Commons there were calls for plain packaging which would be less | :01:09. | :01:14. | |
appealing to the young. Barnsley MP Dan Jarvis said "glamourous | :01:15. | :01:16. | |
marketing" played a big part in encouraging people to buy. | :01:17. | :01:21. | |
In Barnsley, one in four adults smoke. The town's also got one of | :01:22. | :01:29. | |
the highest rates of lung cancer in the country. 283 people die there | :01:30. | :01:36. | |
each year because of smoking related illnesses. And the cost to Barnsley | :01:37. | :01:45. | |
alone amounts to a bill of ?7.5 million. | :01:46. | :01:47. | |
Nationally, figures show around 50 young people start smoking every | :01:48. | :01:50. | |
day. Danny Carpenter's been to Barnsley to see if changing | :01:51. | :01:53. | |
cigarette packaging would put people off. This is a Government health | :01:54. | :01:56. | |
warning about the dangers of smoking. When you smoke, the | :01:57. | :02:02. | |
chemicals that you inhale cause mutations in your body. It pulls | :02:03. | :02:12. | |
nope and she's. The Barnsley MP Dan Jarvis said the Government are not | :02:13. | :02:18. | |
doing enough and wants cigarettes sold only in plain packaging. If the | :02:19. | :02:24. | |
introduced standardised plain cigarette packaging, the evidence | :02:25. | :02:28. | |
shows that fewer young people would take up smoking. But sadly the | :02:29. | :02:36. | |
Government will not act, which is a mistake. In Barnsley, smoking | :02:37. | :02:43. | |
remains popular. One in four adults smoke. These are cigarette packets | :02:44. | :02:51. | |
with no colour or advertising. If these were in the shops, would you | :02:52. | :02:57. | |
be less likely to buy them? Yes, less likely to buy them because it | :02:58. | :03:04. | |
is just a plain box and stop if you cannot see it, you will not want it. | :03:05. | :03:20. | |
The packaging appeals to me. Around 90% of people who begin smoking do | :03:21. | :03:29. | |
so before the age of 19. Tobacco is a childhood addiction. | :03:30. | :03:36. | |
It was about stopping people getting started smoking in the first place. | :03:37. | :03:45. | |
In Australia they are trailing plain packaging for cigarettes and a | :03:46. | :03:50. | |
spokesman told us that they were waiting for the results of that | :03:51. | :03:51. | |
before making up their minds. Yorkshire Water are involved in a | :03:52. | :04:03. | |
dispute about who owns pipes. These are the maps showing the | :04:04. | :04:24. | |
complicated work that is being done to the pipework on the estate. | :04:25. | :04:28. | |
Yorkshire Water has come up with a solution. It will not pay. Quite | :04:29. | :04:34. | |
simply, it says it does not own the pipes. I am here in Mytholmroyd. As | :04:35. | :04:50. | |
we will hear no, many see they do not have that money. | :04:51. | :04:55. | |
Another unwanted water feature on this estate. Underground pipes are | :04:56. | :05:02. | |
breaking up. Bill payers expected the supply to be fixed by Yorkshire | :05:03. | :05:10. | |
Water but the company does not own the pipes, they belong to individual | :05:11. | :05:13. | |
homes so each resident will have to be. We are angry because when we | :05:14. | :05:19. | |
talk to Yorkshire Water they tell us it is a private pipe and that we as | :05:20. | :05:23. | |
customers are nothing to do with them. The bill for each household | :05:24. | :05:30. | |
will be between two and ?3000. For pensioners, it is a worrying figure. | :05:31. | :05:37. | |
They make millions of pounds in profit and they are not contributing | :05:38. | :05:40. | |
anything towards the problem that we have had on this estate for years. | :05:41. | :05:47. | |
It is just `` I don't know where I will find the money. Last year the | :05:48. | :05:58. | |
average Yorkshire Water customer paid ?356 for their water bill. The | :05:59. | :06:06. | |
company made ?186 million in profit. The Chairman and Chief Executive for | :06:07. | :06:12. | |
a paid over ?1 million. Dividends to shareholders went up to ?256 | :06:13. | :06:17. | |
million, more than four times what was paid in the previous year. At | :06:18. | :06:22. | |
this consultation, the company made it clear that they will not pay | :06:23. | :06:27. | |
because they do not own the pipes. The Mac a supply pipe is the | :06:28. | :06:30. | |
responsibility of the person who owns that house, or in this case, | :06:31. | :06:35. | |
this estate. We can give advice where possible, but it would be | :06:36. | :06:45. | |
wrong for us to prepare this. `` repay this. This problem is not | :06:46. | :06:54. | |
going away and it will not until it is agreement about whether | :06:55. | :07:00. | |
homeowners should pay or whether the company should cough up. | :07:01. | :07:11. | |
There may be a compromise between residents and Yorkshire Water, that | :07:12. | :07:14. | |
is one of the things being discussed here tonight. Councillor, Simon Dunn | :07:15. | :07:28. | |
represents this area. We're here today to ask Yorkshire Water to put | :07:29. | :07:32. | |
?50,000 of cash into this project to enable us to go forward. The | :07:33. | :07:40. | |
residents cannot afford to to ?3000. The cost of living, increases | :07:41. | :07:44. | |
in in energy costs, increases in fuel bills etc, people cannot afford | :07:45. | :07:54. | |
to pay less. Yorkshire Water say they have come up with the solution | :07:55. | :07:59. | |
and that they do not own the pipes. You can see where they are coming | :08:00. | :08:05. | |
from, it is not their problem. I accept that Yorkshire Water have no | :08:06. | :08:08. | |
legal responsibility for these pipes but they do have a moral | :08:09. | :08:11. | |
responsibility to help customers who have been paying their bills | :08:12. | :08:23. | |
loyally. Neither side wants to pay, what'll happen? We will continue to | :08:24. | :08:30. | |
work hard to find a permanent solution for this project, we are | :08:31. | :08:35. | |

matter of weeks. One postman had his finger bitten off. Fed up residents | :09:43. | :09:45. | |
say they'd had to trek over a mile to the nearest depot. But Royal Mail | :09:46. | :09:49. | |
said staff safety had to come first. Heidi Tomlinson reports. Safely | :09:50. | :09:51. | |
behind bars. Noisy Rottweilers protecting their territory in this | :09:52. | :09:55. | |

well`versed in. Since it opened five years ago they have made many such | :14:19. | :14:21. | |
journeys to add to the growing number of animals in the park, which | :14:22. | :14:25. | |
in turn has led to a growing number of visitors. To have money going to | :14:26. | :14:41. | |
the local economy and Doncaster is very important. It is good to create | :14:42. | :14:51. | |
employment here. Last summer we had a people working here. That is a lot | :14:52. | :15:08. | |
of people. Hopefully Vladimir will like her. And we will get the | :15:09. | :15:20. | |
go`ahead to breed them. There aren't many companies that get the benefit | :15:21. | :15:24. | |
of tigers like this to grow the business. But rapid expansion comes | :15:25. | :15:33. | |

dentist. We sent Cathy Killick on what can only be described as a true | :23:40. | :23:42. | |
goose chase. His owner says he's more like a dog | :23:43. | :23:45. | |
than a goose: affectionate, loyal and fond of a walk. But life's not | :23:46. | :23:49. | |
been easy for Tilly. When he was six months old, he lost his lower beak | :23:50. | :23:53. | |
in an accident. He survived for the next six years, using his tongue | :23:54. | :23:57. | |
instead, but three weeks ago, he stopped managing and his vet had to | :23:58. | :24:00. | |
come up with a solution. It's like trying to do a gum shield | :24:01. | :24:04. | |
for a rugby player. His tongue is like Arnold Schwarzenegger's thigh ` | :24:05. | :24:07. | |
it's absolutely massive because it's had to do all the work in the past. | :24:08. | :24:11. | |
And as that tongue has gotten thicker it's been unable to do its | :24:12. | :24:15. | |
job. He got to the stage where he couldn't use his tongue to eat and | :24:16. | :24:18. | |
it was getting trapped between the two halves of his jaw. | :24:19. | :24:21. | |
A dentist has helped to construct the new bill, which has been screwed | :24:22. | :24:25. | |
onto a surgical plate attached to Tilly's jaw. | :24:26. | :24:28. | |
It's a whole new learning curve for him because he didn't have a beak | :24:29. | :24:32. | |
before, so he's got to get used to it. But animals adapt quickly, so | :24:33. | :24:36. | |
hopefully it'll go well. It was great this morning to come in | :24:37. | :24:40. | |
and see him scooping up grain and tilting his head back ` he'd already | :24:41. | :24:42. | |
adapted. He's so special, there's a special | :24:43. | :24:46. | |
bond between us that people can't believe. They think geese chase | :24:47. | :24:49. | |
people and are horrible, but he is just wonderful! | :24:50. | :24:57. | |
It is hoped Tilly will make a full recovery once he has adjusted to his | :24:58. | :25:01. | |
new bill. As for the vet's bill, he did it for nothing. | :25:02. | :25:13. | |
