immigrant. Norma moved to Britain from South Africa when she was just | :01:01. | :01:04. | |
10 years old. She went to school here, got married here, and even | :01:04. | :01:08. | |
ran her own business here. But now she fears she will be forced to | :01:08. | :01:11. | |
leave the country. Norma says she is shocked and disgusted, as Stuart | :01:11. | :01:20. | |
Whincup now reports. Norma moved with her father to South Africa -- | :01:20. | :01:23. | |
from South Africa to Britain when she was 10 and has lived here for | :01:24. | :01:27. | |
nearly 50 years. She was recently preparing to take a first family | :01:27. | :01:33. | |
holiday abroad and applied for a passport. It was then she says she | :01:34. | :01:37. | |
was told she was an illegal immigrant. I was so offended | :01:37. | :01:39. | |
because I have worked in this country, got married in this | :01:40. | :01:44. | |
country, been educated here, had my own business and mortgages. I | :01:45. | :01:49. | |
brought my children up in this country. To be told that I cannot | :01:50. | :01:54. | |
have a passport, you know, it is absolutely ludicrous. Norma | :01:54. | :01:57. | |
believes an error by her father decades ago means she was never | :01:57. | :02:00. | |
properly registered as a UK citizen. Now she says she has to provide a | :02:00. | :02:03. | |
mountain of paperwork and documentation to prove her right to | :02:03. | :02:12. | |
stay in the country. You need utility bills ranging back from | :02:12. | :02:17. | |
when I started to work. I do not keep mind longer than two years. | :02:17. | :02:21. | |
Proof that I have worked in this country, prove that I have been | :02:21. | :02:24. | |
with the doctor all my life. I should not have to prove that. I | :02:24. | :02:29. | |
have got my school reports - that is about it. I've got a driving | :02:29. | :02:34. | |
licence. What do they want? Norma believes she could be forced to | :02:34. | :02:37. | |
leave the country. But this evening the Home Office told BBC Look North | :02:37. | :02:40. | |
that would not happen. It said the grandmother would automatically be | :02:40. | :02:43. | |
granted leave to stay she could prove she's been in the country | :02:43. | :02:53. | |

Tyneside needs 36,000 new homes. That's the conclusion of a massive | :02:56. | :02:59. | |
blueprint published today. It says the homes should be built across | :02:59. | :03:02. | |
Gateshead and Newcastle over the next 20 years. But the plans will | :03:02. | :03:06. | |
be controversial. Around a third of the new houses will have to be | :03:06. | :03:08. | |
built on undeveloped green belt land. And thousands will have to | :03:08. | :03:11. | |
going to existing villages. Our political editor, Richard Moss, is | :03:11. | :03:21. | |

We are just a few miles west of Newcastle. What you can see behind | :03:26. | :03:31. | |

sprawl. There could be houses here in their thousands, and also | :03:38. | :03:48. | |

schools, shops and roads. It is not the only community to be affected. | :03:49. | :03:59. | |

green belt development. Added element of 4,000 homes will be | :04:07. | :04:14. | |
built here. The villages would have to expand by 4,500 homes on the | :04:14. | :04:19. | |
edges of Newcastle and Gateshead. Contentious, perhaps, but the | :04:19. | :04:24. | |
council says it is absolutely essential to meet growing demand. | :04:24. | :04:29. | |
Existing sites are not enough, brownfield land are not in -- is | :04:29. | :04:39. | |

not enough. We also want to provide quality and choice. Green belts or | :04:40. | :04:48. | |
four different opportunities. -- offer. | :04:48. | :04:52. | |
There are already some people saying the council needs to look at | :04:52. | :04:57. | |
alternatives to digging up green field sites like this one. | :04:57. | :05:01. | |
alternatives have got to be found inside the city, bringing empty | :05:01. | :05:08. | |
homes back into use, building houses, not more retail | :05:08. | :05:10. | |
developments or commercial developments, perhaps reclaiming | :05:10. | :05:14. | |
some of the terraces that a been lost to student accommodation, | :05:14. | :05:18. | |
moving students into halls of residence, back came the strategy | :05:18. | :05:25. | |
rather than gobbling up green belt. It is a process that feeds itself. | :05:25. | :05:29. | |
In a year or two, we will be back wanting more bites of the green | :05:29. | :05:34. | |
belt. You continue to have more urban sprawl, and the loss of | :05:34. | :05:38. | |
farmland. Harvey's plans set in stone or do | :05:38. | :05:45. | |
the communities get a say? People will get a chance to have a | :05:45. | :05:53. | |
say. There will be a six-week public consultation. The council | :05:53. | :05:58. | |
says the population will expand to 500,000 by 2030 and they need these | :05:58. | :06:02. | |
new ones. They say it will be local people who will benefit. A lot of | :06:02. | :06:08. | |
these homes will be affordable, will be providing the future for | :06:08. | :06:13. | |
families who cannot get decent housing at the moment. These are | :06:13. | :06:17. | |
real people and real lives that are at stake. We're going to take the | :06:17. | :06:22. | |
right decisions and we are also going to listen to people to make | :06:22. | :06:25. | |
sure we are taking these decisions with people, not against them. | :06:25. | :06:31. | |
Inevitably, there will be people who see development like this as | :06:31. | :06:41. | |

criminal waste, as far as we're concerned. We want to see these | :10:41. | :10:45. | |
buildings put to use so that some of the money can be recouped. | :10:45. | :10:48. | |
building that will not be idle is the new centre in Cheshire. | :10:48. | :10:51. | |
Cumbria's fire control centre is still planned to move here. Others, | :10:51. | :10:53. | |
like the one in County Durham, are costing taxpayers thousands every | :10:53. | :11:03. | |

month they stand empty. Campaigners say it could save lives, | :11:04. | :11:07. | |
but tonight the Deputy Prime Minister Nick Clegg refused to | :11:07. | :11:10. | |
commit to an alcohol pricing zone for the north-east. Newcastle Lib | :11:10. | :11:12. | |
