As evidence mounts of a cash crisis in adult social care,

:00:00.:00:00.

councils are turning to taxpayers to plug the gap.

:00:00.:00:09.

3% will be added to most bills, but new figures show a remarkable

:00:10.:00:13.

gap between rich and poor areas in how much it will actually raise

:00:14.:00:17.

The Hull MP, Alan Johnson, who serves an area where a quarter

:00:18.:00:26.

of adults need some care, says it s not fair and today

:00:27.:00:29.

Here's our political editor, Tim Iredale.

:00:30.:00:35.

It's one of the biggest challenges facing the country.

:00:36.:00:38.

How to care for the elderly and vulnerable in areas

:00:39.:00:40.

Today came this warning from a body that represents GPs from East Yorks

:00:41.:00:48.

What the government needs to stop doing is playing games with not

:00:49.:00:55.

The government needs to acknowledge that our population is going to need

:00:56.:00:59.

Unless the government decides to fund this appropriately

:01:00.:01:02.

will have a massive crisis on our hands with health

:01:03.:01:05.

The government is allowing councils to add an extra 3% charge on precept

:01:06.:01:09.

on to council tax bills this year to pay for social care.

:01:10.:01:12.

It's claimed that in many areas that simply won't be enough to cover

:01:13.:01:15.

Areas where they have lots of high value housing

:01:16.:01:24.

Those areas usually have less demand on adult social care.

:01:25.:01:29.

Places like Hull which has huge demand, 27% of the population

:01:30.:01:32.

needing some kind of adult social care, because it's got low value

:01:33.:01:36.

It's estimated that increasing council tax to pay for adult social

:01:37.:01:43.

care in Hull will raise an extra ?8 per person.

:01:44.:01:46.

But the same increase in neighbouring East Riding brings

:01:47.:01:49.

And in the London borough of Kingston-upon-Thames it raises

:01:50.:01:57.

Picking up his prescription in whole is John Lamb whose 85 and has

:01:58.:02:03.

He's happy with the care he receives but is worried about reports that

:02:04.:02:09.

some councils are facing a funding crisis.

:02:10.:02:16.

Paying tax all your life from being 15 years of age up to 65

:02:17.:02:19.

Down south they get the quality, don't they?

:02:20.:02:27.

One campaigner for the elderly says we should all be

:02:28.:02:30.

We need to integrate health and social care in a way that hasn't

:02:31.:02:35.

A national insurance system of some kind rather than leaving it

:02:36.:02:43.

Earlier today, Alan Johnson led a debate in Parliament on social

:02:44.:02:49.

care and later a senior government minister agreed to discuss concerns

:02:50.:02:53.

about the way social care is funded in the city.

:02:54.:02:59.

I am very happy to meet the Hull council.

:03:00.:03:01.

I received a letter and replied within weeks and I'm more

:03:02.:03:06.

than happy to meet and, just today, I have contacted Hull

:03:07.:03:10.

Many councils are hoping the Chancellor will use next month's

:03:11.:03:17.

budget to dig a little deeper and give them more money

:03:18.:03:20.

A toddler is described by police as being in a "very poorly state"

:03:21.:03:30.

in hospital after sustaining serious injuries in a collision

:03:31.:03:32.

The 18-month-old was hit on St Nicholas Drive at around 4:45

:03:33.:03:39.

Police say the child's family are receiving support.

:03:40.:03:46.

The Health Secretary has asked for the overnight closure

:03:47.:03:48.

of Grantham Accident and Emergency to be investigated.

:03:49.:03:51.

The A has had reduced opening hours since last August

:03:52.:03:56.

because of a shortage of doctors, leading to local protests.

:03:57.:03:58.

Jeremy Hunt has stepped in after being contacted

:03:59.:04:01.

People in Hull who've had their wheelie bins stolen,

:04:02.:04:07.

say they're angry at having to pay the council for a replacement.

:04:08.:04:10.

Residents say the cost of around ?30 is unfair when they've been

:04:11.:04:15.

Some who've been affected in the past have started

:04:16.:04:20.

chaining their bins up to stop them being taken.

:04:21.:04:24.

It is the difference between whether you can afford to put gas

:04:25.:04:27.

or electric in or pay half towards your weekly shopping bill.

:04:28.:04:32.

It took them about three weeks before we got another bin.

:04:33.:04:35.

But why should we have to pay when we are paying Council Tax?

:04:36.:04:40.

That should be used to replace anything that is stolen like that?

:04:41.:04:46.

And in a statement, Hull City Council said:

:04:47.:05:02.

It was the event that put Hull on the international map months

:05:03.:05:05.

Thousands of people stripped naked and covered themselves in blue paint

:05:06.:05:10.

The Sea of Hull photo shoot by Spencer Tunick

:05:11.:05:16.

attracted worldwide attention for the city last summer.

:05:17.:05:19.

And today, those volunteers who took part found out when the pictures

:05:20.:05:23.

It was last July when the Sea of Hull took place after photographer

:05:24.:05:36.

Spencer Tunick put out an open call for volunteers to come to Hull -

:05:37.:05:39.

bare all, get painted blue and go out onto the city streets.

:05:40.:05:42.

Among that number were volunteers from 20 countries around the world.

:05:43.:05:51.

And after the event was over, it was heralded as the largest event

:05:52.:05:54.

Today, after a seven-month wait, the news volunteers had waited for.

:05:55.:06:02.

April 22nd will be the day the photos go on display

:06:03.:06:05.

as part of an exhibition at Hull's Ferens Art

:06:06.:06:09.

Together their naked bodies created the sea of Hull -

:06:10.:06:16.

and with the help of an American photographer they grabbed

:06:17.:06:19.

It is Midsummer in the English seaside city of Hull with a

:06:20.:06:24.

temperature rarely climbs over 17 degrees.

:06:25.:06:28.

TV stations in Australia, New Zealand and America were talking

:06:29.:06:31.

about 'Hull' many months before it was the City of Culture.

:06:32.:06:36.

Today it was less of a sea and more of a splash,

:06:37.:06:39.

as some of the thousands who took part last summer painted

:06:40.:06:42.

The community spirit is fabulous and I'm proud to be part of it.

:06:43.:06:49.

The images in which they star will go on display in

:06:50.:07:04.

the Ferens Art Gallery in April - as part of an exhibition that

:07:05.:07:07.

examines how the naked form continues to inspire artists.

:07:08.:07:12.

Four paintings by one of Britain's most highly regarded artists

:07:13.:07:15.

Lucian Freud will be shown including this one called 'Two Men'.

:07:16.:07:19.

Sculptures by Ron Mueck including the 'Spooning Couple' will be loaned

:07:20.:07:23.

to the Ferens and a painting considered Edouard Manet's

:07:24.:07:26.

masterpiece ,which shocked 19th century audiences,

:07:27.:07:29.

This is a really big Steinman exhibition and we hope will attract

:07:30.:07:42.

not just local audiences that audiences from further afield.

:07:43.:07:48.

I think we were hoping to receive about half a million over the course

:07:49.:07:52.

of the year but if things continue to go as they are now we could

:07:53.:07:55.

It's been seven months since thousands of people laid bare

:07:56.:07:59.

in the streets of Hull - now they'll only have to wait a few

:08:00.:08:06.

the gallery says it's already had an president did interest since it

:08:07.:08:15.

opened last month. It is hoped the images and the Skin exhibition will

:08:16.:08:19.

continue to draw thousands more. The singer Calum Scott has

:08:20.:08:22.

missed out on a Brit award The 28-year-old from Hull was

:08:23.:08:25.

nominated for Best British Single for his version of the song

:08:26.:08:28.

Dancing On My Own, Good evening. It will be a stormy 24

:08:29.:08:50.

hours. Let's look at the amber warning area. We are looking

:08:51.:08:55.

especially at southern parts of Lincolnshire. Possibly higher gusts

:08:56.:09:05.

than shown. Windy to the north but not the stormy conditions in the far

:09:06.:09:14.

south. Storm Doris will have its strongest winds into the afternoon.

:09:15.:09:20.

Persistent rain will clear later. Not much wind at first but it will

:09:21.:09:22.

pick-up. Tomorrow, very unsettled with

:09:23.:09:31.

showers or even some longer outbreaks of rain. Potentially a

:09:32.:09:36.

south-westerly gale in the morning. When it since -- tilts around in the

:09:37.:09:42.

early afternoon that is the time when the strongest gusts will

:09:43.:09:48.

arrive. The potential then for some disruption. Temperatures are largely

:09:49.:09:56.

academic in the strong wind. Friday will be mostly dry with some

:09:57.:09:59.

sunshine and patchy rain at the weekend but a good deal of fine

:10:00.:10:00.

weather nonetheless. And your local radio station will

:10:01.:10:10.

have more on the weather situation in the morning and the travel as

:10:11.:10:14.

well. I am back tomorrow so join me then if you can. Good night.

:10:15.:10:19.

some sunshine around and light winds. For more on Doris and its

:10:20.:10:23.

impact, here is the national weather.

:10:24.:10:27.

Good evening, a rough patch weather on the way. Time to fasten your seat

:10:28.:10:37.

belt. A high wind warning from the Met office, an amber one, so pretty

:10:38.:10:38.
