with King Charles. The region's headteachers have taken

:00:44.:00:59.

the unusual step of publicly opposing Government plans

:01:00.:01:07.

on school funding. The heads have written to thousands

:01:08.:01:09.

of parents across the region through County Councils

:01:10.:01:11.

in the Dedicated Schools Grant. The money is then given to schools

:01:12.:01:20.

using a funding formula. It looks at pupil numbers,

:01:21.:01:24.

the age of the pupils, and things like

:01:25.:01:26.

special educational needs. Every council has

:01:27.:01:29.

a different formula. Now, the Government says

:01:30.:01:33.

it wants a new, Every pupil would get

a basic amount, and reaches ?4,312 pounds

when they take their GCSEs. There will be add-ons

:01:40.:01:47.

for things like The Department for Education says

:01:48.:01:49.

there will be winners and losers, no school will lose more

than 3% of its funding. Today, the National Association

:01:56.:01:59.

of Headteachers said... The true problem is

:02:00.:02:02.

that the Treasury is not investing enough in education

:02:03.:02:04.

in the first place. Year seven pupils at Taberham High

in Norfolk deal with Shakespeare, it's a real-life drama,

grappling with their school budgets. The bills they have to pay

are going up faster than funding, and that means real

from his ?7 million budget by 2020. I'm going to try and make

every single saving. Ultimately, we are here to provide

the very best for children. However, the pressures

are going to make that really So you can't guarantee that

but you can see this There are headteachers I know

having sleepless nights, Today, heads from across the region

sent an open letter. This is really an issue

to run the courses now, and that is going to be made worse

by a national funding formula, unless more money is put

:03:47.:03:49.

into make it happen properly. But there is an apparent

:03:50.:03:51.

contradiction. On the one hand, you have teachers

:03:52.:03:53.

across the region saying they are facing a real terms funding

cut, but on the other hand you have the Government,

:03:56.:04:02.

which says that spening on schools We are spending more money

or they will have to get rid of me. Public consultation

over the new funding Few issues are as

:04:38.:04:41.

political as this one. And, say teachers,

the futures of millions A man accused of attempting to rape

:04:46.:04:47.

a woman at a train station in Suffolk has told a jury

:04:48.:04:54.

that nothing happened. It's alleged that 24-year-old

:04:55.:04:56.

Sam Duncan attacked the woman while she was sitting on a bench

:05:22.:05:25.

a female friend but got fed up when she failed

:05:26.:05:28.

to show and headed home. Well, this morning, Sam Duncan

:05:29.:05:30.

stepped out from the glass fronted dock in court two and stood

:05:31.:05:33.

for the jury to give his evidence. He admitted he wasn't

:05:34.:05:36.

a very confident person. But he told the jury

:05:37.:05:38.

that she recalled saying He denied that he had said to her,

:05:39.:05:40.

:05:41.:05:49.

tried to touch her. The jury heard that the defendant

was being helped with rehabilitation at the time after two previous

incidents in 2014, when he had He admitted he had been

to rebuild his life. Richard Kelly for the prosecution

:06:09.:06:10.

said that the defendant evidence

timetable right by the spot where It was dark, I didn't see it,

:06:23.:06:24.

said the defendant. The reason you didn't see it,

:06:25.:06:28.

said Mr Kelly, was because you had no interest when any

:06:29.:06:31.

trains were arriving. If you had, said Mr Kelly,

:06:32.:06:34.

instead of saying, hello, sexy, you might have asked the woman,

:06:35.:06:36.

excuse me, could you tell me The defendant told the jury,

it didn't occur to me. He denies attempted rape

:06:40.:06:43.

and two other charges. The judge should start

:06:44.:06:45.

summing up tomorrow. More now on the tragic events

:06:46.:06:53.

at Westminster this afternoon. It's been confirmed that four people

:06:54.:06:56.

have died and at least 20 have been He's in London today

when the attack happened and posted Mike Liggins has been

:07:05.:07:08.

looking at the post. There is

:07:09.:07:12.

something big happening Martin Pearce, not quite knowing

:07:13.:07:32.

what is going on, he walks towards Westminster Bridge.

:07:33.:07:36.

That is why there is so many ambulances and police cars and

:07:37.:07:42.

He, at the bridge, gets to an injured person and is asked to walk

:07:43.:07:56.

on, politely. But the full impact hit him hard. There is blood

:07:57.:08:08.

everywhere. People have been shot or stabbed all over the place. He is

:08:09.:08:14.

safe and well and planning to return to Norwich this evening.

:08:15.:08:23.

The thoughts of the Prime Minister and the Government are with those

:08:24.:08:30.

killed and injured in this appalling incident and their families. The

:08:31.:08:34.

Prime Minister is being kept updated and will shortly chair the Cobra

:08:35.:08:38.

Committee. 10,000 people in Essex

:08:39.:08:43.

are being told they need to pay more for the care they receive

:08:44.:08:46.

in their own homes. From next month, 10% of those

:08:47.:08:48.

who currently receive a subsidy from the county council will lose

:08:49.:08:50.

it. Sam Smith has lived in her

:08:51.:08:52.

Harwich home for 70 years. Her husband is bought it

:08:53.:08:57.

after he came back from war. The war was over, I was

:08:58.:09:04.

out in the Land Army. And he said, oh, we will walk down

:09:05.:09:07.

to mum in law and ask her to lend us Two people come four times

:09:08.:09:19.

a day to make her meals, But care is in crisis

:09:20.:09:24.

over who pays for it. Sam's son, David, deals

:09:25.:09:31.

with her finances. Currently, Essex County Council

:09:32.:09:34.

asks her to pay ?20 But in April, that will

:09:35.:09:36.

rise to ?100 per week. The county council,

:09:37.:09:43.

because of the cuts, have decided to increase

:09:44.:09:48.

what she pays per week, Which, quite frankly,

:09:49.:09:51.

she can't afford. The county council says they have

:09:52.:09:55.

little choice, though. Yes, we are going

:09:56.:09:57.

to increase charges. And I can say that 90% of people

:09:58.:10:02.

who will receive notification, we will continue to support them

:10:03.:10:06.

and subsidise their care. The alternative is, I would have

:10:07.:10:15.

to consider, is to remove care. Sam will, for now, be able to stay

:10:16.:10:21.

in her home thanks to her sons But with council tax going up,

:10:22.:10:25.

and the number of 85-year-olds trebling here in Essex,

:10:26.:10:31.

by 2030, we will all be picking up Let's remind you of the big news,

:10:32.:10:46.

four people dead, 20 people injured, let's go to our political

:10:47.:10:50.

correspondence Andrew Sinclair. You are close when they started? I

:10:51.:10:59.

walked out of the houses of Parliament at 20 to three. I saw a

:11:00.:11:06.

stampede of people. The police where blowing whistles, saying run. More

:11:07.:11:11.

police were turning the traffic around from the middle of the road.

:11:12.:11:14.

A minute later, the Prime Minister's car swept past me at speed with a

:11:15.:11:23.

heavy security detail. And then a very well rehearsed security plan

:11:24.:11:31.

sprung into action. The area was sealed, and police on site.

:11:32.:11:34.

Parliament was put into lockdown for the Avenue. The Norfolk MP Keith

:11:35.:11:41.

Simpson was saying to us, he had the bizarre situation of sitting in the

:11:42.:11:45.

houses of parliament inside the Commons chamber, watching television

:11:46.:11:49.

on his smartphone am seeing what was going on outside in Parliament. That

:11:50.:11:55.

continued until just up the lay after five o'clock. They are now,

:11:56.:12:01.

the MPs, going over to Westminster Abbey where they get properly

:12:02.:12:04.

checked. There is now a full search of Parliament taking place. The

:12:05.:12:12.

initial confusion, they are not 100% sure that everyone is out of the

:12:13.:12:17.

building. The whole area is still on lockdown? Yes. We still have sirens

:12:18.:12:24.

going on, blue lights. After what has been an understandable few hours

:12:25.:12:28.

of chaos and confusion, there is a sense of coming down. Among people

:12:29.:12:32.

who work in Westminster, there is a sense of shock setting in. We have

:12:33.:12:37.

always known people who work year, that the houses of Parliament is a

:12:38.:12:40.

potential terrorist Parliament with procedures in place, we knew this

:12:41.:12:45.

day could happen at some stage. Today, that nightmare became

:12:46.:12:45.

reality. You are watching Look East

:12:46.:13:02.

with Susie and me. We are an slightly later tonight

:13:03.:13:04.

because of the terrorism Stay with us for Alex's

:13:07.:13:09.

face-to-face with King Charles. There are fears the number of rough

:13:10.:13:22.

sleepers in Southend could increase. It's because 20 emergency beds made

:13:23.:13:25.

available through the winter 20 emergency beds for the homeless

:13:26.:13:27.

in Southend, which are available during the winter, will be withdrawn

:13:28.:13:31.

next week. That is raising concerns that the

:13:32.:13:38.

situation could get worse. The highs the resort,

:13:39.:13:41.

the day-trippers know Homeless charities say they have

:13:42.:13:44.

seen an increase in demand in the last few years,

:13:45.:13:50.

and at the last count, back in November, there were just

:13:51.:13:53.

under 50 rough sleepers. Freezing temperatures

:13:54.:13:55.

can put lives at risk in Southend,

:13:56.:14:05.

in the winter, 20 extra emergency beds are set up each

:14:06.:14:10.

night in local churches. But from next week, those

:14:11.:14:12.

beds won't be available. Are some of them worried about

:14:13.:14:14.

the fact that those beds are going? It has been the last two weeks,

:14:15.:14:18.

some of them have been a bit jumpy We have been trying to reassure

:14:19.:14:22.

them that they would get Southend Council say the extra beds

:14:23.:14:27.

have been used by more than 140 How many of those do

:14:28.:14:31.

you think are going to end I'd say about 25 of them

:14:32.:14:36.

will go back on the street. And, as I say, the people

:14:37.:14:42.

in the winter night shelters deal that they have failed when that

:14:43.:14:45.

happens because they are trying to get them to be

:14:46.:14:47.

integrated into society. But there are a group of them that

:14:48.:14:50.

really don't want to be part It is their life

:14:51.:14:53.

choice, if you like. Last summer, squatters

:14:54.:14:57.

occupied a former department Some predict there will be more

:14:58.:14:59.

squats if homelessness rises. The town's homeless

:15:00.:15:02.

charity is called Harp. And it showed me a new centre

:15:03.:15:04.

it is building for women. The centre has 20 beds, boosting

:15:05.:15:07.

the number Harp can provide to 170. This is a new facility that will be

:15:08.:15:10.

opened in April this year. It will be an extension to an

:15:11.:15:13.

existing 18 bedroom night shelter. Without these guys, that

:15:14.:15:19.

would never have happened. I can't thank them enough,

:15:20.:15:26.

to be perfectly honest. Harp, the council and church

:15:27.:15:28.

volunteers say if the number of rough sleepers here does rise,

:15:29.:15:37.

and they all accept there is the danger it could,

:15:38.:15:39.

they say they will be doing everything they can to get them back

:15:40.:15:42.

of the streets. It's a big night in the ice

:15:43.:15:45.

hockey season, with two Peterborough Phantoms are at home

:15:46.:15:48.

to Sheffield Steeldogs, and Milton Keynes Lightning

:15:49.:15:54.

are at home to Swindon Wildcats. Let's go to Milton Keynes

:15:55.:15:58.

now, and our sports We are on the ice. It is very noisy.

:15:59.:16:13.

The players are going through their warm up preparations for the game

:16:14.:16:16.

tonight. It is the start of their play-off campaign. Things are on the

:16:17.:16:22.

up for the Milton Keynes Lightning. They won the League Cup final for

:16:23.:16:26.

the first time in their history at the weekend. When this place gets

:16:27.:16:30.

going, they really raised the roof, there were 3000 fans here at the

:16:31.:16:33.

weekend and there is a another late-night tonight. -- weeknight.

:16:34.:16:40.

It is a good time to be a fan of Milton Keynes Lightning.

:16:41.:16:43.

With their hands on the cup, it is onto the play-offs.

:16:44.:16:46.

And another chance to win some precious silverware.

:16:47.:16:48.

It's very, very difficult to win anything.

:16:49.:16:49.

In this league now, because it is so competitive.

:16:50.:16:51.

They are giving 110% on the ice and off the ice.

:16:52.:16:55.

The Lightning have been on the ice for 15 years now.

:16:56.:17:00.

But never before have they won the League Cup.

:17:01.:17:02.

That all changed on Sunday when they beat local rivals

:17:03.:17:04.

It is the trophy we have never won before.

:17:05.:17:18.

I just wanted to keep the nerves in the penalty shoot out.

:17:19.:17:20.

It was a nice feeling to score such an important goal for the club.

:17:21.:17:26.

Last night, supporters of the Lightning not only

:17:27.:17:39.

A lot of people who see other sports don't really do this type of thing.

:17:40.:17:43.

It's important for the fans to get close to the players.

:17:44.:17:45.

It makes you feel more part of the community.

:17:46.:17:47.

Inside Lightning's dressing room, mostly British players.

:17:48.:17:49.

And when they are on the ice, they can hit speeds of 30 mph.

:17:50.:17:58.

Ahead of them, Swindon, Basingstoke and Hull in the playoffs.

:17:59.:18:00.

With finals weekend in Coventry, the target next month.

:18:01.:18:02.

We have been following for five seasons.

:18:03.:18:04.

You know, towards the top of the table and winning

:18:05.:18:08.

We've got a lovely rink, a great team, so, yeah,

:18:09.:18:13.

The Lightning have already struck once.

:18:14.:18:15.

Now, they are charging for their next piece of silverware.

:18:16.:18:21.

The speed of these players is something. Let's have a chat to the

:18:22.:18:28.

head coach, Pete Russell. You have had a great season, haven't you? You

:18:29.:18:34.

need to finish it off in the play-offs. How easy will it be to

:18:35.:18:40.

win? It is tough. Six games in 12 nights. Wednesday, Saturday, Sunday

:18:41.:18:46.

and repeat. We are playing pretty good, so hopefully we can keep

:18:47.:18:50.

going. Peterborough are also in the players. You might meet them in the

:18:51.:18:55.

finals? If both teams get there, there is a good chance of that. We

:18:56.:19:00.

played them, beat them in the final. I don't think they wed like to play

:19:01.:19:09.

us again. Good luck to the Sheffield Steeldogs also.

:19:10.:19:11.

The Duchess of Cornwall got a taste of the future today

:19:12.:19:14.

She came face-to-face with King Charles.

:19:15.:19:17.

But this was a statue, and of a King Charles

:19:18.:19:19.

who lived a long time ago - Charles II.

:19:20.:19:23.

The monarch was known as Old Rowley and was largely responsible

:19:24.:19:25.

for establishing racing on the town's heath.

:19:26.:19:29.

The statue is a replica of one which is at the Old Bailey in London.

:19:30.:19:34.

With a gentle stroke, the Duchess meets a chameleon

:19:35.:19:36.

at Newmarket Academy's annual welfare centre.

:19:37.:19:44.

Reading is important because you wouldn't be able

:19:45.:19:46.

to achieve everyday activities such as driving a car or going to work.

:19:47.:19:49.

Earlier, she had pupils taking part in a literacy activity.

:19:50.:19:53.

Meeting the Duchess was really cool because I've never met

:19:54.:19:55.

In the Forge, she learnt about the school's close links

:19:56.:20:01.

There was no stage fright on show as the Duchess was treated

:20:02.:20:21.

to a stage rehearsal of the forthcoming production

:20:22.:20:24.

She was friendly, she was keen to talk to the students,

:20:25.:20:32.

And to me, actually, because I was a bit nervous as well.

:20:33.:20:36.

Then, in torrential rain, it was onto the Rowley Mile.

:20:37.:20:43.

Where the Duchess unveiled a statue of King Charles II.

:20:44.:20:46.

Commissioned to mark the home of horse racing's 350th anniversary.

:20:47.:20:48.

Racing as we know it wouldn't have started,

:20:49.:20:51.

he was the man who got the rules, and of course the amazing thing

:20:52.:20:54.

is that the town plate where we were celebrating 350 years

:20:55.:20:57.

of last year, he actually won one of the first few

:20:58.:21:00.

It is amazing to think of a monarch actually riding his own horse

:21:01.:21:04.

In the warm, out of the rain, there was time to meet the great

:21:05.:21:08.

She asked if I had some nice horses for the Queen.

:21:09.:21:13.

And as a parting gift, we gave her a copy of the 350th

:21:14.:21:28.

commemorative edition of Newmarket Monopoly.

:21:29.:21:30.

So she says she would very much enjoyed playing that.

:21:31.:21:38.

It was an exciting day for Newmarket, a town owes much

but have become an increasingly common sight in this country.

:21:41.:21:53.

They are popular for their meat in countries like Peru.

:21:54.:21:56.

Here they are kept as pets, or for their beautiful, soft wool.

:21:57.:22:00.

Did you know there is a national show?

:22:01.:22:03.

where Alpacas from all over the country compete for things

:22:04.:22:10.

And a small farm in Cambridgeshire has high hopes

:22:11.:22:16.

Louise Hubball is at the farm in Cambridgeshire.

:22:17.:22:26.

I am with these two handsome chaps, very well behaved. They have both

:22:27.:22:31.

entered into the national show. The white one here, Thorn set, has

:22:32.:22:37.

actually won some of the rosettes behind me. High hopes for him. The

:22:38.:22:43.

family who breed the alpacas started reading them because they want to

:22:44.:22:48.

keep the grass down but did not want to have to mow it.

:22:49.:22:50.

With a heart-shaped noses, tiny hooves, and bursting

:22:51.:22:51.

with personality, it is not hard to see the appeal of alpacas.

:22:52.:22:59.

There is the Imperial Thornset, and cheeky ten-month-old Gabriel.

:23:00.:23:01.

Both are in competition this weekend, a gentle walk

:23:02.:23:07.

So this helps with, when we go to the nationals,

:23:08.:23:14.

so that when they go in the ring, hopefully, they will

:23:15.:23:17.

And they will walk nicely for the judges.

:23:18.:23:20.

Nicky left a job in IT and started breeding alpacas three years ago.

:23:21.:23:24.

She now has 11, and this weekend's competition,

:23:25.:23:33.

the British Alpaca Society's national show, we'll

:23:34.:23:35.

of the animals go to Shropshire to vie for top spot.

:23:36.:23:38.

It is just the enjoyment of going and showing them,

:23:39.:23:41.

and knowing that you have done really well, and that the animals

:23:42.:23:43.

that you are reading are actually coming up to what judges expect

:23:44.:23:46.

The main reason that we breed them is because I am really quite

:23:47.:23:51.

I would like to say no, but I'd think it probably

:23:52.:23:56.

He was crowned supreme champion at another show back in October.

:23:57.:24:05.

More and more people are choosing to keep alpacas.

:24:06.:24:10.

And the herd here is due to expansion with two mothers

:24:11.:24:13.

to be grazing peacefully in the spring sunshine.

:24:14.:24:20.

They are beautifully soft. Really lovely animals. When the judges are

:24:21.:24:25.

doing their bit, they will be looking at how the alpacas stands.

:24:26.:24:31.

How it walks. And this lovely soft fleece, the condition of that, and

:24:32.:24:35.

also their teeth. And they will be shown in paddock condition because

:24:36.:24:44.

it -- and this is meaning they will be shown how they are and their

:24:45.:24:49.

hooves will not need to be baffled. Here's the weather.

:24:50.:24:54.

Some bright weather this morning. Some beautiful sunrise photographs.

:24:55.:25:04.

This one in Norfolk. Then it did go downhill with clouds and habits of

:25:05.:25:09.

rain. Over all parts of the region. This is Cambridge and this

:25:10.:25:12.

afternoon. The weather system responsible visited across this part

:25:13.:25:20.

of the country. Bringing the cloud and rain which at the moment is

:25:21.:25:23.

still lingering across Norfolk, Suffolk and Essex. Mainly affecting

:25:24.:25:29.

the East, but pushing westward through the evening and overnight.

:25:30.:25:33.

Much of the rain should have cleared by the end of the night, looking

:25:34.:25:37.

necklace posted anything and was the Magi picture across the region.

:25:38.:25:42.

Temperatures could get lower. Underneath the clear skies. One or

:25:43.:25:49.

two spots going down lower. Most places just above freezing. The

:25:50.:25:52.

weather system gets pushed out the way by high pressure from the north.

:25:53.:25:57.

That will shape our weather for the next few days. Despite the cloudy

:25:58.:26:00.

start of the day, we should should see some brightness through the day

:26:01.:26:04.

and sunshine. Eight kina north-easterly wind will make it

:26:05.:26:08.

feel chilly at times in that wind. Particularly on the coast itself.

:26:09.:26:14.

Temperatures, highs of 11 Celsius tomorrow. The wind feeling

:26:15.:26:18.

noticeable, but easing down as the day goes on. A fine afternoon with

:26:19.:26:22.

some good spells and sunshine. As we look ahead to the weekend, high

:26:23.:26:26.

pressure is going to dominate. It will stay with us into next week, so

:26:27.:26:32.

we can expect fine, settled, springlike weather for the weekend

:26:33.:26:36.

and beyond. Having said that, even though the temperatures will be

:26:37.:26:41.

around 12 degrees by day with good spells of sunshine, under clear

:26:42.:26:48.

skies it will mean chilly nights. In the country so, it could get a bit

:26:49.:26:52.

cooler than that. A brisk breeze tomorrow. But those winds easing as

:26:53.:26:56.

we go through the rest of the week and into the weekend.

:26:57.:26:59.

The Prime Minister is hosting a meeting of the Cobra Committee -

:27:00.:27:04.

the crisis response committee - following a terrorist

:27:05.:27:06.

Four people - including a police officer - have been killed.

:27:07.:27:09.

At least 20 more have been badly injured after a car crashed

:27:10.:27:12.

into pedestrians on Westminster Bridge.

:27:13.:27:18.

And the Assistant Chief Constable of Essex, anti-profit, has sent his

:27:19.:27:29.

condolences. And there will be increased police presence in Essex

:27:30.:27:33.

including armed officers until further notice.
