Australia. More about the weather where you are on-line.

:00:00.:00:00.

Welcome to Tuesday's Look North. In tonight's headlines ` the big

:00:00.:00:09.

sell off. Plans to scrap the home of

:00:10.:00:12.

Northumberland county council to save millions of pounds in cash.

:00:13.:00:15.

A police and crime commissioner defends her controversial views on

:00:16.:00:18.

the rise in shoplifting. A mother and son scoop the "big one"

:00:19.:00:22.

on the Lottery. She's still adjusting to the life of a

:00:23.:00:29.

millionaire. I had fish and fingers for my tea.

:00:30.:00:36.

And World Cup walk. The football fans from Teesside taking a long,

:00:37.:00:40.

long road to Brazil. In sport: We've the latest on preparations for the

:00:41.:00:42.

Winter Olympics. And the ex Magpie who tells us how

:00:43.:00:45.

the Nottingham Forrest connection lured him to Hartlepool.

:00:46.:00:58.

The home of Northumberland county council is to be sold off to save

:00:59.:01:05.

money. The authority needs to cut its budget by ?130 million over the

:01:06.:01:09.

next four years, and getting rid of Morpeth County Hall will achieve

:01:10.:01:12.

that in one go ` but the move has its critics. Hundreds of jobs may be

:01:13.:01:17.

dispersed to the sites of the former district council offices in Alnwick,

:01:18.:01:19.

Berwick, Hexham, Blyth, Ashington and Morpeth ` with County Hall land

:01:20.:01:27.

converted into housing. But there are fears the sell`off will damage

:01:28.:01:30.

the economy of Morpeth ` where 60% of jobs are in the public sector.

:01:31.:01:33.

Our political correspondent Mark Denten is at County Hall for us

:01:34.:01:53.

tonight. Mark. 1981 and that building behind me opens. They

:01:54.:02:01.

opened it in 1981 and now they wanted it closed. They have a

:02:02.:02:06.

problem of ?130 million gas to save. They want to sell that

:02:07.:02:11.

building and possibly the land for housing. They want to disbursed the

:02:12.:02:21.

thousand staff across the county. The building is an extremely

:02:22.:02:25.

expensive building to run and we have known that for some time now.

:02:26.:02:34.

The internal renovation to bring the building up to a decent standard

:02:35.:02:46.

will be over ?10 million. The idea of scrapping a central building and

:02:47.:02:51.

disbursing to smaller centres sounds familiar, prior to 2008 that's what

:02:52.:02:57.

we had, district councils in Northumberland. Some Conservative

:02:58.:03:04.

councillors today, especially in Hexham, are backing what Labour

:03:05.:03:10.

plans to do. If we could turn the clock back by this proposal, and get

:03:11.:03:18.

people into the market towns, we could get council staff back into

:03:19.:03:25.

Hexham, buying and shopping here. It is a huge bonus. Of course Hexham

:03:26.:03:35.

will not get all of the 1000 jobs. Take that as an example, 33 miles

:03:36.:03:42.

separate Morpeth from Hexham. There are great divisions in traders

:03:43.:03:52.

between the two places. My name is Allison. We are traditional bakers

:03:53.:03:59.

and Morpeth so we pride ourselves on fresh produce. If the County Hall

:04:00.:04:04.

closes, it will mean loss of business to others, we struggle

:04:05.:04:12.

anyway and Morpeth. It will have its implications, most definitely. My

:04:13.:04:21.

name is Stewart. I am the assistant manager of this shop. It will be bad

:04:22.:04:28.

for a Morpeth but you will be great for word people get sent back to.

:04:29.:04:33.

Local people and local trade, they will buy local things and it will be

:04:34.:04:37.

good for business. The more people in the town, the more chance that

:04:38.:04:49.

this for shopping in your premises. Two things to remember on this

:04:50.:04:52.

issue, one is the council are insisting that of those 1000 jobs of

:04:53.:05:00.

people implied that building behind me, none those jobs will be lost, it

:05:01.:05:05.

will be disbursed but they will not be lost. Also, this will not happen

:05:06.:05:12.

tomorrow, this will take some time. Thank you.

:05:13.:05:17.

A Sunderland man has appeared at Newcastle Crown Court via videolink,

:05:18.:05:20.

after a fire on board a DFDS Seaways Ferry sailing from North Shields to

:05:21.:05:25.

Amsterdam. Boden George Hughes is charged with "arson, reckless to

:05:26.:05:32.

endangering life" and with "affray." The fire started on December the

:05:33.:05:35.

28th when the ferry was about 30 miles off the Yorkshire coast. Six

:05:36.:05:38.

people were airlifted to hospital suffering from smoke inhalation, and

:05:39.:05:42.

the ferry turned back to the Port of Tyne. Boden Hughes will face trial

:05:43.:05:46.

in June. Vera Baird ` the Police and Crime

:05:47.:05:49.

Commissioner for Northumbria Police ` says benefit cuts mean more women

:05:50.:05:52.

are being tempted to shoplift. She claims figures show the amount of

:05:53.:05:55.

meat, poultry and fish being stolen has almost doubled ` and some people

:05:56.:05:59.

are simply no longer able to afford the basics. But she's been

:06:00.:06:03.

criticised by some, for making excuses for criminal behaviour. Amy

:06:04.:06:11.

Lea reports. If had been in my own house, my

:06:12.:06:21.

frame of mind at the time, I would have shoplifted or ended my life

:06:22.:06:25.

because it was that bad. Desperate and ashamed. Donna ` not her real

:06:26.:06:32.

name ` says she can completely understand why some women feel they

:06:33.:06:35.

have no option but to steal in order to survive. I have friends who have

:06:36.:06:39.

turned to shoplifting who have children. They got their benefits

:06:40.:06:44.

stopped, it's awful. It's heartbreaking, especially when they

:06:45.:06:49.

have children. Wearside Women in Need help people like her ` and say

:06:50.:06:54.

her story's not unique. With the benefit changes in the last couple

:06:55.:06:57.

of years, the recession and an appointment, we're seeing the rise

:06:58.:07:03.

of desperate women. This is not just about women who live and work, or

:07:04.:07:12.

young women, it could be about women who are working. Statistics show

:07:13.:07:15.

there has been a rise in the number of women shoplifting for the first

:07:16.:07:19.

time ` in fact ` they now outnumber men who also head to the shops to

:07:20.:07:26.

steal ` having never done so before. Over the past two years ` figures

:07:27.:07:30.

for the number of first time shoplifters show 44% are women `

:07:31.:07:33.

compared to 26% who are men. The most common stolen item was alcohol

:07:34.:07:37.

at 19%, followed by meat, poultry and fish at 11 per cent. Toiletries

:07:38.:07:40.

and clothing totalled 18%. Vera Baird is the Police and Crime

:07:41.:07:45.

Commissioner for Northumbria Police. She says there is growing evidence

:07:46.:07:49.

that some thefts are being driven by cuts in welfare reform. Some people

:07:50.:07:56.

will get tempted into crime. Many people will not. It does not say

:07:57.:08:02.

anything about the decline in morals. These statistics suggest a

:08:03.:08:09.

clearly and it is unavoidable. In Gateshead ` the work of the local

:08:10.:08:13.

food bank has been praised by the police and the probation service for

:08:14.:08:16.

helping to reduce the number of people feeling the need to turn to

:08:17.:08:22.

crime just to get by. Only experience is that people are

:08:23.:08:27.

tempted, but with the work with the probation services, they can give

:08:28.:08:31.

them vouchers and give them access to food which removes temptation.

:08:32.:08:35.

The colossal work with them to fix the problems. But critics say there

:08:36.:08:38.

is still a need to be tough on people caught breaking the law.

:08:39.:08:43.

There might be reasons for it happening but they are not excuses.

:08:44.:08:54.

There cannot be any exceptions in applying the law. The hope now is

:08:55.:09:00.

that communities, charities and the police can work together to try and

:09:01.:09:04.

step in before someone feels the need to step out to steal.

:09:05.:09:07.

And Amy Lea joins me now. Vera Baird claims there's a link between

:09:08.:09:10.

benefit cuts and shoplifting. How does she plan to tackle the problem?

:09:11.:09:14.

The first thing to make clear is that Vera Baird wanted to say she is

:09:15.:09:24.

not excusing shoplifting. She is saying now they have identified the

:09:25.:09:27.

problem, she wants to nip it in the bud. One way is to advise front line

:09:28.:09:33.

police officers to catch those people early you are shoplifting and

:09:34.:09:41.

offer advice. Like making an appointment with your local citizens

:09:42.:09:44.

advice bureau or approaching probation officers or local GPs and

:09:45.:09:53.

getting food vouchers. It is about understanding the causes of crime

:09:54.:09:56.

and getting in there early. Thanks for coming in.

:09:57.:10:00.

A mother and son from Middlesbrough who've won ?7.5 million on the

:10:01.:10:03.

lottery say they are looking forward to their first ever holiday as a

:10:04.:10:07.

family. Doreen and John Hay matched the six winning numbers in the Lotto

:10:08.:10:11.

rollover draw in Saturday. As well as new homes and cars, Doreen says

:10:12.:10:15.

she already has plans to give one and a half million pounds away. Phil

:10:16.:10:24.

Connell reports. As mother and son, we have played the lottery for 20

:10:25.:10:31.

years. Today there are ?7.5 million richer and they are keeping their

:10:32.:10:36.

feet firmly on the ground, choosing to celebrate with something quick

:10:37.:10:44.

from the freezer. I had a few fresh fingers Thank you very much. Fish

:10:45.:10:49.

fingers which I shared with my grandson at Christmas time. I had

:10:50.:10:55.

them for my tea. The family say a new luxury car is top of their

:10:56.:11:00.

list, new homes and a holiday to Disney and donations to six

:11:01.:11:03.

charities. After that there will be careful investments and hopefully a

:11:04.:11:11.

lifetime of luxury. And good to get my passport and getaway. The

:11:12.:11:18.

family's winning numbers were randomly selected. For coding it is

:11:19.:11:28.

her lottery win. She previously won ?1300. I have seven brothers and

:11:29.:11:35.

sisters, I have grandchildren. But personally, a little bungle and

:11:36.:11:46.

maybe a little poodle fur company. And there they have no plans to

:11:47.:11:52.

leave Middlesbrough. They have ?7.5 million to spend between them.

:11:53.:12:05.

Why can't a millionaire have fish fingers for T! And if you visit our

:12:06.:12:09.

Facebook page, you can find out what Look North viewers would spend their

:12:10.:12:12.

?7.5 million on. If you want to share your views, the web address is

:12:13.:12:15.

on your screen now. North Yorkshire MP Anne McIntosh

:12:16.:12:18.

wants those responsible for putting horse meat in frozen burgers and

:12:19.:12:22.

lasagnes to be punished ` a year after the scandal first broke. So

:12:23.:12:25.

far ` nobody's been prosecuted. Meanwhile, scientists at the Food

:12:26.:12:28.

and Environment Research Agency near York have spent the year developing

:12:29.:12:32.

new methods for testing our food. Danni Hewson has more. Many of us

:12:33.:12:43.

had been unaware of how vigorously outfit is tested and checked until

:12:44.:12:48.

something went wrong. Binding horse meat on our shelves was a wake`up

:12:49.:12:54.

for many shoppers and scientists. `` finding. Now they are looking for

:12:55.:13:03.

what should not be present. This equipment has the advantage of

:13:04.:13:07.

seeing all the atoms of a particular type so you cannot hide anything. It

:13:08.:13:12.

is a tool which is expected to be more relied on as our world gets

:13:13.:13:18.

smaller and the males are food travels increases. We do not know

:13:19.:13:24.

how convoluted the supply change `` chains are. They can change

:13:25.:13:32.

quickly. It can mean we have two source materials from parts of the

:13:33.:13:35.

world we have never done before which always makes us from rubble

:13:36.:13:39.

with respect to safety and authenticity. Has it impacted on

:13:40.:13:47.

local shoppers? Customers that this daily are searching for more local

:13:48.:13:52.

produce. We specialise in local produce. For a lot of our customers,

:13:53.:13:59.

that is why they come here. They know the products they are buying

:14:00.:14:04.

from the area. There is traceability there which is quite important for

:14:05.:14:10.

them. That traceability comes at a premium not everyone can afford. As

:14:11.:14:17.

import becomes a greater part of our menu, the food on our table will

:14:18.:14:23.

require ever more scrutiny. There's plenty more in tonight's

:14:24.:14:26.

Look North. Coming up after the sport: The World Cup is months away

:14:27.:14:30.

` but three men are already heading for Rio on a fundraising mission.

:14:31.:14:34.

We meet the flood`hit woman who bought the pub next door to say

:14:35.:14:40.

"thank you" to her neighbours. These were fronts will bring rain

:14:41.:14:46.

tomorrow and also warmer weather. Further details shortly.

:14:47.:14:51.

Teenagers from across the region have been battling it out in

:14:52.:14:55.

Newcastle, at the regional heats of the "Formula one in Schools"

:14:56.:14:57.

competition. They design, build and race their own scale model cars, in

:14:58.:15:02.

a bid to make it to the world final. The idea behind the challenge is to

:15:03.:15:06.

introduce the next generation into engineering ` and help bring the

:15:07.:15:09.

country out of recession faster. Sharuna Sagar reports. Formula one `

:15:10.:15:15.

the ultimate in automotive technology is a billion dollar

:15:16.:15:18.

industry ` but it would be nothing without engineers ` and so the next

:15:19.:15:22.

generation is being sought out through the international F1 in

:15:23.:15:28.

Schools competition. 15 schools from the NE are currently racing to

:15:29.:15:43.

representing Britain. Although today is all about the art of building

:15:44.:15:46.

cars, the bigger picture is about opening the minds of children in the

:15:47.:15:50.

North East about the amazing possibilities a career in

:15:51.:15:52.

engineering can bring. It should run down the track very quickly. We

:15:53.:16:00.

wanted a car to be unique. Despite the enthusiasm from this all girl

:16:01.:16:03.

team from St Bedes in Peterlee, there's a real shortage of students

:16:04.:16:06.

that go on to be skilled engineers in the region Hoping to bridge that

:16:07.:16:10.

gap ` the Discovery School ` a new venture soon to open in Newcastle.

:16:11.:16:14.

There are not enough good engineers coming out of university to fill the

:16:15.:16:22.

positions we need for the future. The discovery School is a new

:16:23.:16:28.

venture to open in Newcastle. We have fantastic young people in the

:16:29.:16:33.

North East, they just do not know that they are young engineers in the

:16:34.:16:36.

making and I will help them to aspire to be engineers. And so the

:16:37.:16:40.

message is clear ` engineering is not an oily rag profession but a far

:16:41.:16:43.

reaching career which could really take you places ` and fast.

:16:44.:16:50.

When Juliet Hudson and her husband were flooded out of their west

:16:51.:16:54.

Cumbrian home in 2012, the pub next door took them in, while neighbours

:16:55.:16:57.

helped them get back on their feet. So, when the pub began to struggle,

:16:58.:17:01.

Juliet and a friend made the decision to save it and put it back

:17:02.:17:05.

at the heart of the community. Mark McAlindon reports from the village

:17:06.:17:14.

of Beckermet. J and clear became firm friends after J's house was

:17:15.:17:21.

flooded out in August 2012. So much so that when the pub needed tenants,

:17:22.:17:31.

the pair took the plunge. They were so supportive of us when we were

:17:32.:17:36.

flooded. Everyone helped with cleaning up, with feeding us. We

:17:37.:17:42.

actually stayed here. We were amazed by the support of the community. It

:17:43.:17:48.

was getting very sad and look lonely and needed life put back into it. I

:17:49.:17:54.

do love this place and soda clear so be decided to take it all in. We had

:17:55.:18:02.

under no illusions, to keep this place open will be extremely tough.

:18:03.:18:06.

Country pubs are closing at an alarmingly. This place has proved

:18:07.:18:14.

there is community spirit and the pair are determined to keep that

:18:15.:18:20.

alive. It is not just a business, it is a village community. I think that

:18:21.:18:26.

is really important. To see that disappear was heartbreaking. It is

:18:27.:18:33.

heartbreaking to see a place you love not do well. They both have

:18:34.:18:39.

long`term plans for the pub, even if it doesn't make them a fortune. They

:18:40.:18:43.

want to keep village businesses alive. Nobody wanted this place too

:18:44.:18:51.

close. Everybody just mocked him. That is the spirit in this village.

:18:52.:18:58.

It is a rare thing to have. `` they just mocked ==mucked in.

:18:59.:19:10.

Former Newcastle striker Marlon Harewood has joined Hartlepool

:19:11.:19:17.

United until the end of the season. The 34`year`old who started his

:19:18.:19:20.

career at Nottingham Forest says the opportunity to work under his Forest

:19:21.:19:23.

hero Colin Cooper was the main reason he decided to sign for Pools

:19:24.:19:27.

who've been suffering a bit of a dip since the new year.

:19:28.:19:30.

Marlon Harewood cuts an impressive figure on the training ground. And

:19:31.:19:33.

his ability to find the back of the net will help Hartlepool who've won

:19:34.:19:45.

just two of their last ten games. After being released by League One

:19:46.:19:49.

Bristol City a couple of weeks ago the 34`year`old was wondering what

:19:50.:19:52.

his next move might be when the call from Colin Cooper ` and the pair go

:19:53.:19:57.

way back. I was in the team with him years ago. He was one of the senior

:19:58.:20:02.

boys and I looked up to him. It was just amazing for him to be my

:20:03.:20:06.

manager now. Harewood scored five goals in fifteen games for Newcastle

:20:07.:20:10.

` but his arrivals about much more than that. I have known Marlon as a

:20:11.:20:17.

young player at Forest. I have watched his career. I just thought

:20:18.:20:21.

he would be the perfect person at this moment in time to come into the

:20:22.:20:25.

squad to give us a boost and be a positive role model. I do not care

:20:26.:20:33.

if he is 34, he is fit and strong. He will help the younger players, we

:20:34.:20:40.

need a figurehead. We want someone who will show by example and he can

:20:41.:20:43.

do that. Marlon's arrival will certainly help the likes of young

:20:44.:20:48.

Luke James. The 19 year old's scored ten goals this season and won a

:20:49.:20:52.

player of the month award but can't be expected to shoulder all the

:20:53.:20:54.

expectation. Colin speaks very highly of the players and he thinks

:20:55.:21:00.

I can help them, to push them all in and hopefully get sorted. Harewood

:21:01.:21:08.

could make his debut on Saturday. Well, a former Hartlepool loanee has

:21:09.:21:11.

just signed for Conference Premier side Gateshead after his contract at

:21:12.:21:16.

Championship club Burnley expired. Ryan Noble, who's 22, and made five

:21:17.:21:19.

Premier League appearances for Sunderland, has been brought in to

:21:20.:21:22.

help the Tynesiders move into the play`off places. Sixth`placed

:21:23.:21:24.

Gateshead are at home to Aldershot this evening.

:21:25.:21:27.

Berwick Rangers fans are still awaiting news on who will succeed

:21:28.:21:30.

Ian Little who was sacked as manager following the 4`1 defeat by Annan

:21:31.:21:33.

Athletic at Shielfield Park over the weekend. Little had been in charge

:21:34.:21:37.

for just over two years. The club blamed poor recent results on the

:21:38.:21:40.

need to "part company" with the 40`year`old.

:21:41.:21:45.

Staying at Shielfield Park ` but switching sports to speedway ` the

:21:46.:21:48.

Berwick Bandits inducted another five black and gold favourites into

:21:49.:21:52.

the club's Hall of Fame at their annual dinner. Among those receiving

:21:53.:21:56.

a trophy from former Bandits' skipper Rob Grant senior were Graham

:21:57.:22:00.

Jones ` who rode for the club in the 1970s ` and popular New Zealander

:22:01.:22:04.

Bruce Cribb, who wore the Berwick colours from 1982 to '85.

:22:05.:22:12.

Two more of the region's competitors are now finalising their

:22:13.:22:15.

preparations for the Winter Olympics next month after hearing that they

:22:16.:22:19.

WILL be on the plane to the Russian City of Sochi. Amanda Lightfoot,

:22:20.:22:22.

from South Shields, is the top ranked GB woman in biathlon ` a

:22:23.:22:25.

mixture of skiiing and shooting. Also selected in the squad is Lee

:22:26.:22:29.

Jackson, from Stockton ` here in the red ` who's been Britain's leading

:22:30.:22:32.

male biathlete over the last decade. Both serve in the British Army. We

:22:33.:22:37.

wish them well! Back to football now, and it's the

:22:38.:22:42.

adventure of a lifetime. Three England fans are on a plane, heading

:22:43.:22:46.

for South America. Once they land ` they'll be WALKING to the World Cup!

Pete Johnston and Adam Burns from Teesside and Dave Bewick from

:22:54.:22:56.

Cumbria will pass through three countries and 29 towns and villages.

:22:57.:23:00.

They'll be walking 1,966km, a memorable number for English

:23:01.:23:03.

football fans, of course ` arriving in Brazil in June, for the start of

:23:04.:23:07.

the World Cup. Stuart Whincup met up with Pete and Adam ` before they

:23:08.:23:17.

headed off. The think we are crazy, that is the normal reaction we get.

:23:18.:23:22.

Feeling more nervous and excited. Today there in Saltburn ` tomorrow

:23:23.:23:25.

they'll be in South America. The planning finally over, their

:23:26.:23:31.

adventure about to begin. I think because it started off as an idea

:23:32.:23:35.

which slowly grew, it seems more normal now four hours. There has

:23:36.:23:42.

been a lot of preparation. As it gets closer, it is starting to dawn

:23:43.:23:49.

on me. The big excitement is the adventure is about to begin. We're

:23:50.:23:52.

very excited. Their journey will take around 80 days to complete.

:23:53.:24:01.

Starting from Mendoza in Argentiana on the 1st of March, they head to

:24:02.:24:03.

Buenos Aires. Starting from Mendoza in Argentiana

:24:04.:24:04.

on the 1st of March, they head Then in May it's along the coast of

:24:05.:24:07.

Uruguay before arriving in Porto Alegre four days before the World

:24:08.:24:10.

Cup starts. And they've already recived high profile support. I just

:24:11.:24:16.

wanted to say very very good look on your walk to the World Cup. You will

:24:17.:24:23.

need all the luck. I'm sure it will be very difficult, it is a fantastic

:24:24.:24:27.

thing you are doing for a great cause. Well done for doing it,

:24:28.:24:35.

thanks. The boys' aim is to raise ?20,000 to build a water well in

:24:36.:24:39.

Bahia in Brazil, a place which has suffered the worst drought in 50

:24:40.:24:41.

years. We wanted to do suffered the worst drought in 50

:24:42.:24:42.

years. We wanted something to help Brazilian communities. We don't just

:24:43.:24:46.

want to go to the World Cup and give nothing back. Their epic journey

:24:47.:24:49.

will take 80 days ` across three countries and 29 towns and villages.

:24:50.:24:53.

Then when they get to Brazil ` all they have to do is find a way of

:24:54.:24:57.

getting tickets for England's World Cup games. Good luck. I just hope

:24:58.:25:07.

you don't expect to see England went. Most of us hardly saw any snow

:25:08.:25:20.

this winter. If you missed the white stuff, let me take you on to the

:25:21.:25:27.

Cumbrian fells. This is the view from the fells. An

:25:28.:25:31.

ice covering of the white stuff there. We have a weather front

:25:32.:25:36.

coming in from the West. That will bring rain. Things will turn milder

:25:37.:25:44.

later in the night. These weather fronts are thickening with client

:25:45.:25:48.

and spreading eastwards. Some snow on Monday. There will be some dry

:25:49.:25:57.

interludes. The next persistent band of rain will then spread and across

:25:58.:26:04.

Cumbria. That suddenly believes will be brisk at times. A wet and cloudy

:26:05.:26:11.

start for many office tomorrow. There will be drier spells and

:26:12.:26:17.

perhaps some brightness further east before the next band of rain comes

:26:18.:26:24.

in to the west later in the day. The weather fronts also bring milder air

:26:25.:26:33.

today. With the cloud and rain and that risk southeasterly winds, it

:26:34.:26:42.

might not feel that mild. This weather system is bringing the rain

:26:43.:26:46.

tomorrow at low pressure stays in charge as we head towards the end of

:26:47.:26:52.

the week. This comes through on Friday bringing more frequent

:26:53.:26:58.

showers. We don't expect anything too cold for the next few days.

:26:59.:27:02.

There will be heavy rain in Cumbria tomorrow, a bit brighter on Thursday

:27:03.:27:08.

with more rain coming in from the west on Friday. Southerly breezes

:27:09.:27:16.

throughout. Most places will see a lot of cloud. I brisk southerly

:27:17.:27:24.

breeze at times. We will keep you up`to`date on your local BBC Radio

:27:25.:27:29.

stations. Keep sending your pictures. That's it for now. See you

:27:30.:27:42.

then. Goodbye.
