wants to cut the number of illegal roadside camps and provide | :01:21. | :01:24. | |
permanent sites. It's likely they will be close to existing | :01:24. | :01:27. | |
residential areas so communities in Leeds can mix. Emma Glasbey has | :01:27. | :01:32. | |
been finding out what travellers and locals think. | :01:32. | :01:38. | |
This is what they want to try and stop - caravans parked on roadsides | :01:39. | :01:43. | |
and in derelict car parks. Today, Leeds City Council approved plans | :01:43. | :01:47. | |
to find new sites for travellers and gypsies will be legally allowed | :01:47. | :01:52. | |
to stay. These travellers did not want to show his face on camera. He | :01:52. | :01:56. | |
told me new sites are desperately needed. The council are not | :01:56. | :02:02. | |
providing what they should provide. The what is it like living on the | :02:02. | :02:07. | |
roadside, moving all the time? is horrible. Last week we were | :02:07. | :02:12. | |
moved several times. We have no running water. We have nothing. | :02:13. | :02:16. | |
This is the only authorised travellers' site in Leeds. The | :02:16. | :02:21. | |
council says it needs to find land for 12 gypsy families who are | :02:21. | :02:25. | |
living on roadsides. But the travellers he cannot see that | :02:25. | :02:30. | |
happening. When I sit with my own eyes I will believe it. They had | :02:30. | :02:37. | |
been saying they are going to build new sides since I was a kid. Over a | :02:37. | :02:42. | |
seven-year period, the council has spent almost �2 million dealing | :02:42. | :02:45. | |
with the beat of roadside camps. That is why they want to find | :02:45. | :02:50. | |
permanent sites and they are likely to be close to residential areas. | :02:50. | :02:53. | |
none of this would ever proceed without there being full | :02:53. | :02:57. | |
consultation with local councillors, local people who live near by and | :02:58. | :03:04. | |
anybody else who has an interest. Pessimism may well be a reality, | :03:04. | :03:09. | |
but a lot depends on what the site looks like. By how do people in | :03:09. | :03:14. | |
Leeds feel about possibly having a permanent sites near their homes. - | :03:14. | :03:21. | |
- but how? I will not be happy, but they have to go somewhere. I went | :03:21. | :03:25. | |
have a problem. People have to live somewhere. Some of my neighbours | :03:25. | :03:31. | |
might have a different answer. there will be a lot of objections | :03:31. | :03:35. | |
around the area, but as long as they kept themselves to themselves | :03:35. | :03:40. | |
and did no harm to me, what does it matter? Now the council has | :03:41. | :03:45. | |
approved the plans, the search for new sites will begin. It will be at | :03:45. | :03:50. | |
least a year before a permanent travellers' camp can be established. | :03:50. | :03:53. | |
So how does Leeds compare to the rest of Yorkshire? Well, provision | :03:53. | :03:57. | |
varies widely. Doncaster, for example, has five sites, York three | :03:57. | :04:00. | |
and Sheffield two, The council areas of Craven, Scarborough and | :04:00. | :04:05. | |
Kirklees have none at all. There used to be a duty on local councils | :04:05. | :04:09. | |
to provide at least one permanent site. That duty was removed in 1994 | :04:09. | :04:17. | |
before some councils had carried out the work. | :04:17. | :04:21. | |
Leeds is the biggest city in Britain with no tram or underground | :04:21. | :04:23. | |
system. So transport bosses are angry tonight at further delays to | :04:23. | :04:27. | |
plans for a state-of-the art trolley bus network. The Department | :04:27. | :04:30. | |
for Transport has confirmed that Yorkshire will get more than �50 | :04:30. | :04:36. | |
million for three smaller transport projects. | :04:36. | :04:39. | |
19 million will pay for new buses and a new road from Rotherham to | :04:39. | :04:41. | |
Sheffield. North Yorkshire County Council's | :04:41. | :04:46. | |
been offered 36 million towards the cost of a new bypass around Bedale. | :04:46. | :04:49. | |
And the government will also help fund repairs to the Leeds Inner | :04:49. | :04:58. | |
Ring Road. It is a clear road map to the | :04:59. | :05:02. | |
future, or an invitation to keep driving around in circles. There | :05:02. | :05:07. | |
are winners and losers in today's announcement. Here in Sheffield | :05:07. | :05:12. | |
there is going to be a new bus rapid transit scheme and a link | :05:12. | :05:17. | |
road, say you can get to rub a run faster. Having scored �20 million | :05:17. | :05:25. | |
from central government, South Yorkshire Transport Executive are | :05:26. | :05:33. | |
happy. It is a mix of funding, but this is the biggest element of the | :05:33. | :05:37. | |
�34 million we need for the skin. But could be under way on this | :05:37. | :05:42. | |
project in just two years' time with the buses are running in 2015. | :05:42. | :05:47. | |
Meanwhile, right at the top of your should there is a bypass project | :05:47. | :05:56. | |
that has been awarded �36 million. It would save a lot of traffic jams, | :05:56. | :05:59. | |
especially on the back roads. had been living in hope for some | :05:59. | :06:04. | |
time and it has been off and on for many years. But don't book a street | :06:04. | :06:10. | |
party just yet. There is an �8 million shortfall. The council has | :06:10. | :06:13. | |
until the end of January to decide if they want to accept the offer | :06:14. | :06:18. | |
from the government. Further south in Leeds, money will be made | :06:18. | :06:21. | |
available to fund repairs to the inner ring road, although there is | :06:21. | :06:26. | |
no precise amount yet. But the picture is not so good for public | :06:26. | :06:31. | |
transport. The Leeds trolley bus network hangs by a wire. �163 | :06:31. | :06:40. | |

and encouraged us to develop a trolleybus system and we have been | :07:41. | :07:45. | |
working very closely with the Department for Transport. They put | :07:45. | :07:50. | |
the scheme on hold and asked us to do some more work. We did that and | :07:50. | :07:59. | |
put our bid in Bint September. They have said neither yes or no. It is | :07:59. | :08:06. | |

games? It is frustrating because they have accepted or rejected | :08:11. | :08:14. | |
other schemes. We have done a lot of work to make it a viable scheme | :08:14. | :08:20. | |

We are furious that we are still being dragged along. We have got | :08:28. | :08:33. | |
the right scheme and have done the work to prove it. It is frustrating | :08:33. | :08:38. | |
they are asking for more details. Do you think it is a North-South | :08:38. | :08:47. | |
been going on? Well, CrossRail has been approved and there will be a | :08:47. | :08:50. | |
huge investment in Victoria Station. We are just asking for the money to | :08:50. | :08:56. | |

million and we have a good graduate scheme that will deliver it to the | :09:01. | :09:06. | |
public and the taxpayer and the government's objectives of getting | :09:06. | :09:14. | |

or no? I have got my fingers crossed. We can make a strong case, | :09:19. | :09:25. | |

Yorkshire has increased again. There are now 253,000 thousand | :09:56. | :09:59. | |
people out of work in Yorkshire. That's 9,000 more than in the last | :09:59. | :10:02. | |
quarter. The unemployment rate now stands at 9.5% - the third worst in | :10:02. | :10:05. | |
the UK. The national average is 8.3%. Yet some employers say they | :10:05. | :10:15. | |
are still having trouble filling jobs. | :10:15. | :10:19. | |
It is a hive of activity, but it should be busier still. This | :10:20. | :10:25. | |
company are desperate to recruit staff at their base in Sheffield. | :10:25. | :10:32. | |
