In the programme tonight: so it's goodbye from me

:00:07.:00:08.

A company supporting vulnerable

:00:09.:00:09.

teenagers has its contract for new placements suspended

:00:10.:00:11.

following a BBC investigation into the conditions

:00:12.:00:13.

The company mentioned doesn't appear to have provided what it has been

:00:14.:00:26.

paid for. From the information I have got and what media has

:00:27.:00:31.

uncovered, it is a big problem somewhere.

:00:32.:00:36.

Your guide to the county council elections in May.

:00:37.:00:39.

We're live at the roller skate rink under

:00:40.:00:41.

threat in Great Yarmouth from a multi-million redevelopment.

:00:42.:00:46.

And thank you for helping us. The medals for two Navy veterans 80

:00:47.:00:54.

years after a devastating earthquake in Chile.

:00:55.:01:00.

First tonight, the care company in the spotlight for the way it

:01:01.:01:03.

looks after vulnerable teenagers in Norfolk.

:01:04.:01:07.

The company is called SixteenPlus and it is paid by the council

:01:08.:01:10.

for young people between the ages of 16 and 18

:01:11.:01:15.

Two weeks ago, we showed you the squalid conditions

:01:16.:01:21.

some of those young people were living in.

:01:22.:01:23.

announced the contract for new placements

:01:24.:01:28.

had been suspended pending an investigation.

:01:29.:01:30.

This report is from our health reporter, Nikki Fox.

:01:31.:01:32.

The home of a vulnerable 17-year-old living in Norfolk on their own.

:01:33.:01:38.

Cat faeces on the floor, and cigarette butts

:01:39.:01:40.

This is how I found it earlier this month.

:01:41.:01:46.

What's worrying upstairs is not just the mess, but also the state

:01:47.:01:49.

Some of them are clearly broken, and then if I show you this one

:01:50.:01:57.

here, in one of the rooms upstairs, it is cracked and there are there

:01:58.:02:00.

The day we filmed, the teenage care leaver was moved.

:02:01.:02:10.

The councillor who first move the concerns links it has taken

:02:11.:02:13.

This was first reported to the children's services

:02:14.:02:17.

So I'm pretty disgusted that obviously, as an elected member,

:02:18.:02:22.

my issues won't seem to be taken seriously.

:02:23.:02:24.

And with the evidence that has been presented to me afterwards,

:02:25.:02:26.

Norfolk County Council says it has now inspected aching

:02:27.:02:33.

It also says it is now making weekly visit so it can be satisfied

:02:34.:02:38.

It says it is in the process of appointing

:02:39.:02:41.

We filmed at the property after a whistle-blower past

:02:42.:02:50.

a councillor photos of other houses in Norfolk.

:02:51.:02:52.

Glenn Leverett lives near one of them.

:02:53.:02:54.

He says he made repeated complaints to SixteenPlus

:02:55.:02:58.

Loud music at two and three o'clock in the morning.

:02:59.:03:02.

You can clearly hear plates, glasses, cups

:03:03.:03:04.

Everything being trashed. I do think, why?

:03:05.:03:09.

Where is the people who are meant to be there constantly

:03:10.:03:12.

The council can't say how long that will take.

:03:13.:03:41.

Our Health Reporter Nikki Fox is here now ..

:03:42.:03:45.

So is Norfolk the only place 16 Plus is operating?

:03:46.:03:49.

They are also used by Suffolk County Council and Cambridgeshire County

:03:50.:03:57.

Council. Cambridgeshire also suspended new placement after our

:03:58.:04:01.

podcast. But Suffolk says it has carried out numerous visits and is

:04:02.:04:05.

fully satisfied. It will continue to place young people with the company.

:04:06.:04:10.

Although we are not talking about a large number of young people here,

:04:11.:04:15.

we are talking about big contracts. SixteenPlus have been paid more than

:04:16.:04:20.

?4 million by Norfolk County Council over the last three years and, in

:04:21.:04:24.

Cambridgeshire, they have paid ?230 for every young person they look

:04:25.:04:30.

after. It is important for the councils to make sure the young

:04:31.:04:32.

people are being properly monitored and helped.

:04:33.:04:35.

the Prime Minister is about to trigger Article 50,

:04:36.:04:38.

and then the next big event in the political calendar

:04:39.:04:40.

They're on May 4th and this year we'll be deciding

:04:41.:04:44.

who we want to represent us on our county councils.

:04:45.:04:46.

Today, we saw some campaigning already underway.

:04:47.:04:48.

These elections are only held every four years.

:04:49.:04:53.

County councils are the top tier of local government -

:04:54.:04:56.

they oversee things like social services, care for the elderly,

:04:57.:04:59.

highways, libraries and those schools which aren't academies

:05:00.:05:02.

If we look at political control in our part

:05:03.:05:07.

In Suffolk, the Tories are only control

:05:08.:05:19.

thanks to the charman's casting vote.

:05:20.:05:21.

the slimmest of majorities after the so-called

:05:22.:05:23.

So the Conservatives have actually got a lot of work to do.

:05:24.:05:27.

The Transport Secretary Chris Grayling visiting a relief road

:05:28.:05:29.

Today, the Conservatives promised that, if

:05:30.:05:33.

re-elected, they will complete the final stretch and turn it into a

:05:34.:05:36.

He was also shown the site of the third river

:05:37.:05:44.

And he launched his party's manifesto.

:05:45.:05:46.

The Tories will talk a lot about their commitment

:05:47.:05:49.

That and their promise to keep down costs and protect public services.

:05:50.:06:02.

One thing people can be certain about if a Conservative council

:06:03.:06:05.

with a good majority elected in May, that you will get value from eye.

:06:06.:06:12.

The money they are visiting this year is going to be well

:06:13.:06:16.

Which party is best placed to keep providing

:06:17.:06:23.

That is the main issue in every county in these elections.

:06:24.:06:28.

Labour say the Conservative's cuts have been too deep.

:06:29.:06:30.

Councils should be using more of their reserves to ease the pain.

:06:31.:06:33.

If we invest in improving some of the things that we need to do,

:06:34.:06:36.

like helping people to stay at home when they are elderly and frail,

:06:37.:06:40.

like helping families to stay together when the children

:06:41.:06:42.

are in difficulty or families are in difficulty, we will

:06:43.:06:44.

All the parties have a lot to prove in the elections.

:06:45.:06:50.

Neighbour wants to show that, despite its problems nationally,

:06:51.:06:53.

The Liberal Democrats, once the main opposition

:06:54.:06:56.

If residents have experienced a Liberal Democrat county councillor,

:06:57.:07:00.

they will invariably vote again for the Liberal Democrats.

:07:01.:07:03.

The Greens sometimes surprise, while Ukip certainly did last time.

:07:04.:07:07.

People now realise that Ukip are not just that one policy party.

:07:08.:07:10.

Also, we have nobody telling us how to vote.

:07:11.:07:12.

We do what is right for our local people.

:07:13.:07:18.

Behind the sound bites and the barking are

:07:19.:07:20.

So who we choose to sit on our council chambers will be important.

:07:21.:07:32.

Ipswich Town Football Club has announced a rise in season ticket

:07:33.:07:35.

The cost of an adult season ticket at Portman Road will go up

:07:36.:07:40.

But in a bid to attract more young fans, there will be new deals

:07:41.:07:45.

The changes come as the club nears the end of a disappointing

:07:46.:07:51.

season, and amid further uncertainty over the future of

:07:52.:07:53.

Earlier, I spoke to managing director Ian Milne who told me owner

:07:54.:07:59.

Marcus Evans had invested heavily in the club.

:08:00.:08:04.

He is consistently putting more money into the club each year.

:08:05.:08:13.

Our player spend has gone up from 17% three seasons ago it went

:08:14.:08:16.

So he is putting a lot more money than this increase represents.

:08:17.:08:25.

The trouble is, the fans might say you're putting all this extra money

:08:26.:08:29.

in but we're not seeing the results and we're not getting

:08:30.:08:31.

The trouble is, the fans might say you're putting all this extra money

:08:32.:08:34.

in but we're not seeing the results and we're not getting

:08:35.:08:37.

I could understand, it is important that we do entertain.

:08:38.:08:40.

However, we are trying to emphasise as part of our restructuring

:08:41.:08:44.

of prices is to get the young fans back in.

:08:45.:08:51.

And those fans who have not attended a football match.

:08:52.:08:54.

I know you want to encourage the young fans backing,

:08:55.:08:56.

but the bulk of your supporters will end up paying more,

:08:57.:09:00.

and this will be the fourth season in a row that you've put prices up.

:09:01.:09:03.

However, we have on other facilities like our fan zone here.

:09:04.:09:17.

So we are trying to improve the entertainment value.

:09:18.:09:20.

I am the first one to say that it really is on the field that we must

:09:21.:09:24.

provide that entertaining football, winning football, and we're trying

:09:25.:09:26.

In fact, they are approaching the lowest since 2002.

:09:27.:09:31.

We are striving hard, and I repeat what I said before,

:09:32.:09:34.

we know it's entertaining football, the manager has said this

:09:35.:09:37.

and the players are working very hard to achieve better results.

:09:38.:09:39.

Equally, you have to say that the Championship

:09:40.:09:41.

is a lot tougher, much, much tougher than in previous years.

:09:42.:09:44.

Isn't part of the problem here that there is uncertainty over

:09:45.:09:47.

the future of Mick McCarthy and whether he is going

:09:48.:09:50.

Mick has made the point that he wants to discuss

:09:51.:09:54.

with the owner his position, the budget, the players.

:09:55.:09:56.

Once we get through the end of the season.

:09:57.:10:04.

And that is going to be a discussion between Mr Evans and Mick McCarthy.

:10:05.:10:08.

And, yes, naturally, from a settlement point of view,

:10:09.:10:14.

we want that discussion to happen as soon as possible.

:10:15.:10:19.

As I know he will not want to discuss those issues

:10:20.:10:22.

until he knows we're safe within the division.

:10:23.:10:23.

A roller skating club in Great Yarmouth could be left

:10:24.:10:28.

without a home because the rink is earmarked for demolition.

:10:29.:10:30.

It's in part of the Marina Centre on the seafront.

:10:31.:10:33.

But the council is considering a plan to knock it down as part of

:10:34.:10:36.

Training is well underway. Look at how great some of these dancers are.

:10:37.:10:55.

Soon, all of this could be coming to an end. The Marina Centre, built in

:10:56.:11:03.

1981, you admirers admit it is showing its age. Now, its future is

:11:04.:11:07.

being discussed by the council. One option, knock it down and replace

:11:08.:11:13.

it. It is costing ?260,000 per year to subsidise that building. More

:11:14.:11:19.

going forward, it is getting older. The fabric of the building and

:11:20.:11:23.

equipment getting older. A decision has still not been made on what to

:11:24.:11:26.

do with the site, but the council say they don't want to lose skating

:11:27.:11:31.

from the town. We are determined to make sure that the artistic club

:11:32.:11:37.

remains in a Great Yarmouth at one destination or another. For eight

:11:38.:11:42.

years, it has been the building to retro skate. Success comes second

:11:43.:11:48.

nature to them. Last year, 16 titles with four skaters in the national

:11:49.:11:54.

team. They also run skating fitness sessions for children of all

:11:55.:11:58.

abilities. I love skating. It is my favourite thing. I do this once a

:11:59.:12:02.

week and I enjoy it. It would make me so upset to watch it go away. The

:12:03.:12:09.

UK has a long history of artistic roller skating. Holding World

:12:10.:12:15.

Championship since 1967. COMMENTATOR: One of the most

:12:16.:12:19.

exciting exhibitions ever seen in Britain. Over the years, skating has

:12:20.:12:24.

always been popular in Great Yarmouth. But since Winter Gardens

:12:25.:12:29.

closed in 2008, the Marina Centre is one of the few places left for the

:12:30.:12:34.

sport. We are here. If it goes, this place, we are worried about social

:12:35.:12:38.

behaviour, anti-social behaviour. And the impact on the community.

:12:39.:12:42.

With no decisions yet May, the future is unclear for the skating

:12:51.:13:04.

thing is clear, neither the council committee want to see an end to the

:15:31.:15:33.

about the earthquake I had a full pint of beer

on the table, and the earthquake happened, and the glass went

went with him on the Spent studying,

a breakfast for champions. Lots of fruits and these

special protein seeds. He normally gives us a bit more

grief when he's trying to drink it. Owen's 15 and in his final year

:20:42.:20:46.

of GCSEs, but when he's not cramming for exams,

:20:47.:20:51.

he's diving for medals. So this one here is the first

:20:52.:20:55.

one I got last year... And I got an individual

:20:56.:20:58.

silver medal on the 10m. That was at the European Junior

what he needs to do and then So he doesn't really

:21:34.:21:39.

have a lot of downtime, so it's an impressive commitment

:21:40.:21:44.

he is taking on. With his books and his diving kit,

:21:45.:21:47.

it is now off to catch a train, six times a week he goes

:21:48.:21:51.

from Huntingdon to Sheffield, Sometimes, the travelling is more

:21:52.:21:53.

than the actual training itself, And the sport so much.
