Frank and 18-year-old Samantha Sykes were found after a tip-off to | :01:18. | :01:25. | |
police in Dover, more than 200 miles away. Friends have spoken | :01:25. | :01:28. | |
about how one of the girls spent her childhood in foster care, but | :01:28. | :01:33. | |
moving to the flat was supposed to be a new start. Our reporter | :01:33. | :01:42. | |

After spending the day here, the community here is trying to come to | :01:49. | :01:55. | |
terms with how to young girls came to be stabbed to death in this | :01:55. | :01:59. | |
first floor flat. Neighbours say these girls were not very well- | :01:59. | :02:03. | |
known, they had only been in the area for a few months, and what | :02:03. | :02:07. | |
they get themselves to themselves, this property had become well known | :02:07. | :02:13. | |
in this area because of some of the late night parties. Forensic | :02:13. | :02:18. | |
officers at the scene. But as in this first-floor flat with the | :02:18. | :02:24. | |
bodies of the 18-year-old Samantha Sykes, on the left, and 17 year old | :02:24. | :02:27. | |
Kimberley Frank were found early on Saturday morning. They died from | :02:27. | :02:32. | |
stab wounds. Police were first alerted to this incident on | :02:32. | :02:37. | |
Saturday morning. Officers in Kent were called to a house in Dover | :02:37. | :02:41. | |
after a call from a 19-year-old woman. That tip-off is believed to | :02:41. | :02:45. | |
have come from Kimberley Frank's alders sister who said she was | :02:45. | :02:52. | |
worried about two women in Wakefield. Police went straight to | :02:52. | :02:58. | |
their flats. They found the bodies. The victims were last seen on | :02:58. | :03:04. | |
Thursday night. Witnesses had said there had been a disturbance in the | :03:04. | :03:12. | |
flat. The trouble then spilled over into Kimberly's flat. Neighbours | :03:12. | :03:17. | |
said the flat was notorious for loud music and parties and that at | :03:17. | :03:20. | |
all ours of the day you could see young men coming and going from the | :03:20. | :03:24. | |
property. Having said that, nothing could have prepared this community | :03:24. | :03:28. | |
for what happened here at the weekend. This woman went to school | :03:28. | :03:32. | |
with Kimberly and a least there, she said they were extremely close | :03:32. | :03:37. | |
and spent much of that childhood and foster care. They were together | :03:37. | :03:42. | |
all their time. They did not interfere with anybody else. | :03:43. | :03:46. | |
must have been stunned when you find out it was one of them who had | :03:46. | :03:51. | |
died. When people were saying their names and asking me if I knew them, | :03:52. | :03:59. | |
I said they didn't, but I normally no faces, and when I saw their | :03:59. | :04:03. | |
faces I realised the went to school with them. Cards had been attached | :04:03. | :04:09. | |
to the handrails and bunches of flowers had been left, as police | :04:09. | :04:13. | |
tried to work out how they died, they continue to question and 19- | :04:13. | :04:20. | |
year-old man in connection with the double murder. | :04:20. | :04:25. | |
This is a complicated case with a lot of unanswered questions. This | :04:25. | :04:34. | |
investigation will now be focusing on this connection between here in | :04:34. | :04:39. | |
Wakefield and Dover in Kent, were three people were initially | :04:39. | :04:44. | |
questioned, one remaining in custody. The focus will be whether | :04:44. | :04:50. | |
this disturbance on Thursday night somehow lead to the savage killing | :04:50. | :04:55. | |

85 pellets from a shotgun. He died four days later. Afsal Arif | :06:37. | :06:41. | |
admitted manslaughter, claiming he had only wanted to scare him off. | :06:41. | :06:45. | |
The jury decided otherwise. The community disturbances quickly | :06:45. | :06:54. | |
flared. Police say things could have got much worse in Leeds. | :06:54. | :06:58. | |
would have been much worse had it not been for the intervention of | :06:58. | :07:05. | |
community leaders, the family of the victim, and it was brought | :07:05. | :07:09. | |

from family and just weeks ago had another breakdown. My sister came | :10:02. | :10:11. | |
up with the money. It has been a running battle and it made me | :10:11. | :10:18. | |
stressed-out, basically. It really put the pressure on. I wasn't | :10:18. | :10:23. | |
getting that help but I needed. seems his application simply fell | :10:23. | :10:27. | |
through the net. The benefits system has grown more complex and | :10:27. | :10:32. | |
harder to navigate, especially for people with mental health issues. | :10:33. | :10:36. | |
They they are not working fast enough to help people, not | :10:36. | :10:41. | |
concentrating on those who need the money, as if it is not important. | :10:41. | :10:45. | |
It is important but people with disabilities of all sorts are | :10:45. | :10:51. | |
helped. In desperation, Marie went to the Citizens Advice Bureau. | :10:51. | :10:55. | |
Their legal specialist finally got his claim accepted and his benefits | :10:55. | :11:01. | |
backdated. There is no question that he qualifies for its, but you | :11:01. | :11:09. | |
still have to go through this long application process. Somebody with | :11:09. | :11:15. | |
schizophrenia, there came needs to be prioritised. If people don't get | :11:15. | :11:19. | |
the support they need, they will end up back in residential care at | :11:19. | :11:25. | |
a cost far greater than their basic benefits. I wouldn't have stood a | :11:25. | :11:33. | |
chance. I would either be dead or on the streets. Without citizens' | :11:33. | :11:39. | |
advice, I would not be where I am today. | :11:39. | :11:43. | |
The bureaucracy of benefits is something he could not have sorted | :11:43. | :11:48. | |
out on his own, so now she is speaking out for those in the same | :11:48. | :11:52. | |
position. Well, we asked the Department of | :11:52. | :11:55. | |
Work and Pensions to talk about the delays that had such a devastating | :11:55. | :11:57. | |
effect on Andrew. Their response was that the Disability Living | :11:58. | :12:00. | |
Allowance is being replaced and the new benefit will recognise the | :12:00. | :12:03. | |
needs of people with severe mental health conditions. I'm joined now | :12:03. | :12:06. | |
by David Smith, the chief executive of the mental health charity MIND. | :12:06. | :12:15. | |

out there and admit he has these problems on behalf of other people. | :12:21. | :12:29. | |
Absolutely. We support four or 500 people just in York. This is a | :12:29. | :12:38. | |
common problem that the cure regularly. We have already taken a | :12:38. | :12:40. | |
call from another person with mental health issues who has | :12:40. | :12:44. | |
experienced something similar to Andrew. Is this a widespread | :12:44. | :12:49. | |
problem? It is. It is not just the disability living allowance. It has | :12:49. | :12:53. | |
been running for a long time and the government are looking to | :12:53. | :13:00. | |
replace it. There are long delays in getting decisions made with that. | :13:00. | :13:05. | |
It is with other benefits as well, people are often waiting over a | :13:05. | :13:11. | |
year. New people are suffering from depression, and must add extra | :13:11. | :13:21. | |
:13:21. | :13:21. | ||
stress. It does. It is not just the stress of making the claim and | :13:21. | :13:25. | |
finding all the information they need to, it is waiting for the | :13:25. | :13:31. | |
decision to be maids. We often hear about people who have had a | :13:31. | :13:34. | |
decision and maybe have been found unfit for work. These are people, | :13:35. | :13:40. | |
like Andrew, who are living with serious mental health conditions. | :13:40. | :13:44. | |
He was helped in hospital. Is it because of living in the community, | :13:44. | :13:50. | |
but that is the new way of coping with such problems? Partly it is. | :13:50. | :13:54. | |
We need to make sure that this support is there for them so they | :13:54. | :13:58. | |
can access their benefits, get good advice and get the support they | :13:58. | :14:02. | |
need to get their claims sorted. They can always contact you, can | :14:02. | :14:12. | |
