winds to prevent more deaths near Bridgewater Place, Yorkshire's | :01:14. | :01:17. | |
tallest building. The recommendation came from the coroner at the inquest | :01:18. | :01:20. | |
into the death of the pedestrian Edward Slaney. | :01:21. | :01:25. | |
Dr Slaney was killed when a lorry was blown on top of him during a | :01:26. | :01:29. | |
gale outside Bridgewater Place in 2011. In a moment we'll hear from | :01:30. | :01:33. | |
the barrister representing the family and also from Leeds City | :01:34. | :01:36. | |
Council but first Ian White joins us live from Bridgewater Place. | :01:37. | :01:49. | |
This is Bridgewater Place. It is Yorkshire's tallest building. It | :01:50. | :01:55. | |
opened in a blaze of publicity back in 2007 but ever since then it has | :01:56. | :01:59. | |
been making headlines for all the wrong reasons. | :02:00. | :02:05. | |
The 10th of March 2011. As Gill forced winds battered Yorkshire, Dr | :02:06. | :02:15. | |
Edward Slaney was killed as a lorry was caught by a gust of wind. | :02:16. | :02:23. | |
Eyewitnesses saw the lorry floating in midair. There have been a number | :02:24. | :02:31. | |
of incidents in the area. The presence of the building created a | :02:32. | :02:36. | |
wind tunnel effect but could the planners have known this and what | :02:37. | :02:40. | |
could be done to stop it happening in the future? | :02:41. | :02:44. | |
The coroner described the death as a complete tragedy, giving a narrative | :02:45. | :02:50. | |
verdict, she recommended that the council close this junction when | :02:51. | :02:59. | |
wind exceeds the speed of 35 mph. Dr Slaney's family give this | :03:00. | :03:05. | |
reaction. I hope this will spur them into action so that they can | :03:06. | :03:07. | |
actually address the problems that have now been known about for over | :03:08. | :03:14. | |
seven years. If anything comes from these | :03:15. | :03:21. | |
recommendations, I just hope it brings act inclusion to the | :03:22. | :03:27. | |
indisputable problems. Another pedestrian injured on the | :03:28. | :03:33. | |
same accident says she is still living with the drama. | :03:34. | :03:38. | |
Every time it is Wendy, I hope that everybody is safe on that road. `` | :03:39. | :03:45. | |
windy. I don't want this to happen again. Even if it is not me, I don't | :03:46. | :03:54. | |
want it to happen to anybody else. Leeds City Council said it would | :03:55. | :03:58. | |
carefully consider the coroner's recommendations. | :03:59. | :04:03. | |
One of the coroner's recommendations did take lead set City Council by | :04:04. | :04:08. | |
surprise. That is the recommendation that when the wind speeds get above | :04:09. | :04:17. | |
45 mph this junction should be closed to all vehicles and | :04:18. | :04:20. | |
pedestrians. Take a look at this map. It is a barely busy route into | :04:21. | :04:30. | |
the centre of Leeds. With predictions of bad weather later | :04:31. | :04:36. | |
this week, I asked a member of Leeds City Council if he would take this | :04:37. | :04:39. | |
on board. We will think very carefully about | :04:40. | :04:42. | |
the recommendations made by the coroner about the use of the road | :04:43. | :04:48. | |
junctions in that area in incidents of high winds. It is important that | :04:49. | :04:53. | |
we think about that very carefully before taking action. | :04:54. | :04:58. | |
We know that bad weather is predicted for later this week with | :04:59. | :05:03. | |
very strong winds on Thursday. So you need to act fast. | :05:04. | :05:07. | |
We will be discussing that fast. Leeds City Council is responsible | :05:08. | :05:13. | |
for the highway network across the whole district and we take that | :05:14. | :05:21. | |
responsibility very seriously. So that junction could be closed on | :05:22. | :05:25. | |
Thursday? Clare there are no options on or off | :05:26. | :05:32. | |
the table. We will consider them all very carefully. | :05:33. | :05:37. | |
You can see how busy this junction is and if that wind picks up on the | :05:38. | :05:44. | |
road is to be closed, you can imagine the impact that would have | :05:45. | :05:48. | |
on traffic. The council has less than 48 hours to decide what to do. | :05:49. | :05:52. | |
Well, we did ask to speak to the developer of the building, CPPI | :05:53. | :05:54. | |
Bridgewater Place General Partner Limited, but they have not got back | :05:55. | :05:58. | |
to us. But we are joined by Ian Pinnock, the barrister representing | :05:59. | :06:04. | |
the family. The council says it is going to consider the | :06:05. | :06:07. | |
recommendations made by the coroner that the roads around Bridgewater | :06:08. | :06:17. | |
Place should be closed. How much longer do they want to | :06:18. | :06:24. | |
think about it. They knew about it for four years. They have known | :06:25. | :06:27. | |
about this inquest for a number of years. There are strong gale force | :06:28. | :06:33. | |
winds on Thursday. How much more time do they want. | :06:34. | :06:38. | |
How confident are you that action will now be taken? How binding is | :06:39. | :06:44. | |
the coroner 's recommendation? It is not binding. They have the | :06:45. | :06:50. | |
power to shut that road but if they do not do so, there may be a claim | :06:51. | :06:55. | |
against them for them negligent late willing to exercise that power. | :06:56. | :07:04. | |
Did the family get any comfort from the coroner's words today? | :07:05. | :07:13. | |
They have. Dr Edward Slaney's death has not been in vain. Certain | :07:14. | :07:19. | |
recommendations have been made whereby there will hopefully be | :07:20. | :07:32. | |
standards. Will the family be taking further | :07:33. | :07:36. | |
action? They are certainly contemplating | :07:37. | :07:44. | |
that. The building has created a wind tunnel which blew that lorry | :07:45. | :07:52. | |
into the air which landed on Dr Slaney. They will be looking to the | :07:53. | :07:57. | |
owners of red water place. The coroner expressed her | :07:58. | :08:00. | |
frustration that the work to find a solution to the problem was taking | :08:01. | :08:04. | |
so long to implement and called for national guidance on planning for | :08:05. | :08:07. | |
tall buildings. Isn't that a cumbersome procedure? | :08:08. | :08:17. | |
Not really. How does he decide the standard of the wind? These large | :08:18. | :08:25. | |
developers generally use the same national consultants go to an expert | :08:26. | :08:32. | |
and said we want a wind analysis report to comply with that | :08:33. | :08:36. | |
condition. They don't want the true position, they just want to fulfil | :08:37. | :08:40. | |
the planning condition. You can select criteria to present whatever | :08:41. | :08:48. | |
picture you want sometimes. You say the family will be taking | :08:49. | :08:55. | |
legal action against the council? That is a matter for them. I cannot | :08:56. | :09:00. | |
reveal my instructions but I believe the main action will be against the | :09:01. | :09:21. | |

The events of June the 30th left the residents of the estate in shock. An | :09:43. | :09:53. | |
eight`year`old girl runs screaming from a garden nearby as she is | :09:54. | :09:57. | |
chased by a man. Shortly before midnight, the body of Louisa Denby | :09:58. | :10:05. | |
is found. She has suffered multiple stab wounds. | :10:06. | :10:15. | |
These were truly shocking events and reading about them, particularly the | :10:16. | :10:21. | |
young boy having been stabbed, and reading about the grandmother who | :10:22. | :10:26. | |
someone described as so much a community member that she was seen | :10:27. | :10:31. | |
as everybody's grandmother, was truly disturbing. | :10:32. | :10:38. | |
Nathanial Flynn was arrested nearby. After a short hearing, | :10:39. | :10:48. | |
Nathanial Flynn pleaded guilty to the murder of his grandmother and | :10:49. | :10:51. | |
the attempted murder of the boy in the skate park who was stabbed five | :10:52. | :10:56. | |
months ago. He has never told us the reason why | :10:57. | :11:01. | |
he attacked his grandmother. We can offer no explanation as to why that | :11:02. | :11:10. | |
happened. His grandmother was a lovely lady who had only shown him | :11:11. | :11:16. | |
kindness. It was said that it is sheer luck | :11:17. | :11:20. | |
that Jason D'Arcy wasn't killed as well. He is still receiving | :11:21. | :11:28. | |
treatment. Nathanial Flynn will be sentenced later this month. | :11:29. | :11:31. | |

Magistrates in Leeds this lunchtime charged with murder. 25`year`old | :12:01. | :12:02. | |
Victoria Smith also appeared in court charged with wilful neglect. | :12:03. | :12:06. | |
It's been a miserable day on the roads in West Yorkshire after a | :12:07. | :12:09. | |
serious accident closed both sides of the M62. There were delays for | :12:10. | :12:12. | |
several hours on the motorway and the surrounding routes around | :12:13. | :12:16. | |
Rothwell and Castleford. Two lorries, a transit van and a car | :12:17. | :12:19. | |
were involved in a crash just after 5am. There were no serious injuries | :12:20. | :12:24. | |
but it caused frustration during the morning rush hour. | :12:25. | :12:34. | |

in a row over pay. Rallies have been held in Leeds, York, Sheffield and | :13:06. | :13:09. | |
Bradford. It's the second one day strike in five weeks. The Employers | :13:10. | :13:11. | |
Association say they're disappointed with the action and that many | :13:12. | :13:14. | |
university staff will get pay increases of 3% overall. But the | :13:15. | :13:18. | |
unions say their members have suffered a 13% pay cut in the last | :13:19. | :13:26. | |
five years. We've got some incredibly badly paid | :13:27. | :13:30. | |
people working in this sector. People who are catering staff, | :13:31. | :13:36. | |
security staff, alongside the lecturers and professors. We are all | :13:37. | :13:41. | |
really angry about paid. Our employers do have a lot of money. | :13:42. | :13:47. | |
There is more than ?1 billion they are sitting on. They are spending | :13:48. | :13:53. | |
lots of money on new buildings and we think they should invest it in | :13:54. | :14:04. | |
their staff. Major redevelopment plans for a site | :14:05. | :14:07. | |
in the centre of York are being discussed at a meeting this evening. | :14:08. | :14:10. | |
The land behind York railway station, known as the teardrop, has | :14:11. | :14:13. | |
been derelict for years. The council wants to spend up to ?10 million on | :14:14. | :14:17. | |
infrastructure, including a new bridge to allow access to the site. | :14:18. | :14:20. | |
Its hoped approval for construction will kick`start development creating | :14:21. | :14:22. | |
create thousands of jobs. A senior doctor at York Hospital has | :14:23. | :14:26. | |
warned that some of the savings they're being asked to make could | :14:27. | :14:29. | |
damage patient care. The local NHS has set the hospital a target that | :14:30. | :14:32. | |
involves reducing the number of follow`up appointments for some | :14:33. | :14:34. | |
patients. The local clinical commissioning | :14:35. | :14:36. | |
group believes the levels are appropriate but one senior doctor | :14:37. | :14:41. | |
has warned it's too high. York hospital cares for patients | :14:42. | :14:45. | |
across Yorkshire. It treats everything from emergency admissions | :14:46. | :14:56. | |
to long`term care. But there have been concerns about long`term | :14:57. | :15:04. | |
follow`up appointments. It is important to meet savings but | :15:05. | :15:08. | |
the worry is that the target has been set at an unachievable level. | :15:09. | :15:15. | |
The most important thing is safe care. | :15:16. | :15:27. | |
Last April, for Doctor`led commissions took over the funding. | :15:28. | :15:43. | |
If someone has been discharged and it is not the best thing for them, | :15:44. | :15:48. | |
the option is for them to go back to the GP and they can be referred back | :15:49. | :15:54. | |
to the hospital. But the hospital has discharged several thousand | :15:55. | :15:59. | |
people and we are only aware of is a handful of cases where they were | :16:00. | :16:15. | |
discharged inappropriately. Around 400 jobs will be created in | :16:16. | :16:19. | |
South Yorkshire by the German`owned supermarket chain Aldi. It will be | :16:20. | :16:22. | |
opening a new distribution base in Goldthorpe, near Barnsley next year. | :16:23. | :16:25. | |
It's welcome news for the area, which has suffered high levels of | :16:26. | :16:28. | |
unemployment since the demise of the mining industry. | :16:29. | :16:35. | |

2015 but the company recruiting now that everybody is trained up. | :17:03. | :17:09. | |
Goldthorpe and other neighbouring communities are towns built on | :17:10. | :17:18. | |
centuries of mining tradition. When the pets were closed, the challenge | :17:19. | :17:23. | |
was to find a new economic future. It is great news for the area. | :17:24. | :17:28. | |
