet at 15,000 feet. It was | :14:06. | :14:13.
out for three hours and managed to cover 150 square kilometres. It's | :14:14. | :14:19.
used very rarely in the UK but is used extensively in Afghanistan. The | :14:20. | :14:29.
differences are minimal. It operates in the same way. RAF Marham usually | :14:30. | :14:35.
fly these jets over warzones, taking photos and gathering intelligence. | :14:36. | :14:44.
This week its mission has been over home territory. We can see where's | :14:45. | :14:50.
flooded, where's not flooded, and where is at risk. We can pass that | :14:51. | :14:55.
down to the ground, or civilian authorities. The photos show the | :14:56. | :15:06.
extent of the flooding around the Thames Valley. The water is at its | :15:07. | :15:09.
highest level in 60 years. The information will be used to move | :15:10. | :15:17.
sandbags and other resources. The operation has involved more than 100 | :15:18. | :15:28.
RAF personnel. It was a real effort but everybody's very invested in | :15:29. | :15:36.
trying to assist wherever we can. We were doing that alongside our other | :15:37. | :15:43.
operations. The base will continue to analyse the photos over the | :15:44. | :15:47.
weekend. It could be used in future flooding operations. | :15:48. | :15:57.
One of the biggest names in British retailing has been brought in by the | :15:58. | :16:01.
NHS to help some of our struggling hospitals. Sir Stuart Rose turned | :16:02. | :16:04.
around the fortunes of Marks Spencer but now he'll be offering | :16:05. | :16:07.
leadership advice to the 14 hospitals across England which are | :16:08. | :16:12.
in "special measures". Here in the east there are three ` King's Lynn, | :16:13. | :16:15.
Colchester and Basildon, where the Health Secretary Jeremy Hunt | :16:16. | :16:17.
launched the programme with Sir Stuart. The man who ran M has a | :16:18. | :16:26.
lot to learn about hospitals. Sir Stuart Rose met staff yesterday in | :16:27. | :16:35.
Basildon. Alongside the Health Secretary, he heard about changes | :16:36. | :16:40.
being made. The hospital is one of those put into special measures | :16:41. | :16:44.
after concerns about care. It's a world away from his retail | :16:45. | :16:49.
background. But he says he can bring people skills to the table. You | :16:50. | :16:57.
depend on people every day to do their job properly, do their job | :16:58. | :17:02.
skilfully... In the case of customers in a store, it's about | :17:03. | :17:05.
goods and services. Here, it's about the right service, prompt service. | :17:06. | :17:13.
Sir Stuart is someone who uses the NHS. He doesn't have private health | :17:14. | :17:20.
insurance. He's committed. But turning round hospitals is a huge | :17:21. | :17:29.
task. It's not a gimmick. I'll be judged on my success in turning them | :17:30. | :17:34.
around. Leadership comes up time and again as one of the critical issues. | :17:35. | :17:39.
Basildon has hired more staff, and care is improving. The hospital is | :17:40. | :17:44.
now run by a former nurse, who believes the NHS faces different | :17:45. | :17:49.
challenges from businesses. Sometimes we have less freedom than | :17:50. | :17:59.
an independent business. Our priority is not about the bottom | :18:00. | :18:02.
line ` important though that is, it's about the health and safety of | :18:03. | :18:06.
patients. The health union UNISON warned the NHS is fundamentally | :18:07. | :18:08.
different to retail, with patients turning to the health service when | :18:09. | :18:18.
they were at their most vulnerable. Sport now, and there can't be many | :18:19. | :18:22.
places with a club at the top of the league and another at rock bottom. | :18:23. | :18:26.
With a tale of one town and two teams... Here's Tom. | :18:27. | :18:29.
Yes, if you're a Saints fans you're on top of the world. If it's the | :18:30. | :18:32.
Cobblers for you, then Saturday afternoons have been rather gloomy. | :18:33. | :18:35.
Northampton's rugby players are fighting to be crowned Premiership | :18:36. | :18:37.
champions. The football team scrapping to stay in the Football | :18:38. | :18:40.
League. Every point will matter to both sides in the closing stages of | :18:41. | :18:44.
the season as our Sports Editor Jonathan Park reports. Northampton | :18:45. | :18:48.
has a rich and varied sporting landscape. In fact, no other town in | :18:49. | :18:51.
England contains professional rugby, football and cricket teams. But if | :18:52. | :18:57.
you're a Saints or Cobblers fan, your viewing experience has been | :18:58. | :19:01.
very different this season. Northampton Town have sacked a | :19:02. | :19:04.
manager, are bottom of the league and their status as a Football | :19:05. | :19:08.
League club is in doubt. But everything is going to plan for | :19:09. | :19:11.
Northampton Saints. They're top of the Premiership, in a cup semifinal | :19:12. | :19:14.
and supplying England with a number of players. I've followed many ups | :19:15. | :19:24.
and downs. We've fallen at the final fence before. But we're growing in | :19:25. | :19:35.
confidence. We're going well. It's depressing following the football at | :19:36. | :19:39.
the moment. We win so few. We don't score. We concede bucketloads. It's | :19:40. | :19:46.
a disaster. Awful season. Saints have powered their way to the top of | :19:47. | :19:50.
Rugby Union's top flight. The Cobblers are football's basement | :19:51. | :19:56.
boys ` 92 out of 92. But a crucial midweek win against Torquay has | :19:57. | :20:08.
fired them up. Goal! It was new manager Chris Wilder's first victory | :20:09. | :20:13.
in charge. 17 cup finals to go. Whether it goes into the last ten | :20:14. | :20:19.
seconds of a game... So long as we're still in there... We'll give | :20:20. | :20:27.
it all. Saints' loss is England's gain. They're still on for a treble. | :20:28. | :20:35.
Something the Cobblers can only dream of. We want them to stay up, | :20:36. | :20:39.
obviously. It's great having them about. This town is a good sporting | :20:40. | :20:43.
town, with football, rugby and cricket. Top or bottom, different | :20:44. | :20:51.
battles lie ahead. The audience awaits for the final episodes of | :20:52. | :21:03.
this Northampton drama. In football, no game for Norwich | :21:04. | :21:06.
this weekend so there's some respite for boss Chris Hughton whose job is | :21:07. | :21:09.
coming under mounting pressure. The club's Chief Executive David McNally | :21:10. | :21:12.
told BBC Radio Norfolk he's watching the situation carefully and is aware | :21:13. | :21:16.
of the fans' concerns. He admits performances have been encouraging | :21:17. | :21:19.
despite the club boasting just one win in 11 Premier League games. He | :21:20. | :21:23.
also insists Hughton has their support with the manager still | :21:24. | :21:26.
positive he can keep them up. Norwich are one point clear of the | :21:27. | :21:32.
drop`zone. Now one team who'd dearly love to | :21:33. | :21:35.
trade places with Norwich are Ipswich. Town are just three points | :21:36. | :21:42.
off the play`offs with 16 games to go. They're at home to Blackpool | :21:43. | :21:45.
tomorrow knowing that with the top five looking nailed on, there's | :21:46. | :21:48.
going to be quite scrap to finish sixth. It's that type of league ` as | :21:49. | :21:52.
easy as you win three, you can lose three. We just keep plugging away | :21:53. | :21:56.
and try to be consistent. Hopefully by May we'll have done enough to be | :21:57. | :22:02.
in the top six. And there's some football tonight in | :22:03. | :22:22.
League One. Here are the fixtures. Olympic champion Greg Rutherford | :22:23. | :22:25.
makes his first appearance of the season indoors in Birmingham | :22:26. | :22:27.
tomorrow. The long jumper from Milton Keynes is joined by Bedford's | :22:28. | :22:30.
Nigel Levine, Andrew Osagie from Harlow, hurdler Will Sharman and | :22:31. | :22:34.
Robbie Grabarz in the high jump. For Rutherford, no chance to ease | :22:35. | :22:36.
himself into competition. He's up against the three medallists from | :22:37. | :22:39.
last summer's World Championships. He's been out with injury. That's | :22:40. | :22:53.
it. Check out the website. Let's go back to our main story now | :22:54. | :22:57.
` the strong wind and rain which have been sweeping across most of | :22:58. | :23:01.
the region today. It's the weekend and the start of the half`term | :23:02. | :23:04.
holidays, so what can we expect over the next few days? A question I put | :23:05. | :23:08.
to Adrian Gosling from the Environment Agency headquarters in | :23:09. | :23:11.
Peterborough. The rain's started to come through already. People have | :23:12. | :23:15.
seen a band of rain already. The rivers are going to react. We advise | :23:16. | :23:21.
people near the big rivers to be aware and log on to the websites. We | :23:22. | :23:30.
have a big region with a lot of rivers in it. Is Essex the main | :23:31. | :23:39.
trouble spot? What other areas are you concerned about? Everybody needs | :23:40. | :23:46.
to be aware. Those people who experienced high levels last Friday | :23:47. | :23:50.
will experience similar levels. They need to be aware and alert. Are you | :23:51. | :23:58.
expecting things to calm down after the weekend? After tonight. But | :23:59. | :24:10.
people shouldn't relax. It can take three to five days for water to go | :24:11. | :24:15.
through certain river systems. People need to be alert to that. | :24:16. | :24:25.
Especially when they're out. Take care. We're talking about the water | :24:26. | :24:31.
but there will be high winds too. Does that have a knock`on effect? | :24:32. | :24:40.
Yes. People near the coast need to be aware. There will be big waves at | :24:41. | :24:52.
the coast and slightly higher than normal tides. I advise people to be | :24:53. | :24:54.
cautious and careful. Thank you. Time for the weather. Here's the | :24:55. | :25:29.
radar picture. The Met Office have an amber warning out. Gusts of 50, | :25:30. | :25:39.
60, even 70 miles an hour. Trees could be uprooted. Inland, we are | :25:40. | :25:49.
widely covered by a yellow warning. The winds increase. Midnight to 3am | :25:50. | :26:04.
will be the wildest. Temperatures are actually rising. Eventually down | :26:05. | :26:17.
to six or seven Celsius. Tomorrow will still be windy. Saturday will | :26:18. | :26:29.
be windy, with a mixture of sunny spells. Gusts of 40 to 50 miles an | :26:30. | :26:39.
hour. They'll ease down progressively. Quite mild, actually. | :26:40. | :26:50.
Showers gradually pull away to the east. Tomorrow night it will be dry. | :26:51. | :27:02.
Perhaps a touch of frost on Sunday. Much better day then overall. The | :27:03. | :27:12.
next weather front eventually comes in. It may take till late in the day | :27:13. | :27:27.
till it reaches our region. Here's the projection. | :27:28. | :27:32. |
