forget. In July, 2010, gunman Raoul Moat started a shooting spree that | :01:17. | :01:20. | |
would leave one man dead, a woman injured and a police officer | :01:21. | :01:23. | |
blinded. Today a coroner heard new details of the build`up to that | :01:24. | :01:26. | |
tragedy at an inquest into the death of 29`year`old Chris Brown. He'd | :01:27. | :01:30. | |
been in a relationship with Moat's former girlfriend and was shot just | :01:31. | :01:33. | |
two days after the killer was freed from prison. Our reporter was at the | :01:34. | :01:38. | |
hearing in Newcastle. We've waited more than two years for this inquest | :01:39. | :01:49. | |
to resume. I was asked a little earlier whether an inquest was | :01:50. | :01:54. | |
necessary at all. It would be an injustice not to consider the family | :01:55. | :01:59. | |
of Chris Brown. His mother said that she wants this inquest to be a | :02:00. | :02:01. | |
careful scrutiny of what led to the shooting will stop she also wants | :02:02. | :02:05. | |
them whether her son's death could have been avoided. | :02:06. | :02:12. | |
More than three years after she buried her son, she was here to give | :02:13. | :02:17. | |
evidence at his inquest. Her statement will be read on her behalf | :02:18. | :02:21. | |
by a lawyer. In it, Sally Brown said that life since Christopher's | :02:22. | :02:23. | |
killing had been hell. What's unusual about this inquest is that | :02:24. | :02:27. | |
we pretty much know what the verdict will be. The coroner has explained | :02:28. | :02:31. | |
that the law doesn't allow him to return a verdict which would be | :02:32. | :02:33. | |
inconsistent with the findings of the related criminal case. So the | :02:34. | :02:37. | |
verdict, it seems, will be one of unlawful killing. But the coroner | :02:38. | :02:41. | |
has said that it is also his duty to examine what happened before | :02:42. | :02:43. | |
Christopher Brown's death and to determine the material relevance of | :02:44. | :02:46. | |
those facts. The first person into the witness box was a prisoner who | :02:47. | :02:50. | |
was serving time at Durham Prison with Raoul Moat. Referred to only as | :02:51. | :02:55. | |
N1, he described how Moat became angry after hearing Samantha | :02:56. | :03:03. | |
Stobbart had a new partner. The inquest heard that when N1 was | :03:04. | :03:06. | |
interviewed six weeks after Mr Brown was killed, he said Moat made | :03:07. | :03:09. | |
specific threats inside to shoot dead five people, including Samantha | :03:10. | :03:13. | |
and her new partner. He also said Moat was planning on "suicide by | :03:14. | :03:16. | |
cop", that he would cause the police to shoot him dead and that whatever | :03:17. | :03:20. | |
happened he would not be returning to prison. | :03:21. | :03:30. | |
This afternoon, N1 said he couldn't recall the exact words used and that | :03:31. | :03:35. | |
at the time he thought the threats where the ramblings of a madman. | :03:36. | :03:45. | |

was paid for by the Primary Care Trust. But last April, four | :05:27. | :05:31. | |
doctor`led clinical commissioning groups took over the purse strings, | :05:32. | :05:36. | |
inheriting a ?12 million deficit. The Vale of York Clinical | :05:37. | :05:39. | |
Commissioning Group took the lion's share of that deficit and was handed | :05:40. | :05:43. | |
the lowest allocation per head of population to spend on health care | :05:44. | :05:44. | |
going forward. Eight months on, the man responsible | :05:45. | :05:56. | |
for the Vale of York believes they can make ends meet. | :05:57. | :06:00. | |
We inherited a substantial mess. We have a significant challenge. Every | :06:01. | :06:03. | |
year, the hospital has tended to over`perform and see more people | :06:04. | :06:06. | |
than we expected, which is always a risk in winter with flu outbreaks | :06:07. | :06:09. | |
etc, but we have made plans for these things and our best guess at | :06:10. | :06:13. | |
the moment is that we will at least balance the books and probably have | :06:14. | :06:16. | |
a small surplus. The Vale of York Clinical | :06:17. | :06:19. | |
Commissioning Group has a total budget of nearly ?365 million. After | :06:20. | :06:28. | |
everything is paid for, they predict a surplus of just over ?2 million. | :06:29. | :06:33. | |

target has been set at a level that is unachievable and potentially | :07:03. | :07:05. | |
unsafe. The thing that matters to us most is safe care. | :07:06. | :07:12. | |
The Clinical Commissioning Group admits it has set an ambitious | :07:13. | :07:17. | |
target but doesn't believe there is a risk to patient safety. The big | :07:18. | :07:20. | |
question is whether they'll make the savings they need to break even. | :07:21. | :07:29. | |
College and university staff have been taking part in a national | :07:30. | :07:33. | |
one`day strike. Members of The University and College Union, Unite | :07:34. | :07:36. | |
and Unison are demanding improved pay. It's their second one`day | :07:37. | :07:39. | |
walk`out. They claim they've had a 13% cut in real terms over the last | :07:40. | :07:41. | |

has had a good effect. The house builders seem to have gotten going | :09:22. | :09:27. | |
and notebooks are piling up in our lives. | :09:28. | :09:29. | |

The renaissance in brickmaking has come too late for some sites though. | :09:50. | :09:54. | |
This one at Eaglescliffe on Teesside has long been flattened. Others that | :09:55. | :09:58. | |
have merely been mothballed are being fired up again, ready to cash | :09:59. | :10:00. | |
in on rising demand. It won't be on the scale of | :10:01. | :10:12. | |
post`WWII demand, but it will be healthy. This year should see 1.7bn | :10:13. | :10:20. | |
bricks made. Next year will see even more. But an anticipated 20,000 | :10:21. | :10:29. | |
housing starts in 2015 will need 120 million extra bricks. And estimates | :10:30. | :10:32. | |
suggest that we could see a ?2 billion brick market in three years. | :10:33. | :10:35. | |
Sadly, many brick companies that could've filled that hole haven't | :10:36. | :10:38. | |
survived. At the start of the recession this was one of six | :10:39. | :10:41. | |
independent brickmakers in the region. Today it's the only one left | :10:42. | :10:45. | |
to enjoy, if the upturn really kicks in, its day in the sun. | :10:46. | :10:54. | |

turned upside down by a cycling accident just a short distance from | :11:45. | :11:48. | |
their house, in the centre of Ripon. All of a sudden, Gareth just fell | :11:49. | :11:52. | |
off in front of me. I didn't see that he'd hit anything because I | :11:53. | :11:55. | |
couldn't see the pothole, it was invisible and he didn't see it | :11:56. | :11:59. | |
either. He just fell and didn't get up. | :12:00. | :12:01. | |
The couple had just cycled past Ripon Cathedral when the accident | :12:02. | :12:02. | |
happened. The front wheel of my bike just went | :12:03. | :12:07. | |
out from under me. I got taken to hospital and it was a dislocated | :12:08. | :12:11. | |
foot, a broken leg, I had to have pins in my ankle. The worst part was | :12:12. | :12:15. | |
that a week later we were due to fly out on our honeymoon. | :12:16. | :12:23. | |
Gareth believes that North Yorkshire County Council has given the | :12:24. | :12:27. | |
location the wrong classification, resulting in fewer inspections for | :12:28. | :12:28. | |
damage. The year before the accident, they | :12:29. | :12:32. | |
reclassified it as a rural road, so it only gets an annual inspection. | :12:33. | :12:35. | |
They haven't said why. My claim cannot proceed now. Are we being put | :12:36. | :12:37. | |
at risk as a result? The County Council cannot comment on | :12:38. | :12:59. | |
individual cases, but Gareth and Fiona have now abandoned cycling | :13:00. | :13:02. | |
altogether and want to warn other cyclists of the potential dangers, | :13:03. | :13:05. | |
especially with the Tour de France coming to Yorkshire next year. | :13:06. | :13:08. | |
It scares me because I know that at the speed that the Tour cyclists | :13:09. | :13:12. | |
will be going, and if they hit one of those potholes that'll be a | :13:13. | :13:15. | |
multiple collision into each other. It's great that Yorkshire has the | :13:16. | :13:19. | |
Tour, but we need to make sure our roads are safe for them. | :13:20. | :13:27. | |
Meanwhile, any hope of the couple's honeymoon happening has all but | :13:28. | :13:29. | |
