It's been a long wait for this day, so many people in Elland, | :01:51. | :01:57. | |

With a brass band playing there was a celebratory atmosphere | :02:04. | :02:06. | |
in the town as a minibus full of expectant passengers crossed | :02:07. | :02:08. | |
the bridge for the first time since it was destroyed | :02:09. | :02:11. | |
It has already stood 200 years, we have put resilience into it | :02:12. | :02:20. | |
to make it much stronger than it was before, | :02:21. | :02:22. | |
so we are delighted that we now have a bridge that should last many, | :02:23. | :02:25. | |
many years and served this community well. | :02:26. | :02:27. | |
Built in 1811, the Grade Two listed bridge could not withstand | :02:28. | :02:31. | |
storms that hit Yorkshire, flooding many nearby | :02:32. | :02:32. | |
There has been a complex and careful rebuilt to preserve | :02:33. | :02:37. | |
All the original stone has been reused. | :02:38. | :02:42. | |
But that painstaking process has tested the patience | :02:43. | :02:44. | |

on local charity project Colt, which recycles furniture. | :03:15. | :03:18. | |
Their delivery drivers have had much longer journeys and it has been | :03:19. | :03:21. | |
a logistical nightmare just to unload. | :03:22. | :03:22. | |
A lot of driving around, going all over, so you know, | :03:23. | :03:28. | |
We'd also forgotten how vibrant it is when there is traffic flowing. | :03:29. | :03:35. | |
That vibrancy is something that people in Linton near Wetherby | :03:36. | :03:41. | |
Their grade two listed bridge isn't due to reopen until the summer, | :03:42. | :03:47. | |
the last of Yorkshire's flood damaged bridges to be repaired. | :03:48. | :03:50. | |
But in Elland, it's been a day of celebration with long-term | :03:51. | :03:53. | |
resident JJ and his mascot, gorilla George, itching | :03:54. | :03:56. | |

called for more money from the government to beef-up flood | :04:20. | :04:22. | |
defences and prevent a repeat of the chaos caused in the city. | :04:23. | :04:26. | |
Charlotte, remind us just how badly Leeds was affected. | :04:27. | :04:33. | |
Yes, the storm was absolutely vicious on Leeds. We are here at the | :04:34. | :04:41. | |
River near Crown point. Steady now but they were record breaking over | :04:42. | :04:47. | |
those Christmas holidays in 2015, reaching up to the second floor of | :04:48. | :04:53. | |
these flats behind me. In total 2500 homes were flooded, 700 businesses | :04:54. | :04:57. | |
were affected. Some of those businesses have not been able to | :04:58. | :05:01. | |
reopen, it has just been too much for them. Others took months before | :05:02. | :05:05. | |
they could get back to normal. Also, who can forget the A65, the main | :05:06. | :05:10. | |
route in and out of Leeds, it was like something out of a disaster | :05:11. | :05:14. | |
movie, mother nature turned it from a road into a river. People | :05:15. | :05:18. | |
scurrying to save their businesses but also to save themselves. The | :05:19. | :05:22. | |
water came in that quickly. There was a massive power cut across Leeds | :05:23. | :05:25. | |
on Boxing Day night as well, because all of those electricity substations | :05:26. | :05:32. | |
were totally submerged in the Leeds area. It was an absolute nightmare | :05:33. | :05:35. | |
for thousands of people, something they do not want to see repeated. | :05:36. | :05:40. | |
Millions of pounds has already been spent on flood defences along the | :05:41. | :05:44. | |
river, but the council says more is needed, doesn't it? They say it is | :05:45. | :05:50. | |
critical or we could see a repeat of what happened here when storm came | :05:51. | :05:57. | |
our way. Here I am near the first phase of the Council's flood | :05:58. | :06:00. | |
alleviation scheme. You will be able to see some of the lights and | :06:01. | :06:03. | |
activity behind me that has been going on. Here they have some | :06:04. | :06:08. | |
innovative schemes, like a Wear thought to be the first in the | :06:09. | :06:11. | |
country that can be used, a forward thinking scheme, affected if the | :06:12. | :06:17. | |
water starts to rise here, it can prevent that happening, but the | :06:18. | :06:20. | |
council have said Hang on, that is not enough. They are telling the | :06:21. | :06:23. | |
government they need more money, we need the second phase and we need | :06:24. | :06:27. | |
some investment. They have said it is critical that money comes from | :06:28. | :06:29. | |
