In the programme tonight: takeover offer for Unilever.

:00:00.:00:00.

A report describes services for children with special

:00:00.:00:00.

educational needs in Suffolk as "weak".

:00:07.:00:11.

Some family say they have been driven to crisis point. There is no

:00:12.:00:19.

compassion or empathy, they is certainly not any agency to me the

:00:20.:00:25.

children's needs. A mother's last-ditch appeal in needing help to

:00:26.:00:31.

find her missing son. Hours before a reward is withdrawn. A cold Case

:00:32.:00:36.

review team is big cuts to budgets mean killers may be getting away

:00:37.:00:41.

with murder. And later, we will show you one of the wonders of the east.

:00:42.:00:48.

These Brent geese. We will tell you why they love Essex.

:00:49.:00:59.

Services for children with special educational needs

:01:00.:01:02.

in Suffolk have been described as "weak" by inspectors.

:01:03.:01:07.

The criticism comes in a report by the Care Quality

:01:08.:01:10.

feedback from parents which "overwhelmingly

:01:11.:01:13.

reflects dissatisfaction, frustration and confusion".

:01:14.:01:14.

It says too many children and parents

:01:15.:01:16.

feel they are driven to "crisis point".

:01:17.:01:17.

Suffolk County Council and commissioning groups say

:01:18.:01:19.

"transforming these services is a priority".

:01:20.:01:21.

after this from our health reporter Nikki Fox.

:01:22.:01:34.

Two families from Lowestoft, both have sons diagnosed with autism,

:01:35.:01:37.

both say they have been let down by a lack of support.

:01:38.:01:40.

19-year-old McAuley Page is studying IT at

:01:41.:01:42.

college and hopes to go to university.

:01:43.:01:46.

But he needs help in classes and transport because he's

:01:47.:01:49.

His mum's taking the council to a tribunal to

:01:50.:01:55.

I fought for MacAuley ever since he was little, and

:01:56.:02:02.

for him to be able to go to university and achieve what he wants

:02:03.:02:09.

to do and his potential, to me, that's why I'm a mum.

:02:10.:02:12.

You must be quite proud of what you achieved.

:02:13.:02:15.

When I was younger, my predicted grades were

:02:16.:02:18.

Getting distinctions and stuff shocked me

:02:19.:02:23.

can actually do what I want to when I'm older, and hopefully

:02:24.:02:29.

that leads to a better life and stuff.

:02:30.:02:34.

In the report, the poor quality of some post-16 provisions

:02:35.:02:40.

It still actually quite early days in terms of the

:02:41.:02:55.

special occasional needs and disability rubles.

:02:56.:02:59.

than ours and we wish we were in a better

:03:00.:03:07.

position, but it gives up as

:03:08.:03:09.

an opportunity to learn from them and take that forward.

:03:10.:03:11.

because he has a big grin and a smile.

:03:12.:03:15.

Abseiling, he is really nervous about doing that.

:03:16.:03:17.

Support is also a problem for school age children with autism.

:03:18.:03:20.

Ten-year-old Samuel goes to a specialist school

:03:21.:03:21.

an hour away in Norfolk, but he was in crisis in mainstream

:03:22.:03:24.

He would spend a huge amount of time under

:03:25.:03:33.

the table crying and towards the end of his time

:03:34.:03:36.

at mainstream school, he

:03:37.:03:37.

was trying to leave the building with a view to killing himself.

:03:38.:03:39.

Which was very difficult for us, for the staff.

:03:40.:03:42.

Samuel is now settled, but McCauley still needs

:03:43.:03:48.

The number of young people not in employment or education doubles

:03:49.:03:52.

McCauley wants to be a computer game designer.

:03:53.:03:58.

A short time ago, I spoke to Councillor Gordon Jones,

:03:59.:04:06.

the Cabinet Member for Children's Services,

:04:07.:04:08.

He said changes have been made in Suffolk are sometimes changes take

:04:09.:04:15.

time. Some of our staff are that it's

:04:16.:04:22.

cricket to the new plan than the old statements. Some of them have taken

:04:23.:04:29.

longer. That is life. We have increased the training. We have

:04:30.:04:33.

brought more people... Taken more people on and that's why we've been

:04:34.:04:40.

managing to act up and now we will need to make sure that the quality

:04:41.:04:51.

is consistent. When you hair that an eight-year-old boy felt so

:04:52.:04:53.

disillusioned that he contemplated taking his own life, how do you

:04:54.:05:03.

react to that. I'm disappointed. I then wanted my specific cases

:05:04.:05:06.

because I didn't think that is fair. Of course I take that seriously. We

:05:07.:05:16.

will... Working with the parent care network and individuals, I have

:05:17.:05:20.

stayed in, following the report this morning, to a number of parents and

:05:21.:05:25.

I and Eugenie and in the next week or so. If we are judged by how we

:05:26.:05:35.

treat the weakest in society, your council is not doing very well, is

:05:36.:05:41.

it? I think you need to take a much wider view of that. I would remind

:05:42.:05:47.

you that in our inspection for children's services, which take

:05:48.:05:53.

place when a report out in February of last year, we were judged as

:05:54.:05:58.

dues, which puts us in the top 25% of local authorities in the country.

:05:59.:06:07.

-- good. Do we have more to do for production of the health and care

:06:08.:06:11.

plans? Yes. We will do is there as well all but when you begin

:06:12.:06:15.

something like this, do you believe you the right people running the

:06:16.:06:22.

department? We have changed the leadership of the Department in the

:06:23.:06:30.

last couple of months. I think we do have the right leadership and we do

:06:31.:06:35.

have the right commitments. When you say you have changed the people

:06:36.:06:39.

running the Department NUR couple of months, is that because they were

:06:40.:06:45.

not doing the proper job for? We recognise that we needed stronger

:06:46.:06:48.

leadership and that has been put in place before the inspection. One

:06:49.:06:53.

other thing if there's any report is that these services are disjointed

:06:54.:06:57.

and readers have not helped that you account. Presumably that means you.

:06:58.:07:06.

We have held them to account. There have been changes. That's why there

:07:07.:07:11.

was a change in leadership recently and the changes in the number of

:07:12.:07:20.

staff. Thank you very much. Not at all. Good evening.

:07:21.:07:21.

The mother of Corrie Mckeague says whoever is withholding information

:07:22.:07:23.

has fewer than 24 hours to come forward

:07:24.:07:26.

The airman from RAF Honington in Suffolk

:07:27.:07:29.

went missing after a night out in Bury St Edmunds last September.

:07:30.:07:32.

Nicola Urquhart has offered ?50,000 for information that

:07:33.:07:35.

Could this be where the search for Corrie McKeague ends?

:07:36.:07:47.

His mother clings to the hope he is alive but

:07:48.:07:50.

braced for the news that his remains may lie within this landfill site

:07:51.:07:53.

The fear that Corrie perhaps climbed or was

:07:54.:08:00.

forced into a commercial dustbin behind these jobs in Bury.

:08:01.:08:02.

The contents were taken away by a lorry

:08:03.:08:04.

The 23-year-old was last caught on CCTV after

:08:05.:08:10.

Five months on, posters are still displayed in almost every shop

:08:11.:08:14.

A lot of our client actually knew of him.

:08:15.:08:17.

And went to clubs with him and drinking with him.

:08:18.:08:20.

We still get people commenting on it, so that

:08:21.:08:24.

makes me think it's worth giving it up.

:08:25.:08:27.

We still get people speculating and certainly still has people

:08:28.:08:31.

Nicola Urqhart, who has led the public search for her son, then

:08:32.:08:39.

If no one offers information that leads to his

:08:40.:08:43.

return, a ?50,000 reward will be withdrawn by 5pm tomorrow evening.

:08:44.:08:45.

Around 3300 people across Suffolk, Norfolk and Essex have been reported

:08:46.:08:48.

as missing since Corrie McKeague disappeared.

:08:49.:08:49.

Police say that, as of today, 40 of them still haven't been

:08:50.:08:54.

Nine in Suffolk, 11 in Norfolk and 20 in Essex.

:08:55.:08:57.

We have actually noticed that there seems to be a

:08:58.:09:00.

particularly vulnerable group of young adult men who go missing

:09:01.:09:02.

They unfortunately don't make it home

:09:03.:09:05.

safely and invariably, it can be a traffic accident

:09:06.:09:10.

or suicide that has made a did not make it home safely.

:09:11.:09:19.

The vast majority of people who go missing

:09:20.:09:22.

are found within hours or

:09:23.:09:23.

For many of them, they are the reason why they go missing.

:09:24.:09:27.

Troubled family history, mental health or

:09:28.:09:29.

That is why the disappearance of Corrie McKeague is

:09:30.:09:32.

For him, it appears to be completely out of character and

:09:33.:09:35.

for this market town, completely out of the ordinary.

:09:36.:09:38.

Cory's mother is determined to keep her ongoing

:09:39.:09:40.

The focus now is on this landfill, 13 miles

:09:41.:09:48.

Police hope to start their search within a fortnight.

:09:49.:09:52.

Alex Dunlop, BBC Look East, Bury St Edmunds.

:09:53.:09:55.

Earlier this afternoon, I spoke to Nicola Urquhart,

:09:56.:09:56.

and asked her why she was planning to withdraw the award tomorrow.

:09:57.:10:01.

The police have decided that they will start

:10:02.:10:03.

searching the landfill, which words can describe how pleased

:10:04.:10:05.

I am that they are actually doing this massive bit of work.

:10:06.:10:15.

But because there is a very good chance that Corrie's

:10:16.:10:18.

actually going to be there, I am hoping

:10:19.:10:19.

that, by withdrawing the

:10:20.:10:20.

reward at 5pm tomorrow, if somebody knows how

:10:21.:10:22.

Corrie ended up there, they've only got until

:10:23.:10:27.

tomorrow to phone up and claim that reward or it's gone.

:10:28.:10:31.

It's not just finding Corrie, I want to

:10:32.:10:35.

find out how he got there and who put him there.

:10:36.:10:40.

You said there is a very good chance that Corrie is there.

:10:41.:10:46.

Corrie's phone has pinged at Barton Mills within one

:10:47.:10:58.

minute and a half of the bin lorry arriving there.

:10:59.:11:01.

That is the one piece of evidence the police have

:11:02.:11:05.

been with his phone and that he has ended up at the landfill.

:11:06.:11:11.

The police said very early on any investigation

:11:12.:11:13.

that they had changed that being that had

:11:14.:11:15.

done the same route as

:11:16.:11:16.

Are there other bins that were checked that

:11:17.:11:20.

you think could be a clue to what happened?

:11:21.:11:23.

The other two bins had been picked up on Monday morning and they have

:11:24.:11:27.

That is why the police are now thinking,

:11:28.:11:32.

is there a possibility that Corrie McKeague's phone,

:11:33.:11:34.

by whatever means, as done either in the night but that

:11:35.:11:37.

Corrie McKeague has ended up, again for

:11:38.:11:39.

whatever reason, in one of the

:11:40.:11:41.

About for five weeks ago, they did get all three bins

:11:42.:11:54.

and they have taken away and done checks on them, however a

:11:55.:11:57.

substantial amount of time has passed and unfortunately it came

:11:58.:11:59.

Do you feel in your heart that you long and agonising

:12:00.:12:02.

I think we've still possibly got another at least two, maybe three

:12:03.:12:08.

months of the police carrying out this line of enquiry.

:12:09.:12:12.

This is really difficult just now because I know

:12:13.:12:17.

what they are looking for, but all I can do is to keep hoping

:12:18.:12:20.

Corrie is still out there, but I do realise that it is so slim

:12:21.:12:25.

have been found on a beach in Norfolk.

:12:26.:12:37.

They were discovered on Holme Beach by the Hunstanton

:12:38.:12:40.

A controlled explosion in the sea was carried out by bomb disposal

:12:41.:12:47.

One person is still unaccounted for after a house fire

:12:48.:12:50.

The emergency services were called just before midday.

:12:51.:12:53.

The police are investigating reports that cannabis may have been

:12:54.:12:56.

We're looking ahead to the weather and the sport this weekend.

:12:57.:13:13.

And thousands of Brent geese who winter on the region's

:13:14.:13:15.

lakes and reservoirs prepare to continue their epic migration

:13:16.:13:23.

Across our region, police budgets are under intense pressure

:13:24.:13:26.

There's a warning today the result could be killers

:13:27.:13:32.

One of the founder members of a cold case

:13:33.:13:35.

says the cutbacks mean most of the money is going

:13:36.:13:38.

and that means unsolved murders from years ago

:13:39.:13:43.

this report from Kim Riley contains flash photography.

:13:44.:13:56.

After 30 years with Essex Police, this man became an investigator for

:13:57.:14:03.

a new Time review cream. -- crime review team. The cold case team

:14:04.:14:09.

finally helping her killer to justice more than 25 years on. We

:14:10.:14:14.

did not know how it was going to end. We had people like neighbours,

:14:15.:14:21.

shopkeepers who knew her from the 1978 and they always of the best and

:14:22.:14:26.

try to help. But I don't think they thought we had much chance. She was

:14:27.:14:31.

such a dignified woman as well, well liked. To be beaten up and building

:14:32.:14:36.

an alleyway just like rubbish was a terrible thing. When we arrested

:14:37.:14:46.

Wayne Doherty, he was 49. He was convicted at 50 and he has life

:14:47.:14:49.

imprisonment, so hopefully we will live long enough to serve a long and

:14:50.:14:54.

unhappy life. Ray has written a book about his time at the court case

:14:55.:14:59.

team. He fears the impact and the slashing of police budgets. I think

:15:00.:15:02.

there are people getting away with murder. The resources are probably

:15:03.:15:06.

more likely to be used now for ongoing investigations. The murder

:15:07.:15:10.

that happened yesterday as the priority. One of the casualties will

:15:11.:15:19.

be a reduction in cold case work. In a basement, Essex Police say:

:15:20.:15:37.

The killer of Essex student Dinah make nickel, Peter Chauvin, was

:15:38.:15:46.

brought to justice AVI video. -- Tobin. He hopes other killers fear

:15:47.:15:48.

that more unusual. Sport now and with news

:15:49.:15:50.

of this weekend's fixtures, plus a new anti-racism campaign

:15:51.:15:53.

at Cambridge United. Yes, for over 20 years,

:15:54.:15:55.

the Kick It Out campaign has been at the forefront of tackling racism

:15:56.:16:00.

and discrimination It's made a difference

:16:01.:16:02.

but there's still plenty to do. Cambridge United have

:16:03.:16:05.

decided to start it young and today launched a new initiative

:16:06.:16:07.

with primary schools At times, you can do it by yourself,

:16:08.:16:24.

what football's 18 game, so you need everyone working together and this

:16:25.:16:28.

will happen. I think it's very important that everyone's equal in

:16:29.:16:32.

football because if you not, you cannot have a fair game. If there is

:16:33.:16:36.

no fair game, it's not a game at all. Wise words from 11-year-old

:16:37.:16:47.

Alice. -- Dallas. Everyone grab a piece of the message. As far as Eno,

:16:48.:16:51.

the way Cambridge United does is very unusual. We are committed to

:16:52.:16:55.

this campaign, we want this to succeed and is very important to us

:16:56.:16:58.

that we get an anti-discrimination message. When you are just this age,

:16:59.:17:04.

discrimination is just a big word but Cambridge are trying to educate

:17:05.:17:09.

children of the different types of discrimination and how to deal with

:17:10.:17:13.

it when faced with it. It's about fighting against this nation and

:17:14.:17:17.

racism. If it happened on the pitch, it is not fair on other people.

:17:18.:17:23.

Education is at the core of everything we do. They take it out

:17:24.:17:26.

campaign started many years ago, every single club in the football

:17:27.:17:32.

league hosts a dedicated match every season. Cambridge are going the

:17:33.:17:35.

extra mile as part of their campaign. Each visiting 20 primary

:17:36.:17:39.

schools in the area to spread the message. I was supporting the

:17:40.:17:45.

campaign but what I love about this is mainly power football to people

:17:46.:17:49.

and seeing how infused children are. I think they can get the message. --

:17:50.:18:02.

enthused. Just shows you all proud by complaining. Who will is the

:18:03.:18:05.

legal game and is doing its bit to take out racism and discrimination.

:18:06.:18:10.

Same with football... -- there's back. -- staying.

:18:11.:18:22.

In the Championship tomorrow, despite a creditable draw

:18:23.:18:24.

at leaders Newcastle, Norwich lost ground

:18:25.:18:25.

They're four points off the play-offs heading to Burton.

:18:26.:18:28.

At Ipswich, definite signs of progress.

:18:29.:18:30.

Town have claimed five points from their last three games

:18:31.:18:32.

with draws against high-flying Reading and Brighton,

:18:33.:18:34.

Now, another top-six side as Leeds visit

:18:35.:18:37.

Let's hope it is not such a big loss, someone comes in and it's

:18:38.:18:49.

a challenge to someone else to score goals and play as well as Tom

:18:50.:18:52.

has done because he's been outstanding and it's such a big loss

:18:53.:18:55.

We will also miss the Derby with Norwich.

:18:56.:18:58.

Peterborough go in search of an eighth away win

:18:59.:19:01.

Only the division's top two have won more on the road.

:19:02.:19:05.

Grant McCann's side have struggled with consistency since the turn

:19:06.:19:07.

of the year but they're only three points off the play-offs.

:19:08.:19:10.

We are in a good position but we need to capitalise on it now.

:19:11.:19:13.

Everyone says we're three points off but teams of their

:19:14.:19:18.

are in good form and Millwall especially, so it'll be a big

:19:19.:19:22.

Fourth in the table and potentially a trip to Wembley

:19:23.:19:28.

Tomorrow though, a true test of their promotion

:19:29.:19:31.

who they beat at home back in September.

:19:32.:19:41.

It's the business end. 15 games to go and whatever happened we've years

:19:42.:19:49.

to this point, it does not matter. We have to make sure the next 15

:19:50.:19:56.

games we play pretty football and wind, get more points than the other

:19:57.:19:57.

teams around us. Another busy week at

:19:58.:19:58.

Franklin's Gardens with Northampton's Chief Executive

:19:59.:20:00.

announcing his retirement. On the pitch, Saints travel

:20:01.:20:02.

to in-form Newcastle desperate for points

:20:03.:20:04.

to make the play-offs. They've got some real threats in

:20:05.:20:14.

their team you are scoring points. They concede points as well. You can

:20:15.:20:21.

never predict the weather conditions. We know how much they

:20:22.:20:29.

have improved we need to give a good account of ourselves.

:20:30.:20:31.

it's been a memorable day for Northampton

:20:32.:20:35.

receiving her MBE at Buckingham Palace.

:20:36.:20:37.

The 15-year-old won the BBC Young Sports Personality

:20:38.:20:39.

of the Year after claiming gold at the Paralympics.

:20:40.:20:41.

Today, she said she tried not to be nervous,

:20:42.:20:43.

adding it was "amazing and quite surreal".

:20:44.:20:45.

On Monday, a reality check, back to the books studying for her GCSEs.

:20:46.:20:51.

There's a taste of what's to come this weekend.

:20:52.:20:54.

For more in depth previews, check out the website.

:20:55.:20:56.

And you can follow your team on your local BBC radio station.

:20:57.:21:04.

Thank you very much. Ellie is amazing, isn't she? To get an MBE at

:21:05.:21:13.

15. you will know there are some

:21:14.:21:14.

breathtaking things One of the great sights

:21:15.:21:17.

is hundreds of Brent Geese during their short stay

:21:18.:21:20.

here on their way to the Arctic. It's estimated a third

:21:21.:21:24.

of the world's Brent geese population spends the winter

before they leave. Before they go, Mike Liggins

has been to see them Near Colchester, this is the Essex

Alexandre. We are here to see the dark bellied Brent geese who are

:22:00.:22:03.

about to fly back to Siberia for the summer. Although they are a little

:22:04.:22:09.

hard to sport. It has been a bit quiet? They are slightly elusive,

:22:10.:22:18.

would you say? Yes, they can be at times. Quite pedestrian. Quite a

:22:19.:22:21.

loss of habitat around us, they can be elusive. They come to Essex

:22:22.:22:29.

because they love the River Estes. They feed on mainly eelgrass, which

:22:30.:22:34.

grows in abundance there. Having spent the winter in Essex, they will

:22:35.:22:38.

soon embark on an FA journey back to Siberia to breed. Sobbing are to

:22:56.:22:58.

happens. If you look, you can see the guide is currently out. Hold on.

:22:59.:23:07.

Look. There they go. Fantastic. That is a great side, isn't it? We reckon

:23:08.:23:13.

there is probably about five hundred or 600 in the area at the moment.

:23:14.:23:17.

They can be elusive but if you're and wait, you'll get wonderful views

:23:18.:23:21.

and a wonderful experience we are getting now. It is the noise. That

:23:22.:23:27.

evocative noise. Fantastic. Getting louder. Why are they going down

:23:28.:23:43.

there? To feed. You can see the Jets of the graph and that kind of thing,

:23:44.:23:52.

enable their head up. En masse, the do make a wonderful site and

:24:31.:24:40.

What a beautiful sight. Great film-making. When they started to

:24:41.:24:44.

take off buying the camera, it was focusing on one thing and then

:24:45.:24:47.

immediately move. Well done to Martin Giles, our cameraman, because

:24:48.:24:54.

that was breathtaking camerawork. And to the wall. Will they be in

:24:55.:24:55.

short zoom? You may be. Yes, quite a shock on Monday as

:24:56.:25:11.

temperatures rise. It was cloudy start the day for many of us today

:25:12.:25:15.

but as the day went on, we will see some more anyway of whole building.

:25:16.:25:19.

Some useful blues guys at Blackley on the novel Norfolk coast and very

you at this time I see, it was struggling in many places to get

:25:31.:25:35.

above freezing. For many of us, the temperature today is around nine or

:25:36.:25:38.

10 degrees higher. Doctor Bridger was well Celsius. And then I

:25:39.:25:44.

tonight, we will probably see a little light rain and drizzle in

:25:45.:25:48.

places. For many of us, a dry night and a largely cloudy one. We will

:25:49.:25:55.

not see many breaks but we will see some full developing, too. Nothing

:25:56.:25:59.

less than 4-5 C. April three night with mainly light salad to

south-westerly winds. The mark a high pressure in charge. This

:26:05.:26:09.

weather front fees from this and thought around for a while. Might

:26:10.:26:13.

take a while to clear with light winds and a cloudy start to the day

:26:14.:26:18.

but the Rangers on, we will see some whole building and sunshine come

:26:19.:26:22.

through. Average is around 10-11 C. Many other getting the best of the

:26:28.:26:32.

winds. We finished the day fine and dry with painfully some of some

:26:33.:26:38.

sunshine before the day is done. That Saturday. Sunday we will have

this battlefront but it's way out to the west and we will have this

:26:43.:26:46.

little repro bringing in mild air. Again, on Sunday, a cloudy start but

:26:47.:26:52.

we will see some sunny intervals and still the sunshine. Cambridge is

developing. 14 Celsius very happy crowd. Where we have the sunshine

:27:10.:27:14.

coming through and Susie may be in her shorts, we will see 16 Celsius,

:27:15.:27:20.

63 Fahrenheit. Very mild for the time of year. There's shorts may be

:27:21.:27:24.

back in the drawer again because the average will come down AQ degrees. A

:27:25.:27:28.

a lot of cloud around, outbreak of light rain and drizzle for some of

:27:29.:27:30.

us. That is castle but looking forward to that.

:27:31.:27:38.

In your shorts. Sun lounge. Have a good weekend. Goodbye.
