Welcome to Thursday's Look North. Tonight, another scandal at one of

:00:08.:00:15.

our care homes. Inspectors found appalling levels of hygiene. One

:00:15.:00:18.

the residents have been given an overdose and one had not been fed

:00:18.:00:23.

properly. We have given for warning notices and Middleton Lodge are now

:00:23.:00:31.

required to meet several targets very quickly. Guilty of this

:00:31.:00:36.

conduct - the police officer who used his position to have

:00:36.:00:44.

relationships with women. Torrential rain put a stop to one

:00:44.:00:51.

of hour annual shows. And a campaign to honour one of the

:00:51.:00:57.

country's first MPs. And Alan Pardew heads towards the new season

:00:57.:01:07.

of one man down as Jose Enrique it makes his way to Liverpool.

Appalling levels of cleanliness and hygiene. One of residence seriously

underweight and poor administration of medicines. Just some of the

:01:21.:01:30.

findings from the inspector and -- inspection of a care home.

:01:30.:01:38.

Middleton Lodge was given for warnings by the care home quality

:01:38.:01:48.

commission. Behind this door, regulators found

:01:53.:01:59.

a mountain of problems. It is home to people with mental health

:01:59.:02:09.
:02:09.:02:18.

More alarmingly, won a resident was not getting enough to eat and the

:02:18.:02:28.
:02:28.:02:32.

regulators had to call in medical help. No-one knew Pete nutritional

:02:32.:02:36.

intake of people and it was not being monitored properly. In the

:02:36.:02:40.

case of the person who had been lowered body mass index weighting,

:02:40.:02:44.

we sought immediate medical help to make sure they were not at risk of

:02:44.:02:50.

further harm. Since the inspection in June, the home has become

:02:50.:02:55.

compliant with one of the four warning notice. It immediately

after being found guilty of abusing his position to meet women for sex.

Detective Constable Mark Fisher access complete -- police computers

to find details about women he'd targeted. He tried to pay off the

:03:56.:04:00.

drug debt of one of the women he targeted. He will be sentenced

:04:00.:04:05.

tomorrow. Detective Constable Mark Fisher had

:04:05.:04:10.

been in a position of trust and today a jury decided he had abused

:04:10.:04:15.

that trust by using police time and equipment to get in contact with

:04:15.:04:19.

vulnerable women, some of whom he went on to have sexual

:04:19.:04:24.

relationships with. The father of two had been accused of nine

:04:24.:04:28.

charges of misconduct in a public office. The jury of nine men and

:04:28.:04:32.

three women at Carlisle Crown Court found him guilty of five of those

:04:32.:04:38.

charges. They related to Detective Constable Fisher showing an assault

:04:38.:04:44.

victim and a photograph of her alleged attacker, potentially

:04:44.:04:54.
:04:54.:05:02.

He was found not guilty of a 4th charge relating to using the data

:05:02.:05:12.
:05:12.:05:26.

The five women that came forward were extremely brave and I am

right the way through to court. He has definitely gone on to be wrong

:05:36.:05:42.

side. He has lost perspective and has let the organisation down, his

:05:42.:05:48.

colleagues down and the public. After the five guilty verdicts were

:05:48.:05:52.

returned, the judge remanded Detective Constable Fisher in

:05:52.:05:56.

custody. He told the officer there was only one sentence he would be

:05:56.:06:00.

considering an that would be a custodial one. That sentence will

:06:00.:06:10.
:06:10.:06:21.

Torrential rain and flood warnings. Not that whether we want and to

:06:21.:06:27.

date came the first major casualty. In its 150 year history the Slaley

:06:27.:06:31.

Show has only been called off because of war and the full turnout

:06:31.:06:35.

disease, Until now that is. Organisers say the relentless rain

:06:35.:06:45.
:06:45.:06:45.

has put a stop to the show. Our correspondent is at the Showground.

:06:45.:06:50.

When you stand in a wet field in a middle of August for several hours,

:06:50.:06:56.

it prompts several questions. One, is it really augurs and not

:06:56.:07:02.

November? Is this really summer? And just how wet can a Look North

:07:02.:07:08.

reporter get? The organisers of the Slaley Show also asked themselves

:07:08.:07:12.

questions. The marquees are but nobody is coming this year because

:07:12.:07:18.

it is closed. It is augurs and it is an English summer. You might

:07:18.:07:23.

need a reminder of what August should look like. We are shown

:07:23.:07:31.

renewed these pictures of August. Think of it as a handy reference

:07:31.:07:38.

guide. Wonderful, warm and summary. And this year, a complete washout.

:07:38.:07:44.

It is absolutely coming down in buckets. It is 14 Celsius and

:07:44.:07:54.
:07:54.:08:03.

somewhere, probably, is an object we know as the sun. This is Slaley

:08:03.:08:08.

Show's ground. We studied the weather forecasts for this week and

:08:08.:08:12.

were horrified to see that it is going to rain all week. There is an

:08:12.:08:19.

awful lot to do between Tuesday and Saturday, the day of the show. We

:08:20.:08:23.

consider the conditions were too serious to allow people on to the

:08:23.:08:27.

show ground and to be able to hold the show it safely and in good

:08:27.:08:32.

order. The event has been running for over 150 years. They even

:08:32.:08:37.

managed to organise one in the First World War in 1916, but not

:08:37.:08:43.

this time. It is probably more disappointing for the committee who

:08:43.:08:50.

had pulled in nearly 11 months were setting the show on its way, and

:08:50.:08:54.

financially, obviously we have some insurance to cover a work major

:08:54.:09:04.
:09:04.:09:07.

costs, but we will be out of pocket. So, 150 years of the Slaley Show,

:09:07.:09:12.

but not this one. They are confident, weather permitting, they

:09:12.:09:18.

will be back next year. Back to the studio.

:09:18.:09:21.

A man has admitted raping a pensioner 30 years after he was

:09:21.:09:24.

acquitted of the crime. It's thought to be the first time

:09:24.:09:26.

Northumbria Police has secured a conviction using the recent change

:09:26.:09:29.

in the law relating to double jeopardy, where someone can be

:09:29.:09:32.

tried twice for the same offence. John Renner Dillon, who's now 45,

:09:32.:09:37.

stood trial in 1983 for the rape of a 63-year-old woman. He was

:09:37.:09:42.

acquitted and she died in 1992. He was jailed in 2008 for the rape of

:09:42.:09:46.

a 15 year-old girl. Following a positive DNA match, he appeared at

:09:46.:09:50.

Newcastle Crown Court yesterday and admitted the rape of the pensioner.

:09:50.:09:55.

He'll be sentenced in six weeks. Five more men have been arrested,

:09:55.:09:59.

after a police car was set alight in Washington. The window of a

:09:59.:10:02.

police station was also smashed in the attack early on Wednesday

:10:02.:10:05.

morning. Two people were arrested at the time, they are still in

:10:06.:10:09.

custody. Northumbria Police insisted the incident was not

:10:09.:10:11.

linked to this week's riots elsewhere, but they have praised

:10:11.:10:21.
:10:21.:10:27.

people in the area for remaining calm over recent days. The

:10:27.:10:34.

territorial army will soon make up 30 % of soldier numbers. Well TAs

:10:34.:10:41.

from the 4th Battalion and, the Yorkshire government are completing

:10:41.:10:45.

their training before going to Afghanistan.

:10:45.:10:48.

The possibility of active service is now a reality for these

:10:48.:10:51.

volunteer soldiers and the nerves are growing as they reach the end

:10:52.:11:01.
:11:02.:11:02.

of their training. We are on our final exercises. I am looking

:11:02.:11:08.

forward to it. We are training hard and a lot of guys are looking

:11:08.:11:12.

forward to using their skills on the ground. Now their deployment

:11:12.:11:18.

has been confirmed, their training has been stepped up. By the end of

:11:18.:11:21.

October at the soldiers will be doing this for real in Afghanistan.

:11:21.:11:30.

The emphasis now is on helping the Afghan people. We will continue to

:11:30.:11:36.

provide security in those three key areas of Helmand province. We will

:11:36.:11:43.

also be helping the Afghan army take control. So in a recreate it

:11:43.:11:46.

Afghan village they practise securing the area and all the time

:11:47.:11:56.

working alongside the Afghan national army and police. We would

:11:56.:12:00.

get in with the population and try to get them on our side a bit more

:12:00.:12:05.

and then hopefully it sort out the bigger picture. The MoD recently

:12:05.:12:10.

announced a bigger role for the Territorial Army in the wake of

:12:10.:12:15.

cuts to the regular Army. This battalion are already training with

:12:15.:12:20.

regulars and will serve alongside each other in Helmand. Their

:12:20.:12:26.

performance on the grounds and therefore Foreman's -- on the

:12:26.:12:30.

ground and their performance in general has been exceptional.

:12:30.:12:34.

the end of next month they will be heading to the front line in

:12:34.:12:44.
:12:44.:12:49.

Afghanistan. The best of luck to them. You are watching Look North.

:12:49.:12:52.

Coming up - Alan Shearer as you have never and it's seen him before.

:12:52.:12:58.

And somewhere in our region it was the wettest place in England this

:12:58.:13:02.

week. Join me for the forecast later.

:13:02.:13:05.

She was a left wing firebrand they dubbed Red Ellen. Now, more than 60

:13:05.:13:08.

years after her death, there are calls for a proper memorial to

:13:08.:13:12.

Ellen Wilkinson in the town which first elected her. She was one of

:13:12.:13:15.

the trailblazers for women in politics when she became MP for

:13:15.:13:18.

Middlesbrough East in 1924. But some feel the town has forgotten

:13:18.:13:28.
:13:28.:13:31.

her. Daughter of a cotton worker, Ellen

:13:31.:13:41.

Wilkinson died a Cabinet minister. Ellen had been a fighter all her

:13:41.:13:46.

life. A fighter baulk the common people. But Ellen Wilkinson's

:13:46.:13:52.

journey to the stop started here in Middlesbrough. In 1924 the only

:13:52.:13:57.

women who had the vote were those with a property all over the age of

:13:57.:14:06.

30. It was thought that by then they would be more mature. Against

:14:07.:14:14.

that backdrop, Ellen Wilkinson was elected as an MP. She has been

:14:14.:14:19.

overlooked for too long. We need to recognise the importance of Ellen

:14:19.:14:21.

Wilkinson in the history of Middlesbrough, the History of

:14:21.:14:27.

Parliament and the history of the North East. It is a great story.

:14:27.:14:30.

That stories are Ellen Wilkinson become MP for Middlesbrough of

:14:30.:14:36.

seven years. She had been part of the suffragette movement and was a

:14:36.:14:41.

leader of the Jarrow March. She was also an education minister, but

:14:41.:14:48.

many have not heard of her. Wilkinson? Aren't they the company

:14:48.:14:53.

that makes thoughts? I don't know what she has done for the town.

:14:53.:14:56.

Ellen Wilkinson remains a significant figure in British

:14:57.:15:00.

political history, even if Middlesbrough it seems to have

:15:00.:15:08.

forgotten. Farewell, Ellen. Great creative soul. We will carry on

:15:08.:15:18.
:15:18.:15:18.

your work. An amazing woman. Vandals are often to blame, but it

:15:18.:15:22.

was rats chewing through cables at the side of the East Coast main

:15:22.:15:24.

line that caused chaos for railway commuters this morning. Some

:15:24.:15:27.

services were cancelled and many other trains were delayed while

:15:27.:15:30.

repairs were carried out to signals at Morpeth. The timetable is back

:15:30.:15:32.

to normal now. Borrowers have stacked up hundreds

:15:32.:15:35.

of thousands of pounds in unpaid library fines across the North East

:15:35.:15:38.

and North Yorkshire. Using the Freedom of Information Act, the BBC

:15:38.:15:43.

has discovered nearly 400,000 is owed to libraries in the region.

:15:43.:15:52.

180,000 of that was in North Yorkshire. The largest amount owed

:15:52.:15:55.

by an individual was in Gateshead where one borrower owes more than

:15:55.:16:05.
:16:05.:16:05.

500 in fines. John Grundy has been to Nenthead Mines Heritage Centre,

:16:05.:16:15.
:16:15.:16:15.

up on the border of Cumbria and Durham.

:16:15.:16:22.

For nearly half of my life, probably more, fast part of the

:16:22.:16:32.
:16:32.:16:35.

North have been covered by it signs of mining. Huge areas that had

:16:35.:16:41.

industrial minds of every type. But where are they now? They barely

:16:41.:16:46.

exist. It seems that the moment the mines were no longer needed, we

:16:46.:16:55.

felt the need to obliterate them. We did not need to do that with

:16:55.:17:05.
:17:05.:17:12.

other redundant buildings of. -- buildings. However, here there are

:17:12.:17:19.

some of the old mines and I love the landscape. If I was one of the

:17:19.:17:24.

famous five I would explore down there and have spiffing adventures.

:17:24.:17:29.

I love the whole landscape. There is something desolate and

:17:29.:17:35.

magnificent about it. It is like something from the American Wild

:17:35.:17:41.

West during the Californian gold rush. All of that Stone came out of

:17:41.:17:51.
:17:51.:17:53.

here, which is where I am going now. Wish me luck as You Wave Me Goodbye.

:17:53.:18:02.

I am down here to meet and experts on the local mines. It is a bit

:18:02.:18:11.

scary down here. It needn't be. That is fantastic. These tunnels go

:18:12.:18:17.

several miles into the hillside. They say there are over 100 miles

:18:17.:18:23.

of tunnels in the valley here. This level was dog over 200 years ago.

:18:23.:18:29.

There has probably been at mining here from Roman times. Watch your

:18:29.:18:34.

head here, John. They were following the these cracks in the

:18:34.:18:38.

rock and as they were going higher, they had to build platforms so they

:18:38.:18:48.
:18:48.:18:53.

could reach higher. And what they were looking for was this - led off.

:18:53.:18:59.

One thing I have not said about the lead at all mining industry in is

:18:59.:19:09.
:19:09.:19:10.

how beautiful it is. The surrounding fields are a riot of

:19:10.:19:16.

colour. I have one more thing to show you. One more piece that

:19:16.:19:20.

evidence. At the bottom of here there is a ton of five miles long

:19:20.:19:30.
:19:30.:19:33.

and the shaft is 328 ft deep. If you want to hear how deep that is.

:19:33.:19:43.
:19:43.:19:49.

-- that is, listen while I'd drop a virtual stone down it.

:19:49.:19:52.

And now for the sport. Another of Newcastle United's big

:19:53.:19:55.

name players is tonight on the verge of leaving the club. Spanish

:19:56.:19:58.

left-back Jose Enrique has spent the afternoon on Merseyside trying

:19:58.:20:01.

to finalise a move to Liverpool, which has been talked about all

:20:01.:20:04.

summer. But the Magpies are confident of drafting in a

:20:04.:20:06.

replacement sooner rather than later, as Mark Tulip explains.

:20:06.:20:10.

He was one of the few good things to come out of Sam Allardyce's

:20:10.:20:13.

short-lived reign as Newcastle manager. Overcoming a shaky start

:20:13.:20:17.

to become one of the first names on the team sheet in his 4 seasons on

:20:17.:20:20.

Tyneside. But after Jose Enrique rejected the offer of a new

:20:20.:20:23.

contract at St James's - it was fairly obvious that his time in the

:20:23.:20:27.

North East had come to an end. This morning as his former team mates

:20:27.:20:30.

took the training ground - the Spanish defender was already on his

:20:30.:20:40.

way to Liverpool to undergo a medical. Last year he made it clear

:20:40.:20:46.

he had no motivation to re-signed. We could not afford not to take the

:20:46.:20:50.

best price we could get and that is what has happened. Now we need to

:20:50.:20:56.

find a replacement, which is ongoing. United should get back

:20:56.:20:59.

more or less what they paid for the 25-year-old around 6 million and

:21:00.:21:03.

Alan Pardew says he will have the funds from the transfer to re-

:21:03.:21:06.

invest. The Newcastle manager hopes to bring in two or three players

:21:06.:21:08.

before the end of the transfer window. The exact number will

:21:09.:21:15.

depend on Joey Barton, who's future at the club remains unresolved.

:21:15.:21:20.

have no problem with each other and we will see what happens. I am

:21:21.:21:25.

optimistic he can still feature on Saturday and at Sunderland. If he

:21:25.:21:35.

doesn't, we will have to fight a replacement that is just as good.

:21:35.:21:37.

Meanwhile, Newcastle have announced that fans who attended the

:21:37.:21:40.

abandoned friendly against Fiorentina can claim a ticket for a

:21:40.:21:43.

selected Premier League game. The match was called off after an hour

:21:43.:21:45.

due to a heavily waterlogged pitch with the score goalless.

:21:45.:21:48.

Well, over on Wearside Sunderland's players are preparing to line up

:21:48.:21:52.

against their former team-mate Jordan Henderson. The sale of the

:21:52.:21:55.

21-year-old to Liverpool has financed a major overhaul of the

:21:55.:21:58.

Black Cat's squad, with manager Steve Bruce brining in ten new

:21:58.:22:07.

faces to the squad, in what's been a busy summer. We hope we can get

:22:07.:22:12.

all the boys hitting the ground running and can we improve on last

:22:12.:22:17.

year? It will be difficult. If we stay up this year, it will be the

:22:17.:22:26.

first time the club has gone six years in the Premier League.

:22:26.:22:29.

Meanwhile Newcastle full back James Tavernier has joined Carlisle on a

:22:29.:22:31.

month's loan. The 19-year-old will go straight into Gregg Abbott's

:22:31.:22:34.

squad for their trip to Bury at the weekend. Tavernier spent last

:22:34.:22:37.

season on loan at Gateshead, who get their Blue Square Premier

:22:37.:22:43.

League campaign underway at Kidderminster on Saturday.

:22:43.:22:45.

Finally, sporting victims of the weather today have included the

:22:45.:22:48.

county cricket at Chester-le-Street where no play was possible between

:22:48.:22:51.

Durham and Hampshire on Day Two. Meanwhile tonight's Redcar Bears

:22:51.:23:00.

speedway meeting was postponed earlier.

:23:00.:23:03.

We're going to stay with the football theme now and a Geordie

:23:03.:23:06.

hero. As journalists, we know there's an art to making fresh news

:23:06.:23:11.

headlines, but how about making fresh art from old headlines? Well

:23:11.:23:14.

Tony Montague of Whitley Bay has done that by recycling his

:23:14.:23:17.

newspapers into a picture of Alan Shearer and prints will be sold at

:23:17.:23:27.
:23:27.:23:31.

a charity auction tomorrow. It started off as a photograph from

:23:31.:23:37.

the Evening Chronicle. I like the man and I like the poets where he

:23:37.:23:45.

has obviously just scored a goal. He is no stranger to headlines.

:23:46.:23:50.

:24:38.:24:45.

fantastic. Or you going tomorrow? am not. I want to keep out of the

:24:45.:24:52.

limelight. Tony is already planning his next project. That looked

:24:52.:24:59.

fantastic, unlike the weather map. It has not stopped raining in many

:24:59.:25:04.

places, but I had been digging deep for some good news for you. More of

:25:04.:25:10.

that in a second, but one of our towns has the dubious accolade of

:25:10.:25:18.

being the wettest place in Britain. 115 mm since the start of August,

:25:18.:25:24.

which is more than we would expect through the entire month. Very wet

:25:24.:25:31.

there. When I last look -- looked, it was still raining in

:25:31.:25:35.

Northumberland. There is a ray of hope. There will

:25:35.:25:45.
:25:45.:25:49.

be a stark blue -- slight blue of hope over the weekend. Tomorrow,

:25:49.:25:52.

mainly clear in the east, but tomorrow night the next band of

:25:52.:25:59.

rain comes through. Saturday, showers left over. Sunday, a little

:25:59.:26:07.

bit of brightness over central part of the region. This evening, the

:26:07.:26:15.

rain continues. It is working its way southwards. Many places well

:26:15.:26:20.

have a dry end to the night. It will be mild and humid with

:26:21.:26:28.

temperatures ranging between 12 and 15 Celsius. Friday morning, many

:26:28.:26:32.

places will be tried to start with, but do not be fooled. We will have

:26:32.:26:37.

some sunshine and dry weather, but later in the day that next batch of

:26:37.:26:46.

rain will come in with a vengeance. So it will be another day of

:26:46.:26:51.

reduced temperatures that this time of year. It will be 15 degrees in

:26:51.:27:01.
:27:01.:27:04.

Newcastle and elsewhere the maximum will be 18. For the weekends, rain

:27:04.:27:14.
:27:14.:27:20.
