that in one go ` but the move has its critics. Hundreds of jobs may be | :01:13. | :01:17. | |
dispersed to the sites of the former district council offices in Alnwick, | :01:18. | :01:19. | |
Berwick, Hexham, Blyth, Ashington and Morpeth ` with County Hall land | :01:20. | :01:27. | |
converted into housing. But there are fears the sell`off will damage | :01:28. | :01:30. | |
the economy of Morpeth ` where 60% of jobs are in the public sector. | :01:31. | :01:33. | |

building and possibly the land for housing. They want to disbursed the | :02:12. | :02:21. | |
thousand staff across the county. The building is an extremely | :02:22. | :02:25. | |
expensive building to run and we have known that for some time now. | :02:26. | :02:34. | |
The internal renovation to bring the building up to a decent standard | :02:35. | :02:46. | |
will be over ?10 million. The idea of scrapping a central building and | :02:47. | :02:51. | |
disbursing to smaller centres sounds familiar, prior to 2008 that's what | :02:52. | :02:57. | |
we had, district councils in Northumberland. Some Conservative | :02:58. | :03:04. | |
councillors today, especially in Hexham, are backing what Labour | :03:05. | :03:10. | |
plans to do. If we could turn the clock back by this proposal, and get | :03:11. | :03:18. | |
people into the market towns, we could get council staff back into | :03:19. | :03:25. | |
Hexham, buying and shopping here. It is a huge bonus. Of course Hexham | :03:26. | :03:35. | |
will not get all of the 1000 jobs. Take that as an example, 33 miles | :03:36. | :03:42. | |
separate Morpeth from Hexham. There are great divisions in traders | :03:43. | :03:52. | |

stopped, it's awful. It's heartbreaking, especially when they | :06:45. | :06:49. | |
have children. Wearside Women in Need help people like her ` and say | :06:50. | :06:54. | |
her story's not unique. With the benefit changes in the last couple | :06:55. | :06:57. | |
of years, the recession and an appointment, we're seeing the rise | :06:58. | :07:03. | |
of desperate women. This is not just about women who live and work, or | :07:04. | :07:12. | |
young women, it could be about women who are working. Statistics show | :07:13. | :07:15. | |
there has been a rise in the number of women shoplifting for the first | :07:16. | :07:19. | |
time ` in fact ` they now outnumber men who also head to the shops to | :07:20. | :07:26. | |
steal ` having never done so before. Over the past two years ` figures | :07:27. | :07:30. | |
for the number of first time shoplifters show 44% are women ` | :07:31. | :07:33. | |
compared to 26% who are men. The most common stolen item was alcohol | :07:34. | :07:37. | |
at 19%, followed by meat, poultry and fish at 11 per cent. Toiletries | :07:38. | :07:40. | |
and clothing totalled 18%. Vera Baird is the Police and Crime | :07:41. | :07:45. | |
Commissioner for Northumbria Police. She says there is growing evidence | :07:46. | :07:49. | |
that some thefts are being driven by cuts in welfare reform. Some people | :07:50. | :07:56. | |
will get tempted into crime. Many people will not. It does not say | :07:57. | :08:02. | |
anything about the decline in morals. These statistics suggest a | :08:03. | :08:09. | |
clearly and it is unavoidable. In Gateshead ` the work of the local | :08:10. | :08:13. | |
food bank has been praised by the police and the probation service for | :08:14. | :08:16. | |
helping to reduce the number of people feeling the need to turn to | :08:17. | :08:22. | |
crime just to get by. Only experience is that people are | :08:23. | :08:27. | |
tempted, but with the work with the probation services, they can give | :08:28. | :08:31. | |
them vouchers and give them access to food which removes temptation. | :08:32. | :08:35. | |
The colossal work with them to fix the problems. But critics say there | :08:36. | :08:38. | |
is still a need to be tough on people caught breaking the law. | :08:39. | :08:43. | |
There might be reasons for it happening but they are not excuses. | :08:44. | :08:54. | |
There cannot be any exceptions in applying the law. The hope now is | :08:55. | :09:00. | |
that communities, charities and the police can work together to try and | :09:01. | :09:04. | |
step in before someone feels the need to step out to steal. | :09:05. | :09:07. | |

The first thing to make clear is that Vera Baird wanted to say she is | :09:15. | :09:24. | |
not excusing shoplifting. She is saying now they have identified the | :09:25. | :09:27. | |
problem, she wants to nip it in the bud. One way is to advise front line | :09:28. | :09:33. | |
police officers to catch those people early you are shoplifting and | :09:34. | :09:41. | |
offer advice. Like making an appointment with your local citizens | :09:42. | :09:44. | |
advice bureau or approaching probation officers or local GPs and | :09:45. | :09:53. | |
getting food vouchers. It is about understanding the causes of crime | :09:54. | :09:56. | |
