'a failure of leadership'. In the command centre - | :06:23. | :06:29. | |
inspectors found people reporting incidents of domestic abuse were not | :06:30. | :06:31. | |
always prioritised and opportunities We have put additional resources | :06:32. | :06:45. | |
into people who deal with the additional calls and into protecting | :06:46. | :06:49. | |
vulnerable people teams and we have made a huge investment in training | :06:50. | :06:53. | |
across the organisation and making domestic abuse a number one | :06:54. | :06:54. | |
priority. Since the inspection - | :06:55. | :06:55. | |
experienced staff from a mental health charity have been helping | :06:56. | :06:57. | |
to answer distressed callers. You need somebody who has got the | :06:58. | :07:08. | |
time and training and expertise to listen to you. The emergency | :07:09. | :07:13. | |
services call handlers do not have time, it is a rapid surface -- | :07:14. | :07:14. | |

we are approaching that line. And the police watchdog | :08:10. | :08:10. | |
says many forces are struggling with funding cuts | :08:11. | :08:12. | |
but the policing minster disagrees. This is not about the levels of | :08:13. | :08:21. | |
funding, they are clear about that and it is about making sure police | :08:22. | :08:26. | |
forces to local management plans look at demand locally and moving | :08:27. | :08:28. | |
towards her crime is changing. Lincolnshire's Chief | :08:29. | :08:29. | |
Constable has only been in post for one month - | :08:30. | :08:31. | |
and Humberside's force is currently being led by it's former deputy | :08:32. | :08:33. | |
whilst recruitment takes place - both will now have to show | :08:34. | :08:36. | |
their services are improving. Earlier, I went to speak | :08:37. | :08:46. | |
to the acting Chief Constable of Humberside Police, | :08:47. | :08:48. | |
Garry Forsyth. Have they got this right, do you | :08:49. | :09:02. | |
agree you require improvement? Of course were disappointed but we do | :09:03. | :09:05. | |
not argue with it. There are areas we need to improve on but we are | :09:06. | :09:10. | |
pleased HM I see recognise the good things. Why has the force not | :09:11. | :09:17. | |
improved, the chief constable told me that last year and here we are | :09:18. | :09:22. | |
again. HMRC also improvements have been made and we are rated as good | :09:23. | :09:24. | |

with the assessment, we do except it, I would say we have dealt with | :09:44. | :09:49. | |
the issue. When they identified it we rectify the issue and they came | :09:50. | :09:52. | |
back in and were satisfied we have made improvements. The crime | :09:53. | :09:57. | |
commission says it is a failure of leadership at the highest level, | :09:58. | :10:01. | |
that is not just the departing chief constable but you and others. Of | :10:02. | :10:05. | |
course, absolutely and we are not frightened of accountability and we | :10:06. | :10:11. | |
share collectively. We are committed to making sure we work with the | :10:12. | :10:15. | |
staff we have got who do really tremendous things on a daily basis | :10:16. | :10:19. | |
to ensure we put it right and we all ready have fixed that and it has | :10:20. | :10:23. | |
been acknowledged. Do you have enough money, they say it isn't | :10:24. | :10:28. | |
about money, they say they have protected funding. We have | :10:29. | :10:32. | |
sufficient funds and more resources are being made available. Was the | :10:33. | :10:39. | |
previous chief constable the wrong person for the job? Just Dean was a | :10:40. | :10:44. | |
committed and dedicated public servant. I wish her well in her | :10:45. | :10:50. | |
retirement. Can the new chief constable make you outstanding, can | :10:51. | :10:53. | |
you be in a position I will not be sitting here to ask these questions | :10:54. | :11:00. | |
next year? We have got, it is an honour for me to leave the | :11:01. | :11:04. | |
organisation for however long I do, we have tremendous staff who do | :11:05. | :11:07. | |
extraordinary things on a daily basis. But you do not want to be in | :11:08. | :11:13. | |
