investigations into police corruption. It's taken four years, | :01:08. | :01:12. | |
cost ?4 million and led to ten arrests. Operation Sacristy was | :01:13. | :01:15. | |
investigating allegations of corruption at Cleveland Polhce | :01:16. | :01:20. | |
Authority. But today it was announced not a single person will | :01:21. | :01:27. | |
face a criminal charge. Tonhght on Look North we can exclusively reveal | :01:28. | :01:29. | |
the initial complaint that started the whole inquiry. The clail that a | :01:30. | :01:34. | |
member of the Police Authorhty had accepted a payment for information. | :01:35. | :01:39. | |
Our reporter Stuart Whincup has been following the story and joins us now | :01:40. | :01:51. | |
from Cleveland Police headqtarters. The criminal investigation started | :01:52. | :01:56. | |
in May 2011 but the first corruption allegations came only year before | :01:57. | :02:00. | |
that including the extraordhnary claim that the then head had | :02:01. | :02:07. | |
accepted money to give priv`te information to a property ddveloper. | :02:08. | :02:11. | |
That claim was false but th`t sparked the entire investig`tion. | :02:12. | :02:18. | |
Tonight, Cleveland's top two police officers are arrested and | :02:19. | :02:22. | |
suspended. I have done nothhng criminal. This is about the actions | :02:23. | :02:29. | |
of one man, not the force. People should be presumed innocent. Charges | :02:30. | :02:35. | |
will be brought if there is sufficient evidence or it whll be | :02:36. | :02:38. | |
wrapped up. Tonight we can reveal how it all | :02:39. | :02:43. | |
started. The false allegation that led to one of Britain's's bhggest | :02:44. | :02:49. | |
allegations into police corruption. It all revolves around the former | :02:50. | :02:54. | |
chair of the police authority. Back in 2010 there were rumours he had | :02:55. | :03:01. | |
accepted a ?50,000 bomb frol a local property developer. `` bung. The | :03:02. | :03:08. | |
claims although completely false where investigated. It was | :03:09. | :03:17. | |
laughable. I did not believd it at first and when it was obviots it was | :03:18. | :03:23. | |
serious, I denied it immedi`tely because it was not true and clearly | :03:24. | :03:29. | |
has not been through. It all snowballed from that. Questhons were | :03:30. | :03:34. | |
also raised about the sale of another police building. Thdre were | :03:35. | :03:40. | |
claims plumbing contracts wdre awarded in exchange for fred | :03:41. | :03:44. | |
bathrooms and boilers and there was said to be lavish spending on | :03:45. | :03:49. | |
corporate credit cards. How do you account for ?50,000? Part of my job | :03:50. | :03:56. | |
is to be on lots of committdes which involves a lot of travel. If you | :03:57. | :03:59. | |
compare my expenditure with any other chief constable you whll see | :04:00. | :04:06. | |
it is on a par. At its height, 7 officers were said to be working on | :04:07. | :04:13. | |
Operation Sacristy. It was said the investigation was costing ?070, 00 a | :04:14. | :04:22. | |
month. Before being elected, Cleveland's claim commissioner said | :04:23. | :04:25. | |
it could bankrupt the entird authority. The investigation is | :04:26. | :04:33. | |
needed like a hole in the hdad. While all this was going on, | :04:34. | :04:39. | |
completely separate to the criminal investigation Sean Price was sacked | :04:40. | :04:46. | |
as chief constable. He was found guilty of misconduct in getting his | :04:47. | :04:51. | |
boss's. The job. He has let down the police and the public of Cldveland. | :04:52. | :04:57. | |
Derek Bonner was cleared of any criminal charges but sacked for | :04:58. | :05:02. | |
misconduct but this could not disguise the feelings of Opdration | :05:03. | :05:09. | |
Sacristy. It had cost ?4 million and lead to ten arrests but not one will | :05:10. | :05:12. | |
face a single criminal charge. As we saw there, Stuart, ond of the | :05:13. | :05:16. | |
most high profile arrests w`s the former Cleveland Chief Constable | :05:17. | :05:24. | |
Sean Price? He went overnight from being one of the longest serving | :05:25. | :05:27. | |
chief constables to the first in more than 50 years to be arrested. | :05:28. | :05:32. | |
Today he described Operation Sacristy as a big `` as a dhsgrace | :05:33. | :05:41. | |
and said the arrest ruined his life. It was completely disproportionate | :05:42. | :05:45. | |
and I have been found to be correct. There never was any claim to be | :05:46. | :05:49. | |
investigated and my treatment was appalling. I spent two and ` half | :05:50. | :05:55. | |
years finding justification that what happened should not have been | :05:56. | :06:01. | |
done. Will you get an apology? Not unless I force it through the | :06:02. | :06:08. | |
courts. The Independent polhce complaints commission called you | :06:09. | :06:16. | |
shameful and the bully. I do not recall anybody ever saying H do not | :06:17. | :06:19. | |
recall anybody ever seeing ` bully them at the hearing, distorted as | :06:20. | :06:25. | |
that was, but I was not even able to call key witnesses because of the | :06:26. | :06:28. | |
enquiry and those witnesses are very keen to come forward and an appeal | :06:29. | :06:33. | |
against my dismissal is going to be high on my priority list. In terms | :06:34. | :06:41. | |
of the investigation and thd way it has been handled, how do yot feel | :06:42. | :06:47. | |
that was? I was engaged for a long time and trying to explain to | :06:48. | :06:52. | |
members of Operation Sacristy that I felt part of the operation was being | :06:53. | :06:56. | |
performed unlawfully but got nowhere with that. When confidential files | :06:57. | :07:06. | |
were lost, I got a search tdam out and recover them for them btt the | :07:07. | :07:12. | |
whole thing at times has bedn badly handled. When I was arrested I was | :07:13. | :07:16. | |
interviewed on a foreign trhp and they had to say you have thd wrong | :07:17. | :07:21. | |
Sean Price, and you cannot forget that sort of mistake. Much has been | :07:22. | :07:26. | |
made of spending on your corporate credit card of 25,000 on hotels and | :07:27. | :07:36. | |
5000 on restaurants. It is ` lot of money and as I have said to you | :07:37. | :07:42. | |
before, it was all part of ly duties as being chief constable and you can | :07:43. | :07:46. | |
be sure that after two and ` half years if there was anything wrong | :07:47. | :07:50. | |
about it I would have been charged. It is again about trying to find | :07:51. | :07:54. | |
some sort of justification for the horrendous mess of this operation. | :07:55. | :08:01. | |
What about the future for you? It is time to take stock because H have | :08:02. | :08:05. | |
not been able to move on because of this tremendous weight. Two and a | :08:06. | :08:10. | |
half years is a long time so my family are delighted and we can now | :08:11. | :08:15. | |
move forward but it will take a while to move on from the d`mage | :08:16. | :08:22. | |
done to friends and family `nd just feeling bad and people starhng at | :08:23. | :08:24. | |
you, it takes a long time. A lot of criticism there. What does | :08:25. | :08:28. | |
Keith Bristow, the man who's led the investigation, have to say? He said | :08:29. | :08:39. | |
the investigation had been successful at uncovering misconduct | :08:40. | :08:42. | |
and a lot of people in senior positions have now been sacked and | :08:43. | :08:46. | |
moved on but he is fully aw`re much money has been spent and it has been | :08:47. | :08:52. | |
a long investigation, and whth no criminal charges he knew he would | :08:53. | :08:58. | |
face some uncomfortable questions. It has been a three`year | :08:59. | :09:01. | |
investigation was no charges, are you ashamed or embarrassed? People | :09:02. | :09:11. | |
have left the organisation `s a result of the findings are chosen to | :09:12. | :09:18. | |
resign. Our job is to collect and present the evidence and thd Crown | :09:19. | :09:20. | |
Prosecution Service decide based on that. I accept their decision. You | :09:21. | :09:27. | |
have heard the chief constable said it has enabled the forced to move | :09:28. | :09:30. | |
forward. So Mr Bristow says he's enabling the | :09:31. | :09:33. | |
Cleveland Force to move on. But can it do that? Isn't its reput`tion | :09:34. | :09:36. | |
badly damaged, even though Sacristy has ended with no criminal charges? | :09:37. | :09:46. | |
There has been a shadow over the entire force for some time. A lot of | :09:47. | :09:51. | |
talk about moving on but th`t has been difficult to do while the | :09:52. | :09:55. | |
investigation has been ongohng. The new chief constable has madd the | :09:56. | :10:00. | |
point it is time to move on and a lot of these problems where in the | :10:01. | :10:03. | |
past and a lot of people responsible no longer at the organisation. She | :10:04. | :10:10. | |
is stressing today these actions are from a minority of people and does | :10:11. | :10:17. | |
not reflect the force itself. The investigation has been completely | :10:18. | :10:20. | |
thorough and it is clear thd problem is clear the problems relatd to a | :10:21. | :10:25. | |
small number of the very top people. Knowing their sound underst`nding | :10:26. | :10:29. | |
the impact and consequences means I can work with the vast majority of | :10:30. | :10:34. | |
the workforce who remain to this day absolutely committed to doing a | :10:35. | :10:38. | |
professional job in difficult and challenging times. There's one more | :10:39. | :10:41. | |
thing everyone wants to know, of course. Operation Sacristy has cost | :10:42. | :10:50. | |
?4 million ` who's footing the bill? ?4 million and with the disciplinary | :10:51. | :10:55. | |
about another ?1 million. The majority comes from the Homd Office | :10:56. | :10:59. | |
so in truth it will be paid by us all. One final thought, 15 xears ago | :11:00. | :11:09. | |
this force had a corruption investigation which cost millions | :11:10. | :11:15. | |
and a lot of time was spent and we were told lessons had been learned | :11:16. | :11:19. | |
and we would not be in the same situation. The feeling tonight as we | :11:20. | :11:24. | |
have in the same position again what the a lot of time and money but no | :11:25. | :11:26. | |
charges. Police frogmen have carried out a | :11:27. | :11:33. | |
second day of underwater se`rches for a missing York man. Divdrs have | :11:34. | :11:36. | |
been searching the River Foss for Ben Clarkson, a 22`year`old shop | :11:37. | :11:39. | |
assistant who was last seen outside a nightclub on Sunday. The | :11:40. | :11:42. | |
University of York students' union has suggested launching latd night | :11:43. | :11:45. | |
patrols by students to warn people about the dangers of nearby | :11:46. | :11:53. | |
waterways. The Thai`based steel`maker SSI says | :11:54. | :11:56. | |
that its Teesside plant and blast furnace should make a profit in the | :11:57. | :11:59. | |

Friendship and memories mean a band like this is about far more than the | :13:30. | :13:36. | |
music. We are about 13 or 14 members when we should be about 25. We have | :13:37. | :13:42. | |
tried hard to recruit but for whatever reason we have failed. As | :13:43. | :13:47. | |
one of the newest members, Kate hopes more will follow her hnto the | :13:48. | :13:53. | |
band. I joined about two ye`rs ago and I have only recently cole back | :13:54. | :14:00. | |
after having a baby and the difference in those ten months is | :14:01. | :14:05. | |
really quite sad. There are a lot fewer people which is a real shame | :14:06. | :14:13. | |
because the band is so old `nd has been going for so long it would be a | :14:14. | :14:18. | |
shame and I would hate to bd part of the generation where it failed. The | :14:19. | :14:23. | |
