so it's goodbye from me, and on BBC One, we now join the BBC's news

:00:00.:00:00.

teams Good evening, and welcome to

:00:00.:00:00.

Monday's Look North. Tonight: Is it time to decriminalise heroin?

:00:07.:00:11.

One of our chief constables says it's the only way to win the war

:00:12.:00:14.

with the drugs gangs. We've a special report.

:00:15.:00:19.

On trial. Former Newcastle united striker Nile Ranger appears in court

:00:20.:00:23.

accused of raping a woman in a hotel.

:00:24.:00:26.

Up to 7000 new jobs are promised as a details are revealed of a new

:00:27.:00:29.

airport business park. And we begin our series on World War

:00:30.:00:33.

One at home ` looking at the Northumberland trenches, dug by

:00:34.:00:43.

recruits training for war. There are taught the things you don't want to

:00:44.:00:46.

hear in your career, and one is we are going over.

:00:47.:00:52.

In sport, so near and yet so far for our bobsleigh team at the Winter

:00:53.:00:53.

Olympics. But it's never too late to score a

:00:54.:00:58.

goal at St James's ` a priceless goal for Pardew and co!

:00:59.:01:06.

Tonight, a call for a rethink on our drugs policy which many will find

:01:07.:01:13.

extraordinary. And it comes from one of our top police officers. Mike

:01:14.:01:16.

Barton, the Chief Constable of Durham, says he wants to see the

:01:17.:01:20.

Government provide free heroin for addicts. Speaking publicly on the

:01:21.:01:24.

subject for the first time, he says it's the only way to beat the

:01:25.:01:27.

criminal gangs which import and distribute the drug ` because it

:01:28.:01:31.

will take away their income. For tonight's Inside Out, Mr Barton

:01:32.:01:34.

authors a special film which took him to Copenhagen ` where a scheme

:01:35.:01:38.

already offers addicts freedom from prosecution. Our Chief Reporter

:01:39.:01:47.

Chris Stewart went with him. It is a stance which will

:01:48.:01:50.

undoubtedly make him unpopular with many politicians, but he says the

:01:51.:01:55.

money we spend on locking up drug addicts would be better spent on

:01:56.:01:58.

trying to help them recover, which led to the fact`finding mission to

:01:59.:02:03.

Denmark. I'm here to see is a stance which will undoubtedly make him

:02:04.:02:05.

unpopular with many politicians, but he says the money we spend on

:02:06.:02:08.

locking up to Alex would be better spent on trying to help them

:02:09.:02:10.

recover, which led to the fact`finding mission to Denmark. I'm

:02:11.:02:12.

here to see some indifferent. Addicks are given free injection

:02:13.:02:15.

kits in a safe environment. He once go much further than that, as well

:02:16.:02:20.

as a safe environment like that available to Alex, he wants to

:02:21.:02:24.

provide free heroine, and he says Addicks like 22`year`old Anneka help

:02:25.:02:33.

prove his point. What will help you stop? I don't know. I have been

:02:34.:02:39.

through a lot of death. I thought I would not wake up. I don't get

:02:40.:02:51.

scared of it. I hope there comes a time when I feel I want to be clean.

:02:52.:02:56.

She was introduced by drugs I her own father. Mr Barton says the

:02:57.:03:04.

Danish state already helps fund her habit. She isn't part of a much

:03:05.:03:09.

bigger problem. She blows ?600 that you get on the state every month on

:03:10.:03:14.

drugs, and gives it to her drug dealer. What I'm suggesting is that

:03:15.:03:20.

?6 to towards her public, so she is free from drugs and we should

:03:21.:03:25.

require the herring and take the ?600 out of the drug dealer's

:03:26.:03:31.

pocket. Mr Barton also faces one of his biggest critics. What is the

:03:32.:03:45.

answer? I'm advocating the proceeds of the possessors of drugs. About

:03:46.:03:51.

one, anyone is caught, they are prosecuted and found guilty. It is

:03:52.:03:58.

did deter people from drugs. This is what you do not do. He knows a good

:03:59.:04:03.

it is own staff, but he says an angry debate is better than no

:04:04.:04:06.

debate. And Chris Stewart is with me now. If

:04:07.:04:10.

the government did take up Mr Barton's plan, the cost would be

:04:11.:04:15.

enormous, wouldn't it? You are right. On the other hand, heroine

:04:16.:04:20.

users are in out of prison and prison costs ?35,000 per year for

:04:21.:04:24.

inmates. Add to that the cost of catching them, and the cost of

:04:25.:04:28.

prosecuting them, and individual cost of victims of the crimes these

:04:29.:04:32.

people often commit. Suddenly it doesn't seem so straightforward. Why

:04:33.:04:36.

is he the only Chief Constable saying this? Chances are he is not

:04:37.:04:42.

the only one. He is only one saying publicly. It is inconceivable that

:04:43.:04:46.

42 of the constables disagree with the man who runs Durham. It is worth

:04:47.:04:51.

pointing out he does have the full support on this issue from his

:04:52.:04:55.

Commissioner. Ron Hogg was also a former Chief Constable, Deputy Chief

:04:56.:05:02.

Constable who dealt with drug gangs. Well you can make up your own mind

:05:03.:05:06.

about Mike Barton's proposals ` by watching Inside Out tonight on BBC

:05:07.:05:07.

One at 7.30pm. The former Newcastle united player

:05:08.:05:18.

Nile Ranger has gone on trial accused of rape. The 22`year`old

:05:19.:05:21.

striker, who is appearing before Newcastle Crown Court, denies the

:05:22.:05:31.

charge. Andrew Hartley reports. Nile Ranger played for Newcastle

:05:32.:05:37.

united until March last year. He arrived at Crown Court. It was told

:05:38.:05:43.

that Mr Ranger and as victim had been friends. They have been in

:05:44.:05:47.

contact by text. They met at the Empress bar on a Tuesday night in

:05:48.:05:52.

January last year. The court heard that the woman remembers dancing and

:05:53.:05:57.

drinking for the first hour of their date, but has no memory of what

:05:58.:06:01.

happened after that, until she woke the next morning in a bed in a hotel

:06:02.:06:06.

room in Newcastle with Mr Ranger lying next to her. The jury was

:06:07.:06:12.

shown CCTV footage of the woman and Mr Ranger arriving at this hotel in

:06:13.:06:16.

the Jesmond area of Newcastle in the small hours of Wednesday morning.

:06:17.:06:20.

The prosecution says the photo shows that the woman fell out of the taxi

:06:21.:06:25.

and was left lying on the pavement for some time, good for Mr Ranger SS

:06:26.:06:29.

at her into the hotel stop it is claimed this footage showed the

:06:30.:06:33.

woman was incapacitated through drink or drugs. The court heard that

:06:34.:06:37.

Mr Ranger and admits having sex with the woman, but says physical contact

:06:38.:06:43.

was totally consensual. He denies the charge of rape and the trial

:06:44.:06:50.

continues. Heavy rain's caused problems with

:06:51.:06:53.

flooding in Cumbria. In Carlisle, a flood warning was in place on the

:06:54.:06:57.

River Eden ` after it burst its banks ` making the road through

:06:58.:06:59.

Rickerby Park impassable. Firefighters also pumped water from

:07:00.:07:02.

a close in Ellenbrough where three homes were affected. Standing water

:07:03.:07:05.

also caused problems on the A595 near Cockermouth. And two golf

:07:06.:07:13.

courses in Carlisle were underwater. Up to 7000 new jobs. That's the

:07:14.:07:19.

claim by Newcastle Airport today, as it revealed the first details of a

:07:20.:07:23.

new business park. The initial phase of the development will see six new

:07:24.:07:26.

offices created on land close by. And, as our Political Editor Richard

:07:27.:07:29.

Moss reports, today it got the backing of a government minister.

:07:30.:07:34.

The view is impressive. But there should soon be even more to see from

:07:35.:07:37.

Newcastle Airport's control tower. A new business park is planned close

:07:38.:07:41.

by. The first phase will see six office blocks built, housing up to

:07:42.:07:45.

1000 people. It's hoped the park will eventually employ 7000. It's a

:07:46.:07:50.

plan that got the backing of the Scarborough MP and aviation

:07:51.:07:58.

minister. It is a thriving airport, it is going places. It has flights

:07:59.:08:02.

to Dubai and they are optimistic on having flights to the USA. It is a

:08:03.:08:06.

good example of how an effective regional airport can be part of the

:08:07.:08:10.

whole local economy. And for the airport managers, the business park

:08:11.:08:13.

is not a diversion from its main purpose, but something that shows

:08:14.:08:16.

it's weathered the downturn and is ready to spread its wings. When the

:08:17.:08:22.

crash came in 2008, we lost money, but we are growing now. As well as

:08:23.:08:26.

growth last year, we have accelerated growth this year and we

:08:27.:08:30.

believe the property market is search within the north`east that

:08:31.:08:33.

the timing of this launch is right. And for the minister, this was a

:08:34.:08:37.

chance to see another money spinner for the airport, its fire safety

:08:38.:08:40.

training academy. But the airport has also been pushing the government

:08:41.:08:43.

to cut air travel taxes to help it attract more flights. On that he was

:08:44.:08:48.

less encouraging. I know it is a content is issued by local flight to

:08:49.:08:55.

London it is ?40 tax cut. The point is that we don't charge VAT on quite

:08:56.:09:01.

as some countries do. Certainly any of those representations are passed

:09:02.:09:04.

through to the Treasury, and I'm sure Mr Osborne will be considering

:09:05.:09:07.

them as he plans his budget. But despite that airport managers are

:09:08.:09:10.

confident that its expansion plans mean it's a business that remains on

:09:11.:09:17.

the up. Well staying with jobs and aviation

:09:18.:09:21.

` and the government's thought to be on the verge of ordering a fleet of

:09:22.:09:24.

new combat aircraft ` which will bring huge benefits to a company

:09:25.:09:28.

from County Durham. The order could be worth around ?2.5 billion `

:09:29.:09:30.

securing 24,000 jobs nationally, including some here in the region.

:09:31.:09:36.

Our Business Correspondent Ian Reeve reports.

:09:37.:09:44.

This is the stealth and combat jet the Ministry of defence is on the

:09:45.:09:48.

cusp of a ring. It is American but the government tell us it is good

:09:49.:09:53.

for UK manufacturing. This will bring jobs to companies like this

:09:54.:09:58.

one in Durham. They'll supply engine parts. It is a prestigious project.

:09:59.:10:03.

There has been a lot of design work. We have created some of our products

:10:04.:10:07.

which are unique, and are manufactured nowhere else in the

:10:08.:10:11.

world. We provide something which is distinct to that programme. 500 UK

:10:12.:10:17.

companies were built 15% of the new jet, because to operate in the

:10:18.:10:21.

region. This one of the paint company. But Steve, 23 years in this

:10:22.:10:25.

business he attributed his involvement to become an ever

:10:26.:10:32.

sophisticated. This machinery makes things easier than it. If if you go

:10:33.:10:37.

way back, to make a tool for eight Ascot, you haven't a file stuff

:10:38.:10:43.

down, where as now we have a machine which can cut to within inches. As

:10:44.:10:53.

long as I finish my college work and get it all done, it should be all

:10:54.:11:01.

right to stay on here. More than 3000 F 35 's will be built and sold.

:11:02.:11:07.

Each boasting something made in this tiny part of County Durham.

:11:08.:11:11.

You're watching Monday's Look North. Teamtalk is coming up, and a look at

:11:12.:11:15.

how at how rural Northumberland played a vital role training

:11:16.:11:19.

soldiers for world war one. Plus the children who'll be getting VIP

:11:20.:11:21.

treatment at Sunderland's Wembley final this weekend. The last 24

:11:22.:11:33.

hours have given us high rainfall. Find out over the next few days

:11:34.:11:40.

later in the programme. Now: Today sees the start of "World

:11:41.:11:44.

War One At Home", a project carried out in partnership between the BBC

:11:45.:11:48.

and Imperial War Museums. Over the next few days we have stories from

:11:49.:11:51.

across the Northeast and Cumbria, uncovering tales of our part in the

:11:52.:11:55.

war effort. In this first special report, Gerry Jackson explores the

:11:56.:11:58.

poignant traces of practice trenches, dug in Northumberland by

:11:59.:12:01.

raw army recruits ` as they waited to be sent overseas.

:12:02.:12:09.

High on the Northumberland moors, we're on the trail of men who came

:12:10.:12:13.

here a century ago for their first taste of war. This has been soldier

:12:14.:12:20.

country for a long time. The army bought 20,000 acres of land near

:12:21.:12:23.

Otterburn just before the First World War. Then, as now, the army

:12:24.:12:28.

brought its recruits here to toughen them up. It looks like it must have

:12:29.:12:40.

looked, 100 years ago. It is just surviving a fear which is hard work.

:12:41.:12:45.

Training on top is even harder work. You don't want to hear in your

:12:46.:12:51.

career that we are going over the top. When Kitchener made his famous

:12:52.:12:58.

call to arms, the government hoped 100,000 men would join up. Within

:12:59.:13:04.

four months a million had come forward. It is a believe these new

:13:05.:13:14.

recruits were stuffed into uniform and sent overseas, but the army was

:13:15.:13:18.

determined to train them properly. That could take up to a year, and

:13:19.:13:24.

involved discipline and digging. They dug in public parks, the

:13:25.:13:28.

grounds of stately homes and on army ranges like Otterburn. And here, the

:13:29.:13:31.

traces of their labours are still preserved. The trenches cover an

:13:32.:13:36.

area only the size of a couple of football fields, but they're a

:13:37.:13:38.

history lesson etched in the landscape. It has been said that the

:13:39.:13:47.

more trenches dug in England than there were on the Western front.

:13:48.:13:52.

This trench is a life`saver. This is the real McCoy. It would have been

:13:53.:13:58.

two and a half metres deep. They had to get this training right, because

:13:59.:14:03.

we're about good realistic training, they wouldn't be prepared

:14:04.:14:08.

for what was facing them in the actual theatre of war. Today's army

:14:09.:14:11.

uses this vast expanse as an artillery range, just as it did back

:14:12.:14:22.

then. It is in the area. It is rumoured they were firing over as

:14:23.:14:26.

they were digging, so they have the experience of having shells and

:14:27.:14:31.

gunfire done over the top as part of their training. Would it have been a

:14:32.:14:42.

hard life? Finally the soldiers, volunteered and all gung ho, and

:14:43.:14:47.

then they come here in the middle of the night. It might have dawned on

:14:48.:14:53.

them all of a sudden. These wartime fragments are classed as a scheduled

:14:54.:14:55.

ancient monument. Their very inaccessibility has probably helped

:14:56.:15:00.

to conserve them. Now, 100 years after young men prepared here for

:15:01.:15:03.

the hell of the Western Front, the military says protecting this is a

:15:04.:15:12.

tribute to that generation. Can you see this being here for another

:15:13.:15:18.

hundred years? Without a shadow of a doubt. We will make sure it is kept

:15:19.:15:24.

in this condition. Some of the men who did this perhaps did not come

:15:25.:15:28.

back. You have to realise that. It is poignant and there is something

:15:29.:15:35.

we should cherish. Not just for ourselves, but for future

:15:36.:15:42.

generations. And there'll be a World War One at

:15:43.:15:46.

Home report on Look North each evening this week. Tomorrow morning

:15:47.:15:49.

on your local radio station, you can hear another story about the impact

:15:50.:15:57.

World War One had on where you live. Go to www.bbc.co.uk/ww1 and follow

:15:58.:16:00.

the links to find more World War One At Home stories in our region.

:16:01.:16:07.

It's every fan's dream to see their team play in a Cup final at Wembley

:16:08.:16:11.

` and for thousands of Sunderland fans that will come true this

:16:12.:16:14.

weekend. But even better to experience it in the luxury of an

:16:15.:16:19.

executive box. Well for five children in Sunderland, whose lives

:16:20.:16:22.

are harder than most, that dream is about to become a reality, as Bob

:16:23.:16:27.

Cooper reports. Life isn't much fun when you are

:16:28.:16:31.

sick. These five children all have serious illnesses, but on Sunday

:16:32.:16:34.

they'll be living it up in an executive box as the Black Cats take

:16:35.:16:38.

on Manchester City in the League Cup final at Wembley. I think the score

:16:39.:16:48.

is going to be 2`0 to us. I hope Sunderland are going to win, and win

:16:49.:16:56.

the trophy. Jackie has a condition called DiGeorge syndrome, which

:16:57.:16:58.

affects mainly his heart, his immunity. He has eating difficulties

:16:59.:17:01.

and his learning and development. When we got the phone call last

:17:02.:17:05.

week, he was on cloud nine and so was I, because he is having a treat

:17:06.:17:10.

of a lifetime. This special treat is courtesy of the Wells Sports

:17:11.:17:13.

Foundation, which runs a scheme to send children with health problems

:17:14.:17:20.

on VIP trips to sporting events. These kids deserve a day out. They

:17:21.:17:23.

are just fantastic and really appreciate it. These children really

:17:24.:17:27.

are looking forward to it. Rebecca, who has an eating disorder, hopes

:17:28.:17:32.

this trip will give her a boost. Hopefully it is a turning point. I

:17:33.:17:36.

don't want to be in hospital anymore this year, Hopefully this is a good

:17:37.:17:44.

sign. The kids all up for the Cup there,

:17:45.:17:49.

but the players had to try to focus on the league this weekend ` and it

:17:50.:17:53.

wasn't plain sailing for any of our clubs ` it's time for Teamtalk!

:17:54.:18:00.

It was relief as much as anything for Newcastle yesterday as they

:18:01.:18:03.

ended a run of four successive home league defeats by beating Aston

:18:04.:18:07.

Villa Yes, and it was striker Loic Remy who made the difference. Their

:18:08.:18:11.

top scorer had been out of action because of a three game suspension

:18:12.:18:15.

but he proved his worth yesterday, though he left it late to say the

:18:16.:18:18.

least! There was an atmosphere of quiet desperation at St James Park,

:18:19.:18:22.

in the stands and on the field as the players tried to score their

:18:23.:18:25.

first goal since 28th January. But it was Villa who initially had the

:18:26.:18:28.

best chances, Gabby Agbonlahor posing the main threat. And you

:18:29.:18:31.

can't underestimate the importance of the return of Captain Fabricio

:18:32.:18:34.

Coloccini at the back either which injected some much needed

:18:35.:18:37.

confidence. Unfortunately Papiss Cisse is still severely lacking in

:18:38.:18:41.

that and really should have put Newcastle ahead just before the

:18:42.:18:45.

break. But the game really only came to life in the last ten minutes. As

:18:46.:18:48.

the desperation to score increased, they should have had a penalty for

:18:49.:18:52.

handball and substitute Luuk de Jong did get the ball in the back of the

:18:53.:18:57.

net but Sissoko was offside. Fans must have resigned themselves to a

:18:58.:19:01.

goalless draw when some good work from De Jong set up Loic Remy, but

:19:02.:19:04.

the Frenchman inexplicably hit the post. Pardew couldn't believe it! So

:19:05.:19:08.

when Remy did score in the second minute of stoppage time, his 12th

:19:09.:19:12.

league goal of the season, St James Park erupted, it was almost as if

:19:13.:19:16.

they'd won a cup. And one lucky fan will have Remy's shirt, a great

:19:17.:19:22.

memento to remind him of the moment! It was special, not just for the

:19:23.:19:30.

three point, but that lack of goal was hanging over us. We missed two

:19:31.:19:35.

chancers. We had a penalty decision declined. I thought we were really

:19:36.:19:40.

and truly in need of a goal. We created with our commitment and

:19:41.:19:44.

effort today one good chance, and it fell to the best player on the

:19:45.:19:48.

pitch. I'm not too sure there are many players in our group who could

:19:49.:19:54.

have got that goal. Well next weekend the Magpies ` now

:19:55.:19:58.

eighth on 40 points ` take on Steve Bruce's Hull City, who are starting

:19:59.:20:01.

to break away from the relegation pack. Yes Sunderland will stay in

:20:02.:20:04.

the bottom three for the next fortnight ` of course they're at

:20:05.:20:08.

Wembley this Sunday. Head coach Gus Poyet had hoped the league game at

:20:09.:20:11.

Arsenal would be ideal preparation for taking on another quality side,

:20:12.:20:14.

Manchester City, on a big pitch in the capital. Yes but the League Cup

:20:15.:20:18.

final dress rehearsal didn't go to plan on the day Arsenal fans saluted

:20:19.:20:21.

Gunners legend Dennis Bergkamp, who's now got his own statue outside

this weekend? No. There has almost been an inch of rain in Cumbria. If

you're out and about today, it felt springlike. Many places saw

weather continues this evening. We will have some rain spreading in

from the west. Some eastern areas will see drier weather, certainly
