Good evening, I'm Katherine Nash. for the news where you are.

:00:11.:00:11.

A company that supports vulnerable teenagers in Norfolk has

:00:12.:00:18.

had its contract for new placements suspended over concerns about

:00:19.:00:20.

SixteenPlus is paid by the council to provide supported accommodation

:00:21.:00:28.

for 16 to 18-year-olds who have recently left care.

:00:29.:00:33.

It follows a report by BBC Look East showing the poor conditions some

:00:34.:00:36.

of those young people were living in.

:00:37.:00:38.

And today, Norfolk County Council announced the contract

:00:39.:00:41.

for new placements had been suspended pending an investigation.

:00:42.:00:43.

This from our health reporter, Nikki Fox.

:00:44.:00:48.

The home of a vulnerable 17-year-old living in Norfolk on their own.

:00:49.:00:50.

Cat faeces on the floor, and cigarette butts

:00:51.:00:53.

This is how I found it earlier this month.

:00:54.:01:00.

What's worrying upstairs is not just the mess, but also the state

:01:01.:01:03.

Some of them are clearly broken, and then if I show you this one

:01:04.:01:12.

here, in one of the rooms upstairs, it is cracked and there are there

:01:13.:01:15.

The day we filmed, the teenage care leaver was moved.

:01:16.:01:22.

The councillor who first move the concerns links it has taken

:01:23.:01:25.

This was first reported to the children's services

:01:26.:01:28.

So I'm pretty disgusted that obviously, as an elected member,

:01:29.:01:32.

my issues won't seem to be taken seriously.

:01:33.:01:34.

And with the evidence that has been presented to me afterwards,

:01:35.:01:37.

Norfolk County Council says it has now inspected aching

:01:38.:01:42.

It also says it is now making weekly visit so it can be satisfied

:01:43.:01:50.

It says it is in the process of appointing

:01:51.:01:54.

We filmed at the property after a whistle-blower past

:01:55.:02:01.

a councillor photos of other houses in Norfolk.

:02:02.:02:03.

Glenn Leverett lives near one of them.

:02:04.:02:06.

He says he made repeated complaints to SixteenPlus

:02:07.:02:07.

Loud music at two and three o'clock in the morning.

:02:08.:02:12.

You can clearly hear plates, glasses, cups

:02:13.:02:18.

Everything being trashed. I do think, why?

:02:19.:02:23.

Where is the people who are meant to be there constantly

:02:24.:02:26.

No new teenagers will be placed with SixteenPlus

:02:27.:02:46.

The council can't say how long that will take.

:02:47.:02:51.

Earlier, I spoke to Nikki and asked her if Norfolk is

:02:52.:02:56.

the only place SixteenPlus is operating.

:02:57.:03:02.

No, the company is also being used by Cambridgeshire

:03:03.:03:04.

Now, Cambridgeshire cancelled all new placements the day before

:03:05.:03:09.

Norfolk, but Suffolk says it has carried out numerous visits

:03:10.:03:14.

and is fully satisfied, so it will continue to place young

:03:15.:03:16.

Even though we are not talking about a large

:03:17.:03:23.

number of young people, these contracts are substantial.

:03:24.:03:26.

Norfolk County Council have paid to SixteenPlus ?4 million over

:03:27.:03:30.

And in Suffolk, the company has just won a large joint contract

:03:31.:03:36.

with another company worth ?7 million.

:03:37.:03:39.

And that is to take on more than 100 teenage asylum seekers.

:03:40.:03:44.

Campaigning has got underway in the local elections.

:03:45.:03:48.

They're on May 4th, and this year we'll be deciding

:03:49.:03:51.

who we want to represent us on our county councils.

:03:52.:03:54.

They're the top tier of local government and oversee things

:03:55.:03:57.

like social services, care for the elderly

:03:58.:04:01.

At the moment, all councils in Norfolk, Suffolk and Essex

:04:02.:04:06.

are under Conservative control, as our political correspondent,

:04:07.:04:08.

The Transport Secretary, Chris Grayling, visiting a relief road

:04:09.:04:14.

Today, the Conservatives promised that, if re-elected,

:04:15.:04:21.

they will complete the final stretch and turn it into a ring road.

:04:22.:04:24.

He was also shown the site of the third river

:04:25.:04:27.

And he launched his party's manifesto.

:04:28.:04:32.

The Tories will talk a lot about their commitment

:04:33.:04:34.

That and their promise to keep down costs and protect public services.

:04:35.:04:41.

One thing people can be certain about if a Conservative council

:04:42.:04:48.

with a good majority is elected in May, that

:04:49.:04:51.

with a good majority is elected in May, that they will

:04:52.:04:54.

The money they are visiting this year is going to be well

:04:55.:04:58.

Which party is best placed to keep providing

:04:59.:05:05.

That is the main issue in every county in these elections.

:05:06.:05:10.

Labour say the Conservative's cuts have been too deep.

:05:11.:05:13.

Councils should be using more of their reserves to ease the pain.

:05:14.:05:15.

If we invest in improving some of the things that we need to do,

:05:16.:05:19.

like helping people to stay at home when they are elderly and frail,

:05:20.:05:22.

like helping families to stay together when the children

:05:23.:05:24.

are in difficulty or families are in difficulty, we will

:05:25.:05:27.

All the parties have a lot to prove in the elections.

:05:28.:05:30.

Neighbour wants to show that, despite its problems nationally,

:05:31.:05:32.

The Liberal Democrats, once the main opposition

:05:33.:05:39.

If residents have experienced a Liberal Democrat county councillor,

:05:40.:05:43.

they will invariably vote again for the Liberal Democrats.

:05:44.:05:48.

The Greens sometimes surprise, while Ukip certainly did last time.

:05:49.:05:52.

People now realise that Ukip are not just that one policy party.

:05:53.:05:56.

Also, we have nobody telling us how to vote.

:05:57.:06:00.

We do what is right for our local people.

:06:01.:06:09.

Behind the sound bites some very real issues.

:06:10.:06:11.

So who we choose to sit on our council chambers will be important.

:06:12.:06:16.

Ipswich Town has announced that it's putting up season ticket prices

:06:17.:06:19.

An adult season ticket will rise on average by 1.5% and concessionary

:06:20.:06:25.

rates will only be available for the over-65s.

:06:26.:06:32.

But under-12s will be able to watch all home games for under ?50.

:06:33.:06:36.

Those are your top stories tonight, but there's just time to leave

:06:37.:06:39.

you with the weather. Here's Julie.

:06:40.:06:45.

Overnight tonight, we keep quite a lot of cloud, clear intervals and

:06:46.:06:53.

some patchy rain and drizzle. Mild, too. Temperatures no lower than

:06:54.:06:57.

seven or eight and we hold onto it blustery West to north-westerly

:06:58.:07:04.

wind. Summary tomorrow, some dry weather, the cloud of training and

:07:05.:07:08.

breaking to allow some sunshine through. Temperatures up to around

:07:09.:07:14.

57 Fahrenheit, 14 Celsius. Sunday, still a?. -- still a question about

:07:15.:07:22.

what will happen. Some abbots of rain, but hopefully a little

:07:23.:07:27.

brightness and sunset, too. Soon, the national forecast, but here is

:07:28.:07:31.

the outlook. Monday, cloudy with outbreaks of rain, TDD

:07:32.:07:34.

it is rather breezy. Now for the national outlook.

:07:35.:07:41.

It was quite a wet day across many northern and western parts of the

:07:42.:07:50.

UK. This was the view in Lancashire not so long ago. For

:07:51.:07:51.
