the winter Olympics. And we've been to meet a young motor racing star | :00:52. | :00:55. | |
who's polished up his act to pick up yet another title on the track. | :00:56. | :01:00. | |
It was the nightmare scenario and now it's happened. That's how | :01:01. | :01:06. | |
workers and unions responded to the news that 1500 staff could lose | :01:07. | :01:11. | |
their jobs at Middlesbrough Council. The cuts could be made over the next | :01:12. | :01:15. | |
three years, as the council needs to save ?67 million. The shortfall | :01:16. | :01:19. | |
comes after a reduction in government grants and the rising | :01:20. | :01:24. | |
costs of adult and children's care. This evening councillors are being | :01:25. | :01:27. | |
told of the financial situation in Middlesbrough, from where our | :01:28. | :01:29. | |
reporter Stuart Whincup joins us now. | :01:30. | :01:41. | |
They may save the pain of these cuts would be felt by every single person | :01:42. | :01:52. | |
in the town. People were lining up to say if these cuts were met they | :01:53. | :02:00. | |
could not operate. He has worked for the Council for 20 years, a bus | :02:01. | :02:04. | |
driver for the elderly and has had his hours cut. He is worried he will | :02:05. | :02:12. | |
now lose his job. The worst part is the worry, whether you will pay the | :02:13. | :02:15. | |
mortgage and will this happen again? One of the selection criteria | :02:16. | :02:24. | |
they use a sickness. Already they have seen the closure of sports | :02:25. | :02:29. | |
stadiums and community centres and libraries but these cuts go deeper | :02:30. | :02:33. | |
with 67 million pounds needed over the next three years and up to 1500 | :02:34. | :02:44. | |
jobs could be lost. This town would disintegrate rapidly. It is | :02:45. | :02:53. | |
practically half the workforce. It is all going to stop. The council | :02:54. | :03:03. | |
will fold. The cuts have been described by the Middlesbrough mayor | :03:04. | :03:07. | |
as savage but they could even face bankruptcy. Coalition politicians | :03:08. | :03:14. | |
say that is not true and many other local authorities have made big | :03:15. | :03:18. | |
savings without greatly affecting front line services. The protest | :03:19. | :03:26. | |
signed petitions will now gathered as the public tried to protect vital | :03:27. | :03:33. | |
services and protect jobs. We have already seen people losing their | :03:34. | :03:40. | |
jobs and compulsory redundancies. If that size of job loss happened it | :03:41. | :03:43. | |
would be the end of Middlesbrough Council. He is worried about the | :03:44. | :03:49. | |
future but knows it will be months before he finds out whether he will | :03:50. | :03:55. | |
be keeping his job. This even in Kennesaw is meeting to discuss the | :03:56. | :03:58. | |
situation and if you minutes ago we spoke to the mayor and asked him | :03:59. | :04:06. | |
about how he felt hundreds of workers would be feeling. The | :04:07. | :04:12. | |
culture of the coalition have imposed these cuts on as and we have | :04:13. | :04:22. | |
to do that year`on`year. Hopefully we can mitigate the situation so we | :04:23. | :04:27. | |
do not lose 1500 people, but it could still be a very big figure. It | :04:28. | :04:33. | |
is important to point out although this is worrying news at this point | :04:34. | :04:37. | |
it is just numbers and we will have to wait until next month to see what | :04:38. | :04:41. | |
is earmarked to go. Well, while the focus has been on | :04:42. | :04:44. | |
Middlesbrough today, other councils are also facing squeezed budgets. | :04:45. | :04:47. | |
Durham needs to save ?20 million, Gateshead 45 million, and Cumbria 80 | :04:48. | :04:53. | |
million. Now to try to put all these numbers in a bit of context, I'm | :04:54. | :04:56. | |
joined by our Political Correspondent Mark Denten. Mark, | :04:57. | :04:59. | |
more cuts to our councils ` but they've had big savings already. I | :05:00. | :05:03. | |
suppose the question is when will all these cuts end? It feels a bit | :05:04. | :05:07. | |
like Groundhog day. The consultation, the meetings, no doubt | :05:08. | :05:12. | |
the protests. Now I hate to be the bearer of bad news but some council | :05:13. | :05:16. | |
experts I've spoken to today say we could be looking at council cuts at | :05:17. | :05:19. | |
least until 2018, possibly until 2020. In other words, even in the | :05:20. | :05:25. | |
best scenario we're not even half way though this. And to put that all | :05:26. | :05:31. | |
into a bit of context, since 2010 North East Councils have seen cuts | :05:32. | :05:35. | |
of nearly ?352 million. The Office For National Statistics says that | :05:36. | :05:38. | |
over 15,000 council jobs have been lost in the region in the last three | :05:39. | :05:45. | |
years. So are our councils getting a worse deal than other parts of the | :05:46. | :05:49. | |
country? Of course it depends on who you ask. Certainly the Association | :05:50. | :05:51. | |
Of North East Councils say councils spending power has been cut more | :05:52. | :05:55. | |
heavily in the North East than other parts of Britain. Indeed, Newcastle | :05:56. | :05:58. | |
Council has just produced what they call a heat map to show in more | :05:59. | :06:02. | |
detail where the funding settlements for local councils will hit hardest | :06:03. | :06:05. | |
over the next couple of years. Basically, the deeper red the | :06:06. | :06:08. | |
colour, the bigger the cuts. So in Middlesbrough which we've reported | :06:09. | :06:11. | |
on tonight, they say there will be council cuts equivalent to over ?350 | :06:12. | :06:14. | |
per household. It's a similar story in Newcastle. Now although some | :06:15. | :06:18. | |
parts of our region appear to be hit less hard, in South Lakeland the | :06:19. | :06:22. | |
report says cuts over the next two years are between 150 and 200 per | :06:23. | :06:26. | |
household. But according to the Newcastle data, no council in our | :06:27. | :06:29. | |
region does as well as some down South. For example, Chichester sees | :06:30. | :06:33. | |
a council funding cut of only up to ?150 per household over the next two | :06:34. | :06:37. | |
years. So what does the Government say? They insist funding is | :06:38. | :06:39. | |
distributed fairly overall. Government spending figures show | :06:40. | :06:42. | |
that we in the North East get more per head spent on us than any other | :06:43. | :06:46. | |
English region outside London. The North East gets ?9,389 public | :06:47. | :06:51. | |
spending per head. In the south east that figure is ?7,565. A Communities | :06:52. | :06:57. | |
and Local Government Department spokesman said Newcastle at the | :06:58. | :07:00. | |
moment has ?2,515 spending power per household compared to ?1,815 in | :07:01. | :07:03. | |
Wokingham. But one North East council spokesman was giving that | :07:04. | :07:11. | |
short shrift tonight. He said you might as well compare Newcastle to | :07:12. | :07:19. | |
Mars than Wokingham. You will be busy! Thank you. | :07:20. | :07:29. | |
It might be taking place in the capital but the boss of the | :07:30. | :07:38. | |
Crossrail project say it will help people in the North. The building of | :07:39. | :07:44. | |
new tunnels and stations has been underway for four years now but they | :07:45. | :07:47. | |
see the peak construction period is about to begin, providing a window | :07:48. | :07:54. | |
of opportunity. Our Business Correspondent Ian Reeve reports. | :07:55. | :07:56. | |
London's Crossrail project is immense. It's Europe's biggest | :07:57. | :07:59. | |
construction scheme with a value of nearly ?15 billion. But the benefits | :08:00. | :08:02. | |
of transforming rail transport in the capital are not confined to the | :08:03. | :08:05. | |
capital. This County Durham company has won seven contracts supplying | :08:06. | :08:09. | |
steel. But the boss of Crossrail says the project is only halfway | :08:10. | :08:12. | |
through, 25 contracts have been awarded in the north east, but there | :08:13. | :08:23. | |
are lots more opportunities. We very much hope the north`east will pack | :08:24. | :08:30. | |
up with urgency and enthusiasm and it will become not one of the few | :08:31. | :08:34. | |
but one of very many in the north`east. What Crossrail has done | :08:35. | :08:37. | |
here in Darlington is bring in millions of pounds, ensure the | :08:38. | :08:39. | |
longevity of a famous bridgebuilding factory, and keep 300 jobs secure. | :08:40. | :08:46. | |
Without the Crossrail work we would have fewer people employed so it has | :08:47. | :08:51. | |
been very useful to us to secure the future year. They will be bidding | :08:52. | :08:58. | |
for seven more contracts but there's a really big one that could be a war | :08:59. | :09:02. | |
that he be awarded here in the region. Crossrail has to decide who | :09:03. | :09:05. | |
will manufacture the rolling stock for the project. `` awarded. | :09:06. | :09:08. | |
Hitachi, which intends to build a carriage assembly factory in Newton | :09:09. | :09:11. | |
Aycliffe is one of three bidders, so what are its chances? One of those | :09:12. | :09:20. | |

What can you tell us so far? This is still very much ongoing and started | :10:05. | :10:11. | |
around 5pm. What we know is that armed police stopped a suspect | :10:12. | :10:15. | |
vehicle in the Market Square area of Knaresborough. One man has been | :10:16. | :10:22. | |
arrested. We do not know why officers stopped the vehicle but it | :10:23. | :10:25. | |
has caused a huge amount of disruption this evening. We are | :10:26. | :10:33. | |
starting to see a high police presence and at one stage pupils of | :10:34. | :10:38. | |
a nearby school were locked inside for their own safety. Parents have | :10:39. | :10:41. | |
subsequently been allowed to collect their children but there was huge | :10:42. | :10:46. | |
traffic disruption particularly Aaron the high Street and Market | :10:47. | :10:53. | |
Square and people are continuing to deal with this with motorists being | :10:54. | :10:56. | |
sent the wrong way around the one`way system in order to leave the | :10:57. | :11:07. | |
town. More than 80 men have contacted | :11:08. | :11:10. | |
police examining historic allegations of abuse at a County | :11:11. | :11:12. | |
Durham young offenders Centre. They were all inmates at Medomsley | :11:13. | :11:15. | |
Detention Centre near Consett. A fresh investigation by a 60`strong | :11:16. | :11:18. | |
team of detectives into the treatment of young offenders was | :11:19. | :11:21. | |
launched in August this year. A previous investigation ten years ago | :11:22. | :11:24. | |
led to the conviction of a two former members of staff who were | :11:25. | :11:27. | |
jailed. Both have since died. Many of the inmates were first time | :11:28. | :11:31. | |
offenders who today would have been dealt with by a caution. | :11:32. | :11:34. | |
Two more men have been arrested in conjunction with a pub disturbance | :11:35. | :11:37. | |
which lead to the death of a Middlesbrough man. Benji Bolsenbrook | :11:38. | :11:40. | |
was out celebrating the birth of his son when he became involved in the | :11:41. | :11:44. | |
disturbance at the Park Hotel pub ` he died later in hospital. The two | :11:45. | :11:48. | |
men have been bailed. That brings to ten the number of people on bail in | :11:49. | :11:51. | |
connection with the attack. The latest unemployment figures have | :11:52. | :11:54. | |
been released today. Between June and August the rate was 10.3% in the | :11:55. | :12:00. | |
North East, a fall of 2,000. In Yorkshire there were just over 6500 | :12:01. | :12:03. | |
people claiming job seekers allowance in September, that's a | :12:04. | :12:08. | |
fall of 274 since August. And in Cumbria there were 7,300 claimants, | :12:09. | :12:25. | |
a fall of 338. This week's death of a British | :12:26. | :12:28. | |
soldier in Afghanistan is a reminder that our troops are still in the | :12:29. | :12:32. | |
Middle East, and still putting their lives on the line each day. At home, | :12:33. | :12:36. | |
the pressures on loved ones awaiting their safe return, are just the | :12:37. | :12:39. | |
same. So it's always good to bring you scenes of soldiers and their | :12:40. | :12:42. | |
families re`united, as they were in Northumberland today. Gerry Jackson | :12:43. | :12:44. | |

long one. Cumbria's Newton Rigg farming college has just welcomed | :15:21. | :15:23. | |
its first calf, since the herd was lost to foot and mouth in 2001. It | :15:24. | :15:27. | |
comes as the college is enjoying something of a revival. There's a | :15:28. | :15:30. | |
big increase in student numbers and a new ?2 million commercial dairy. | :15:31. | :15:35. | |
Graham Moss paid a visit. Meet Newton Rigg Mars Belle, or | :15:36. | :15:38. | |
Belle to friends. She's a pedigree Holstein, the first new arrival | :15:39. | :15:45. | |
since 2001. But she's not alone. She's one of 17 new arrivals. It's | :15:46. | :15:49. | |
also something of a rebirth for the Newton Rigg college, just outside | :15:50. | :16:00. | |
Penrith. It is a hugely significant day for us and it signifies the | :16:01. | :16:07. | |
start again and it is a massive event for the college itself and the | :16:08. | :16:13. | |
local community. Although the focus today is on the Castle bid is much | :16:14. | :16:19. | |
more to hear than that. There's a whole range of land`based studies | :16:20. | :16:23. | |
with subjects ranging from gamekeeping to horticulture. Student | :16:24. | :16:29. | |
numbers have doubled as more and more young people look to the land. | :16:30. | :16:36. | |
It is going to be a lot brighter for the future. Farming will get a lot | :16:37. | :16:39. | |
better with more people coming to the industry. The industry is on the | :16:40. | :16:45. | |
rise overall with a lot more people going back into it after foot and | :16:46. | :16:53. | |
mouth. It seems there's a need for young educated workers. The future | :16:54. | :16:58. | |
there is an incredibly bright with the amount of economic investment | :16:59. | :17:04. | |
and the rise in student numbers meaning we have the resources to | :17:05. | :17:08. | |
take forward the College and the workforce into the next decade. They | :17:09. | :17:13. | |
were some dark days following foot and mouth but since being taken over | :17:14. | :17:18. | |
there has been steady growth than the next step is the opening of the | :17:19. | :17:26. | |
new daily next year. It's been in the planning for two | :17:27. | :17:30. | |
years but today a Tyneside man set off an epic journey running across | :17:31. | :17:33. | |
Australia to raise cash for charity. Mark Allison, also known as Run | :17:34. | :17:37. | |
Geordie Run, left Perth and hopes to be in Sydney by Christmas Eve. | :17:38. | :17:41. | |
That's a journey of around 2500 miles through the outback, and in | :17:42. | :17:44. | |
the fierce heat of an Australian summer. Jonathan Morrell has been | :17:45. | :17:49. | |
talking to Mark as he prepared for this latest challenge. | :17:50. | :18:01. | |
It is one week since he arrived in Perth in Western Australia where | :18:02. | :18:04. | |
this run would be the hardest he has done. I am very excited. There are | :18:05. | :18:14. | |
no nerves surprisingly. I thought I would be nervous but I am just keen | :18:15. | :18:19. | |
to get on with it. What sort of training have you been doing? This | :18:20. | :18:24. | |
takes a lot of planning and preparation is all I could have done | :18:25. | :18:29. | |
a lot more but I have done up to 66: Occurs in one particular run | :18:30. | :18:33. | |
which is what I will have to do day and day out. The plan is to raise | :18:34. | :18:39. | |
thousands of pounds for the children's foundation and the Bobby | :18:40. | :18:44. | |
Robson foundation. He is aiming to complete around 40 miles a day. | :18:45. | :18:48. | |
There will be some brief rest periods but he knows he will be | :18:49. | :18:52. | |
under pressure. He has support on the road. There's a team of six | :18:53. | :18:58. | |
support people who will join and leave the team at regular intervals. | :18:59. | :19:04. | |
They are all volunteers and I am very grateful for their help. | :19:05. | :19:09. | |
Without the support team, this could not happen. It is only two years | :19:10. | :19:16. | |
since he arrived in New York in the middle of the night after running | :19:17. | :19:22. | |
across the USA. He will face conditions like this. Australia is a | :19:23. | :19:28. | |
massive country and there are vast areas where there is plenty of road | :19:29. | :19:32. | |
but not much else. It means communications will be a challenge | :19:33. | :19:37. | |
not to mention the heat. The heat will be extremely difficult | :19:38. | :19:41. | |
especially getting into the summer in December. I ran across America | :19:42. | :19:48. | |
two years ago and the temperatures peaked at 115 Fahrenheit so the heat | :19:49. | :19:56. | |
will be the least of my worries. It is the sheer distance involved that | :19:57. | :20:01. | |
needs to be run. The heat I am sure will play its part in this run. He | :20:02. | :20:07. | |
is now running through the countryside of Western Australia and | :20:08. | :20:12. | |
he says what keeps him going as the messages he receives from the public | :20:13. | :20:17. | |
and the knowledge he is raising thousands of pounds for two very | :20:18. | :20:25. | |
good causes in the north`east. I get tired if I drive that | :20:26. | :20:29. | |
distance! All the best. On to another hero now | :20:30. | :20:35. | |
` a young man who's had quite a bit to celebrate lately. First he | :20:36. | :20:37. | |
claimed back`to`back victories at the Silverstone race track, | :20:38. | :20:39. | |
clinching the 2013 Triumph Triple Challenge with a round to spare. And | :20:40. | :20:44. | |
then he reached the ripe old age of 18. But we first met him, when he | :20:45. | :20:46. | |
was even younger. Chrissy Rouse was just 14 when he | :20:47. | :20:51. | |
first caught our eye. Even then, he'd built up quite a collection of | :20:52. | :20:54. | |
trophies. Fast forward a few years, and in the bedroom of his home in | :20:55. | :20:58. | |
Burnopfield, in County Durham, there's no room for the birthday | :20:59. | :21:01. | |
cards, because the shelves are now creaking under the weight of | :21:02. | :21:04. | |
silverware. Clearly, Chrissy, who's also studying for his A levels at | :21:05. | :21:08. | |
Emmanuel College in Gateshead, is a young man who's going places. And | :21:09. | :21:23. | |
pretty quickly. From a young age I have been given a | :21:24. | :21:28. | |
lot of opportunities and have been doing this since I was seven years | :21:29. | :21:32. | |
old, so I have developed the skill and worked very hard. A lot of it is | :21:33. | :21:39. | |
to do with purposeful practice and the way you learn from your defeats | :21:40. | :21:44. | |
so you just put everything together and I did a good job this year. It's | :21:45. | :21:48. | |
an expensive sport, though. And a step up into Spanish racing next | :21:49. | :21:51. | |
season could only be taken with a lot more sponsorship. To get this | :21:52. | :21:54. | |
far, Chrissy's already had to rely heavily on his family. I have two | :21:55. | :22:03. | |
sisters and we have had to do with a lot of things like holidays. It is a | :22:04. | :22:08. | |
massive sacrifice and I am eternally grateful. Naturally, dad Martin and | :22:09. | :22:11. | |
mum Karen are Chrissy's biggest supporters, so how is it for them, | :22:12. | :22:18. | |
watching him race? It is absolutely terrifying. People laugh and joke | :22:19. | :22:26. | |
about how stressed I get but I have to do it. It is like going into | :22:27. | :22:34. | |
labour and waiting for the dentist appointment and having a migraine | :22:35. | :22:37. | |
and waiting for Christmas all in one. I have to be there to support | :22:38. | :22:44. | |
him. We just work as hard as we can and do our best. | :22:45. | :22:54. | |

celebrated her 20th birthday last month. And what a year it could be | :22:57. | :23:00. | |
for County Durham bobsleigh driver Mica McNeill, who'll find out in | :23:01. | :23:03. | |
January whether she's been picked to compete for Great Britain at the | :23:04. | :23:07. | |

begin. For me to get to the Olympics I have to be in the top 14 in the | :23:30. | :23:34. | |
world, so I do a load of races between now and the end of January | :23:35. | :23:39. | |
and they take your best results and they put you on a world ranking and | :23:40. | :23:43. | |
I have to be in the top 14. Mica, who lives near Consett in | :23:44. | :23:46. | |
Derwentside, will spend much of the Autumn and early winter competing in | :23:47. | :23:49. | |
North America. She could have chosen a cheaper sport! It is an expensive | :23:50. | :23:56. | |
sport, I think second most expensive to equestrian. UK sport help us out | :23:57. | :24:03. | |
a lot but as a driver you need different sets of runners for | :24:04. | :24:08. | |
different temperatures and conditions so the equipment plays a | :24:09. | :24:11. | |
huge part and I am looking to get my own. And if Mica, who finished 20th | :24:12. | :24:14. | |
in the World Championships does make 2014, she'll be ahead of schedule. | :24:15. | :24:23. | |
This one was never my main aim. I am going for the long`term plan to 2018 | :24:24. | :24:27. | |
but I have the opportunity to get their so I am pushing to get there. | :24:28. | :24:36. | |
