allegations of gross misconduct were made against him. He only returned | :01:14. | :01:16. | |
to work as a senior officer last month. Now, the allegations which he | :01:17. | :01:20. | |
faced have been spelt out in full for the first time, as well as the | :01:21. | :01:24. | |
reasons for finding him innocent. Mr Hyde was suspended for a year, with | :01:25. | :01:27. | |
the inquiries into his conduct costing round ?500,000. Mark | :01:28. | :01:29. | |
McAlindon is in our Carlisle newsroom now. Mark, what exactly | :01:30. | :01:33. | |
were the allegations made against Mr Hyde? Carol, this report has been | :01:34. | :01:38. | |

Information. That force was asked to investigate after the Independent | :01:43. | :01:44. | |
Police Complaints Commission had decided last year that Mr Hyde was | :01:45. | :01:48. | |
not guilty of gross misconduct. That's the background. But the five | :01:49. | :01:50. | |
allegations specifically are spending an unreasonable time | :01:51. | :01:53. | |
outside the force area and making trips abroad at important | :01:54. | :01:55. | |
operational times, conducting meetings with contractors and | :01:56. | :01:57. | |
companies and giving preferential treatment to business partners, | :01:58. | :01:59. | |
displaying questionable judgement on duty, including political events and | :02:00. | :02:02. | |
the manner of entertaining business visitors, encouraging patronage of a | :02:03. | :02:05. | |
specific hotel near his home in return for accrued benefits, and | :02:06. | :02:08. | |
breaching force policies on the use of social media and a corporate | :02:09. | :02:24. | |
credit card. What did the report have to say about those allegations? | :02:25. | :02:27. | |
Carol, in each case the report states that there was no evidence of | :02:28. | :02:32. | |
misconduct on the part of Mr Hyde. There are large swathes of evidence | :02:33. | :02:35. | |
included in this report which examine Mr Hyde's conduct over his | :02:36. | :02:38. | |
business trips, for example, and his use of social media and his credit | :02:39. | :02:43. | |
card. In one instance, it is noted he appeared in his swimming gear | :02:44. | :02:47. | |
before an event in Tunisia and it was agreed that this created what's | :02:48. | :02:52. | |
called perception issues. There are a large number of recommendations | :02:53. | :02:55. | |
but they all say the same thing, that Mr Hyde should be given the | :02:56. | :03:02. | |
appropriate advice. Of course, this goes back to before he went back to | :03:03. | :03:06. | |
work. He is not guilty of misconduct. Can you give us an | :03:07. | :03:09. | |
impression of the scale and nature of the investigation? Yes, it is | :03:10. | :03:16. | |
incredibly detailed. It went on for some considerable time, involving a | :03:17. | :03:19. | |
number of Welsh officers. Officers from Wales examined a house and | :03:20. | :03:27. | |
e`mails from Mr Hyde's account. They spoke to British Airways about his | :03:28. | :03:33. | |
travel plans and examined his tweets and postings on social media. What | :03:34. | :03:37. | |
is he is doing now? He is back at work and back in his role. He was | :03:38. | :03:42. | |
temporary Chief Constable at the time of suspension, he is back at | :03:43. | :03:45. | |
work as deputy Chief Constable and we understand he will retire at the | :03:46. | :03:50. | |

A planned strike by firefighters tomorrow evening has been suspended. | :03:59. | :04:02. | |
The union and governments are in a dispute over pensions but the union | :04:03. | :04:05. | |

A gas and pipeline scheme which could power 75,000 homes has been | :04:09. | :04:12. | |
given the go`ahead for the North York Moors. Developers say it was | :04:13. | :04:15. | |
prompted by the dramatic rises in the cost of energy. Yesterday, | :04:16. | :04:18. | |
British Gas hiked its prices by just over 10% for electricity and over 8% | :04:19. | :04:24. | |
for gas. This follows price rises last week by SSE. The development is | :04:25. | :04:29. | |
on the site of a mothballed gas field at Ebbertson Moor near | :04:30. | :04:37. | |
Scarborough. Adrian Pitches reports. Protected but containing precious | :04:38. | :04:41. | |
resources. And for years in exceptional circumstances, drilling | :04:42. | :04:44. | |
for gas has been allowed in the national park. The site under | :04:45. | :04:48. | |
discussion first opened in the 1960s but flooding meant extracting | :04:49. | :04:50. | |
natural gas from Ebberston Moor became impossible. New, technology's | :04:51. | :04:56. | |
changed that and the company that owns the site believes gas here | :04:57. | :04:59. | |

technology has changed that. Now, the national park authority's | :05:03. | :05:05. | |
approved the scheme and the pipeline that would link it to a gas plant at | :05:06. | :05:10. | |
Knapton in the south. But does this open the floodgates for drilling in | :05:11. | :05:13. | |
the national park? For instance, does it bring the controversial | :05:14. | :05:16. | |
fracking process ` the extraction of shale gas reserves ` one step | :05:17. | :05:25. | |
closer? That is a completely different ball game. No, I do not | :05:26. | :05:31. | |
think we consider that conventional gas approval gives tacit consent to | :05:32. | :05:34. | |
shield gas. It is a different type of mining. There are more | :05:35. | :05:40. | |
implications and we will have to look at that, if it comes. But | :05:41. | :05:42. | |
environmentalists believe it's a slippery slope, that such decisions | :05:43. | :05:45. | |
bring about death by 1000 cuts and no circumstance is exceptional | :05:46. | :05:53. | |
enough. Do we want to turn our National Park, a real natural asset | :05:54. | :05:57. | |
bringing in millions of tourist every year, into an industrial | :05:58. | :06:02. | |
playground for developers? We have seen several developments over the | :06:03. | :06:05. | |
last few years which really demean the National Park. But the authority | :06:06. | :06:08. | |
says the decision protects existing jobs and creates new ones, as well | :06:09. | :06:11. | |
as potentially adding much needed supplies to our gas network. They | :06:12. | :06:15. | |
hope that could eventually lead to a drop in prices for the consumer. | :06:16. | :06:22. | |
The new King's Priory Academy in Tynemouth was officially opened by | :06:23. | :06:25. | |
Labour peer Lord Adonis this morning. Celebrations at both the | :06:26. | :06:28. | |
primary and secondary schools marked the end of the first half term. | :06:29. | :06:33. | |
King's Priory is the first academy in the country formed from the | :06:34. | :06:36. | |
merger of a state school and an independent school, a merger that | :06:37. | :06:39. | |
was opposed by North Tyneside Council. There has been controversy | :06:40. | :06:49. | |
about it but it was something that never really distracted us from the | :06:50. | :06:53. | |
preparations for the opening of the Academy. It is not a distraction now | :06:54. | :06:58. | |
in retrospect either. Or focus has always been an bringing these two | :06:59. | :07:01. | |
schools together and building them into this one fabulous institution. | :07:02. | :07:06. | |
There is clearly very strong local support. It has been oversubscribed | :07:07. | :07:10. | |
even in its first year. Its numbers are going up sharply. The real test | :07:11. | :07:15. | |
of an education system is what the parents wanted it is that that is | :07:16. | :07:18. | |
very clear that the parents here want to see this new academy and | :07:19. | :07:21. | |
they strongly supported. A County Durham man says he could be | :07:22. | :07:25. | |
forced to sell his house to pay his legal bills, after his dog bit a | :07:26. | :07:29. | |
postman. `` strongly support it. It all happened back in 2008, when the | :07:30. | :07:32. | |
postman passed Paul Race's home in Fishburn. He was ordered to pay | :07:33. | :07:38. | |
?1500 in compensation. But he's now been handed a bill for legal costs | :07:39. | :07:43. | |
of nearly?70,000. Stuart Whincup reports. | :07:44. | :07:50. | |

the postman. His owner, Paul, claimed it was only a nip and his | :07:55. | :07:58. | |

of ?70,000. It is highway robbery, as far as I can see. If I wanted to | :08:11. | :08:19. | |
pay it on the County Court order they would send the bailiffs round | :08:20. | :08:24. | |
and tell me out `` toss me out of my house. | :08:25. | :08:26. | |
Paul blames the compensation culture and "no win, no fee" companies. But | :08:27. | :08:29. | |
Simpson Millar Solicitors has defended its costs, saying they | :08:30. | :08:32. | |
increased because of Mr Race's behaviour. Before the case came | :08:33. | :08:39. | |
here, the firm said he continually tried to delay proceedings then | :08:40. | :08:43. | |
attempted to change as the and on top of that, refused an earlier | :08:44. | :08:48. | |
settlement of ?6,000 in compensation and costs to pursue his legal | :08:49. | :08:51. | |
challenge. The company said the postman was the subject of a | :08:52. | :08:54. | |
distressing attack and entitled to compensation. And the legal firm | :08:55. | :08:58. | |
says it sought a swift and reasonable settlement. But that's | :08:59. | :09:06. | |
not the view of Mr Race. It is the American tract of wherever is blamed | :09:07. | :09:10. | |
is a claim. This regard of what size it is. It is just not proportionate | :09:11. | :09:15. | |
at all. Paul believes the case would never have even made it to court if | :09:16. | :09:19. | |

tighter regulation of the industry. Like many, Eleanor Eamens is feeling | :09:47. | :09:51. | |
the pinch. So when she was offered a ?100 loan by a doorstep lender, she | :09:52. | :09:55. | |
thought it would help. But soon the mum of five from Northumberland had | :09:56. | :09:58. | |
six separate loans, owed ?4,000 and was choosing between the weekly | :09:59. | :10:07. | |
payments and feeding her family. I chose to borrow, somebody did not | :10:08. | :10:13. | |
make me. But when you are on a low income and you need that money, it | :10:14. | :10:19. | |
is so tempting and they did not ever look on whether you had other debts | :10:20. | :10:23. | |
to pay. So they did not have a clue whether you could afford it. | :10:24. | :10:25. | |
And Eleanor's experience was also typical of the 24 low income | :10:26. | :10:28. | |
families from Teesside studied by Durham University over the last two | :10:29. | :10:31. | |
years. Their debts ranged from ?340 to ?10,000. After one month, two | :10:32. | :10:40. | |
months, three months, they soon found they had a huge debt which | :10:41. | :10:43. | |
they were saddled with and desperate about. Some had moved house, some | :10:44. | :10:49. | |
had gone off incognito to try and get rid of this. Many of them had | :10:50. | :10:53. | |
mental health problems which were quite severe. The researchers want | :10:54. | :10:56. | |
high cost credit companies to be forced to do affordability checks | :10:57. | :10:59. | |
before agreeing loans. But some in the industry believe they are | :11:00. | :11:01. | |
already well`regulated. Julio Martino says he does check whether | :11:02. | :11:04. | |
clients can pay, and they appreciate the service. We are essentially | :11:05. | :11:11. | |
lending to people who cannot get credit cards, cannot get credit from | :11:12. | :11:15. | |
the bank. They need credit elsewhere and there are companies like myself | :11:16. | :11:18. | |
who are willing to take a slightly greater risk, in some circumstances, | :11:19. | :11:22. | |
to lend to these people who do need credit. | :11:23. | :11:23. | |
Eleanor Eamens is now almost debt`free and saving with a local | :11:24. | :11:26. | |
credit union. But the Durham University research suggests many | :11:27. | :11:29. | |
more are still trying to cope with unaffordable debt. | :11:30. | :11:35. | |

million has been invested here, bringing it up to date with a new | :12:54. | :12:58. | |
factory that runs a 24/7 operation. Today, the new engineering facility | :12:59. | :13:04. | |

opened. The whole departments are under one roof and everything that | :13:08. | :13:11. | |
is needed to maintain the plant can be made on site. The technology is | :13:12. | :13:16. | |
quite advanced and quite unique so it needs specialist people to | :13:17. | :13:19. | |
operate it and maintain them and keep them running. That is why we | :13:20. | :13:24. | |
feel it is beneficial for a business like ours, who has two compete in | :13:25. | :13:27. | |
the marketplace, to generate our own people, particularly from around the | :13:28. | :13:32. | |
area. The Academy will support future trainees and employees, | :13:33. | :13:36. | |
making the new facility is an important part of developing this | :13:37. | :13:40. | |

celebrated as one of the success stories for a craft business in the | :14:36. | :14:40. | |
countryside. Prince Charles paid a visit, as did the Hairy Bikers. Sir | :14:41. | :14:44. | |
Paul McCartney is a fan. But the owners say the business is losing | :14:45. | :14:47. | |
money and submitted plans for housing. The business has put this | :14:48. | :15:00. | |
village on the international map, not just nationally but | :15:01. | :15:04. | |
internationally known. And while we realise that the company cannot be | :15:05. | :15:07. | |
expected to run the business at a loss, we think that the business use | :15:08. | :15:12. | |
of the premises is important and it should be advertised for sale. In | :15:13. | :15:18. | |
difficult trading times, it seems a well`known brand is no guarantee of | :15:19. | :15:22. | |
business success. Planning officials recommended that the scheme for | :15:23. | :15:25. | |

themselves took a different view. They voted 10`1 against. I think it | :15:30. | :15:35. | |
