That is all from the BBC News At Six,

:00:00.:00:00.

Hello and welcome to Monday's Look North. Tonight: We'll only close

:00:00.:00:10.

fire stations as a last resort. The new plan on spending cuts at the

:00:11.:00:17.

Tyne and Wear Fire Service. Murdered 18 years ago today, but

:00:18.:00:20.

Kevin Nightingale's killer has never been brought to justice. Now there's

:00:21.:00:27.

a new appeal for help. If anybody knows anything, anything

:00:28.:00:32.

at all on it might be the tiniest piece of information that they might

:00:33.:00:37.

think is irrelevant, please come forward.

:00:38.:00:43.

A charity's bid to halve the number of children in care, here in the

:00:44.:00:47.

North. Farewell to Frank, the popular local radio presenter who's

:00:48.:00:51.

died on his 84th birthday. And how the story of the Pitmen

:00:52.:00:54.

painters has inspired children across the North to create their own

:00:55.:00:57.

artwork. In sport: Sunderland go marching on

:00:58.:01:01.

after beating the Saints in the FA Cup. The Black Cats are now just a

:01:02.:01:07.

game away from a second trip to Wembley this season.

:01:08.:01:20.

It created a wave of anger and fears that lives could be put at risk.

:01:21.:01:29.

Last month, Tyne and Wear Fire and Rescue Service announced more than

:01:30.:01:32.

130 jobs losses and the closure of three stations, all in response to a

:01:33.:01:36.

cut of ?9 million in government grants. But today the Fire

:01:37.:01:38.

Authority's come up with revised plans. It says it's listened to

:01:39.:01:41.

public concern, and fire stations will now only close as a last

:01:42.:01:44.

resort. Our Political Correspondent Mark Denten joins us from one of

:01:45.:01:47.

those threatened stations in Sunderland. So Mark, just what is

:01:48.:01:55.

happening with the fire cuts now? A very good question on how revised

:01:56.:02:03.

those plans actually are. This is a somewhat Central fire Station, one

:02:04.:02:08.

of the stations that is slated for closing. This afternoon, the fire

:02:09.:02:16.

Authority has come out with a statement saying it has been

:02:17.:02:19.

listening over the last few weeks to a people have been saying, and they

:02:20.:02:24.

say that there are three changes, number one, they are the shrub or

:02:25.:02:32.

they will only close a last resort `` they will only close three

:02:33.:02:39.

stations as a last resort, and they also say they will save those

:02:40.:02:44.

changes in over a minimum of three years. Hasn't placated the critics?

:02:45.:02:51.

Let's find out. The striker has that placated the critics. `` have that

:02:52.:02:57.

placated the critics? Let's find out. What we saw was a mess. I have

:02:58.:03:08.

never witnessed anything like that before. This was not about the

:03:09.:03:14.

firefighter posts, this was shortly about the three stages of closure.

:03:15.:03:22.

For what ever reason, an option was not taken. They still have to save

:03:23.:03:27.

money. Is there any realistic way they can do that without making

:03:28.:03:32.

dramatic changes? What you need to bear in mind is, the closure of the

:03:33.:03:41.

station will only save ?140,000. Option three was the one with the

:03:42.:03:47.

highest risk of fatalities. It has led to confusion and a workforce who

:03:48.:03:53.

do not know where to go from here. Thank you for joining us. No`one

:03:54.:04:01.

from the fire authority was available for comment tonight, but

:04:02.:04:05.

there has been an angry reaction from Labour MPs. One and he said she

:04:06.:04:11.

is very disappointed by the decision and says it will still put lives in

:04:12.:04:16.

Sunderland at risk. `` one MP. He was murdered 18 years ago today,

:04:17.:04:30.

but it's a crime that remains unsolved. Now, police have launched

:04:31.:04:33.

a fresh appeal for information about the death of Kevin Nightingale, a

:04:34.:04:39.

club doorman from South Shields. Mr. Nightingale was shot on his doorstep

:04:40.:04:42.

after returning from work on the 17th of February, 1996. His family

:04:43.:04:46.

are hoping this renewed appeal for help will bring his killer to

:04:47.:04:50.

justice. Bob Cooper reports. He was only 33 and a father of two

:04:51.:04:53.

children. Described as a lovely`natured man, who idolised his

:04:54.:05:04.

family. Kevin was a lovely man. Heart of gold. Help anybody out, do

:05:05.:05:09.

anything for anybody. Happy`go`lucky, family man. Everyone

:05:10.:05:14.

of her members him his smile. `` remembers him.

:05:15.:05:20.

But his life was cruelly cut short, when someone shot Kevin Nightingale

:05:21.:05:23.

after work in front of his family home. That was 18 years ago today.

:05:24.:05:27.

Since then, his widow Julie has been living in limbo.

:05:28.:05:34.

The longer it has gone on the harder it is getting for me personally. It

:05:35.:05:40.

is getting harder. Just waiting to see who did it and why. You know? We

:05:41.:05:54.

have had bad health through it all. I lost my job and I have got

:05:55.:06:01.

diabetes. I am losing my sight. It is just... That is what it has

:06:02.:06:07.

done. His sister and Julie have got the same problems.

:06:08.:06:12.

Three people were charged in 2000 and then again 2001 for Mr

:06:13.:06:15.

Nightingale's murder, but the charges were dropped both times. Now

:06:16.:06:18.

police are renewing efforts to find out who is responsible. Detectives

:06:19.:06:25.

were on the murder for several years `` detectives worked on the murder

:06:26.:06:29.

for several years, however, now there is an opportunity to look at

:06:30.:06:37.

anything that happened at the time. Crimestoppers are also offering

:06:38.:06:39.

?5,000 for information that might lead to a conviction. And if anyone

:06:40.:06:43.

out there does know anything, Julie Nightingale has this message for

:06:44.:06:49.

them. If anybody knows anything, anything

:06:50.:06:54.

at all come it might be the tiniest, little piece of information that

:06:55.:06:58.

they might think is irrelevant, please come forward, because it

:06:59.:07:05.

might be a big deal to the police, so please, anybody that has any

:07:06.:07:12.

information, please come forward. A nine year`old girl from County

:07:13.:07:15.

Durham is recovering from emergency surgery, after a beer bottle was

:07:16.:07:19.

thrown through the window of a car she was travelling in. Abbie Keers

:07:20.:07:24.

from Stanley was being driven by her grandmother when the incident

:07:25.:07:26.

happened. Police believe the bottle was thrown at the car from a

:07:27.:07:30.

pedestrian underpass. In a statement her family said:

:07:31.:07:56.

whether this was done on purpose or not, people need to think about the

:07:57.:08:03.

consequences of what they are doing. Throwing anything to `` into a

:08:04.:08:09.

carriageway can have serious consequences.

:08:10.:08:15.

Durham Police are still questioning three men arrested in an armed

:08:16.:08:18.

operation last night in Darlington. The three ` aged 30, 22 and 19 `

:08:19.:08:22.

were arrested in the town's Yarm Road, after the van in which they

:08:23.:08:26.

were travelling was brought to an enforced stop by officers. They're

:08:27.:08:29.

from different locations in the North East, and are being held at

:08:30.:08:32.

separate police stations. A police spokesman said today there were no

:08:33.:08:35.

injuries and went on to reassure people in Darlington this was "an

:08:36.:08:37.

isolated incident." Having the number of children going

:08:38.:08:41.

into care, that's the ambition of a charity being piloted in the North

:08:42.:08:44.

East. Christian philanthropist Sir Peter Vardy is funding the project,

:08:45.:08:47.

which is training church`goers to help families before social services

:08:48.:08:50.

are involved. It comes as the number of children in care in this region

:08:51.:09:01.

soars. Once my husband had gone to prison, at first he left grieving,

:09:02.:09:06.

in a way, and you just feel you are at the end of their tether. `` your

:09:07.:09:13.

tether. Struggling to cope with three

:09:14.:09:16.

children and a husband behind bars, Kate is one of 70 families in the

:09:17.:09:20.

North East who've been supported by Sir Peter Vardy's new charity. They

:09:21.:09:23.

came the night before I went into hospital and kept the middle child

:09:24.:09:27.

for just under one week, so I knew he was safe and happy there, and I

:09:28.:09:35.

could concentrate on me and the baby rather than worrying about where

:09:36.:09:39.

everybody was. It's called Safe Families for

:09:40.:09:43.

Children. It's based on a Christian movement sweeping America. It was a

:09:44.:09:51.

no`brainer that if we could bring this to return, we could support

:09:52.:09:55.

thousands of children and families and obviously save the government

:09:56.:10:03.

billions of pounds. Just have a bit of a discussion. These are some of

:10:04.:10:06.

the things I am concerned about if I am going to embark on this process.

:10:07.:10:12.

The charity has trained more than 250 unpaid church volunteers in the

:10:13.:10:15.

North East to help mums like Kate. They provide short term foster

:10:16.:10:19.

homes, taking in children for up to 28 days while parents sort out their

:10:20.:10:24.

problems. Attractive to cash strapped councils.

:10:25.:10:29.

When Peter came to see me, I nearly jumped across desk.

:10:30.:10:36.

In Middlesbrough, looked after children cost the council ?16.5

:10:37.:10:39.

million a year, that's ?43,000 per child per year. But some are bound

:10:40.:10:47.

to question the church's motivation. The suspicion might be that by

:10:48.:10:51.

getting involved in this, you are trying to indoctrinate people. That

:10:52.:10:57.

is not the case. The children we are working with are generally under

:10:58.:11:01.

three. You cannot do much indoctrination with a young child.

:11:02.:11:04.

What we're trying to do is provide support for a broken community.

:11:05.:11:09.

The ambition is huge, but can he deliver? Sir Peter says we'll need

:11:10.:11:13.

to wait a decade before we can judge.

:11:14.:11:21.

And you can make up your own mind by watching Inside Out tonight, on BBC

:11:22.:11:24.

One at 7:30pm. A public meeting's beginning in York

:11:25.:11:27.

about now on the controversial issue of fracking. Dart Energy, which

:11:28.:11:34.

holds the licence for fracking in the area, are meeting campaigners

:11:35.:11:37.

who are against the idea. It involves drilling deep underground

:11:38.:11:40.

to extract shale gas. The government says it'll create jobs and bring

:11:41.:11:43.

cheaper energy in the future. Opponents say it damages the

:11:44.:11:53.

environment. As many as 100 skiers helped shovel

:11:54.:11:57.

through more than 20 feet of snow as avalanche warnings were issued

:11:58.:12:00.

across parts of the Lake District Fells at the weekend. 15 foot high

:12:01.:12:03.

snow drifts covered the Raise mountain near Patterdale, with heavy

:12:04.:12:06.

recent snowfalls covering huts and the mountain side's ski tow.

:12:07.:12:08.

The government's being asked to spend at least ?5 million on fixing

:12:09.:12:12.

North Yorkshire's roads. The County Council says a quarter of its minor

:12:13.:12:15.

roads, that's about 3,000 miles, are in urgent need of repairs, and it's

:12:16.:12:19.

rapidly becoming a crisis. Council leader John Weighell has written to

:12:20.:12:22.

the Transport Minister asking for investment.

:12:23.:12:25.

Still to come on Monday's Look North: Dawn Thewlis joins me for

:12:26.:12:30.

Teamtalk shortly. Plus: How the Pitmen painters are still inspiring

:12:31.:12:38.

young artists 80 years on. And I will be here with a full

:12:39.:12:44.

weather forecast looking forward to the middle of this week.

:12:45.:12:50.

The former BBC Newcastle presenter, Frank Wappat, has died, on his 84th

:12:51.:12:53.

birthday. Frank suffered heart failure at the Royal Victoria

:12:54.:12:56.

Infirmary in Newcastle this morning. Sharon Barbour looks back at his 40

:12:57.:13:00.

years as a radio host. Born in Hebburn, County Durham.

:13:01.:13:05.

There was no mistaking the sound of Frank Wappat on the airwaves.

:13:06.:13:19.

Putting at the heartstrings, and the song features a Wurlitzer organ.

:13:20.:13:25.

For 40 years he broadcast and was BBC Newcastle's longest serving

:13:26.:13:30.

presenter. He was unique, different from anyone else you would hear. He

:13:31.:13:35.

always wanted to do it his way and he always did, and he got this

:13:36.:13:38.

legendary status at the radio stations.

:13:39.:13:49.

But he was more than a radio host. He worked with a number of musicians

:13:50.:13:53.

and bands and was himself a singer. In his late 70s, Frank was still

:13:54.:13:56.

broadcasting, only forced to retire by illness. But for his listeners

:13:57.:14:00.

and those who worked with him, there was only one Frank Wappat. Here we

:14:01.:14:07.

are again, Monday night. There is a phrase from Frank Sinatra, I did it

:14:08.:14:13.

my way, he always does it his way. He died earlier today in hospital in

:14:14.:14:20.

Newcastle, on his 84th birthday. Amazing character with an incredibly

:14:21.:14:24.

loyal following as well. And many thanks for all your tributes to

:14:25.:14:28.

Frank on the Look North Facebook page. If you'd like to add your

:14:29.:14:31.

comment, why not log on? The details are on your screen now.

:14:32.:14:36.

It started as an art class for a group of miners, and ended up,

:14:37.:14:39.

famous the world over. The story of the Pitmen Painters became the

:14:40.:14:42.

subject of books and a Broadway play. This year brings the 80th

:14:43.:14:45.

anniversary of the Ashington group, whose work depicted life in a mining

:14:46.:14:48.

community. Now their legacy is inspiring hundreds of children,

:14:49.:14:51.

who've created their own artwork based on the famous pitmen. Peter

:14:52.:14:59.

Harris reports. It is a desire to learn something. A

:15:00.:15:04.

desire to do a little bit more than what you have been taught in school.

:15:05.:15:08.

It's a story as famous as the paintings themselves. How a group of

:15:09.:15:10.

Northumberland pitmen started an evening class and saw their work

:15:11.:15:12.

become world renowned. 80 years on, that tale of

:15:13.:15:25.

self`betterment is being used to inspire once again. Children

:15:26.:15:28.

creating their own work, of life in the pits. It was a lot about

:15:29.:15:38.

escapism and expressing themselves after a heavy day's work, and I

:15:39.:15:42.

think young people really respond to that. None of us want to be

:15:43.:15:47.

pigeonholed. We want to be seen as having lots of talents and itches

:15:48.:15:51.

anybody can achieve anything. Fred Laidler was one of those

:15:52.:15:59.

pitmen. His son George came to see the children's work for himself.

:16:00.:16:03.

What do you think your dad would have made of it? They all would have

:16:04.:16:08.

loved it, because at the end of the day, they were a bit like children,

:16:09.:16:16.

I suppose, in as much as it was an exciting thing for them to do when

:16:17.:16:20.

they found that they had a talent for it.

:16:21.:16:27.

Somebody went down early on a Monday and lit this fire, which was a

:16:28.:16:32.

roaring fire by the time we got there, and that is where they did

:16:33.:16:37.

their stuff. This project has involved 1300

:16:38.:16:41.

children from across the region learning about the painters and

:16:42.:16:45.

having a go themselves. I have needed a little bit of help with

:16:46.:16:54.

mine! It is really cool, actually. It inspires loads of little kids. I

:16:55.:16:58.

think it is really good and interesting what they did and what

:16:59.:17:02.

they achieved. I have enjoyed it but I think I messed it up a bit.

:17:03.:17:07.

The exhibition at Woodhorn museum in Northumberland lasts all week.

:17:08.:17:16.

They looked good, didn't they? Sport now, and on Wearside, all the

:17:17.:17:20.

talk ` once again ` is about Wembley.

:17:21.:17:26.

Sunderland will find out this evening whether it's Gus Poyet's old

:17:27.:17:29.

club, Brighton, or their former manager Steve Bruce's Hull City side

:17:30.:17:33.

who stand between the Black Cats and a second trip to Wembley this

:17:34.:17:38.

season. That's right. They're already there in just under two

:17:39.:17:42.

weeks for the Capital One League Final, all 31,500 Sunderland tickets

:17:43.:17:45.

sold out, by the way, and if they beat Hull or Brighton in the FA Cup

:17:46.:17:49.

quarterfinal then the semi will be at Wembley as well. Still don't

:17:50.:17:55.

think that's right. What if it's two northern teams? Why drag them all

:17:56.:18:00.

the way to London? It takes the gloss off of the final. But they

:18:01.:18:05.

have to pay for the stadium somehow. You old cynic! And the cost of all

:18:06.:18:15.

these extra Cup ties could go some way to explaining why, 50 years ago

:18:16.:18:18.

to the day since Sunderland played and beat the reigning champions

:18:19.:18:22.

Everton in the FA Cup fifth round at Roker Park in front of more 62,000

:18:23.:18:25.

fans, there were just over 16,000 there on Saturday. But staying up

:18:26.:18:29.

won't get you a statue like Bob Stokoe! You cannot afford it if

:18:30.:18:37.

money is tight. They have been paying for trips to London hotels

:18:38.:18:43.

and transport. The guy covering it on Saturday said it was only ?15 to

:18:44.:18:52.

get in, but if you have a family... There was a debut. And we have seen

:18:53.:19:00.

Craig Gardner do this many times. It shows how valuable he can be to the

:19:01.:19:04.

team. He popped up with the winner this time. Gus Poyet still says that

:19:05.:19:18.

the cop is not his main priority. I would prefer to stay in the Premier

:19:19.:19:22.

League. Apparently you can be more famous. It is better to wind the

:19:23.:19:29.

cup. I do not want any more people knowing me, I think they know me

:19:30.:19:32.

enough, so I preferred to stay in the Premier League! Look at this,

:19:33.:19:39.

one of Arsenal or Everton will go out in the quarterfinal. And you'd

:19:40.:19:44.

fancy a semifinal against either of the Sheffield teams or Charlton,

:19:45.:19:48.

wouldn't you? Could even be a repeat of the Capital One final with Man

:19:49.:19:52.

City, if they can get past Brighton or Hull. A very disappointing result

:19:53.:19:58.

for Middlesbrough, who passed up on the chance to climb to within four

:19:59.:20:02.

points of the Championship playoff zone allowing Watford to leapfrog

:20:03.:20:05.

them in the table. You've got to score goals to wind games though and

:20:06.:20:09.

Boro haven't managed that in the last five. That gave us a laugh,

:20:10.:20:35.

didn't it? They definitely had the better of a fairly low`key first

:20:36.:20:38.

half and it looked like Jonathan Woodgate had put them in front when

:20:39.:20:42.

he headed in Dean Whitehead's free kick, but it was ruled offside. Then

:20:43.:20:45.

the nightmare began for Ben Gibson. He gave away a penalty after

:20:46.:20:48.

bringing down Fernando Forestieri and Troy Deeney scored from the

:20:49.:20:59.

spot. And you would have thought Middlesbrough would then have taken

:21:00.:21:02.

advantage as Samba Diakite was sent off for this challenge on Whitehead

:21:03.:21:05.

but although Danny Graham scored 27 goals for Watford four season ago

:21:06.:21:09.

the on loan striker couldn't find the net for Boro and just four

:21:10.:21:12.

minutes later Gibson was sent off for a second yellow card after

:21:13.:21:15.

trying to stop goalkeeper Jonathan Bond from taking the clearing kick.

:21:16.:21:19.

A rush of blood ` hopefully he won't do that again ` both sides had

:21:20.:21:23.

chances to score after that but drew a blank ` Boro now without a goal in

:21:24.:21:27.

more than eight hours and Aitor Karanka as sick as a chip after the

:21:28.:21:36.

game as well he might be. It is difficult for me to do the meetings.

:21:37.:21:47.

I said to the players at the meeting, we did not score any goals

:21:48.:21:52.

and we did nothing that I told them in the meeting room. I am

:21:53.:21:58.

disappointed with the job and with the game and everything. He looked

:21:59.:22:04.

miserable. Now, with all the bad weather

:22:05.:22:07.

they've been having down South, it was perhaps no surprise that

:22:08.:22:10.

Carlisle's game against Crawley in West Sussex was postponed. These

:22:11.:22:12.

were the scenes at Broadfield Stadium. Fans had been helping clear

:22:13.:22:16.

water off the pitch but the referee decided it wasn't safe to play on

:22:17.:22:20.

and called the game off three hours before kick off.

:22:21.:22:27.

Better news in League Two, where Hartlepool moved up to eighth, just
