The driver is described as white, in his late 20s or 30s, | :01:50. | :01:52. | |

to support those individuals, using the recovery community we have | :04:05. | :04:07. | |
The scheme is called heroin assisted treatment or HAT. | :04:08. | :04:17. | |

Although there are thought to be around 2,000 heroin | :04:20. | :04:23. | |
The scheme would be targetted at a small number of them. | :04:24. | :04:27. | |

It is not just providing them with heroin, it is seeking to get off | :04:41. | :04:43. | |
