incidence is where children with learning difficulties were | :10:14. | :10:18. | |
neglected. Assiduously disabled girl was left unable to communicate | :10:18. | :10:21. | |

another occasion there was might not enough staff to help to use the | :10:27. | :10:32. | |

inexplicable and inexcusable. feelings have been very serious for | :10:50. | :10:53. | |
the children involved and indicated quite serious problems within the | :10:53. | :10:58. | |
council. The authority accepts that it failed in this case but says | :10:58. | :11:03. | |
changes have already been made. This February, I was allowed access | :11:03. | :11:05. | |
to the children's services department to make a new team who | :11:06. | :11:11. | |
had been rated "excellent" during a spot inspection by Ofsted. The | :11:11. | :11:15. | |
council is keen not to play down the seriousness of the past | :11:15. | :11:19. | |
incidents and has the compensation to the parents who cleaned -- who | :11:19. | :11:23. | |
complained. A statement today said that no amount of compensation or | :11:23. | :11:33. | |
apology could sufficiently make up for what had happened. Another | :11:33. | :11:38. | |
family member said that the council should have listened to the parents | :11:38. | :11:46. | |
and what happened could have been avoided. Earlier the Director of | :11:46. | :11:49. | |
Childrens Services for Leeds, Nigel Richardson, reacted to these | :11:49. | :11:53. | |
serious criticisms. It is very serious. We treated very seriously. | :11:53. | :11:58. | |
We fully accept the findings of the ombudsman. We would like to | :11:58. | :12:04. | |
formally apologised to the young people involved in what was clearly | :12:04. | :12:09. | |
and an appropriate level of service. Why did it happen? That is a very | :12:09. | :12:14. | |
good question. It should not have happened. Absolutely, it should not | :12:14. | :12:17. | |
have happened, and I can say that with confidence because when you | :12:17. | :12:22. | |
are dealing with the most vulnerable children, you get a | :12:22. | :12:25. | |
statement of special educational needs, clearly labelling what it is | :12:25. | :12:30. | |
that you have to do with that young person to best meet their needs, | :12:30. | :12:35. | |
and, for whatever reason, we fell to do that. It was not on your | :12:35. | :12:41. | |
watch, you and a new broom. Yes, we have to make sure that these things | :12:42. | :12:47. | |
go right. How can you make sure that it never happens again? There | :12:47. | :12:52. | |
is a range of things that we can do. It is pleasing that the ombudsman | :12:52. | :12:58. | |
is satisfied with our work so far, and she is not asking us to do any | :12:58. | :13:04. | |
further reduce because she approves of the work we're doing it. | :13:04. | :13:08. | |
Everybody is talking about cuts, but what we have is priority in | :13:08. | :13:12. | |
