Welcome to Wednesday's Look North. Tonight - getting a permanent home.

:00:13.:00:16.

Illegal roadside camps to be a thing of the past as official

:00:16.:00:18.

travellers sites are set up in Leeds, but where?

:00:18.:00:21.

Also tonight - a mixed message on public transport. Still no

:00:21.:00:24.

government money for trolley buses in Leeds, but better news in

:00:24.:00:31.

Sheffield and North Yorkshire. are frustrated that we have not had

:00:31.:00:39.

a definitive answer. Amazing turnaround - the Yorkshire

:00:39.:00:41.

skater who's overcome the odds to make it to the European

:00:42.:00:49.

Championships. A cold and frosty night to come. Join me later for

the weather forecast. And are you feeling festive? I am

:01:03.:01:07.

live in this village where there is a lot of musical talent. The four-

:01:07.:01:14.

storey later in the programme. -- fought story.

:01:14.:01:16.

Welcome to the programme. First tonight, where should gypsies and

:01:16.:01:19.

travellers be allowed to set up home? Yorkshire's biggest council

:01:19.:01:21.

wants to cut the number of illegal roadside camps and provide

:01:21.:01:24.

permanent sites. It's likely they will be close to existing

:01:24.:01:27.

residential areas so communities in Leeds can mix. Emma Glasbey has

:01:27.:01:32.

been finding out what travellers and locals think.

:01:32.:01:38.

This is what they want to try and stop - caravans parked on roadsides

:01:39.:01:43.

and in derelict car parks. Today, Leeds City Council approved plans

:01:43.:01:47.

to find new sites for travellers and gypsies will be legally allowed

:01:47.:01:52.

to stay. These travellers did not want to show his face on camera. He

:01:52.:01:56.

told me new sites are desperately needed. The council are not

:01:56.:02:02.

providing what they should provide. The what is it like living on the

:02:02.:02:07.

roadside, moving all the time? is horrible. Last week we were

:02:07.:02:12.

moved several times. We have no running water. We have nothing.

:02:13.:02:16.

This is the only authorised travellers' site in Leeds. The

:02:16.:02:21.

council says it needs to find land for 12 gypsy families who are

:02:21.:02:25.

living on roadsides. But the travellers he cannot see that

:02:25.:02:30.

happening. When I sit with my own eyes I will believe it. They had

:02:30.:02:37.

been saying they are going to build new sides since I was a kid. Over a

:02:37.:02:42.

seven-year period, the council has spent almost 2 million dealing

:02:42.:02:45.

with the beat of roadside camps. That is why they want to find

:02:45.:02:50.

permanent sites and they are likely to be close to residential areas.

:02:50.:02:53.

none of this would ever proceed without there being full

:02:53.:02:57.

consultation with local councillors, local people who live near by and

:02:58.:03:04.

anybody else who has an interest. Pessimism may well be a reality,

:03:04.:03:09.

but a lot depends on what the site looks like. By how do people in

:03:09.:03:14.

Leeds feel about possibly having a permanent sites near their homes. -

:03:14.:03:21.

- but how? I will not be happy, but they have to go somewhere. I went

:03:21.:03:25.

have a problem. People have to live somewhere. Some of my neighbours

:03:25.:03:31.

might have a different answer. there will be a lot of objections

:03:31.:03:35.

around the area, but as long as they kept themselves to themselves

:03:35.:03:40.

and did no harm to me, what does it matter? Now the council has

:03:41.:03:45.

approved the plans, the search for new sites will begin. It will be at

:03:45.:03:50.

least a year before a permanent travellers' camp can be established.

:03:50.:03:53.

So how does Leeds compare to the rest of Yorkshire? Well, provision

:03:53.:03:57.

varies widely. Doncaster, for example, has five sites, York three

:03:57.:04:00.

and Sheffield two, The council areas of Craven, Scarborough and

:04:00.:04:05.

Kirklees have none at all. There used to be a duty on local councils

:04:05.:04:09.

to provide at least one permanent site. That duty was removed in 1994

:04:09.:04:17.

before some councils had carried out the work.

:04:17.:04:21.

Leeds is the biggest city in Britain with no tram or underground

:04:21.:04:23.

system. So transport bosses are angry tonight at further delays to

:04:23.:04:27.

plans for a state-of-the art trolley bus network. The Department

:04:27.:04:30.

for Transport has confirmed that Yorkshire will get more than 50

:04:30.:04:36.

million for three smaller transport projects.

:04:36.:04:39.

19 million will pay for new buses and a new road from Rotherham to

:04:39.:04:41.

Sheffield. North Yorkshire County Council's

:04:41.:04:46.

been offered 36 million towards the cost of a new bypass around Bedale.

:04:46.:04:49.

And the government will also help fund repairs to the Leeds Inner

:04:49.:04:58.

Ring Road. It is a clear road map to the

:04:59.:05:02.

future, or an invitation to keep driving around in circles. There

:05:02.:05:07.

are winners and losers in today's announcement. Here in Sheffield

:05:07.:05:12.

there is going to be a new bus rapid transit scheme and a link

:05:12.:05:17.

road, say you can get to rub a run faster. Having scored 20 million

:05:17.:05:25.

from central government, South Yorkshire Transport Executive are

:05:26.:05:33.

happy. It is a mix of funding, but this is the biggest element of the

:05:33.:05:37.

34 million we need for the skin. But could be under way on this

:05:37.:05:42.

project in just two years' time with the buses are running in 2015.

:05:42.:05:47.

Meanwhile, right at the top of your should there is a bypass project

:05:47.:05:56.

that has been awarded 36 million. It would save a lot of traffic jams,

:05:56.:05:59.

especially on the back roads. had been living in hope for some

:05:59.:06:04.

time and it has been off and on for many years. But don't book a street

:06:04.:06:10.

party just yet. There is an 8 million shortfall. The council has

:06:10.:06:13.

until the end of January to decide if they want to accept the offer

:06:14.:06:18.

from the government. Further south in Leeds, money will be made

:06:18.:06:21.

available to fund repairs to the inner ring road, although there is

:06:21.:06:26.

no precise amount yet. But the picture is not so good for public

:06:26.:06:31.

transport. The Leeds trolley bus network hangs by a wire. 163

:06:31.:06:40.

million has been requested to was the 215 million construction costs.

:06:40.:06:50.
:06:50.:06:51.

-- towards the 250 million construction costs. We have not

:06:51.:06:57.

said know. We need to have more information. Back in South

:06:57.:07:07.
:07:07.:07:08.

Yorkshire it is not good news either. There are issues around the

:07:08.:07:18.
:07:18.:07:19.

tram links and it is unlikely that the new Waverley Road will happen.

:07:19.:07:26.

The failure to approve the League's trolleybus is one of the most

:07:26.:07:31.

contentious. This is what the chairman of the transport of

:07:31.:07:36.

poverty have to say. The government rejected the tram system in 2005

:07:36.:07:41.

and encouraged us to develop a trolleybus system and we have been

:07:41.:07:45.

working very closely with the Department for Transport. They put

:07:45.:07:50.

the scheme on hold and asked us to do some more work. We did that and

:07:50.:07:59.

put our bid in Bint September. They have said neither yes or no. It is

:07:59.:08:06.

very frustrating. -- in September. A do you think they are playing

:08:06.:08:11.

games? It is frustrating because they have accepted or rejected

:08:11.:08:14.

other schemes. We have done a lot of work to make it a viable scheme

:08:14.:08:20.

and it will make a lot of difference to the people in Leeds.

:08:20.:08:28.

We are furious that we are still being dragged along. We have got

:08:28.:08:33.

the right scheme and have done the work to prove it. It is frustrating

:08:33.:08:38.

they are asking for more details. Do you think it is a North-South

:08:38.:08:47.

been going on? Well, CrossRail has been approved and there will be a

:08:47.:08:50.

huge investment in Victoria Station. We are just asking for the money to

:08:50.:08:56.

get the scheme going. We have brought the costs down to 170

:08:57.:09:01.

million and we have a good graduate scheme that will deliver it to the

:09:01.:09:06.

public and the taxpayer and the government's objectives of getting

:09:06.:09:14.

the economy going by investing in infrastructure. Will it happen, yes

:09:14.:09:19.

or no? I have got my fingers crossed. We can make a strong case,

:09:19.:09:25.

but the ball is in the government's court. This week it is about the

:09:25.:09:30.

economy and before we go any further, we would like to say Thank

:09:30.:09:35.

you to those who offer to help copper and their daughter who came

:09:35.:09:41.

on Look North last night to tell us their story of how they were

:09:41.:09:46.

struggling to make ends meet. Today, it is the latest job figures and it

:09:46.:09:51.

is not good news. It would be nice to be able to

:09:51.:09:53.

report some good news, but I'm afraid we can't. Unemployment in

:09:53.:09:56.

Yorkshire has increased again. There are now 253,000 thousand

:09:56.:09:59.

people out of work in Yorkshire. That's 9,000 more than in the last

:09:59.:10:02.

quarter. The unemployment rate now stands at 9.5% - the third worst in

:10:02.:10:05.

the UK. The national average is 8.3%. Yet some employers say they

:10:05.:10:15.

are still having trouble filling jobs.

:10:15.:10:19.

It is a hive of activity, but it should be busier still. This

:10:20.:10:25.

company are desperate to recruit staff at their base in Sheffield.

:10:25.:10:32.

They have had no success. A we have people coming from Sheffield,

:10:32.:10:42.
:10:42.:10:45.

Manchester, Bolton. -- we have people. The jobs on offer here are

:10:45.:10:50.

four more experienced people and employers will tell it is the same

:10:50.:10:55.

problem of when they try to recruit people straight from college or

:10:55.:11:05.
:11:05.:11:08.

school. Clary was recruited to this marketing company, but only after a

:11:08.:11:14.

struggle. -- Chloe. We had a young gentleman come in and he came in

:11:14.:11:23.

late, smelt of cigarette and cannabis. That interview lasted 30

:11:23.:11:31.

seconds. At this class, up they all want to get on the first rung of

:11:31.:11:35.

the employment ladder. They already know it they would all make it.

:11:35.:11:42.

is a catch 22. Everyone wants people who have started, but no-one

:11:42.:11:47.

is letting you start. It is really hard and really frustrating. Many

:11:48.:11:52.

have completed dozens of job applications, sometimes with that

:11:52.:11:56.

any response at all. I have lost count how many interviews I have

:11:56.:12:04.

been four. I fell out at least 20 applications a week and I don't

:12:04.:12:08.

hear anything back. Nothing. Matching people who want jobs with

:12:08.:12:11.

jobs that need filling is a skill we still don't seem to have

:12:11.:12:16.

mastered. And there's more bad news about

:12:16.:12:20.

jobs from Thomas Cook today. The company has announced plans to

:12:20.:12:25.

close 11 stores in Yorkshire. 74 jobs are at risk. Sheffield bears

:12:25.:12:28.

the brunt with three stores closing - the others are spread across

:12:28.:12:31.

Yorkshire. The company says it wants to maintain a high street

:12:31.:12:40.

presence with 130 shops remaining There is some good news. The

:12:40.:12:42.

Bradford-based supermarket chain Morrisons says it will create 7,000

:12:42.:12:48.

new jobs in 2012. Many of them will be at 25 new stores that'll open

:12:48.:12:54.

next year. 300 of the jobs will be at a new distribution centre.

:12:54.:12:57.

The man accused of attempting to murder his fiance by burying her in

:12:57.:13:01.

a cardboard box says he left the branch of a tree over the hole so

:13:01.:13:04.

that he knew where she was. In court today, Marcin Kasprzak

:13:04.:13:08.

claimed he intended to return to the woods to free his former lover

:13:08.:13:16.

but never did so because he fell asleep. Here's Spencer Stokes.

:13:16.:13:20.

This is the box that was dumped in the woods on the edge of

:13:20.:13:25.

Huddersfield. Ripped and broken apart by the 27-year-old woman who

:13:25.:13:29.

managed to break free by cutting through the tape with her

:13:29.:13:33.

engagement ring. The box had been buried under soil and leads with a

:13:33.:13:37.

tree branch placed across the top of what the prosecution said was

:13:37.:13:43.

meant to be her grave. But at the Court today, Marcin Kasprzak denied

:13:43.:13:47.

attempting to murder her. He said that the brand had been placed

:13:47.:13:52.

there because it was getting dark and he intended to go back later.

:13:52.:13:56.

He thought she would get out of their self- and added that it was a

:13:56.:14:00.

cardboard box, not to wooden crate. I did not have any intention of

:14:00.:14:07.

killing her. The lob over the box weighed 40 kilos, but she cut her

:14:07.:14:11.

way out before raising the alarm by stopping a car on the road. The

:14:11.:14:15.

ordeal had begun on the afternoon of 28th May when Marcin Kasprzak

:14:15.:14:20.

admits that he fired a Taser gun at her before tying her up and putting

:14:20.:14:26.

her in a box at their home. He, along with a friend, Patrick

:14:26.:14:31.

Burrows, transferred to the box to the woods. He said it was a planned

:14:31.:14:34.

abduction designed to allow Marcin Kasprzak to start a new life with

:14:34.:14:41.

his arm. -- with his son. He denies attempted murder.

:14:41.:14:44.

In other news, Doncaster-based UK Coal has been ordered to pay 1.2

:14:44.:14:47.

million pounds after four miners - including one from Doncaster - died

:14:47.:14:49.

following safety breaches at collieries near Mansfield and

:14:49.:14:54.

Coventry. All four died between June 2006 and November 2007. The

:14:54.:14:56.

firm admitted offences under health and safety laws during an earlier

:14:57.:15:01.

hearing at Sheffield Crown Court. Fortnightly bin collections are on

:15:01.:15:05.

the way for people in Leeds. The council agreed the change for both

:15:05.:15:09.

black and green bins, to try to encourage more recycling. The

:15:09.:15:12.

majority of Yorkshire councils have already taken up the idea,

:15:12.:15:17.

including Calderdale, Kirklees and Barnsley.

:15:17.:15:20.

The MP for Barnsley Central has received an MBE from Prince Charles

:15:20.:15:24.

today for services to the British Armed forces. Dan Jarvis served in

:15:24.:15:26.

Kosovo, Iraq, Afghanistan and Northern Ireland before being

:15:26.:15:31.

elected. He's the first serving politician in more than 60 years to

:15:31.:15:39.

be awarded a military honour. really surprised but at the same

:15:39.:15:44.

time, really proud. I had a fantastic time in the Army for 15

:15:44.:15:50.

years and I am pleased to be the MP for Barnsley Central. Receiving

:15:50.:15:55.

this end he is the perfect end to Miami career and I can focus on

:15:55.:16:00.

working for Barnsley. Police in North Yorkshire say they

:16:00.:16:03.

have a strong moral obligation to the families of eight unidentified

:16:03.:16:05.

people whose remains have been found across the county over three

:16:05.:16:08.

decades. Some of the deaths are suspicious, some are probably

:16:08.:16:11.

accidental but all the inquiries remain active. It's part of an

:16:11.:16:14.

investigation by a "cold cases" review team based in York. Peter

:16:14.:16:24.
:16:24.:16:25.

Lugg reports. It is just right before the bank

:16:25.:16:29.

near the farm entrance. You will find her in the bushes. That

:16:29.:16:34.

anonymous phone call on 28th August in 1981 brought the police to this

:16:34.:16:39.

isolated area close to Sutton Bank. Here in the undergrowth they find

:16:39.:16:43.

the skeletal remains of a woman. She was naked and there was nothing

:16:43.:16:47.

to identify her. But apologies could only say that she had

:16:47.:16:52.

possibly been here for as long as two years. -- v pathologist. The

:16:52.:16:56.

body remains unidentified, but a wax reconstruction, the first of

:16:56.:17:04.

its kind shows her to be about 35- 40 years old with short, dark hair.

:17:04.:17:07.

We're trying to find the true identity of this lady and the

:17:07.:17:12.

circumstances as to why she was there. This is still unknown.

:17:12.:17:16.

pickled Cases Unit in North Yorkshire is looking into the

:17:16.:17:23.

deaths of eight unidentified people. -- the closed cases unit. One of

:17:23.:17:28.

them was a body found in 2004. A man with a police property bag was

:17:28.:17:34.

found in Scarborough harbour in 1989. Another body was found with

:17:34.:17:39.

an old shilling in the pocket. The man could have died in the 1970s.

:17:39.:17:43.

And a skull at Whitby which may have been that of a serviceman that

:17:43.:17:48.

died during the war. And the police have an obligation, they say, to

:17:48.:17:52.

the deceased and to their families. We have eight unidentified people

:17:52.:17:57.

that have died and we are investigating them. Each of those

:17:57.:18:01.

will have family members and be a wit to those family members to

:18:01.:18:05.

identify who these people are, where their relatives are buried

:18:05.:18:09.

and where they had been put to rest so they can grieve in an open way.

The police are saying that developments in DNA analysis,

:18:43.:18:43.

about with some festive singing. Still to come on the programme,

:18:43.:18:49.

music is in the air in getting ready for Christmas. All would be

:18:49.:18:59.
:18:59.:19:05.

Playing all the right now, but not necessarily end the right order!

:19:05.:19:07.

Sport now, and Yorkshire will be represented at next month's

:19:07.:19:09.

European Figure Skating Championships in Sheffield.

:19:09.:19:12.

It's all thanks to a determined skater who has overcome a

:19:12.:19:14.

potentially career ending injury, to win the British Championships,

:19:14.:19:17.

and book himself a place for the biggest competition of his life so

:19:17.:19:22.

far. Shamir Masri's been to meet him.

:19:22.:19:26.

For Jason Thomson in Rotherham, ice-skating has been a lifelong

:19:26.:19:30.

love. He has been training full- time for 15 years, winning

:19:30.:19:36.

championships along the way. After two separate accidents do the same

:19:36.:19:41.

neat, it was possible that he would not be able to skate again. It was

:19:41.:19:45.

very painful, and when I went to the surgeon, he said he would be

:19:45.:19:54.

lucky to skate again. That was it, really. It is over, isn't it?

:19:54.:19:58.

18 months of the eyes, he returned to training and with the help of

:19:58.:20:02.

his long-term coach, he has worked his way to becoming the highest

:20:02.:20:07.

ranked male skater in the UK and the new British champion. Two years

:20:07.:20:12.

later getting back into it, I have a Sima title, which is what you

:20:12.:20:17.

strive to do in a skating career. The realising on the cake as

:20:17.:20:21.

qualifying for next month's European Championships. It is used

:20:21.:20:27.

for them both. I found out on Monday only. It is not sinking in

:20:27.:20:30.

yet. There is a lot of work to come yet and I have got Christmas and

:20:30.:20:35.

new year, but I have to work through it and do the best I can

:20:35.:20:38.

and European Championships. To see him at their after what he has been

:20:38.:20:43.

through and to know he is representing Sheffield, and it is

:20:43.:20:48.

placed in Sheffield, it is unbelievable. All eyes will be on

:20:48.:20:51.

Jason as Britain's open the European Championships right here

:20:51.:20:56.

in Sheffield next month. -- Britain's hope in the European

:20:56.:21:06.
:21:06.:21:07.

Championships. In Chesterfield, some changes today,

:21:07.:21:11.

the club has issued a statement in support of the manager, John

:21:11.:21:14.

Sheridan saying he would be given more money to strengthen the squad

:21:14.:21:24.
:21:24.:21:27.

in the January transfer window. Now, we've always known that

:21:27.:21:29.

Yorkshire folk are a talented bunch but there's one village near

:21:29.:21:32.

Huddersfield which seems to have more than its fair share of musical

:21:32.:21:36.

prowess. Yes, so much so that when one of the residents decided to

:21:36.:21:38.

organise a Christmas concert she was snowed under with offers from

:21:59.:22:00.

water do you think? I don't know, Harry! There is

:22:00.:22:04.

something in the Christmas cake here, I can tell you. There is lots

:22:04.:22:09.

of talent, they have had to put the concert on over two night. This is

something in the water! Something coming from the cobbles of the

:23:08.:23:12.

infant school, the High School, the musical tradition. The Ladies Choir,

:23:12.:23:16.

the male voice choir, the brass band, the saxophone quartet.

:23:21.:23:26.

talented young people and young musicians into music. People are

:23:26.:23:30.

keen and involved, so we are proud to be part of it. We would hear

:23:30.:23:33.

from some of the little ones at the end of the programme, so stay here

:23:33.:23:38.

for that. As we go back to the studio, let's listen to this jazz

Looks lovely for Christmas. There is a James Bond movie every

Christmas Day, so that saxophone music was appropriate. Have we got

:24:28.:24:37.

any Christmas whether? Very little chance of a white
