boss to death in South Yorkshire before going on the rampage with a | :01:21. | :01:23. | |
machete will serve a least 27 years in jail. Naeem Mehmood today pleaded | :01:24. | :01:36. | |
guilty to murdering father`of`three Parvaiz Iqbal at his shop in | :01:37. | :01:38. | |
Rotherham last October. The judge called it a brutal, | :01:39. | :01:41. | |
sustained and unprovoked attack and said Mehmood left a trail of | :01:42. | :01:44. | |
destruction as he left the scene. Our Crime Correspondent John Cundy | :01:45. | :01:48. | |
was in court. The murder of Parvaiz Iqbal, violent | :01:49. | :01:53. | |
and sudden, seemed without reason. He was knifed by his employee Naeem | :01:54. | :01:59. | |
Mehmood. The court heard Naeem Mehmood seems to have a grudge | :02:00. | :02:03. | |
against his boss after suffering a severe finger injury in the shop. | :02:04. | :02:13. | |
The appalling events of October the 15th shocked and stunned the | :02:14. | :02:17. | |
community of Eastwood. After the attack, Naeem Mehmood grabbed a | :02:18. | :02:21. | |
meat cleaver on the store and run through the streets, smashing shops, | :02:22. | :02:26. | |
damaging vehicles and shouting bloodthirsty threats at bystanders. | :02:27. | :02:32. | |
It was ten minutes of destruction. There were a lot of members of the | :02:33. | :02:37. | |
public on the street. He came out with mud on his hands and his arms | :02:38. | :02:42. | |
and he had a large machete, so the fear in members of the public must | :02:43. | :02:47. | |
have been terrifying. The measure of Parvaiz Iqbal's respect in the | :02:48. | :02:54. | |
community was shown at his funeral. It should have taken place in the | :02:55. | :02:58. | |
local mosque, but was transferred to a local park to accommodate the | :02:59. | :03:05. | |
hundreds of mourners. Eastwood is a very mixed community and everybody | :03:06. | :03:09. | |
came to his shop to experience his humour and kindness. Naeem | :03:10. | :03:15. | |
Mehmood, who had no previous history of violence, later expressed remorse | :03:16. | :03:21. | |
for his brutal murder of temp to, who he admitted had been a very good | :03:22. | :03:26. | |
man. Naeem Mehmood showed no emotion as he was jailed today for a | :03:27. | :03:31. | |
minimum of 20 one years. John joins us now from Sheffield | :03:32. | :03:35. | |
Crown Court. John ` clearly a harrowing case for so many people | :03:36. | :03:39. | |
this ` talk us through some of the judge's comments. | :03:40. | :03:44. | |
He pointed out that Naeem Mehmood had no history of mental illness, | :03:45. | :03:50. | |
but he described the attack on Parvaiz Iqbal as Savage, unprovoked | :03:51. | :03:55. | |
and barbaric. He said it was very nearly a double murder, because the | :03:56. | :03:59. | |
shop assistant was only saved by emergency surgery that day. He | :04:00. | :04:05. | |
described Naeem Mehmood as a very dangerous man and a considerable | :04:06. | :04:09. | |
risk to public safety, so he said he had no hesitation in jailing him for | :04:10. | :04:16. | |
27 years, which was before he could even begin to think about applying | :04:17. | :04:23. | |
for parole. He also gave him a concurrent ten year sentence for the | :04:24. | :04:27. | |
attack on the shop assistant. The incidents came completely out of the | :04:28. | :04:32. | |
blue and to this day, police and the family of Parvaiz Iqbal cannot | :04:33. | :04:35. | |
really understand what provoked that man to do that that day. | :04:36. | :04:41. | |
Next tonight, Look North has learnt that councils in our region are | :04:42. | :04:44. | |
generating millions of pounds worth of fines from motorists who drive in | :04:45. | :04:48. | |
bus lanes. Charlotte has more. Financial penalties are essential to | :04:49. | :04:51. | |
keep traffic moving ` that's what the Local Government Association | :04:52. | :04:53. | |
says, the body which represents councils. But the fines do also | :04:54. | :04:59. | |
bring in a lot of money. Last year in Sheffield, almost ?86,000 was | :05:00. | :05:05. | |
generated by bus lane enforcement. In York, fines to the value of 1.25 | :05:06. | :05:08. | |
million have been issued since last summer. This includes revenue from | :05:09. | :05:13. | |
the Lendal Bridge closure too. And in Leeds revenue of more than ?1.5 | :05:14. | :05:16. | |
million was raised from bus lane enforcement in the financial year | :05:17. | :05:22. | |
2012 to 2013. The money from fines has to be spent on Highways and | :05:23. | :05:25. | |
Transport ` but are some councils being overzealous in their | :05:26. | :05:31. | |
collection of penalties? Anna Crossley has more. | :05:32. | :05:40. | |
What has happened is that wagon has stopped there, and because I turned | :05:41. | :05:47. | |
left, it has virtually cut the corner of. Matthew was watching the | :05:48. | :05:53. | |
manoeuvre that got him the fixed penalty line. He's not in the bus | :05:54. | :06:02. | |
lane until he cuts the corner of the lane with two wheels as he prepares | :06:03. | :06:11. | |
to turn left. My personal gain was minimal, it is not like I went all | :06:12. | :06:18. | |
the way down Wellington Road in the bus lane. All fitted is analysed by | :06:19. | :06:24. | |
a council officer before vines are issued. The question is, I've a | :06:25. | :06:29. | |
being too heavy`handed when it comes to minor infringements or are they | :06:30. | :06:32. | |
doing their job and sticking to the law? Sometimes you have to make an | :06:33. | :06:42. | |
example. I don't think it is justifiable for him to pay ?30 per | :06:43. | :06:47. | |
something that minor. I think it is diabolical that that is what they | :06:48. | :06:52. | |
are putting their energy into when people are getting run over left | :06:53. | :06:59. | |
right and centre. Technically, the penalty notice was issued correctly. | :07:00. | :07:04. | |
We asked Leeds City Council about Matthew's case and they told us, bus | :07:05. | :07:11. | |
lanes are designed to give priority access for buses to avoid congestion | :07:12. | :07:21. | |
cues. Camera technology captures the registration numbers of vehicles not | :07:22. | :07:28. | |
authorised to use the lanes. Often counsels incentivise people to | :07:29. | :07:30. | |
accept culpability if the neighbour finds quickly. If they seize that | :07:31. | :07:36. | |
opportunity, it is a lesser penalty than trying to fight it, which could | :07:37. | :07:40. | |
cost them more money as well as the stress involved. My view is if you | :07:41. | :07:47. | |
feel you have a serious issue with the ticket, you should always | :07:48. | :07:51. | |
challenge it and ask them to suspend it until the matter has been | :07:52. | :07:55. | |
resolved. Since we got in touch with the council, back you's penalty | :07:56. | :08:00. | |
ticket has been cancelled as a goodwill gesture, even though the | :08:01. | :08:04. | |
council insists he did use the bus lane improperly. | :08:05. | :08:10. | |
We've had a big response to this. On Facebook Mike Daley wrote "They're | :08:11. | :08:12. | |
just naked money`making schemes, nothing to do with keeping traffic | :08:13. | :08:14. | |
flowing." Richard Atkin said "Bus lanes are | :08:15. | :08:18. | |
for buses. The answer is simple, catch the bus!" | :08:19. | :08:21. | |
And it seems some of you are being put off cities by these fines. Andy | :08:22. | :08:25. | |
Geraghty tweeted us to say ` "My dad got one in Sheffield and has vowed | :08:26. | :08:29. | |
never to go back. He bought a new sofa recently and went to Doncaster | :08:30. | :08:34. | |
instead." As long as the sofa doesn't have four wheels, he'll be | :08:35. | :08:38. | |

main real line. Engineers needed to act fast. We realised the speed of | :11:43. | :11:50. | |
the slip was so significant we needed to close the line between | :11:51. | :11:55. | |
Sheffield and Chesterfield, and as you can see, we are actively trying | :11:56. | :12:01. | |
to remove as much of the slip as we can, to allow us to stabilise it and | :12:02. | :12:07. | |
reopen the line. This is the crest of the landslide and it is from here | :12:08. | :12:12. | |
material was beginning to make its way down to the track 30 metres | :12:13. | :12:17. | |
below. You can see the extent of the operation to stop that are from | :12:18. | :12:24. | |
moving. Around 100,000 tonnes of earth was moving and now only the | :12:25. | :12:32. | |
