It is now three days since this horrific attack in Redcar. Our crime | :01:29. | :01:44. | |
which really has shaken this local community. It is an abduction which | :01:45. | :01:48. | |
happened hero in the seafront just behind me in broad daylight. What | :01:49. | :01:54. | |
made it worse was the -- the women's young child was snatched as well. | :01:55. | :01:59. | |
Both tonight were said to be receiving specialist support. | :02:00. | :02:03. | |
It was say Cleveland Police aphoristic ordeal. | :02:04. | :02:04. | |
In broad daylight on the seafront in Redcar, a woman and her young child | :02:05. | :02:08. | |
were abducted by the two men lunchtime on Friday. | :02:09. | :02:10. | |
They were bundled into the back of a dark blue saloon car | :02:11. | :02:13. | |
and driven to the nearby village of Yearby where | :02:14. | :02:19. | |

The ordeal is said to have five hours. | :02:23. | :02:25. | |
At a press conference, the police confirmed they were | :02:26. | :02:28. | |

Police have released descriptions of the two men. | :03:06. | :03:13. | |
The driver is described as white, in his late 20s or 30s, | :03:14. | :03:15. | |
with the word "love" tattooed across his knuckles. | :03:16. | :03:17. | |
The second man is also white, medium build with a local | :03:18. | :03:20. | |
In a place like Redcar, how unusual is it for something like this | :03:21. | :03:30. | |
This is extremely unusual for anywhere, not just Redcar. | :03:31. | :03:36. | |
This is a very serious case but it is | :03:37. | :03:38. | |
Police say additional officers are now patrolling the area | :03:39. | :03:44. | |
and warn members of the public to be extra vigilant. | :03:45. | :03:55. | |
Despite growing concerns hear tonight, police are trying to | :03:56. | :04:02. | |
reassure local people. They say that is the possibility the victim may | :04:03. | :04:07. | |
have known her attackers. They say incidents of this nature are | :04:08. | :04:13. | |
relatively rare and believe this to be an isolated case. Thank you. | :04:14. | :04:15. | |
Durham Police say it's the only option left | :04:16. | :04:20. | |
to cut drugs crime - give some addicts | :04:21. | :04:22. | |
By the end of this year the force says it could be giving a small | :04:23. | :04:28. | |
number of the county's addicts free heroin. | :04:29. | :04:30. | |
It says that will cut crime and save lives. | :04:31. | :04:33. | |
But critics say the idea will just attract addicts from across the UK - | :04:34. | :04:36. | |

Durham's Chief Constable Mike Barton to Compenhagen where legal | :05:05. | :05:06. | |
consumption rooms allow addicts to have free injections in a safe | :05:07. | :05:09. | |
In Denmark the addicts bring their own | :05:10. | :05:11. | |
drugs but in Durham the police would supply them. | :05:12. | :05:22. | |
Individuals will go to a centre and there is they will inject | :05:23. | :05:30. | |
diamorphine and they do that with clean needles and be supervised and | :05:31. | :05:34. | |
there will be a wraparound package to support those individuals, using | :05:35. | :05:39. | |
the recovery community we have across Durham constabulary. | :05:40. | :05:41. | |
The scheme is called heroin assisted treatment or HAT. | :05:42. | :05:43. | |
A heroin subsitute Diamorphine would be prescribed for addicts | :05:44. | :05:45. | |
Although there are thought to be around 2,000 heroin | :05:46. | :05:50. | |
The scheme would be targetted at a small number of them. | :05:51. | :05:58. | |
We are trying to prevent crime and it is part of a treatment plan. It | :05:59. | :06:05. | |
is not just providing them with Edwin, it is seeking to get off | :06:06. | :06:10. | |
heroin to improve their health and also for the wider community, so | :06:11. | :06:14. | |
they stop committing the crime which funds their habits. | :06:15. | :06:18. | |
But critics say the plans could do more harm than good. | :06:19. | :06:22. | |
You have an obvious consequence where it will draw in other people. | :06:23. | :06:29. | |
The message says you can get free drugs. I think it is a | :06:30. | :06:34. | |
legitimisation of the euthanasia of people with mental illness. I know | :06:35. | :06:41. | |
those are strong terms but it is the marginalisation of the mentally ill. | :06:42. | :06:42. | |
Durham Police hope to have the new scheme operating | :06:43. | :06:45. | |
So the police want to introduce this scheme by the end of the year. | :06:46. | :06:51. | |
What are the chances of that happening? | :06:52. | :06:53. | |

feel it on your chest. constantly covering up my face being | :08:33. | :08:36. | |
conscious of the air around me. That isn't necessarily as clean | :08:37. | :08:42. | |
as what I'd like it to be When you're exposed to exhaust | :08:43. | :08:44. | |
fumes, particularly the fine particulates, | :08:45. | :08:50. | |
then there is an acute risk to you if you have a background | :08:51. | :08:52. | |
of heart problems, lung problems, it significantly increases your risk | :08:53. | :08:56. | |
of having something like a heart There's an extensive programme | :08:57. | :08:59. | |
of pedestrianisation, park and ride schemes and a fleet | :09:00. | :09:03. | |
of electric buses - but even here in York health | :09:04. | :09:10. | |
officials estimate that to around a hundred early | :09:11. | :09:12. | |
deaths every year . So York is trying harder than most | :09:13. | :09:15. | |
to cut air pollution - is one of the most environmentally | :09:16. | :09:20. | |
friendly Cities in Europe and it's introduced some strict policies | :09:21. | :09:26. | |
to get cars off it's streets. If you want to own | :09:27. | :09:36. | |
a house that's fine - but if you also want to own a car, | :09:37. | :09:38. | |
you have to buy a parking space and that will cost, | :09:39. | :09:42. | |
wait for it, 20,000 euros. Do you have any evidence that | :09:43. | :09:44. | |
by taking some of the cars out the city that pollution, | :09:45. | :09:48. | |
air quality is improved in the city? We have good results in the last ten | :09:49. | :09:50. | |
years in Freiburg, we reduced Whilst such radical solutions might | :09:51. | :10:00. | |
raise eyebrows back in York - with growing evidence of the link | :10:01. | :10:06. | |

to the clinic. We work next to the hospital. What is exciting is the | :15:44. | :15:49. | |

Brain tumours are the leading cause of death in children. Scientists are | :16:02. | :16:08. | |
looking at this to discover what is happening at a cellular level and | :16:09. | :16:13. | |
