Good evening and welcome to BBC Look North.

:00:00.:00:00.

Payment problems continue, the company that pays Lincolnshire's

:00:00.:00:10.

schools and council staff is STILL getting it wrong.

:00:11.:00:19.

This month we had an example where one employee was nearly paid ?1.5

:00:20.:00:26.

million. You would expect improvements would be made but the

:00:27.:00:28.

errors are still there. This butler was crushed

:00:29.:00:30.

to death by a faulty lift at a stately home, today,

:00:31.:00:32.

his employer is fined more There's a standing ovation for

:00:33.:00:34.

the world premier of The Hypocrite For people who don't know, it is all

:00:35.:00:52.

about the beginning of the civil war which happened here.

:00:53.:00:53.

First the FA Cup, now the FA Trophy, Lincoln City's remarkable season

:00:54.:00:56.

continues as they edge closer to another final.

:00:57.:00:59.

And why the campaign for a Red Arrows Lego

:01:00.:01:01.

set could be blocked by the toy company's guidelines.

:01:02.:01:10.

And into March the weather is set to remain unsettled. Join me for the

:01:11.:01:14.

weekend forecast. A school in Lincolnshire says

:01:15.:01:22.

a member of staff was almost paid one-point-five million pounds last

:01:23.:01:25.

month, after a mistake by Serco was hired by Lincolnshire

:01:26.:01:27.

County Council nearly two years ago, to look after wages for its schools

:01:28.:01:36.

and support staff. But since then, hundreds

:01:37.:01:40.

of mistakes have been reported, with employees being paid

:01:41.:01:42.

incorrectly and in some Serco says it's getting better,

:01:43.:01:44.

but some schools are now choosing At Monks Abbey Primary School

:01:45.:01:51.

in Lincoln, they expect pupils to make the odd mistake

:01:52.:01:56.

as they learn. But a catalogue of errors

:01:57.:01:58.

by SERCO, the company that handles their payroll,

:01:59.:02:00.

has exhausted the school's patience. I have seen some improvements but

:02:01.:02:12.

the payroll error still exists, it is not an improvement that would

:02:13.:02:16.

allow us to stay with Serco and this month we had an example where one

:02:17.:02:19.

employee was nearly paid ?1.5 million, which fortunately I spotted

:02:20.:02:25.

that when I was working over the half term holiday.

:02:26.:02:26.

In April 2015 Serco began a ?70m contract

:02:27.:02:29.

with Lincolnshire County Council to provide a number of financial

:02:30.:02:31.

Just eight months later, the company apologised

:02:32.:02:35.

following a catalogue of errors with payments.

:02:36.:02:38.

In May 2016, at the end of the first year, the council

:02:39.:02:41.

imposed a one million pound penalty on Serco.

:02:42.:02:44.

Then in November 2016, an independent report found

:02:45.:02:46.

Lincolnshire County Council had rushed into handing over

:02:47.:02:50.

the contract to SERCO who weren't ready to do the job

:02:51.:02:55.

This county council report shows that serco received 221 payroll

:02:56.:02:57.

received in Aug 2016, some of those queries have yet to be

:02:58.:03:07.

resolved and it appears that Serco still hasn't managed

:03:08.:03:11.

to produce its empolyee pay statements for the year 2015/16.

:03:12.:03:25.

Serco are still failing to hit their targets. Although the overall

:03:26.:03:30.

situation has improved the council admits that it is because they have

:03:31.:03:33.

changed the way that success is measured. We do contract bigger than

:03:34.:03:44.

this elsewhere and do them well to the size is not an issue. We are

:03:45.:03:48.

committed to delivering this contract and quality services.

:03:49.:03:53.

Meanwhile the primary school is one of 13 in the county who have decided

:03:54.:03:59.

to end the contract with Serco and unless the problems can be resolved

:04:00.:04:02.

some of the other 186 schools may decide to follow their lead.

:04:03.:04:09.

I have been asking -- I will be asking for new experiences Serco

:04:10.:04:16.

soon. I spoke earlier to Abby Tierney who was a director that

:04:17.:04:20.

circle. -- who is a director at Serco.

:04:21.:04:25.

We have seen significant improvements, the report that has

:04:26.:04:30.

gone to the council has shown that. I was asked about the 221 payroll

:04:31.:04:36.

queries but a lot of those are queries are not terrorists or we are

:04:37.:04:40.

delivering a good service. The council admits this is because of

:04:41.:04:44.

the way you have changed the way that success is measured. What about

:04:45.:04:50.

customer service centre? A court of customers say that waiting times are

:04:51.:04:53.

unacceptable completely unacceptable. We have had the Bacon

:04:54.:04:58.

fermentation of an IT system, over the past few months, which make sure

:04:59.:05:07.

that all that. -- we have had a vague implementation. You're going

:05:08.:05:12.

in the wrong direction, 85% of customers say they were happy with

:05:13.:05:15.

wait times and now we have these figures. It is because of the IT

:05:16.:05:21.

system and we will see those figures again. Schools are opting out of the

:05:22.:05:26.

contract and looking after the one payroll. Are you actually up to the

:05:27.:05:35.

job. For schools absolutely, 13 have chosen to go with the different

:05:36.:05:38.

provider and 12 have decided to rescind the notice and stay with us

:05:39.:05:42.

because they have seen the improvements so we still run the

:05:43.:05:45.

payroll for the majority of schools in Lincolnshire. Today among savvy

:05:46.:05:50.

primary school said that a member of staff was almost paid 1.5 million

:05:51.:05:54.

before the error was spotted by the school. This is basic Janet and John

:05:55.:06:00.

stuff you're not getting right. We would have spotted the error and we

:06:01.:06:03.

have exception reports that would spot anything significantly high.

:06:04.:06:10.

How did it get as far as the school? When you run a complex peal of this

:06:11.:06:14.

size there will always be a small honour of errors but the internal

:06:15.:06:19.

controls in place will spot these things. Are you fit for the

:06:20.:06:24.

contract? Absolutely, we are committed and will be there until at

:06:25.:06:30.

least 2020. When will the problems be sorted? As much as I love having

:06:31.:06:34.

your programme, you coming on it saying sorry is getting a bit much

:06:35.:06:37.

and I'm sure you don't enjoy the experience either. I don't but I am

:06:38.:06:41.

proud, the staff worked incredibly hard over the last 18 months to

:06:42.:06:44.

improve the service, you can see that. We will deliver on the whole

:06:45.:06:49.

of very strong thank you. Are you affected? What do you think

:06:50.:07:00.

of the answer? This is how to get in touch. Maybe you work at the school

:07:01.:07:08.

somewhere else. The details are all there.

:07:09.:07:22.

Not the first time we have talked about Serco, will it be the last one

:07:23.:07:26.

tomorrow The trust which runs Burghley House

:07:27.:07:30.

than a quarter of a million pounds after a butler was crushed

:07:31.:07:34.

Arthur Mellar died in July 2014 from head injuries sustained

:07:35.:07:38.

The Burghley House Preservation Trust had already pleaded guilty

:07:39.:07:41.

of a breach of health and safety before today's sentencing

:07:42.:07:45.

Our reporter Caroline Bilton has more.

:07:46.:07:53.

This is the tragic story of the death of 47 year

:07:54.:07:55.

old Arthur Mellar who worked as a butler in one of

:07:56.:07:58.

the most iconic stately homes in the country,

:07:59.:08:00.

The house had a lift that was used to take guest bags up to the second

:08:01.:08:07.

floor in the private area of the house - but on July 12th 2014

:08:08.:08:11.

one of the bags became jammed and the lift stopped.

:08:12.:08:15.

Arthur who had worked as a butler at the house for 9 years attempted

:08:16.:08:19.

to free the jammed bag but in doing so the lift fell on to him,

:08:20.:08:22.

trapping him between the lift cage and the bannister of the stairwell

:08:23.:08:25.

When paramedics arrived his head had turned blue and there

:08:26.:08:31.

The court heard there were no safety measures in place and the lift

:08:32.:08:37.

hadn't been inspected by a competent lift engineer since it was

:08:38.:08:40.

Today the charity that runs the home was fined ?266,000.

:08:41.:08:46.

and ordered to pay costs of just under ?17,000.

:08:47.:08:54.

in the last hour we have spoken to Mr Mellor's civil partner, and he

:08:55.:09:02.

has told us that he appreciates the fact that the trust have accepted

:09:03.:09:09.

they were at fault. It is good that they have accepted the fault. I

:09:10.:09:17.

really appreciated it. I think there is one out of money that will

:09:18.:09:24.

replace after anyway. It will not bring him back. He was my life. He

:09:25.:09:33.

was my inspiration. It is really difficult. I don't know if things

:09:34.:09:40.

will be the same without him. What does the trust say?

:09:41.:09:46.

The preservation trust have issued a statement saying that health and

:09:47.:09:51.

safety matters have always been paramount, what happened to Arthur

:09:52.:09:56.

was a dreadful and tragic accident and they gone to say we miss him and

:09:57.:10:04.

our thoughts are with his family. The estate has assets of ?62

:10:05.:10:09.

million. Under the sentencing guidelines they could have been

:10:10.:10:12.

fired in excess of over half a million by the judge did take into

:10:13.:10:16.

account the fact that the accepted responsibility and pleaded guilty.

:10:17.:10:21.

Today the judge said I recognise in particular the impact of this

:10:22.:10:27.

incident on Mr Costello and the family, and I would not want anyone

:10:28.:10:31.

to go away from this hearing under the impression that the value of the

:10:32.:10:36.

finest the value that I have imposed on the life of this man, which it is

:10:37.:10:37.

not. The actor Colin McFarlane once all

:10:38.:10:44.

streetlights to be upgraded. Councillors have been turning off

:10:45.:10:55.

thousands of lights to save money and say it is not cost-effective to

:10:56.:11:01.

change every dog. Mr McFarlane disagrees. If I was a counsellor I

:11:02.:11:05.

would say why don't you go to Nottinghamshire where they have the

:11:06.:11:08.

lights on? And the saving money and helping the environment. Go there

:11:09.:11:11.

and have a look at what they're doing. Herefordshire are doing the

:11:12.:11:16.

same thing, your council are doing the same thing so it doesn't have to

:11:17.:11:23.

be this way. The time is 20 to seven.

:11:24.:11:25.

Still ahead tonight: There's a standing ovation for the world

:11:26.:11:28.

premier of The Hypocrite at Hull Truck Theatre.

:11:29.:11:31.

And we find out why the campaign for a Red Arrows Lego set could be

:11:32.:11:34.

Keep the photos coming in, and let's show them on the -- we will show

:11:35.:11:55.

them have with the programme. This is the Humber estuary sent in by

:11:56.:12:02.

Julia Walters. Thank you very much indeed for that. Talking of

:12:03.:12:08.

celebrities one mild celebrity, a popular mild celebrity is

:12:09.:12:12.

celebrating his birthday today. Peter Andre happy birthday. I am

:12:13.:12:18.

I would be depressed if I had a bus pass.

:12:19.:12:28.

I don't have bus pass! He has. It looks like it will remain

:12:29.:12:35.

changeable but we have a warning in place for a fairly widespread ice

:12:36.:12:39.

which will affect untreated surfaces towards the end of the night.

:12:40.:12:44.

Tomorrow is bright in the morning with some sunshine by the end of the

:12:45.:12:47.

afternoon we will see showers heading in from the west. It is

:12:48.:12:52.

hourly tomorrow evening and overnight, cold the has wrapped up

:12:53.:12:57.

with the systems so there will be showers with even longer spells of

:12:58.:13:00.

rain. This features into Wednesday night, maybe Thursday. It could

:13:01.:13:06.

produce snow over the tops of the Cotswolds. It has been chucking it

:13:07.:13:15.

down in Serco -- in Hull in Grimsby. This weather front will move into

:13:16.:13:19.

the North Sea. After an unsettled start we see the share is moving

:13:20.:13:23.

from the west are the course of the night, basically many of us become

:13:24.:13:28.

dry with some decent clear spells, whatever ice on untreated surfaces.

:13:29.:13:33.

Temperatures Rory will be in freezing point. The sun rises at

:13:34.:13:39.

around five to seven, and there we have high water at 727. One to share

:13:40.:13:46.

is possible but otherwise generally fine morning, dry and bright with

:13:47.:13:49.

some sunshine but cloud will increase to the afternoon later run,

:13:50.:13:53.

bringing the showers in from the west. Late afternoon and into

:13:54.:13:59.

tomorrow evening. Top temperatures feeling fairly cold with a brisk

:14:00.:14:04.

west or south west, temperatures are at 7 degrees, that is 45 Fahrenheit.

:14:05.:14:08.

Winds they does not look too bad, possibly some snow on the walls, and

:14:09.:14:12.

Wednesday night. That is the forecast.

:14:13.:14:17.

Don't be depressed! The teachers love you.

:14:18.:14:27.

The line has gone dead again. I'm sure it has.

:14:28.:14:30.

The fastest selling show in the history of Hull Truck Theatre

:14:31.:14:32.

Tickets for The Hypocrite have proved so sought

:14:33.:14:36.

after that the theatre fitted extra seats for the shows.

:14:37.:14:38.

The play's being staged with the Royal Shakespeare Company,

:14:39.:14:43.

which moved its actors, props and technicians lock

:14:44.:14:46.

Our culture correspondent Anne-Marie Tasker has been behind

:14:47.:14:49.

the scenes as they took the comedy from the page to the stage.

:14:50.:14:58.

War is inevitable now. It's a comedy about Hull,

:14:59.:15:00.

by a writer from Hull - so where else to stage

:15:01.:15:03.

Hull Truck and the Royal Shakespeare Company's new play.

:15:04.:15:05.

Since January, the cast of The Hypocrite have been

:15:06.:15:13.

rehearsing in a disused church on the Thornton Estate -

:15:14.:15:15.

including the stars Caroline Quentin and Mark Addy.

:15:16.:15:19.

The play is frantic, funny and there's a lot of us in it.

:15:20.:15:24.

For those of us who come from a time when it's too expensive

:15:25.:15:27.

to have a lot of people on stage and are normally involved

:15:28.:15:30.

in five-handers, it's really exciting to be on stage

:15:31.:15:32.

The play's by Hull-born writer Richard Bean -

:15:33.:15:35.

who's spent more than two years researching Sir John Hotham,

:15:36.:15:39.

who shut Hull's city gates on the King in 1642,

:15:40.:15:43.

and sparked the start of the Civil War.

:15:44.:15:47.

I thought I'd be doing all the politics.

:15:48.:15:49.

When I started reading all of these original papers,

:15:50.:15:52.

it was like reading a Faedo farce, a French farce.

:15:53.:15:54.

That final thing where the governor of the town is running on his own,

:15:55.:15:57.

chased, I'm not going to say Benny Hill.

:15:58.:16:04.

Well I could see that in your eyes, you were thinking that!

:16:05.:16:08.

It took the technical team a whole week to build

:16:09.:16:11.

It's now two days until opening night and the cast are heading

:16:12.:16:15.

through to the stage for technical rehearsals.

:16:16.:16:17.

It's the last chance for them to practice and practice

:16:18.:16:19.

the trickiest parts of the play until they're perfect.

:16:20.:16:21.

As the lead, Mark Addy is in most of this 3 hour show -

:16:22.:16:24.

With Hull being the City of Culture 2017, to be involved

:16:25.:16:29.

as one of the opening shows of that year is terrific.

:16:30.:16:36.

I do sometimes think 'Am I too old for this?' but we're getting

:16:37.:16:39.

there and I think it's a gift of a show.

:16:40.:16:45.

Opening weekend, and the theatre's installed benches,

:16:46.:16:47.

so it can offer more tickets to this sold-out show.

:16:48.:16:51.

Featuring fights and incredible illusions,

:16:52.:16:53.

I'm getting a sense off the audience they own the story.

:16:54.:17:07.

I'm more interested in if they're following

:17:08.:17:08.

Whether they stand at the end is irrelevant to me.

:17:09.:17:12.

Big stars in a big cast, for the biggest theatrical

:17:13.:17:17.

That is fantastic. I real achievement for Hull. You can see

:17:18.:17:32.

more on the journey of the RSC to Hull, it is on tonight's inside out

:17:33.:17:37.

at 7:30pm in three quarters of an time. Don't miss that.

:17:38.:17:40.

Hull shoppers are getting a glimpse tonight of a rather unusual film

:17:41.:17:43.

that's part of City of Culture - and it's being previewed

:17:44.:17:46.

Flood is a described as an epic adventure

:17:47.:17:50.

There'll be much more information about Flood tomorrow when details

:17:51.:17:54.

of the next six months of the city of culture programme is announced.

:17:55.:17:58.

But tonight Katy Austin has gone along to see

:17:59.:18:00.

what the film is all about - Katy what's going on?

:18:01.:18:12.

I hand in fact in the car park of a star on Hassall Road in Hull and

:18:13.:18:20.

something unusual is parked in the car park year, a silver caravan that

:18:21.:18:24.

has been transformed into a cinema and if we go up the steps we can see

:18:25.:18:27.

what it's like inside. There are some red chairs and people have been

:18:28.:18:31.

coming in and putting on those headphones and listening to a

:18:32.:18:34.

five-minute film which is the first part of Flood, multimedia month-long

:18:35.:18:40.

adventure tale and this is what they thought of it.

:18:41.:18:43.

It was interesting, beautifully filmed. And I am now very curious to

:18:44.:18:51.

follow on the story. Now I understand it is in four parts in

:18:52.:18:55.

the next part is in April, we shall go and watch the second part and

:18:56.:19:01.

follow it through the year. The film has been put together about -- by a

:19:02.:19:05.

Yorkshire -based theatre company and I am pleased to say the director

:19:06.:19:09.

joins me now. Tell us about this film you have put together. What can

:19:10.:19:14.

people expect? It is the prologue to the unit of adventure, so it is the

:19:15.:19:19.

story of two fishermen who go out to sea in vain something unexpected at

:19:20.:19:22.

the bottom of the ocean. What is the atmosphere like? It is beguiling,

:19:23.:19:28.

the first part, definitely a mystery at leaves us on a cliffhanger. We

:19:29.:19:34.

did go out an to film the year? We did, the board was called the

:19:35.:19:39.

chieftain and we were sick as dogs. Was worth it? Yes, we were very

:19:40.:19:45.

pleased. Where next? A different supermarket every day this week in

:19:46.:19:50.

Hull. You can see the film online, if you have children I would say it

:19:51.:19:55.

has recommended 12 a guidance see mate want to bear that mind.

:19:56.:20:01.

Tomorrow we find out what is in store for the next six months of the

:20:02.:20:02.

city of culture. BBC Radio 2 was the latest national

:20:03.:20:04.

broadcaster to make Hull their home today reflecting the City of Culture

status The Jeremy Vine show

:20:08.:20:09.

was presented by Paddy O Connell from the Punch Hotel

in the city centre. Plenty of Hull's big names

:20:12.:20:13.

were guests on the show, It was great to see Jean Bishop Bell

:20:14.:20:34.

as well. The whole two hours was all about Hull and you can find on the

:20:35.:20:36.

:20:37.:20:37.

to a day out at Wembley - The National League leaders have

reached the semi-final Our sports reporter

booking their hotels already Peter, every week I seem to be

:20:48.:20:49.

standing here talking about Lincoln City making history

:20:54.:20:56.

to reach the semi-finals of the FA Trophy and the quarter-finals

:20:57.:20:59.

of the FA Cup in the same year. The Imps have been drawn

:21:19.:21:31.

will just focus on ourselves. If we keep winning games and will not

matter about what is behind us, so we will hopefully get back to our

winning ways tomorrow and have a big game on Saturday. We are frustrated

at the moment. We have not picked up the wins we would hope to do. But we

have stayed competitive and we have picked up points along the way.

For me, I had out of the country a lot so I don't get to see a lot of

people because I am in training camp all the time. Trying to be the best

:24:51.:24:56.

Now it is up to Lego bosses to make a decision on the idea. The next

:25:29.:25:33.

I think Lego is such a good thing for adults and children. As long as

:25:34.:25:38.

it is easy and I can do it! My history with Lego is not a good one.

:25:39.:25:43.

It would give the red arrows more publicity and it would be fun. Would

you buy one? I see them every day so I don't think I would. It would make

a good thing for visitors to buy perhaps. Lego have a policy of not
