there are major concerns about the spread of disease. That is all from | :00:00. | :00:00.
us. Welcome to Tuesday's Look North. On | :00:00. | :00:07.
the programme tonight. The charity spending just seven percent of its | :00:08. | :00:10.
income on good causes. The charities watchdog intervenes after a | :00:11. | :00:13.
Yorkshire animal sanctuary uses most of its funds to pay people to raise | :00:14. | :00:19.
money. Also tonight. Should mums get paid to breast`feed their babies for | :00:20. | :00:33.
the first six months? If you have always wanted to breast`feed it is | :00:34. | :00:37.
an extra incentive but I do not feel that people should be bribed to do | :00:38. | :00:41.
it. And a new home for Wufra ` the dog who was stretchered to safety | :00:42. | :00:44.
after being stranded in the Dales with a broken leg. It was sunny this | :00:45. | :00:52.
afternoon across much of the region but will last? Join me later. | :00:53. | :01:01.
The charity watchdog has intervened after it emerged a Yorkshire | :01:02. | :01:05.
wildlife charity spent only a fraction of the money it raised | :01:06. | :01:11.
helping animals. 7p in every pound that was donated to Wildlife Rescue | :01:12. | :01:14.
Sanctuaries in Keighley went towards charitable activities. That compares | :01:15. | :01:17.
to the national average for charities of 70p in the pound going | :01:18. | :01:25.
towards the cause they represent. Most of the Sanctuary's income went | :01:26. | :01:29.
on paying people to raise money. Anna Crossley reports. Wildlife | :01:30. | :01:37.
rescue sanctuaries is a small charity based in Keighley. It has | :01:38. | :01:45.
gone from raising a modest ?6,500 in 2010 to more than a quarter of a | :01:46. | :01:51.
million last year. On the face of it it is a remarkable increase but what | :01:52. | :01:54.
has caused concern is the fact most of the money has gone on generating | :01:55. | :02:00.
funds including employing an external fundraising company. I do | :02:01. | :02:06.
not think the public quite understand how hard it is for a | :02:07. | :02:14.
charity. We do not get this place rent`free which some people assume. | :02:15. | :02:18.
If you do not have fundraisers how do you do it? The charity made | :02:19. | :02:28.
?257,000 last year and spent 11,000 on wages and red, ?132 on food for | :02:29. | :02:37.
the animals, but the costs for fundraising word just ?220,000 | :02:38. | :02:43.
sought only 7p per pound weight towards the animals. She says she is | :02:44. | :02:51.
only doing what other charities do. Many charities out there have a | :02:52. | :02:57.
lower percentage than this charity. The UK civil Society almanac shows | :02:58. | :03:00.
on average in the voluntary sector spends just 8.8% on fundraising and | :03:01. | :03:07.
publicity costs. The Charity commission says it is not | :03:08. | :03:11.
investigating this charity but is speaking to the trustees. The | :03:12. | :03:14.
regulator gave us this statement. Meanwhile, Marianne Crowley said she | :03:15. | :03:38.
is working on reducing her fundraising costs but is asking | :03:39. | :03:41.
people to give her more time to turn things around. | :03:42. | :03:44.
The Fundraising Standards Board plans to discuss the case with the | :03:45. | :03:47.
charity commission. I asked their chief executive how unusual it is | :03:48. | :03:51.
for such a small proportion of a charity's income to go on good | :03:52. | :04:00.
causes. I think the fact that the Charity commission have chosen to | :04:01. | :04:04.
interview this charity and have sought to try to resolve some of the | :04:05. | :04:08.
concerns they had probably speaks volumes about this, however it is | :04:09. | :04:14.
not unusual for charities to spend quite substantial sums of money on | :04:15. | :04:23.
developing campaigns. So what is in place to regulate how charities | :04:24. | :04:26.
fundraiser and there's this particular charity said up to any | :04:27. | :04:35.
code of conduct? The Charity act of 2006 require only sector to sector | :04:36. | :04:37.
to set up its own self`regulation scheme. `` to set up. It is a robust | :04:38. | :04:48.
scheme and it requires members to sign up to the detailed code of | :04:49. | :04:51.
practice and they are meant to adhere to that. This particular | :04:52. | :04:59.
charity has not signed up. How can people who made donations be | :05:00. | :05:01.
reassured their money is well spent? The overwhelming majority of | :05:02. | :05:07.
funds raised in Britain is raised to a very high standard. More than 50% | :05:08. | :05:12.
is raised by charities signed up to the boards and people can be | :05:13. | :05:18.
confident that overall it is at a high standard but it is important to | :05:19. | :05:22.
say that there is any concern about the, they should get in touch with | :05:23. | :05:28.
the charity directly or contact the Charity commission for it to be | :05:29. | :05:31.
followed up. Next tonight, a story that has got | :05:32. | :05:34.
plenty of you talking on the Look North Facebook page. It's the | :05:35. | :05:38.
proposal to use taxpayers' money and medical research funds to pay new | :05:39. | :05:41.
mums in South Yorkshire to breast`feed. The pilot scheme, to be | :05:42. | :05:45.
run by researchers at the University of Sheffield, will see mums given | :05:46. | :05:48.
?200 of shopping vouchers if they breast feed their baby for six | :05:49. | :05:52.
months. Tom Ingall has been getting reaction. | :05:53. | :06:04.
After a mid`morning feed, it is all smiles. This group meets regularly | :06:05. | :06:11.
to share their experiences of breast`feeding. For each mother, it | :06:12. | :06:18.
is personal and unique. How would you feel if someone offered you ?200 | :06:19. | :06:23.
for breast`feeding for six months? It feels a little bit like a bribe | :06:24. | :06:28.
because if you cannot feed, you feel guilty. You are doing it because you | :06:29. | :06:38.
genuinely want to do it not because someone is offering you money. The | :06:39. | :06:43.
proposal has come from the University of Sheffield and they are | :06:44. | :06:47.
approaching it from the point of view that it is a health issue and | :06:48. | :06:53.
is cost`effective the NHS. They are targeting areas where rates of | :06:54. | :06:58.
breast`feeding at six weeks of age is 40% or less. We are at an early | :06:59. | :07:06.
stage in the search and we are testing whether it is possible in | :07:07. | :07:10.
the real world to see if it is possible to offer vouchers to | :07:11. | :07:19.
breast`feed. If you are breast`feeding mother and always | :07:20. | :07:23.
wanted to breast`feed, it is an extra incentive but I do not feel | :07:24. | :07:27.
people have to be bribed or given an incentive to do it. If I could offer | :07:28. | :07:35.
you money to breast`feed or the support group, what would you have? | :07:36. | :07:40.
The support group because without this I would not have lasted as long | :07:41. | :07:46.
as I have. The research group believes breast`feeding is | :07:47. | :07:48.
undervalued in some areas but not everyone believes the answer is | :07:49. | :07:52.
payment by results. Joining us from our studio in | :07:53. | :07:55.
Sheffield is Kris McKeown, who's leader of the La Leche League in | :07:56. | :07:58.
Sheffield, who help mums to breast`feed. What do you think of | :07:59. | :08:02.
financial incentives to encourage breast feeding? It is an interesting | :08:03. | :08:12.
idea. It would be interesting to see what the results are of this pilot | :08:13. | :08:19.
study. It is an emotive issue as we have heard from the comments today. | :08:20. | :08:23.
Financial incentives have been used for other health schemes in other | :08:24. | :08:29.
parts of the world, so who knows whether it will translate? You do | :08:30. | :08:38.
not sound as if you are against it. As long as there is support the Ford | :08:39. | :08:43.
women and if it had some value back to breast`feeding that has maybe | :08:44. | :08:50.
been lost in some communities, if it means that more women end up | :08:51. | :08:54.
breast`feeding happily then yes, but time will tell. Shouldn't the money | :08:55. | :08:57.
be better spent on midwives and health visitors ` experts who can | :08:58. | :09:00.
help mums breast`feed beyond those first few weeks, because for many | :09:01. | :09:13.
people it is not easy to do! It is interesting about where the money | :09:14. | :09:19.
should be spent. If there was a financial incentive to continue, | :09:20. | :09:24.
because the initiation rates are good but it is when women get home | :09:25. | :09:27.
from hospital and continue to breast`feed, maybe a financial | :09:28. | :09:34.
incentive would encourage women to seek out the support groups | :09:35. | :09:41.
mentioned. They are NHS groups and charity groups. Is it a cultural | :09:42. | :09:50.
issue? Is financial motivation the right ripped? If it makes breast | :09:51. | :09:58.
feeding a more attractive proposition or even if it had not | :09:59. | :10:04.
been considered, if a woman has a new baby and none of her family or | :10:05. | :10:09.
friends are breast`feeding or have breast`fed, is breast`feeding a real | :10:10. | :10:15.
option? You can end up being isolated but if there was something | :10:16. | :10:21.
else positive that could continue. Thank you. We've had loads of | :10:22. | :10:27.
comments about this story ` most were against the idea. Catherine | :10:28. | :10:29.
Porter thinks better support and advice is required, and the end of | :10:30. | :10:33.
pressure, guilt and scare tactics for mothers who struggle. This is a | :10:34. | :10:36.
ridiculous idea. Carrie Raybould says she couldn't | :10:37. | :10:39.
breast feed due to medication and found the pressure awful and was | :10:40. | :10:42.
being judged. Seems daft to be honest, she says. | :10:43. | :10:45.
But Lucy Marshall feels we need to do more to normalise breast`feeding | :10:46. | :10:48.
and hopefully more people will see it as a positive thing. | :10:49. | :10:56.
Please keep your comments coming in. Later on Look North. | :10:57. | :10:59.
Attention`seeking measures for the North Yorkshire villagers demanding | :11:00. | :11:07.
action over sewage. A year after their village was | :11:08. | :11:10.
flooded with contaminated water, campaigners say they're still | :11:11. | :11:13.
waiting for their sewage works to be modernised. Coming up any short | :11:14. | :11:19.
while. There's a warning tonight that rural parts of Yorkshire may | :11:20. | :11:22.
turn into a fuel desert because so many petrol stations are closing. | :11:23. | :11:25.
Look North has seen new research which shows 70 forecourts have cloud | :11:26. | :11:31.
in the last six years. 28 of those are in West Yorkshire ` that's 11%. | :11:32. | :11:36.
In South Yorkshire 22 have closed ` that's a 14% drop. The same | :11:37. | :11:39.
proportion have gone in North Yorkshire with the overall number | :11:40. | :11:42.
down by 20. There's now calls for the government to step in to help. | :11:43. | :11:45.
Our political editor Len Tingle reports from Pickering. | :11:46. | :11:53.
Petrol sales at this station dropped by 30% last year. It does not take | :11:54. | :11:57.
an economic genius to understand why. Drivers could fill up their | :11:58. | :12:03.
tanks for around ?3 cheaper at a supermarket. This is killing in | :12:04. | :12:14.
North Yorkshire, a 30 mile round trip to the nearest supermarket but | :12:15. | :12:18.
as prices have gone up, more and more people are prepared to make | :12:19. | :12:23.
that trip and that is putting far more pressure on forecourts like | :12:24. | :12:29.
this. To keep the service year, customers realise they are paying a | :12:30. | :12:38.
premium. Sometimes you have to just stop because you need it. You are at | :12:39. | :12:48.
their mercy. This was when my father started the business in 1950. Even | :12:49. | :12:53.
established businesses know that being conveniently local is not | :12:54. | :12:58.
enough. They have to fight back and this is how they are doing it. They | :12:59. | :13:03.
are linking up to suppliers and bulk buying fuel at cheaper prices and | :13:04. | :13:12.
taking on the supermarkets. The local people who do not go to | :13:13. | :13:16.
supermarkets and prefer not to if we can offer a relative price. We can | :13:17. | :13:24.
provide people with the value they deserve. The national trade | :13:25. | :13:31.
association of small filling stations say the numbers being | :13:32. | :13:36.
forced out of business is a worry. We can see the prospect of the | :13:37. | :13:41.
number of field there is sharply over the next few years as more and | :13:42. | :13:47.
more independents are forced out. The hope is that they are now strong | :13:48. | :13:51.
enough to continue as a fuel always this. | :13:52. | :13:58.
`` oasis. Len is in Pickering now. Is there any sign the government is | :13:59. | :14:02.
going to act on this issue? The government are concerned that in | :14:03. | :14:07.
rural areas where there's less room `` less transport that there would | :14:08. | :14:19.
be competitively priced petrol. The problem is exactly how to implement | :14:20. | :14:23.
it and will it fall foul of EU laws on subsidies? For the next four | :14:24. | :14:31.
weeks, consultation is going on with the view that by the end of the | :14:32. | :14:38.
year, some formal proposal will be put /in the New Year the government | :14:39. | :14:41.
will be able to suggest exactly the way for word. We still have to wait | :14:42. | :14:47.
and see if it will work and the concern is, will it come in time for | :14:48. | :14:59.
rule filling stations? `` rural. Some news in brief. | :15:00. | :15:01.
Detectives investigating what's been described as a horrific attack on an | :15:02. | :15:05.
elderly woman in Bradford have released pictures of her injuries. | :15:06. | :15:08.
The 76`year`old was assaulted and robbed at home in May. She suffered | :15:09. | :15:11.
a broken nose, dislocated jaw and a fractured eye socket. Police and the | :15:12. | :15:16.
woman's family hope the images will convince anyone with information | :15:17. | :15:20.
about the attack to come forward. Protective clothing would not have | :15:21. | :15:23.
saved the life of a Leeds`born soldier killed inside a military | :15:24. | :15:27.
base in Afghanistan. Sapper Richard Walker was killed in January by a | :15:28. | :15:30.
member of the Afghan National Army who was working alongside him. He | :15:31. | :15:35.
was not wearing body armour but today an inquest heard the bullet | :15:36. | :15:38.
would still probably have killed him even if he had been. | :15:39. | :15:43.
Four men who carried out a series of armed robberies in West Yorkshire | :15:44. | :15:49.
have been jailed. The raids at businesses in Leeds, Bradford and | :15:50. | :15:52.
Wakefield took place in the eight months until June this year. Almost | :15:53. | :15:57.
a quarter of a million pounds worth of cash and property were stolen in | :15:58. | :16:01.
the robberies. The four men all pleaded guilty to the crimes and | :16:02. | :16:04.
were jailed today at Leeds Crown Court. | :16:05. | :16:06.
Educational packs promoting the Tour de France coming to Yorkshire next | :16:07. | :16:11.
summer have been taken into schools. Professional cyclists, council and | :16:12. | :16:13.
tourism representatives were at Kettlethorpe High School in | :16:14. | :16:17.
Wakefield this morning. The aim is to create a ten year legacy based | :16:18. | :16:21.
around next year's event, to help encourage the next generation of | :16:22. | :16:32.
cyclists. To have one of the biggest sporting events in the world coming | :16:33. | :16:41.
to your is great. `` to Yorkshire. There's a lot to be done after the | :16:42. | :16:46.
two of the France has been and gone. Alan Titchmarsh is stepping down | :16:47. | :16:48.
from fronting the BBC's Chelsea Flower Show coverage. The | :16:49. | :16:51.
broadcaster from Ilkley who's well known for his love of gardening has | :16:52. | :16:54.
been hosting the BBC's coverage of the show for 30 years. He says he's | :16:55. | :16:58.
really enjoyed his years presenting the programmes which include hours | :16:59. | :17:01.
worth of live broadcasts from the flower show. | :17:02. | :17:05.
The residents of a North Yorkshire village which gets cut`off after | :17:06. | :17:09.
heavy rain say they fear it could happen again. Brawby near Malton was | :17:10. | :17:12.
left isolated after flood water swamped the village last year. | :17:13. | :17:16.
Today, an unusual protest concert was held to highlight concerns. | :17:17. | :17:28.
Cathy Killick reports. As concert venues call it is not the most | :17:29. | :17:33.
hospitable but Alan Tomlinson has promised an improvised performance | :17:34. | :17:43.
for his audience. The concert is being staged by villagers in Brawby | :17:44. | :17:48.
fed up by seeing their streets flooded with filthy water. This was | :17:49. | :17:58.
the scene last year and the villagers are convinced it was | :17:59. | :18:04.
contaminated with sewage. This was an interesting way of making people | :18:05. | :18:09.
aware of what is going on. Yorkshire water have made millions of pounds | :18:10. | :18:14.
of profit and have distributed millions to the shareholders. | :18:15. | :18:22.
Elderly people in Brawby where wading through sewage contaminated | :18:23. | :18:27.
water. Yorkshire water says there is no evidence the water contains | :18:28. | :18:32.
sewage but accepted the flooding is inconvenient and see they are making | :18:33. | :18:39.
reasonable efforts to deal with it. They have spent money on the | :18:40. | :18:42.
infrastructure already and work is ongoing. We have arrangements and | :18:43. | :18:49.
procedures in place which should prevent occurrence again. We will | :18:50. | :18:54.
provide the capacity to deal with that. The council also has a | :18:55. | :18:59.
responsibility to manage flooded roads and they said... | :19:00. | :19:08.
Will that be enough? Desperation can drive people to do some pretty | :19:09. | :19:19.
strange things by 1025 of reporting, this one has to be one of the | :19:20. | :19:27.
strangest. It has worked. Brawby wanted some attention and got it. If | :19:28. | :19:33.
the promised improvements do not work, who knows what they will do | :19:34. | :19:40.
for an encore. Before seven o'clock, a new home for | :19:41. | :19:44.
the dog who spent three weeks lost in the Dales. | :19:45. | :19:52.
Lucky to be alive after being rescued the weeks ago. Today he will | :19:53. | :20:01.
meet the people who saved his life. Now, with Children in Need night | :20:02. | :20:05.
just around the corner, today, we're looking at a very special South | :20:06. | :20:07.
Yorkshire Charity who have benifitted from your generous | :20:08. | :20:10.
donations. This year Doncaster Riding for the Disabled were able to | :20:11. | :20:13.
pay for another instructor to help even more children experience the | :20:14. | :20:18.
joy of riding. Their motto is everyone is equal on a horse. | :20:19. | :20:19.
Shirley Henry reports. Then constant time loves to ride | :20:20. | :20:49.
horses. It has improved his posture, his speech and his life. He gets a | :20:50. | :20:57.
lot of pleasure and enjoyment. It is really good for him and his | :20:58. | :21:07.
posture. He just has a lot of fun. Anything the children do that is | :21:08. | :21:12.
pleasurable is a bonus and for him to be treated like any other child | :21:13. | :21:13.
means the world. Keep your head up, you're doing | :21:14. | :21:41.
really well. It transforms the lives of scores of | :21:42. | :21:49.
children every year. Last year's donation helps to pay for another | :21:50. | :21:56.
instructor. We get some children when they first come cannot even | :21:57. | :22:01.
look at you but after a few weeks, they come round a bit and after | :22:02. | :22:09.
touching the pony they can find it easier to communicate with you. One | :22:10. | :22:14.
of the catchphrases is everyone is equal on a horse and it is certainly | :22:15. | :22:20.
true of the people that come here. They are included in the activity. | :22:21. | :22:34.
That is what it is all about. Great to see where the money is going. A | :22:35. | :22:42.
dog that was stretchered to safety by a mountain rescue team after | :22:43. | :22:46.
three weeks lost in the Yorkshire Dales has been found a new home. | :22:47. | :22:49.
Wufra was stuck on the hills above Grassington for almost three weeks | :22:50. | :22:53.
with a broken leg. It's thought he'd run off chasing a rabbit. Wufra's | :22:54. | :22:56.
original owners were never traced. Today, he was reunited with some of | :22:57. | :23:07.
his rescuers. Ian White was there. Rescue volunteers Ken and Johnny | :23:08. | :23:11.
weathermen on a mission this morning checking in on a recent casualty but | :23:12. | :23:15.
this one has four legs instead of two. He looks bigger now than three | :23:16. | :23:27.
weeks ago. He looks absolutely wonderful. This is not the same | :23:28. | :23:36.
dog! Wufra was rescued after being stranded on fails the Grassington. | :23:37. | :23:41.
He had to be carried to safety on a stretcher. `` fells. The wind is | :23:42. | :23:47.
really biting so you can imagine how cold it was and how cold it was for | :23:48. | :23:54.
Wufra to be stranded with a broken leg and no food or water. He was | :23:55. | :24:05.
only really pure condition. `` really poor. It was a really sad | :24:06. | :24:15.
thing to see. We wrapped him in a blanket and carried him on the | :24:16. | :24:22.
stretcher. Wufra was taken in by a local dog lover who now plans to | :24:23. | :24:30.
keep him. It has taken three weeks to get him to this weight. They will | :24:31. | :24:39.
to survive is just amazing. I am happy to give him that chance. Wufra | :24:40. | :24:47.
is taking things easy but should be back to full strength in a few | :24:48. | :24:56.
weeks. What a lovely ending and any fans of | :24:57. | :25:04.
the Simpsons cannot help but think of Santa's Little helper. | :25:05. | :25:10.
Some lovely pictures with an autumn scene at Chatsworth Park. | :25:11. | :25:17.
The leaves are turning on the trees and this one is a time`lapse shot. | :25:18. | :25:35.
If you enjoyed the sunshine today, more coming tomorrow with some | :25:36. | :25:37.
patchy rain but not until tomorrow evening. | :25:38. | :25:44.
High pressure insurers a lovely days through tomorrow. A lot of sunshine | :25:45. | :25:51.
today and quite breezy over the hills but we have managed to get 11 | :25:52. | :25:56.
Celsius, not bad for the middle of November. Fine and clear and | :25:57. | :26:02.
overnight is largely dry with some patchy low cloud. Certainly as the | :26:03. | :26:09.
breeze eases and we are the others shelter, there will be widespread | :26:10. | :26:23.
ground frost. The sun will rise at these times and the high water | :26:24. | :26:32.
