Australia. More about the weather where you are on-line. | :00:00. | :00:08.
Hello. Welcome to Tuesday's Look North: | :00:09. | :00:13.
should you have to pay so your child can use an iPad for school work? | :00:14. | :00:17.
We'll hear from some parents who say they're coming under unfair pressure | :00:18. | :00:21.
to foot the bill. It felt to me like parents were being emotionally | :00:22. | :00:24.
blackmailed. We'll ask an education expert whether it's worth the money. | :00:25. | :00:27.
Also tonight: Four weeks after the death of Sheffield father Simon | :00:28. | :00:30.
Holdsworth, detectives arrest a man on suspicion of his murder. | :00:31. | :00:33.
And five foot four but a giant of the game. Football pays tribute to | :00:34. | :00:43.
Leeds legend Bobby Collins. This valley will look very different | :00:44. | :00:47.
in the morning. Join me for the detailed five day forecast. | :00:48. | :00:56.
Good evening and welcome to the programme. Parents at a West | :00:57. | :01:00.
Yorkshire school have told Look North they're being emotionally | :01:01. | :01:02.
blackmailed into paying for iPads for their children. Prince Henry's | :01:03. | :01:08.
Grammar School in Otley has been consulting parents over plans to | :01:09. | :01:11.
provide pupils with the tablet computers. They would be expected to | :01:12. | :01:18.
pay ten pounds a month per child for the next three years. In a moment | :01:19. | :01:23.
we'll hear from an educational expert about the role that tablets | :01:24. | :01:26.
can play in enhancing education, but first our reporter has the story. | :01:27. | :01:30.
Hallmark is already a high`tech affair. Soon `` for Holly, home work | :01:31. | :01:43.
is already high`tech affair. Soon she could be using a tablet | :01:44. | :01:47.
instead of a computer. The jury is out on this. I don't want my | :01:48. | :01:56.
daughters education to be tested by technology. They have already put | :01:57. | :02:03.
the computers through their paces. These students are learning Spanish | :02:04. | :02:13.
using their own iPads. Pupils and staff say the devices are working | :02:14. | :02:19.
well 18 months on. We have to look at how students learn in the | :02:20. | :02:23.
21st`century. There is no substitute for an excellent teacher. What we | :02:24. | :02:28.
are trying to do is combine excellent teachers we have here with | :02:29. | :02:32.
technology and provide the students with technology to help them learn | :02:33. | :02:37.
better. But the devices themselves are only half the controversy. I | :02:38. | :02:43.
didn't feel that I had a sufficient say as a parent. Parents criticise | :02:44. | :02:49.
the cost of the devices and the way they have been introduced. It felt | :02:50. | :02:55.
to me that parents were being emotionally blackmailed. They have | :02:56. | :03:04.
put undue pressure on parents. The consultation has failed. There been | :03:05. | :03:10.
told this is in their best interests and they should go ahead with this. | :03:11. | :03:17.
The school reject that saying three separate consultation events were | :03:18. | :03:18.
held. But many feel if iPad hole really | :03:19. | :03:35.
are essential educational tools, then it is the school, not parents, | :03:36. | :03:41.
who should pay for them. Kevin Burden is from the University | :03:42. | :03:44.
of Hull. He has done research looking at the use and impact of | :03:45. | :03:48.
tablets in schools and homes in Scotland. We have had a big response | :03:49. | :03:52.
to this story. Parents very divided about the idea of being asked to pay | :03:53. | :03:58.
to buy tablets. ?360 per child. What are the educational benefits to | :03:59. | :04:04.
spending money in this way? Well, the educational benefits from the | :04:05. | :04:08.
research we have undertaken across Scotland and the UK indicate that | :04:09. | :04:12.
students are more engaged and motivated. Teachers note that there | :04:13. | :04:20.
is a far higher degree of creativity and students can use movies and | :04:21. | :04:28.
animation. It unleashes different aspects of students capabilities. It | :04:29. | :04:31.
begins to bring in more offing take ways of working. New tasks, live | :04:32. | :04:39.
data and video capture. They have not been available in the classroom | :04:40. | :04:47.
in the past. You can get other tablets for a third of the price. | :04:48. | :04:54.
Schools need to look at that. With most technology, the price reflects | :04:55. | :05:03.
the capabilities. There must be some disadvantages as well. Are we not | :05:04. | :05:11.
losing the ability to teach? We saw that teaching changes. It always has | :05:12. | :05:16.
changed. Teachers become more adept and use the technology in different | :05:17. | :05:21.
ways. It doesn't replace teachers and it complements what they do and | :05:22. | :05:25.
can add value. I did want to emphasise we did not see anything in | :05:26. | :05:30.
the research that suggested teachers were being made redundant by this | :05:31. | :05:33.
type of technology. Some parents just don't want their students using | :05:34. | :05:43.
computers at school because they use them in their free time and they | :05:44. | :05:49.
cannot monitor their useful stop that is a real concern. One school | :05:50. | :05:54.
in Edinburgh launched a parental contract. Parents and teachers came | :05:55. | :06:04.
together to agree what the protocols would be. That dialogue is | :06:05. | :06:08.
important. The need to share concerns in order to make this a | :06:09. | :06:19.
successful stop thank you. `` successful. Thank you. | :06:20. | :06:24.
Prince Henry's is not the first school in our region to ask parents | :06:25. | :06:28.
to pay for tablets. And many of you have been getting in touch with us | :06:29. | :06:41.
to share your views. Dan Fox says, it seems like a great scheme to me. | :06:42. | :06:45.
More and more companies are using them, so it seems logical to use | :06:46. | :06:48.
them from an early age. But Tracey Lee says, new technology will always | :06:49. | :06:52.
have a place in education, but it shouldn't replace the basics. | :06:53. | :06:54.
Expecting parents to buy expensive equipment creates a bigger gap in | :06:55. | :06:58.
standards between the rich and poor. Dawn Williams ` who's a learning | :06:59. | :07:01.
support assistant in a primary school ` thinks, these devices allow | :07:02. | :07:04.
children who struggle to access the curriculum through "normal" | :07:05. | :07:07.
channels, freedom to grow and gives them a sense of achievement. Amy | :07:08. | :07:10.
Wells got in touch. If the school wants the children to have one than | :07:11. | :07:14.
the school should fund it! I couldn't afford it, nor would I want | :07:15. | :07:17.
to even try. South Yorkshire Police have | :07:18. | :07:19.
confirmed they've arrested a 45`year`old man, on suspicion of the | :07:20. | :07:29.
murder of Simon Holdsworth. On 17 December, Simon Holdsworth's | :07:30. | :07:36.
body was found in this field. The police began a hunt to try to find | :07:37. | :07:42.
the killer who caused head injuries. They wanted to find anyone who had | :07:43. | :07:47.
seen him since he left work night before. He would often cross this | :07:48. | :07:54.
field. Police began their enquiries and went door`to`door around the | :07:55. | :07:57.
house is before Christmas. They ask his fiancee and his mother to make | :07:58. | :08:04.
their appeal to the public for information. Simon was a lovely son | :08:05. | :08:11.
and person. He was always there if anybody needed help. Always the | :08:12. | :08:16.
first on the front line. So loving and caring and was such a bubbly | :08:17. | :08:27.
personality. What has happened to Simon has devastated our lives. We | :08:28. | :08:34.
are a close family and this has left a huge haul. Simon was an extremely | :08:35. | :08:46.
popular man. He was a fan of Sheffield Wednesday. The club paid | :08:47. | :08:50.
tribute to him, as did his workplace of 16 years. Many people this | :08:51. | :08:56.
afternoon have contacted me to say what a popular man he was. We know | :08:57. | :09:03.
the police went door`to`door before Christmas. This weekend, they have | :09:04. | :09:08.
been around the community again. Today, news of this armrest. They | :09:09. | :09:14.
have not said much more than to confirm a 45`year`old man was | :09:15. | :09:22.
arrested. He will be questioned over the next few hours. | :09:23. | :09:34.
Later on Look North. It is one of the highest honours in France. But | :09:35. | :09:37.
which Yorkshireman has been awarded this was to just medal? | :09:38. | :09:48.
Some of Yorkshire's credit unions have reported a huge rise in lending | :09:49. | :09:51.
over the three months before Christmas. Millions of pounds have | :09:52. | :09:56.
been lent to families in need. It's perhaps not surprising that families | :09:57. | :09:58.
have been struggling to pay the bills in the run up to Christmas and | :09:59. | :10:02.
have sought help from Credit Unions around our region. Between October | :10:03. | :10:09.
and December last year, the Leeds City Credit Union lent nearly ?2 | :10:10. | :10:13.
million to struggling families. That's a 25% rise on the previous | :10:14. | :10:22.
year. The Bradford District Credit Union | :10:23. | :10:38.
also saw a rise of about 25%. And the South Yorkshire Credit Union | :10:39. | :10:47.
saw an 11% rise on the year before. I could not think straight. It was a | :10:48. | :10:58.
cloud over my head. This woman is 82 years old and got into debt after | :10:59. | :11:02.
her bank charged her for her overdraft. I got into difficulties | :11:03. | :11:08.
paying them back. I felt ill and could not sleep at night. Credit | :11:09. | :11:19.
unions encourage people to save what they can and only ball over the can | :11:20. | :11:23.
afford. Some pressure might be under pressure because `` some people | :11:24. | :11:29.
might be under pressure because of the economy and low wages. It makes | :11:30. | :11:34.
sense to come to the credit union to borrow because we can provide | :11:35. | :11:41.
affordable credit to people at a much lower rate of interest than | :11:42. | :11:47.
payday lenders. There is always money there for me now. My own | :11:48. | :11:53.
money. Not money I borrow, but my own money. I love having the | :11:54. | :11:57.
security. I should have done it years ago. It was such a relief. It | :11:58. | :12:07.
was such a weight off my shoulders. I can go to bed at night and not | :12:08. | :12:16.
cry. Police are looking for a 14`year`old | :12:17. | :12:19.
girl who's gone missing from Scarborough. Chaenan Bertinelli has | :12:20. | :12:22.
relatives in London and it's thought she may have gone to visit them. | :12:23. | :12:25.
Officers are concerned for her safety because of her age and the | :12:26. | :12:31.
lack of contact with her family. The High Court has today approved a | :12:32. | :12:35.
scheme to pay compensation to seven million customers who were mis`sold | :12:36. | :12:37.
insurance for their bank and credit cards. The insurance was mis`sold by | :12:38. | :12:40.
York`based CPP, which operated through 13 High Street banks and | :12:41. | :13:00.
card companies. 98% of customers voted in favour of the compensation | :13:01. | :13:03.
package, which will allow policy`holders to claim back | :13:04. | :13:05.
between100 and ?300 each. Police have named a man who was | :13:06. | :13:09.
found dead on the A65 near Skipton last week. Harry Chamberlain, who | :13:10. | :13:12.
was 47 and from Skipton, was found with head injuries on the road at | :13:13. | :13:15.
Draughton last Wednesday evening and pronounced dead at the scene. North | :13:16. | :13:19.
Yorkshire Police said one car hit him as he was lying in the road and | :13:20. | :13:23.
several other drivers had to swerve to avoid him. | :13:24. | :13:25.
The Government is promising to investigate why antenatal classes | :13:26. | :13:28.
for pregnant women in York have been scrapped. Last year York Hospital | :13:29. | :13:31.
became the first in the country to stop providing the traditional | :13:32. | :13:35.
face`to`face classes. Some groups, like teenage mothers, are | :13:36. | :13:38.
continuing, but other classes have been replaced by online videos. In | :13:39. | :13:41.
the Commons today the Health Minister Dan Poulter said he'd look | :13:42. | :13:47.
into it. The Yorkshire Wildlife Park has | :13:48. | :13:50.
announced it's to create more than 100 new jobs. The attraction near | :13:51. | :13:54.
Doncaster currently employs around 100 staff. But it's expanding and is | :13:55. | :13:59.
recruiting another 100 to work during the summer season. | :14:00. | :14:02.
Construction is already underway on new retail units and a new polar | :14:03. | :14:05.
bear reserve. The former chairman of the | :14:06. | :14:07.
Co`Operative Bank, Paul Flowers, who's a Methodist minister in | :14:08. | :14:10.
Bradford, is being questioned at a police station in Leeds about | :14:11. | :14:13.
allegations of buying and using illegal drugs. He was seen leaving | :14:14. | :14:16.
the police station in the last few hours. Our Crime Correspondent is | :14:17. | :14:30.
outside Stainbeck Police Station. Paul Flowers arrived here at 12:30pm | :14:31. | :14:36.
today. He was escorted into the police station. This was the same | :14:37. | :14:43.
place he was questioned just before Christmas. He was arrested after a | :14:44. | :14:49.
sting by the Mail on Sunday newspaper which claimed to show him | :14:50. | :14:54.
buying and using class a drugs including cocaine and vitamin. We | :14:55. | :15:04.
don't think he got into top two detectives until 2pm. He left about | :15:05. | :15:15.
half an hour ago. He was driven away in a fast car by friends. His | :15:16. | :15:19.
solicitor said no charges have been brought against him and his bail has | :15:20. | :15:25.
been extended. He will probably return here in the middle of April | :15:26. | :15:29.
when they expect there to be some sort of conclusion to this case. | :15:30. | :15:34.
This involves a man who until last year was the chairman of the | :15:35. | :15:38.
Co`Operative Bank and was chairman and by the House of Commons Treasury | :15:39. | :15:44.
committee about why there was a ?1.5 billion gap in the finances of the | :15:45. | :15:48.
bank and he resigned a short time afterwards. Several months of | :15:49. | :15:54.
problems for Paul Flowers. He will be back here at this police station | :15:55. | :16:00.
in the middle of April to further answer bail and see whether any | :16:01. | :16:10.
charges will be brought against him. Still to come: North Yorkshire | :16:11. | :16:16.
composer Alistair Griffin tells us about the new song he's writing for | :16:17. | :16:23.
the Tour de France. Here's one he came up with for one | :16:24. | :16:28.
of last year's sporting highlights. If only dreams could live. I would | :16:29. | :16:35.
never have to see what F. `` what if. | :16:36. | :16:41.
A Yorkshireman has become one of only a handful of Britons to be | :16:42. | :16:52.
awarded the French Order of Merit. It's an honour usually reserved for | :16:53. | :16:55.
high ranking military and royalty, but Ian Reed, who's the director of | :16:56. | :16:58.
the Yorkshire Air Museum, was recommended for the award by the | :16:59. | :17:01.
French Ambassador. It follows years of work he's done to commemorate the | :17:02. | :17:05.
thousands of French airmen stationed at Elvington near York during the | :17:06. | :17:07.
second World War. When Ian Reed opened his post the | :17:08. | :17:10.
other day, this letter was a complete surprise to him. From the | :17:11. | :17:15.
French ambassador, it was to say he had been ordered the order of merit | :17:16. | :17:20.
by the French President. Are very rare and prestigious honour. Was an | :17:21. | :17:26.
amazing surprise. Very humbling, actually. The order of merit has | :17:27. | :17:36.
been awarded to 2.5 million people including Charles de Gaulle, Marcel | :17:37. | :17:42.
Marceau and King Juan Carlos of Spain. As director of the air | :17:43. | :17:58.
Museum, he has devoted a decade to research French service men. This | :17:59. | :18:02.
base was run exclusively by the French. It is good to tell the story | :18:03. | :18:10.
back to the French today. He organised a special service in York | :18:11. | :18:16.
Minster in 2011. This impressed the French Ambassador. He was awarded | :18:17. | :18:25.
this at the rank of officer which is quite unusual. Not many foreigners | :18:26. | :18:30.
get this order of merit. This is very prestigious really. I will | :18:31. | :18:39.
carry on being the same person. My real hope is that it will do | :18:40. | :18:45.
something to act knowledge of French here. Act knowledge Elvington and | :18:46. | :18:52.
Yorkshire, particularly at the time of the the Fonz. `` Tour de France. | :18:53. | :19:07.
The French authorities want to honour him for his dedication to | :19:08. | :19:16.
history. He was officially five foot three | :19:17. | :19:19.
inches tall. He wore size four boots and yet was a giant of a man for | :19:20. | :19:23.
Leeds United. Bobby Collins died yesterday after a long illness. He | :19:24. | :19:32.
was 82. He played for Scotland and was also manager of Huddersfield | :19:33. | :19:35.
Town and Barnsley. Tributes have been pouring in today. | :19:36. | :19:38.
Bobby Collins was signed for ?20,000. His team`mate Norman Hunter | :19:39. | :19:46.
has no doubts about his place in the `` in Leeds United's history. One of | :19:47. | :19:55.
the bravest small men I ever met. He used to get stuck in and with | :19:56. | :20:00.
Savacentre is. He was five foot four. The gaffer made some signings, | :20:01. | :20:08.
but Bobby Collins was brilliant signing. He was always a great | :20:09. | :20:23.
interviewee. I never had the best of luck with my previous managerial | :20:24. | :20:28.
roles, but I thought this place could be something good. God bless, | :20:29. | :20:38.
it has turned out to be like that. He never thought about losing. We | :20:39. | :20:42.
are standing here in front of Billy's statue. If he was here | :20:43. | :20:51.
today, he would say he learned everything he learned from Bobby | :20:52. | :20:57.
Collins. He was a tremendous character. And immaculate man off | :20:58. | :21:05.
the park. He was immaculate all the time you saw him. He had 31 caps for | :21:06. | :21:13.
Scotland and played for Leeds in 167 games. His death is also being | :21:14. | :21:22.
mourned at Celtic and Everton. I was too young to know him at | :21:23. | :21:26.
Leeds, but at Anns way he was a very genial manager. Used to have a cup | :21:27. | :21:33.
of tea and toast before interviews. He did a good job at Barnsley. She | :21:34. | :21:41.
will be sadly missed. He was a great character and a terrier on the | :21:42. | :21:49.
football pitch. Now, you won't have failed to notice | :21:50. | :21:53.
that hundreds of cyclists will be on their way to Yorkshire in less than | :21:54. | :21:57.
six months' time for a certain global sporting event. And a North | :21:58. | :22:00.
Yorkshire musician is hoping to inspire millions of us by writing | :22:01. | :22:03.
the official song for the Tour de France in Yorkshire. Alistair | :22:04. | :22:06.
Griffin from Whitby has already written sporting sound tracks for | :22:07. | :22:17.
Wimbledon and the Olympic Games. As a keen cyclist, Alistair Griffin | :22:18. | :22:21.
has described his latest commission as his dream job. Work to compose | :22:22. | :22:30.
the official song began in October. Although it remains a closely | :22:31. | :22:34.
guarded secret, he hopes it will inspire those not just competing but | :22:35. | :22:38.
the 3 million spectators who will be watching. This will be a massive | :22:39. | :22:44.
event. This is about pride and the idea it is on our home turf. The | :22:45. | :22:49.
themes I will put in the song will reflect that. | :22:50. | :22:58.
I was dreaming of the past... His songwriting talents were first | :22:59. | :23:03.
noticed 11 years ago. He was a finalist on Fame Academy. Since | :23:04. | :23:13.
then, he has composed music for many sporting occasions. His song was | :23:14. | :23:20.
used to mark Andy Murray's momentous victory at Wimbledon. He was | :23:21. | :23:34.
becoming the ultimate what F man. `` what if man. That is what the song | :23:35. | :23:41.
was about, what if. We can reveal that will be at least one | :23:42. | :23:46.
distinctive sound. I have done some work with a colliery band. They are | :23:47. | :23:52.
a fantastic set of musicians. Proud Yorkshiremen. They will feature on | :23:53. | :24:00.
it. The song will have its official launch at the end of March. A | :24:01. | :24:03.
stirring soundtrack for what is being billed as Yorkshire's a guest | :24:04. | :24:09.
ever sporting event. We wait with bated breath! | :24:10. | :24:20.
We know our MPs here in Yorkshire like to dress up as animals. I'm | :24:21. | :24:23.
thinking of the moment George Galloway appeared on national | :24:24. | :24:31.
television as a cat. Well now, Alec Shelbrooke is getting in on the act. | :24:32. | :24:35.
The Elmet and Rothwell MP donned this tiger striped onesie complete | :24:36. | :24:39.
with claws and a tail on the Daily Politics Show today. He has promised | :24:40. | :24:43.
to wear the outfit to vote in the House of Commons to raise money for | :24:44. | :24:48.
the Martin House Children's Hospice. We are hoping to raise ?5,000. If we | :24:49. | :24:55.
do, I will vote in the satire. I don't need to ask the speaker | :24:56. | :24:59.
because I am not going in the chamber. | :25:00. | :25:08.
They are all the rage now! I can see you in Big Brother, Harry! | :25:09. | :25:15.
Let me show you some pictures that came in in the last 24 hours. This | :25:16. | :25:24.
is beautiful. The missed just beginning to clear. Next, we have | :25:25. | :25:37.
some snow, around about 1500 feet. This was Sunday morning. Keep the | :25:38. | :25:49.
pictures coming in. A big change coming in the next 24 hours. Milder | :25:50. | :25:54.
air spreading in from the south`west. Tomorrow will be grey | :25:55. | :25:58.
with patchy rain courtesy of this one front. Mid`morning to | :25:59. | :26:04.
mid`afternoon, it should be reasonable with some dry weather. | :26:05. | :26:08.
Always a lot of cloud around. You can see the cloud piling into the | :26:09. | :26:13.
West. It is beginning to reign over the Pennines. Further east, touch of | :26:14. | :26:20.
Frost. After a dry start in eastern areas, the rainbow slowly edging | :26:21. | :26:28.
over 400 metres. Rain and drizzle for most of us. Mist and fog over | :26:29. | :26:34.
the hills. Temperatures to or three degrees. `` two. A grotty start, | :26:35. | :26:52.
cloudy with mist and drizzle. Some showers falling, but a dry period | :26:53. | :26:58.
mid morning to mid`afternoon. Later in the day, more patchy outbreaks of | :26:59. | :27:02.
rainbow spread north eastwards. Let's look at the top temperatures. | :27:03. | :27:05.
The warm front will lift temperatures. Sunspots might get up | :27:06. | :27:15.
to 11 Celsius. Very mild for the middle of January. Thursday looks | :27:16. | :27:20.
brighter with sunny spells and some showers. A lot of uncertainty for | :27:21. | :27:27.
the weekend. Saturday could be quite dreary weather rain or drizzle at | :27:28. | :27:33.
times. Perfect weather to wear a onesie. | :27:34. | :27:45.
We are back at 10:25pm. Goodbye. | :27:46. | :27:52. |
