As well as a small amount of cannabis, they found | :01:06. | :01:12. | |
several thousand pounds in cash and a number of SIM | :01:13. | :01:14. | |

But while this arrest has been successful, the | :01:21. | :01:25. | |
force has today been found to be failing by the policing watchdog. | :01:26. | :01:29. | |
It is a deeply disappointing result for the force. | :01:30. | :01:31. | |
The force, I think, will say they don't recognise some | :01:32. | :01:37. | |
of the things that I've identified within my | :01:38. | :01:39. | |
findings, but I think it is important that the public in | :01:40. | :01:42. | |
Bedfordshire know that actually, the level | :01:43. | :01:43. | |
of policing service they are | :01:44. | :01:45. | |
receiving at the moment is simply not good enough. | :01:46. | :01:48. | |
Overall, the verdict was that the force was | :01:49. | :02:04. | |
43 inspection reports have been published to daily into | :02:05. | :02:11. | |
every police force in England and Wales. | :02:12. | :02:14. | |
Only one, though, Bedfordshire, has been found to be | :02:15. | :02:17. | |
The force, though, said it has been unfairly judged. | :02:18. | :02:20. | |
In Luton, Bedfordshire's gangs and guns | :02:21. | :02:23. | |
unit goes to drugs seized during a recent arrest. | :02:24. | :02:25. | |
Alongside ?15,000 worth of heroin and cannabis, they | :02:26. | :02:27. | |
But this team, dealing with some of the | :02:28. | :02:39. | |
highest level series crime in the country, | :02:40. | :02:41. | |
A victim, says Bedfordshire, of the fact that this force only | :02:42. | :02:47. | |
receive the same sort of funding as low crime, rural areas. | :02:48. | :02:54. | |
If you've got a force that's trying to combat the | :02:55. | :02:56. | |
level of criminality, we need the resources to do so, | :02:57. | :02:59. | |
otherwise we will never eradicate it and prevente it long-term. | :03:00. | :03:01. | |

rather than trying to enforce and just be dealing | :03:07. | :03:08. | |

of Bedfordshire Police, John Boucher, who says the verdict | :03:38. | :03:39. | |
Clearly, I'm very, very disappointed with the grading. | :03:40. | :03:47. | |
Bedfordshire Police is rebuilding, modernising and working | :03:48. | :03:50. | |
tirelessly to protect vulnerable people and connect | :03:51. | :03:52. | |
with our communities, and very little of the | :03:53. | :03:54. | |
really good work that has been done has been commented on in | :03:55. | :03:57. | |
But they are also saying there is no consistent community | :03:58. | :04:12. | |
presence and that you are failing to stop crime at source. | :04:13. | :04:15. | |
According to HMIC, you are failing in | :04:16. | :04:17. | |
your basic task of protecting the public, aren't you? | :04:18. | :04:19. | |
They say we need to do more about domestic abuse, | :04:20. | :04:26. | |
they were concerned about vulnerability, so we put more | :04:27. | :04:28. | |
resources into vulnerability - and crime's changing, | :04:29. | :04:30. | |
so domestic abuse, we've set up a new unit, | :04:31. | :04:32. | |
We are protecting more people and dealing | :04:33. | :04:41. | |
with domestic abuse in a far better way. | :04:42. | :04:45. | |
You know better than anyone that this is fundamentally a | :04:46. | :04:47. | |
Aren't you, therefore, losing the funding argument? | :04:48. | :04:57. | |

resources around without having an impact elsewhere. | :05:27. | :05:28. | |

watching this, living in Bedfordshire, who think they've got | :05:52. | :06:00. | |
in Bedfordshire, we have to be smarter than other people | :06:01. | :06:02. | |
and the officers and staff of this force do an | :06:03. | :06:04. | |
incredibly difficult job brilliantly. | :06:05. | :06:08. | |
There are fears many schools in our region would be worse off | :06:09. | :06:11. | |
if the government's new funding formula goes through. | :06:12. | :06:13. | |
The proposed changes, due to be implemented | :06:14. | :06:14. | |
from next September, are proving controversial. | :06:15. | :06:16. | |
They are meant to even out the distribution of money | :06:17. | :06:18. | |
across primary and secondary provision, but critics says some | :06:19. | :06:20. | |
of the most deprived areas in our region will lose out ... | :06:21. | :06:23. | |
Schools will be giving a lump sum, taking into account levels of social | :06:24. | :06:38. | |
mobility as well as other factors. Nationwide, 11,000 schools will | :06:39. | :06:41. | |
benefit and 9000 Wilmot. Then look at two examples in our region. The | :06:42. | :06:46. | |

for that particular year, I will draw the line up on how they can | :07:46. | :07:49. | |
save that money but I will not implement it, so there will be a | :07:50. | :07:52. | |
difficult choice at some point for me and for them. I will either have | :07:53. | :07:57. | |
to leave because they live me to do something I'm not going to do or | :07:58. | :08:00. | |
