That money is then given to schools using a funding formula. | :00:42. | :00:48. | |
It's based on the number of pupils, their age, | :00:49. | :00:56. | |
and things like special educational needs. | :00:57. | :00:57. | |
But now, the Government wants to introduce | :00:58. | :00:59. | |
Every pupil would get a basic amount, rising each year. | :01:00. | :01:02. | |
The Department for Education says there will be winners and losers, | :01:03. | :01:05. | |
but the proposals are proving controversial. | :01:06. | :01:08. | |

There is not enough to be able to run the courses now, | :02:22. | :02:25. | |
and that is going to be made worse by a national funding formula, | :02:26. | :02:28. | |
unless more money is put in to make it happen properly. | :02:29. | :02:30. | |
But there is an apparent contradiction. | :02:31. | :02:33. | |
On the one hand, you have teachers across the region saying | :02:34. | :02:35. | |
they are facing a real terms funding cut, but on the other hand | :02:36. | :02:39. | |
you have a Government which says that spening on schools | :02:40. | :02:49. | |
We are spending more money on National Insurance Contributions, | :02:50. | :02:54. | |
more on pensions, we have got to pay an apprenticeship level. | :02:55. | :02:57. | |
They are not going into additional resources for children. | :02:58. | :03:00. | |
While some schools will see a budget rise, this one | :03:01. | :03:03. | |
in Essex will lose out. It could lose up to 20 teachers. | :03:04. | :03:05. | |
And the head says he will quit before he forces them to. | :03:06. | :03:10. | |
I will either have to leave because they have asked me to do | :03:11. | :03:13. | |
something I am not willing to do, or they will have to get rid of me. | :03:14. | :03:17. | |

I asked him for his reaction to the Government's | :03:38. | :03:42. | |
It was necessary to have a fair funding conservation | :03:43. | :03:57. | |
because there has been any qualities in school funding across the country | :03:58. | :04:02. | |
The problem is that the results of the consultation don't look good | :04:03. | :04:06. | |
in the wider picture of school funding. | :04:07. | :04:07. | |
The are saying that, by 2019, 2020, there will be an 8% | :04:08. | :04:10. | |
reduction in the funding that is available to schools. | :04:11. | :04:12. | |
So you have this national funding formula which is trying to do some | :04:13. | :04:15. | |
good, but it is on top of lots of other challenges | :04:16. | :04:18. | |
Because the Government are saying they are putting more money | :04:19. | :04:24. | |
in while you're saying, actually, you are going | :04:25. | :04:26. | |
It is because the funding pressures come from different sources. | :04:27. | :04:30. | |
There is increased costs that schools have to pay for teachers due | :04:31. | :04:32. | |
to National Insurance contributions and pension contributions, | :04:33. | :04:34. | |
at the same time there is lots of grants that have been | :04:35. | :04:37. | |
The Department for Education said schools bending | :04:38. | :04:42. | |
The Department for Education said schools spending | :04:43. | :04:44. | |
But the system for distributing that money was unfair and outdated. | :04:45. | :04:48. | |
So something needs to be done, doesn't it? | :04:49. | :04:50. | |
It is true that the money has gone up. | :04:51. | :04:52. | |
But also the pupils have gone up as well. | :04:53. | :04:54. | |
If you look at your basic maths, yes, there is more money, | :04:55. | :04:57. | |
So what you have got is the amount of money per pupil is being reduced. | :04:58. | :05:02. | |
Can you quantify how children's education could suffer? | :05:03. | :05:04. | |
I think that my school is probably going to have to make savings | :05:05. | :05:08. | |
And a further ?200,000 the year after that. | :05:09. | :05:11. | |
But that could mean cuts in subjects, it could mean | :05:12. | :05:17. | |
that there is cuts in IT, for example. | :05:18. | :05:19. | |
Maybe looking at some buildings that I will try and not | :05:20. | :05:21. | |
And I am trying to protect teaching in front of the children. | :05:22. | :05:25. | |
That is going to be really, really tough. | :05:26. | :05:27. | |
So you can't guarantee that children's education won't suffer? | :05:28. | :05:31. | |
I would love to be able to give that county, | :05:32. | :05:44. | |
but in terms of looking at the funding and thinking, | :05:45. | :05:48. | |
I think there is going to be really tough decisions going forward. | :05:49. | :05:52. | |
