It was a deal that promised to bring thousands of jobs to the | :00:59. | :01:03. | |
North. But nine months after it was announced, there's still no word on | :01:03. | :01:06. | |
when work on a new railway carriage factory in Country Durham will | :01:06. | :01:09. | |
start. Hitachi, the company behind the plant, wanted to sign an | :01:09. | :01:12. | |
agreement with the Government by the end of the year. But it hasn't | :01:12. | :01:16. | |
happened. And it now looks like it'll be 2015 before production | :01:16. | :01:19. | |
does finally begin. The factory at Newton Aycliffe would create 500 | :01:19. | :01:26. | |
jobs, plus many more in the supply chain. | :01:26. | :01:30. | |
In May, the popularity of the rail project was apparent. 600 companies | :01:30. | :01:32. | |
signed up to hear the opportunities that Hitachi's carriage-making | :01:32. | :01:39. | |
plant can bring. Not everyone was impressed though. Jo Biker has her | :01:40. | :01:42. | |
own events management company in North Yorkshire. She regularly | :01:42. | :01:44. | |
works for blue chip businesses and registered her interest with | :01:44. | :01:54. | |
Hitachi. I felt towards the end when they were finishing off the | :01:54. | :01:58. | |
registration process, it was for the construction and engineering | :01:58. | :02:05. | |
industries. Their fall for the likes of my services, it was pretty | :02:05. | :02:09. | |
much know go. I felt I wasn't able to get through the doors and | :02:09. | :02:14. | |
therefore I backed off a little bit. It is a great pity and I hoped I | :02:14. | :02:18. | |
would hear back from them, as they did promised they would contact me. | :02:19. | :02:22. | |
Other potential suppliers have also yet to hear anything. And they're | :02:22. | :02:25. | |
going to be waiting longer than anticipated. The deal to supply | :02:25. | :02:28. | |
1,400 new carriages has to be signed with the Government. The aim | :02:28. | :02:32. | |
was for the end of the year. But that's not going to happen. It | :02:32. | :02:37. | |
could be signed by the end of March next year. But then a 90-day | :02:37. | :02:40. | |
judicial review period would kick in, delaying it further. 2015 is | :02:40. | :02:43. | |
the mooted date for the first carriages to come out of the new | :02:43. | :02:49. | |
factory - 11 years after the project was first proposed. Hitachi | :02:49. | :02:52. | |
has been to its main Japanese, European and UK banks to ask for | :02:52. | :02:56. | |
cash to fund the scheme. But it's still in talks with other lenders | :02:56. | :03:00. | |
for so-called secondary funding. And there have also been planning | :03:00. | :03:03. | |
delays for three rail depots around the country that would link in with | :03:03. | :03:09. | |
the development here at Newton Aycliffe. Hitachi though says the | :03:09. | :03:13. | |
scheme is not in any doubt. And its benefits are still eagerly awaited | :03:13. | :03:23. | |

in the region. It definitely is worth waiting for. It has the | :03:23. | :03:29. | |
potential of delivering not just direct jobs, but supply-chain jobs. | :03:29. | :03:32. | |
Right throughout the region, can get involved in this. | :03:32. | :03:35. | |
Potential suppliers though would like the work now. As would 500 | :03:35. | :03:38. | |
other people waiting for the new jobs that Hitachi said it will | :03:38. | :03:44. | |
create in Newton Aycliffe. Well, meanwhile up to 500 jobs | :03:44. | :03:46. | |
could be created on Teesside's Wynyard Business Park with the | :03:46. | :03:49. | |
building of a huge warehouse. It will be used for distributing | :03:49. | :03:53. | |
supermarket chain ASDA's clothing range. The warehouse, on the former | :03:53. | :03:59. | |
Samsung electronics site will come on stream in September next year. | :03:59. | :04:02. | |
Cumbria's top policeman has been looking back on the terrible | :04:02. | :04:05. | |

he heard an officer had died during the floods of 2009. And he says he | :04:17. | :04:20. | |
was completely devastated by the murderous rampage of west Cumbrian | :04:20. | :04:30. | |

be moved when you saw the impact it had on real people across the | :04:40. | :04:45. | |
county. And we, like everyone else were very much part of that all the | :04:45. | :04:48. | |
way through. There have been dark days in the | :04:48. | :04:51. | |
five years Craig Mackey has been Cumbria's Chief Constable. It was a | :04:51. | :04:54. | |
cold November morning when the news of police constable, Bill Barker's, | :04:54. | :04:56. | |
disappearance was announced. Colleagues and friends feared and | :04:56. | :05:03. | |
then were faced with the worst. How did he feel when you heard a police | :05:03. | :05:09. | |
officer has been swept into the river that night? Very empty. It is | :05:09. | :05:12. | |
the called nobody wants, we had lost an officer. The floods of 2009 | :05:13. | :05:14. | |
tested Cumbria police under Mackey's leadership. A genuine | :05:15. | :05:16. | |
civil emergency, with thousands flooded out, communications broken | :05:17. | :05:24. | |
and destruction across west Cumbria. But worse was to come. In the | :05:24. | :05:27. | |
summer of 2010, a previously unremarkable taxi driver went on | :05:27. | :05:29. | |
the rampage, shooting 12 people dead before turning the gun on | :05:29. | :05:34. | |
himself. Derrick Bird threw a massive media | :05:34. | :05:37. | |
spotlight on west Cumbria and the way the county's emergency services | :05:37. | :05:47. | |

were able to respond. Every conceivable human emotion is going | :05:47. | :05:53. | |
through your head when you are in the eye of the storm. On a very | :05:53. | :05:57. | |

going to have on the county. And on individuals involved. Each and | :06:03. | :06:08. | |
every one of those things people reports are statistics and we | :06:08. | :06:15. | |

in the Metropolitan Police. A tough task, but one he's willing to take. | :06:21. | :06:24. | |

A woman's died after a crash in the early hours of this morning in | :06:50. | :06:54. | |
Gateshead. It happened on Fellside Road in Whickham. A car and a van | :06:54. | :06:57. | |

to hospital but later died. The 49- year-old van driver suffered minor | :07:00. | :07:04. | |
