Suffolk Police have told us that a man arrested last week | :01:00. | :01:04. | |
in connection with the inquiry will face no further action. | :01:05. | :01:07. | |

which carried rubbish from Bury St Edmunds | :01:10. | :01:12. | |

heavy enough to include a body. Tonight, crucially, the weight | :01:51. | :01:52. | |

This could take six to ten weeks. The family are aware of the | :02:59. | :03:03. | |
information now also. Norfolk County Council has | :03:04. | :03:07. | |
promised urgent action found evidence that some vulnerable | :03:08. | :03:08. | |
teenagers were living The 16 to 18-year-olds | :03:09. | :03:13. | |
have recently left care. Norfolk County Council | :03:14. | :03:16. | |
pays a company called SixteenPlus to provide | :03:17. | :03:17. | |
accommodation for the teenagers. The deal includes | :03:18. | :03:19. | |
advice and supervision with the aim of helping the | :03:20. | :03:20. | |
teenagers lead independent lives. But we've uncovered allegations | :03:21. | :03:23. | |
of serious failings and living conditions | :03:24. | :03:24. | |
which are quite shocking. The council has now launched | :03:25. | :03:27. | |
an urgent investigation This, the home of a 17-year-old | :03:28. | :03:29. | |
care leaver living The smell of cat urine | :03:30. | :03:37. | |
hit me as I walked in. Not day-old rubbish, but dirt | :03:38. | :03:53. | |
and grime built up over time. We decided not to show the teenager | :03:54. | :03:55. | |
to protect their family. I am just going to | :03:56. | :03:58. | |
show you the kitchen. And there is quite a lot of broken | :03:59. | :04:00. | |
crockery on the floor. And there is quite a lot of cat | :04:01. | :04:03. | |
faeces on the floor. Cigarette butts are | :04:04. | :04:09. | |
trodden into the carpet. What's worrying upstairs is not just | :04:10. | :04:11. | |
the level of mess, but also Some of them are | :04:12. | :04:19. | |
hanging off the wall. And then, if I show you this | :04:20. | :04:24. | |
one over here, in one of the rooms upstairs, | :04:25. | :04:27. | |
it is cracked, it is off the wall, and there are bare | :04:28. | :04:30. | |
wires actually exposed. We spoke to the 17-year-old | :04:31. | :04:38. | |
living at the property, who said they hadn't seen anybody | :04:39. | :04:47. | |
from SixteenPlus for two months. Neighbours said they were also | :04:48. | :04:50. | |

after a vulnerable person. The condition of the houses isn't | :06:08. | :06:12. | |
the only criticism of the company. Theresa's son Zak has | :06:13. | :06:21. | |
epilepsy and autism. He lives in a SixteenPlus | :06:22. | :06:22. | |
house because of his The company apologised after | :06:23. | :06:24. | |
untrained staff looked after him. He couldn't get in and ended up | :06:25. | :06:30. | |
sleeping rough outside Because it came to light | :06:31. | :06:38. | |

in a care home, then to the kind of skills that you need | :08:27. | :08:29. | |
to live on your own? We know children, particularly | :08:30. | :08:31. | |
to June who live in children's So they don't have the opportunity | :08:32. | :08:36. | |
to build a stable relationships. They are so crucial | :08:37. | :08:40. | |
for a successful adult hood. And that means that they maybe | :08:41. | :08:42. | |

as a young person coming up to leave care, those discussions | :08:47. | :08:50. | |

the support they need that they can fall into other traps, | :08:59. | :09:02. | |
maybe get involved with people that they shouldn't get involved | :09:03. | :09:05. | |

happen in the way that they should. When they are too quick, | :09:08. | :09:18. | |
when they don't happen when the young person wants, | :09:19. | :09:20. | |

problems, an increased risk of entering the prison population, | :09:24. | :09:28. | |
we know that this puts And so we would want to see | :09:29. | :09:32. | |
young people leaving care The law has changed quite recently | :09:33. | :09:36. | |
so that people can stay But that doesn't apply at the moment | :09:37. | :09:43. | |

rolling out pilots, or about to begin pilots, | :09:49. | :09:57. | |
into something called Staying Close. Which will enable young people | :09:58. | :10:00. | |

in the children's homes. And while we don't know | :10:03. | :10:07. | |
what will happen from the pilots, we obviously want to see that young | :10:08. | :10:11. | |
people are able to get the support And leaving care isn't | :10:12. | :10:14. | |
like jumping off a cliff, and isn't something that abruptly | :10:15. | :10:20. | |
happens to them. But actually they are able | :10:21. | :10:22. | |
to maintain those relationships. In other news, Suffolk police issued | :10:23. | :10:24. | |
a re-assurance today after they were called | :10:25. | :10:31. | |

planned for the salary changes forecast for the next three years, | :17:16. | :17:22. | |

is just a drop in the ocean. Partly because of the increase in the | :17:55. | :17:58. | |
National Living Wage. Essex, the money through council tax will buy | :17:59. | :18:04. | |
11 days extra social care. We will are told we will get an announcement | :18:05. | :18:08. | |
tomorrow about the future funding of social care. What else can we | :18:09. | :18:15. | |
expect? The budget is likely to be big picture stuff. Not expecting big | :18:16. | :18:20. | |
local announcements. Mainly because all the money for roads, rail and | :18:21. | :18:27. | |
the like has been allocated for the foreseeable future. Perhaps extra | :18:28. | :18:30. | |
money for Denbighshire because of devolution. Backtracking business | :18:31. | :18:37. | |
rates which has upset businesses in our region. -- Cambridgeshire. And | :18:38. | :18:43. | |
also this extra money for free schools and grammar schools. We | :18:44. | :18:47. | |
won't get details tomorrow. But increasingly I am hearing | :18:48. | :18:50. | |
speculation that those schools could be set up in places like Norfolk and | :18:51. | :18:54. | |
Suffolk, and I think we will talk about this issue in the next year or | :18:55. | :18:55. | |

would be a good opportunity for me to bring the two areas | :20:29. | :20:32. | |
of my life together, owning a hair salon | :20:33. | :20:39. | |
and working for Leeway. And what kind of signs | :20:40. | :20:41. | |
