richer, southern areas. The Hull MP Alan Johnson has told | :01:49. | :01:50. | |
Parliament it's not fair, as a quarter of adults | :01:51. | :01:52. | |

needs to do is stop playing games with not funding | :02:19. | :02:22. | |
health and social care. The Government is allowing councils | :02:23. | :02:33. | |
to add an extra 3% charge, or precept, onto council tax bills | :02:34. | :02:35. | |
this year to pay for social care but it's claimed in many areas that | :02:36. | :02:38. | |
simply won't be enough to cover Areas where they have | :02:39. | :02:42. | |
lots of high value housing Those areas usually have less demand | :02:43. | :02:45. | |
on adult social care. Places like Hull which has huge | :02:46. | :02:49. | |
demand, 27% of the population needing some kind of adult social | :02:50. | :02:51. | |
care, because it's got low value It's estimated that increasing | :02:52. | :02:54. | |
council tax to pay for adult social care in Hull will raise an extra | :02:55. | :02:58. | |
?8 per person. But the same increase | :02:59. | :03:01. | |
in neighbouring East Riding brings And in the London borough | :03:02. | :03:03. | |
of Kingston-upon-Thames it raises Picking up his prescription | :03:04. | :03:07. | |

don't they, it's not fair. Today Alan Johnson led a debate | :03:41. | :03:48. | |
in Parliament on social care A letter in the day as senior | :03:49. | :04:00. | |
Government minister agreed to discuss the way social care is | :04:01. | :04:07. | |
handled in the city. I am more than happy to meet the Hull council and | :04:08. | :04:16. | |
just today I have contacted Hull council and offered a meeting. | :04:17. | :04:25. | |
Many councils are hoping the Chancellor will use next month's | :04:26. | :04:28. | |
budget to dig a little deeper and give them more money | :04:29. | :04:30. | |
So what are the chances the Government will offer councils | :04:31. | :04:40. | |
There was a head from Sajid Javid he might be able to do something about | :04:41. | :04:52. | |
social care about this concern from other councils had they will pay for | :04:53. | :04:56. | |
social care because the dues did not have enough social houses to raise | :04:57. | :05:02. | |
the extra Council Tax. It is easy to band around phrases such as postcode | :05:03. | :05:06. | |
lottery and North-South divide but many would argue that it is clear | :05:07. | :05:09. | |
evidence that the wealthier southern areas are doing better than the | :05:10. | :05:15. | |
north. So that is a real concern for the Government and real pressure on | :05:16. | :05:18. | |
the Government to come up with more money, perhaps the next ones budget. | :05:19. | :05:23. | |
I think we shall still be having this debate. This is all to do with | :05:24. | :05:29. | |
the fact the rich as houses raise a greater Council Tax than other | :05:30. | :05:36. | |
houses. If you go somewhere like Kingston upon Thames, a wealthy | :05:37. | :05:41. | |
suburb of London, some houses worth up to ?1 million. Then you go to | :05:42. | :05:47. | |
somewhere Hull like, Lincolnshire, are part of the world, you do not | :05:48. | :05:52. | |
have houses anywhere near that sort of price. They don't attract the | :05:53. | :06:03. | |
same sort of Council Tax revenue. Baroness Roz Altman is joining me | :06:04. | :06:09. | |
from London. Do you think the current system for paying for social | :06:10. | :06:13. | |
care through Council Tax and increasing Council Tax is right? Or | :06:14. | :06:17. | |
do you agree with Alan Johnson is a just and fair? I agree with Alan | :06:18. | :06:22. | |
Johnson it is not just unfair but is not working. The current social care | :06:23. | :06:28. | |
system is broken. We need a whole new approach. To leave the care of | :06:29. | :06:34. | |
vulnerable and increasing numbers of elderly people to cash-strapped | :06:35. | :06:38. | |
councils who don't have enough budget and have come under | :06:39. | :06:43. | |
increasing pressure is just not able to deliver the kind of decent care | :06:44. | :06:47. | |
that our elderly British people deserve. Do you think we as a | :06:48. | :06:52. | |
society need to do more ourselves? Parents and relatives? Rather than | :06:53. | :07:00. | |
relying on it being done for us by the state. In other words a | :07:01. | :07:05. | |
different mindset? That is part of the solution. We need to have | :07:06. | :07:09. | |
individual responsibility but there are so many older people who do not | :07:10. | :07:13. | |
have families nearby or who do not have families at all. And society | :07:14. | :07:20. | |
cannot just leave them without proper and dignified care. And part | :07:21. | :07:27. | |
of the issue here is that we have this disconnect between the National | :07:28. | :07:30. | |
Health Service and social care system. But in fact when you're | :07:31. | :07:36. | |
dealing with vulnerable older people the distinction between somebody who | :07:37. | :07:40. | |
is not well and has helped lead and somebody who is not well and has a | :07:41. | :07:46. | |
care need pretty artificial. -- health need. We need to integrate | :07:47. | :07:50. | |
health and social care in a way that has not been done in our system. A | :07:51. | :07:54. | |
national insurance system of some kind rather than leaving it to | :07:55. | :07:57. | |
individual local councils were obviously if you rely on taxpayers | :07:58. | :08:02. | |
money the pool areas will have less ability to raise the money but in | :08:03. | :08:09. | |
most cases will have more people who need extra help. It's not | :08:10. | :08:18. | |
distributed right. Very interesting suggestions there. Baroness Altman, | :08:19. | :08:19. | |

the social care crisis? Should families take care of older | :08:24. | :08:25. | |
relatives where possible? There is a warning of serious | :08:26. | :08:53. | |

I've heard it could be nothing. For a small shop like this might just | :13:05. | :13:16. | |
come in under the radar. I think is good news. We are one of two empty | :13:17. | :13:20. | |
shops in the Avenue. Hopefully some people might come along and take a | :13:21. | :13:27. | |
chance. So when bills arrive through the letterbox there will be some | :13:28. | :13:29. | |
shocks and surprises. It was the event that put Hull | :13:30. | :13:42. | |
