Good evening. First tonight, do we have enough prison officers to keep | :00:10. | :00:16.
our jails under control? Look North has discovered that numbers have | :00:17. | :00:19.
fallen by a fifth in the past few years in four of the regions' | :00:20. | :00:23.
biggest prisons. The Government says there are enough staff to keep | :00:24. | :00:27.
order. But tonight, a former prison officer warns our jails are becoming | :00:28. | :00:30.
increasingly dangerous places to work. Emma Glasbey has this | :00:31. | :00:31.
exclusive report. More and more people have been going | :00:32. | :00:39.
to jail over the last 20 years. Prisons are almost full, but the | :00:40. | :00:42.
number of officers working in Yorkshire 's biggest prisons is | :00:43. | :00:46.
falling. Using the Freedom of Information Act, we have discovered | :00:47. | :00:49.
that over the last four years in Leeds and Wakefield, 80 prison | :00:50. | :00:54.
officers have gone. Elsewhere, they have seen a reduction of 60. | :00:55. | :01:08.
One officer says cuts are a big mistake. They have lit the fuse on a | :01:09. | :01:14.
ticking bomb. History shows that it will fail. It is a dangerous job and | :01:15. | :01:19.
it becomes more dangerous by reducing the number of staff. There | :01:20. | :01:25.
was a stark reminder of how dangerous the job is in 2010. | :01:26. | :01:28.
Moorland saw one of the worst instances of prison rioting in | :01:29. | :01:32.
years. The worst three nights of my career. It was devastating. To feel | :01:33. | :01:37.
your place of work has been so violated. | :01:38. | :01:40.
The number of attacks and fights at these prisons has fluctuated. | :01:41. | :01:44.
Moorland has seen a fall but the government statistics are being | :01:45. | :01:49.
disputed. The under reporting is a problem. They are on the increase | :01:50. | :01:54.
because, although they put the stats out, not every assault is reported. | :01:55. | :02:00.
It all depends where a reportable assault is and it is down to the | :02:01. | :02:03.
governor whether they report assaults to headquarters. | :02:04. | :02:11.
No one from the prison service was available for interview but they | :02:12. | :02:14.
told us they are reforming and modernising to ensure best value for | :02:15. | :02:20.
the tax payer. They say they are committed to maintaining safe and | :02:21. | :02:22.
secure prisons with appropriate staffing levels. They also told us | :02:23. | :02:27.
arrangements are in place to fill posts from other prisons when there | :02:28. | :02:28.
are temporary staff shortages. A woman who is critically injured in | :02:29. | :02:40.
hospital has been arrested on suspicion of the murder of her | :02:41. | :02:44.
two`year`old daughter. The girl was found unconscious with her mother | :02:45. | :02:47.
outside a house in the Marshfields area of Bradford on Tuesday morning | :02:48. | :02:51.
and died later in hospital. A postmortem examination revealed the | :02:52. | :02:54.
girl died from injuries consistent with being caused by a fall. | :02:55. | :02:59.
Unemployment in Yorkshire has fallen again. Figures for the three`month | :03:00. | :03:03.
period between October and December show there were 240,000 people | :03:04. | :03:06.
without a job ` that's 8,000 fewer than the previous quarter. The | :03:07. | :03:13.
regional unemployment rate is now 8.6% ` the second highest in | :03:14. | :03:15.
Britain. A 22`year`old Bradford man is due to | :03:16. | :03:23.
appear at the city's Crown Court on Friday charged with the murder of | :03:24. | :03:26.
his wife last November. An international arrest warrant had | :03:27. | :03:29.
been issued for Danish Irfan after the body of his wife Ridda Zanab was | :03:30. | :03:34.
found in her home in Lidgett Green. Mr Irfan was arrested yesterday at | :03:35. | :03:37.
Manchester Airport and appeared before magistrates this morning. | :03:38. | :03:41.
Demonstrations have taken place outside ATOS offices in our region | :03:42. | :03:46.
today. It's the company that assesses if people with disabilities | :03:47. | :03:50.
are able to work. Protestors say the current way of carrying out | :03:51. | :03:53.
assessments results in people who are unable to work being told they | :03:54. | :03:57.
ARE capable. They claim the "fit to work" tests are "damaging and | :03:58. | :04:00.
distressing" and have led to suicides. In a statement, ATOS says | :04:01. | :04:05.
it has no input on welfare policy but operates based on government | :04:06. | :04:07.
guidelines. He's the man who delivered the | :04:08. | :04:16.
Olympics. Some say Sir David Higgin's next challenge will be even | :04:17. | :04:20.
greater ` delivering HS2 ` the high speed rail line from London to the | :04:21. | :04:23.
North. Today he brought his cabinet to Leeds for the first time and he | :04:24. | :04:27.
said he was keen construction SHOULD begin in Yorkshire once | :04:28. | :04:29.
parliamentary approval for phase two is given. Olivia Richwald has more. | :04:30. | :04:40.
This was a meeting in Leeds to discuss the future of our railways. | :04:41. | :04:47.
It was a high`powered delegation of civic leaders and HS2 bosses with | :04:48. | :04:54.
just one item on the agenda. The Yorkshire leg of the high two line. | :04:55. | :05:00.
This is the newly appointed chairman of HS two. Today he revealed that | :05:01. | :05:06.
construction work could start as soon as the government had approved | :05:07. | :05:11.
the plans and that melt jobs. As soon as we have the powers to | :05:12. | :05:16.
construct the second stage, we could `` should start hearing needs so we | :05:17. | :05:19.
can provide a massive regeneration opportunity. Campaigners against the | :05:20. | :05:25.
project claim their lives are blighted by the cans `` continuing | :05:26. | :05:31.
uncertainty `` uncertainty of the route. I think that through the | :05:32. | :05:39.
residents making representations to Parliament and high`speed two we are | :05:40. | :05:43.
clear how people feel and we want them to respond to make sure it | :05:44. | :05:48.
minimises the impact on people. One of the major gripes is the location | :05:49. | :05:53.
of the proposed Sheffield station. Businesses wanted in the city centre | :05:54. | :05:59.
but it is placed elsewhere under current plans. This will be | :06:00. | :06:03.
considered by the department and they will come back by the end of | :06:04. | :06:09.
the calendar year on that. So the location of the Sheffield station | :06:10. | :06:13.
will be considered as part of the consultation and the results of that | :06:14. | :06:16.
are expected at some point later this year. | :06:17. | :06:19.
A quick look at sport now and in League One Sheffield United were | :06:20. | :06:22.
away at Gillingham. And it's well done to the Blades who won 1`0. | :06:23. | :06:25.
Finally, it's congratulations to Sheffield's Arctic Monkeys. | :06:26. | :06:28.
They were named best British group at the BRIT Awards, making it the | :06:29. | :06:31.
third time they have done the double at the ceremony with best group and | :06:32. | :06:33.
best album. It is almost as glamorous in here | :06:34. | :06:47.
isn't it? ! The next 24`hour Wes will become | :06:48. | :06:51.
more unsettled with rain already edging in from the west. That rain | :06:52. | :06:58.
will transfer eastwards along with a gusty wind. Clearing away through | :06:59. | :07:03.
the second half of the night leaving us with damp and drizzly | :07:04. | :07:07.
conditions. Staying windy overnight but mild. Tomorrow, further spells | :07:08. | :07:16.
of rain spreading from the West so a lot of cloud and windy conditions. | :07:17. | :07:21.
Drier and brighter as the g'day `` as the day goes on. The strong | :07:22. | :07:27.
breeze will ease down later and temperatures will get into double | :07:28. | :07:30.
figures in the morning. Easing later. | :07:31. | :07:36.
Friday, a fine day. For the weekend, here is the BBC National weather. | :07:37. | :07:42.
We have got rain and wind in the forecast, but the good news is that | :07:43. | :07:49.
it is not severe. Over the next 24 hours, some of us will get rain and | :07:50. | :07:55.
the winds will be strengthening Not stormy at this stage. This is the | :07:56. | :07:59.
satellite picture, you can see the low pressure in the North Atlantic | :08:00. | :08:03.
shunting weather fronts in our direction. It has been raining | :08:04. | :08:08.
heavily in parts of western Scotland. Tonight, the rain will be | :08:09. | :08:12.
splashing its way across the UK The wind will be freshening as well | :08:13. | :08:19.
particularly across western areas. Very breezy in land. Most of the | :08:20. | :08:23.
rainfall will be across western parts of Scotland, maybe the hills | :08:24. | :08:27.
of Wales, into the south-west. The further east you are, the least | :08:28. | :08:31.
amount of rain will fall. A very mild night, seven, eight or nine | :08:32. | :08:39.
degrees. After a cloudy and wet start tomorrow, the wind will blow | :08:40. | :08:41.
away | :08:42. | :08:42. |
