Today there were no free beds in the hospital, and all planned operations | :01:07. | :01:10. | |
had to be cancelled. This morning Debbie Tubby was given exclusive | :01:11. | :01:13. | |
access to the hospital's A department. It is 11:30am, this | :01:14. | :01:26. | |
woman has just arrived by ambulance. The red lines on this screen shortly | :01:27. | :01:30. | |
`` show that for more emergencies are on their way. 40`year`old | :01:31. | :01:35. | |
Scarlet is being treated for fit and mouth. Patients are being warned | :01:36. | :01:40. | |
they will have to wait for up to two and a half hours until they are | :01:41. | :01:45. | |
seen. In comparison, this department is usually quiet, which is just as | :01:46. | :01:49. | |
well as the rest of the hospital is stretched to the limit. We have no | :01:50. | :01:53. | |
beds left in the hospital at all, we have had to cancel all of our | :01:54. | :01:57. | |
collective surgery to cope with impatience. It does not really | :01:58. | :02:05. | |
provide the experience we want our patents to experience when they come | :02:06. | :02:10. | |
here. You are so busy that you cannot always give the kind you | :02:11. | :02:12. | |
would like to each individual patient. Ten years ago 50,000 people | :02:13. | :02:21. | |
were treated here, and last year it was just under 100000 and this year | :02:22. | :02:29. | |
they are expecting up to a. They were expecting money to be spent not | :02:30. | :02:34. | |
just here but across the whole system to avoid bed blocking and | :02:35. | :02:37. | |
relieve the winter pressures. Funding can never come quickly | :02:38. | :02:40. | |
enough and there can never be enough, but it is now in place. It | :02:41. | :02:45. | |
does not stop us doing the planning and working together to come up with | :02:46. | :02:49. | |
solutions. It could always come quicker. In a statement the clinical | :02:50. | :02:53. | |
commissioning groups say that local organisations will be contacted | :02:54. | :02:56. | |
later this week informing them of the schemes that will receive | :02:57. | :03:00. | |
funding. This accident and emergency department recognises it will always | :03:01. | :03:05. | |
be busy. It is one of the few places open for medical help 24 hours per | :03:06. | :03:08. | |
day. There's still major disruption for | :03:09. | :03:10. | |
train passengers travelling between London and Cambridge tonight after a | :03:11. | :03:13. | |
signalling problem. It's largely affecting First Capital Connect | :03:14. | :03:15. | |
trains, many services have been cancelled. Waseem Mirza is at | :03:16. | :03:18. | |
Stevenage station now. Waseem this started at one o'clock this | :03:19. | :03:26. | |
morning. It did, at about five past one this | :03:27. | :03:30. | |
morning. The good news is, about an hour ago engineers managed to fix | :03:31. | :03:37. | |
it. The bad news is there will still be problems because many of the | :03:38. | :03:43. | |
trains are in the wrong places. That means there will still be problems. | :03:44. | :03:46. | |
The fault happened with the signalling system on the East Coast | :03:47. | :03:49. | |
Mainline between New Barnet and Alexandra Palace which is between | :03:50. | :03:52. | |
here and London. It has meant a day of frustration for passengers | :03:53. | :03:55. | |
travelling into and out of Kings Cross. Here at Stevenage people | :03:56. | :03:58. | |
travelling South had to get onto replacement buses to complete their | :03:59. | :04:01. | |
journeys. The few services which managed to get through had to be | :04:02. | :04:04. | |
diverted which meant those travelling from Peterborough and | :04:05. | :04:06. | |
Cambridge faced much longer journeys. But tickets were being | :04:07. | :04:11. | |
accepted on other services like the Greater Anglia route. First Capital | :04:12. | :04:16. | |
Connect says the fault also affected their station and online systems | :04:17. | :04:19. | |
making the whole situation even worse, they says passengers who have | :04:20. | :04:22. | |
been delayed for more than 30 minutes can reclaim the full cost of | :04:23. | :04:35. | |
their ticket. Network Rail have apologised, they say they are | :04:36. | :04:40. | |
investigating what caused the fault but meanwhile the advice remains to | :04:41. | :04:44. | |
check before you travel. Northamptonshire has some of the | :04:45. | :04:47. | |
highest levels of a radioactive gas in the country. It's called Radon. | :04:48. | :04:51. | |
And The Radon Research Group, which is based in Northampton, says the | :04:52. | :04:55. | |
government needs to do more to make people aware of the potential health | :04:56. | :04:59. | |
risks it poses. Anna Todd has been looking at the details Anna. | :05:00. | :05:06. | |
Well, here's a tough message. Radon gas could be under the ground you're | :05:07. | :05:09. | |
on right now. It increases your chance of lung cancer, and is known | :05:10. | :05:13. | |
to cause over a thousand deaths each year. This map shows the parts of | :05:14. | :05:17. | |
the UK most at risk, including in Northamptonshire. Like the village | :05:18. | :05:21. | |
of Brixworth. It's all about geology. Decaying uranium in the | :05:22. | :05:25. | |
soil caused the gas to migrate to the surface and enter the air. That | :05:26. | :05:35. | |
air is sucked into houses by something called the stack effect, | :05:36. | :05:40. | |
so what we find is that radon gaskets higher and higher and higher | :05:41. | :05:47. | |
in houses, it is no danger, until it decays radioactively. If that is the | :05:48. | :05:52. | |
gas decaying in your respiratory system that is the start of the | :05:53. | :05:54. | |
possibility of cancer. So what is radon gas? It's the | :05:55. | :05:57. | |
heaviest known gas, nine times heavier than air, and as a single | :05:58. | :06:00. | |
atom it penetrates building materials really easily, It's | :06:01. | :06:06. | |
invisible, it has no smell or taste. It is the second cause of lung | :06:07. | :06:11. | |
cancer after smoking. But there are things you can do to find out if | :06:12. | :06:21. | |
your home is at risk. One is in the living room, one in the bedroom. For | :06:22. | :06:25. | |
three months. They are sent back and the results are then sent to you, | :06:26. | :06:30. | |
validated results. The cost including that might be 40 or ?50, | :06:31. | :06:35. | |
to measure. Does it work? It works very well. | :06:36. | :06:37. | |
Depending on the radon levels, you may only need to provide extra | :06:38. | :06:40. | |
ventilation, perhaps just open the windows more often, or for higher | :06:41. | :06:43. | |
levels there are specialist pumps available. All highly effective. The | :06:44. | :06:46. | |
message is don't imagine it, measure it. It is the only way to be sure. | :06:47. | :06:54. | |

Marsh and he's spent years working in the industry. His career began in | :08:55. | :08:59. | |
1987 when he was on the road with the Patient Transport Service in | :09:00. | :09:05. | |
Essex. Next he became Chief Executive of, what was then, the | :09:06. | :09:07. | |
Essex Ambulance Service, before moving to become the boss of the | :09:08. | :09:10. | |
West Midlands, which was recently named "Ambulance Service of the | :09:11. | :09:15. | |
year". But he'll keep that position as well as running the East of | :09:16. | :09:22. | |
England Service. He'll be here four days a week. Six months ago Dr Marsh | :09:23. | :09:26. | |
produced a report on how to improve the East of England service. Key to | :09:27. | :09:29. | |
that plan was recruiting more staff. Earlier tonight he told me his first | :09:30. | :09:33. | |
priority was sorting out more graduates. It takes two and a half | :09:34. | :09:40. | |
years to train those individuals from the point of which we offer the | :09:41. | :09:44. | |
contract to the point where the graduate, so it is really important | :09:45. | :09:49. | |
that the first few weeks when I take a man of the service on the 1st of | :09:50. | :09:53. | |
January to ensure that we put in place those arrangements to recruit | :09:54. | :09:57. | |
those staff, get them aligned to universities and get their | :09:58. | :09:59. | |
university placements to the graduate into and have years, | :10:00. | :10:02. | |
running alongside that thought is to ensure that we promote those | :10:03. | :10:09. | |
existing staff to undertake their paramedic training during that | :10:10. | :10:12. | |
period as well. One thing the unions are concerned about is how you are | :10:13. | :10:17. | |
going to be able to manage too large ambulance services properly. | :10:18. | :10:22. | |
Something no one else is doing. I absolutely recognise the challenge | :10:23. | :10:26. | |
facing East of England ambulance service is substantial but I have | :10:27. | :10:29. | |
been here for 27 years and I do believe that I can drop on my | :10:30. | :10:33. | |
experience and expertise to transform this organisation. Let's | :10:34. | :10:36. | |
not forget there are over 4000 staff who work in the East of England and | :10:37. | :10:46. | |
on service, not just me. I want to set out clear strategic priorities | :10:47. | :10:51. | |
that we all work together as one team. We can achieve those | :10:52. | :10:56. | |
priorities. The angle and service has had quite a lot of change `` | :10:57. | :11:02. | |
ambulance service. You have a strong record but are not here to stay. I | :11:03. | :11:08. | |
will stay in the East of England for as long as it takes to see it become | :11:09. | :11:13. | |
a high performing and builds organisation. I am in no rush to go | :11:14. | :11:17. | |
anywhere apart from to make sure we transform this organisation. My | :11:18. | :11:20. | |
ambition is sure by the staff who already work you and the stuff we | :11:21. | :11:25. | |
will recruit and it is all about recruiting `` improving our | :11:26. | :11:29. | |
organisation. Your ambition to help the staff there is perfectly clear, | :11:30. | :11:32. | |
what about the patients? Any have had a very poor service from the | :11:33. | :11:36. | |
East of England and on service. What do you say? I am sad about that, I | :11:37. | :11:42. | |
joined the service 27 years ago and it was all about helping people and | :11:43. | :11:45. | |
to transform the arguments service profession in our country. We are | :11:46. | :11:49. | |
very proud of the progress we have made but we must recognise and | :11:50. | :11:52. | |
acknowledge that we have let some people down in the East of England | :11:53. | :11:56. | |
previously. I am here to ensure that we reduce those delays and working | :11:57. | :12:00. | |
with our staff to ensure those delays are not repeated. That is | :12:01. | :12:03. | |
what we are determined to do over the next few months. | :12:04. | :12:06. | |
Norfolk County Council has been cleared of any wrongdoing in its | :12:07. | :12:10. | |
handling of the contract to build a waste incinerator. The decision back | :12:11. | :12:13. | |
in 2011 to create the 600m plant in King's Lynn attracted widespread | :12:14. | :12:16. | |
opposition. There were claims council officers and senior | :12:17. | :12:18. | |
councillors hadn't acted properly when drawing up the contract. An | :12:19. | :12:21. | |
independent report, released today, concludes that no undue risk was | :12:22. | :12:24. | |
taken. In October, the county council voted to agree a revised | :12:25. | :12:27. | |
plan for the incinerator, ensuring it remains in the pipeline. | :12:28. | :12:43. | |

moment. The decision to overlook Stansted has delighted local | :13:44. | :13:45. | |
protestors, who were worried about the impact of extra flights on their | :13:46. | :13:49. | |

A fine prospect over Stansted today, but for the airport's owner the view | :13:52. | :13:55. | |
ahead was a little less promising. Having proposed everything from a | :13:56. | :13:58. | |
second runway to a four`runway hub, the Essex airport was left off the | :13:59. | :14:01. | |
short list. Instead, the Airports Commission opted to recommend new | :14:02. | :14:04. | |
runway at Heathrow and Gatwick. It looks like the market has been | :14:05. | :14:08. | |
telling us Gatwick is a better bet. Stansted is only operating at about | :14:09. | :14:11. | |
half capacity, and Gatwick is about 85%. Gatwick seems to be a better | :14:12. | :14:17. | |
option in the short run. Stansted may well come back into the picture | :14:18. | :14:22. | |
for another runway after 2030. Plans to add to Stansted's single runway | :14:23. | :14:25. | |
have always been protested by protesters. They fought an | :14:26. | :14:29. | |
eight`year battle against a second runway, proposed by former owner | :14:30. | :14:35. | |
BAA. They were dropped three years ago. Today, Stop Stansted Expansion | :14:36. | :14:37. | |
said... We've been saying for a number of | :14:38. | :14:55. | |
years the south east of England needs another runway. In the medium | :14:56. | :15:01. | |
to long term we need another hub. For the government to say it will be | :15:02. | :15:10. | |
at Heathrow or Gatwick... We're relatively happy. The Commission | :15:11. | :15:12. | |
will support improvements to the rail link between Stansted and | :15:13. | :15:16. | |
London. It thinks Stansted could be considered for a second runway, but | :15:17. | :15:22. | |
only beyond 2030. In the last ten years, a second runway for Stansted | :15:23. | :15:26. | |
has been on the agenda then off... Then back on. Today's report lays it | :15:27. | :15:31. | |
to rest for the forseeable future. Probably for decades. Andrew | :15:32. | :15:41. | |
Harrison is the Chief Executive of Stansted. I spoke to him late this | :15:42. | :15:45. | |
afternoon. I asked him if, after years of saying that expansion was | :15:46. | :15:49. | |
needed, he was now trying to put a positive spin on the | :15:50. | :15:51. | |
reccommendations in the report. We've only had the keys to Stansted | :15:52. | :15:55. | |
Airport for the last nine months. We can only speak for that. Our plan | :15:56. | :16:01. | |
has always been to fill the capacity we have. We have 130,000 flights of | :16:02. | :16:10. | |
spare capacity. We have got to try to put right the imbalance. We want | :16:11. | :16:23. | |
Stansted to represent the people who live nearby. That will take time but | :16:24. | :16:28. | |
over time it will become fuller and we'll be in a better place to decide | :16:29. | :16:34. | |
other things about the future. Have you tied yourself too close to those | :16:35. | :16:41. | |
cheaper airlines? If you look at aviation growth over the last 15 to | :16:42. | :16:49. | |
20 years... EasyJet didn't exist then. Look at how much low`cost | :16:50. | :16:56. | |
aviation has changed things. If you look forward 15 or 20 years, who | :16:57. | :17:00. | |
knows how much it will change. It's often said you're London's third | :17:01. | :17:03. | |
airport, but after today is it fair to say you're London's second`class | :17:04. | :17:12. | |
airport? I think BAA would have been the people who would call it the | :17:13. | :17:21. | |
third airport. We want it to be the best in London. We've got plans to | :17:22. | :17:25. | |
spend ?750,000 to improve what is already London's newest airport ` | :17:26. | :17:32. | |
just 23 years old. We've got an ?80 million investment in the terminal | :17:33. | :17:41. | |
building itself. The first part is in security. That will open on | :17:42. | :17:48. | |
Friday. But if you want to be the best in London surely you want more | :17:49. | :17:52. | |
landing strips and more people to use it. That's not happening. Being | :17:53. | :18:04. | |
the best in London, and meeting the needs of the catchment area, doesn't | :18:05. | :18:07. | |
mean building runways here, there and everywhere. It means having a | :18:08. | :18:11. | |
focused plan to articulate the sound fundamentals. We have a great | :18:12. | :18:17. | |
catchment area, strong business connectivity and from a London point | :18:18. | :18:20. | |
of view the balance of power is moving from the west to the east. | :18:21. | :18:33. | |

us start thinking about turkeys. They reckon we produce about ten | :18:37. | :18:39. | |
million turkeys every year for Christmas in this country. A third | :18:40. | :18:45. | |
of them come from this region. The industry says that the popularity of | :18:46. | :18:49. | |
turkey is on the up, but so too is the price ` especially if you opt | :18:50. | :18:53. | |
for free`range. In a moment, a consumer's guide to buying and | :18:54. | :18:56. | |
cooking turkey. But let's start down on the farm in Essex, with Kevin | :18:57. | :19:01. | |
Burch... There's no time to rest for the team here. Today and tomorrow | :19:02. | :19:09. | |
are the industry's busiest days for Christmas deliveries. This is hard | :19:10. | :19:16. | |
for a turkey farmer. It's a nightmare. It's about getting | :19:17. | :19:19. | |
organised before the Christmas campaign starts, having all the | :19:20. | :19:22. | |
staff in place and knowing what their roles are. At the moment, it's | :19:23. | :19:29. | |
going worryingly well. Innovation is always key. We filmed with a family | :19:30. | :19:32. | |
firm ten years ago when they introduced a special 'tiny turkey' | :19:33. | :19:35. | |
to the market. This Christmas, they're producing 32,000 free`range | :19:36. | :19:37. | |
birds for shops, independent butchers, home deliveries and even | :19:38. | :19:44. | |
some to sell from the farm gate. The business was founded in 1971 by my | :19:45. | :19:53. | |
mum and dad. I came in during 1984. There were seven of us in 1984. Now, | :19:54. | :19:57. | |
full`time at Christmas, we're employing 68 people. The free`range | :19:58. | :19:59. | |
market is still relatively small but Paul Kelly senses a change ` and | :20:00. | :20:03. | |
that future growth could extend over the Atlantic. People think I'm nuts. | :20:04. | :20:06. | |
Absolutely nuts ` because turkeys are a dollar a pound in America. | :20:07. | :20:12. | |
Ours are ten times that price. But my argument is that in America, at | :20:13. | :20:15. | |
Thanksgiving there are so many rich, wealthy people who have the best | :20:16. | :20:19. | |
champagne and the best wine... If they have the chance to buy the best | :20:20. | :20:27. | |
turkey, they will! All we want is a tiny bit of the market over there | :20:28. | :20:30. | |
and then I'll be happy! That's the future but today the focus is on | :20:31. | :20:34. | |
managing what is an intensive five weeks. Everything hinges on December | :20:35. | :20:40. | |
the 25th. In Paul Kelly's words, you get just one chance ` no`one wants a | :20:41. | :20:49. | |
turkey come Boxing Day. At City College Norwich, they're | :20:50. | :20:51. | |
keeping things traditional ` serving turkey. Ten million birds will be | :20:52. | :20:58. | |
sold and one in three of them will have been supplied by a farm in this | :20:59. | :21:02. | |
region. But they're not cheap. A fresh, four kilo bird, feeding a | :21:03. | :21:06. | |
family of six, averages about ?35. Those preferring a free range turkey | :21:07. | :21:10. | |
will have to pay more. Around ?50. What are you having for Christmas | :21:11. | :21:14. | |
lunch this year? Turkey! Will it be free`range? Hopefully! A cockerel, I | :21:15. | :21:23. | |
hope. I don't like turkey. I used to, but it's too dry for me. Will | :21:24. | :21:28. | |
your turkey be free`range? No. It's cheaper if it's not! At Archer's | :21:29. | :21:35. | |
Butchers in Norwich they've got orders for 400 free`range turkeys. | :21:36. | :21:39. | |
