talking about tonight. Temporary workers paid | :01:33. | :01:38. | |
through some umbrella companies have been telling us | :01:39. | :01:39. | |
here at BBC Yorkshire that they are losing hundreds | :01:40. | :01:41. | |
of pounds in wages every month. And that's because they say have | :01:42. | :01:44. | |
no choice but to pay not only their employer's | :01:45. | :01:46. | |
National Insurance, In a moment, we will be hearing | :01:47. | :01:48. | |
from the trade organisation which defends umbrella companies, | :01:49. | :01:52. | |
or payroll companies. Construction workers, | :01:53. | :01:55. | |
supply teachers, care providers - people working in sectors | :01:56. | :02:01. | |
of the economy where temporary work has become the norm, | :02:02. | :02:03. | |
and work is less secure. And it's in this sector | :02:04. | :02:09. | |
of the economy that some temporary contract workers are telling us | :02:10. | :02:11. | |
they are being ripped off. It will work out somewhere | :02:12. | :02:17. | |
just under ?4,000. I thought I was getting | :02:18. | :02:21. | |
ripped off that much, So I phoned the union | :02:22. | :02:23. | |
and they took my case on. The target of these complaints | :02:24. | :02:27. | |
are so-called umbrella companies. These are, in effect, | :02:28. | :02:31. | |
middlemen who sort out wages for contractors | :02:32. | :02:35. | |
who have outsourced The theory is this - a contractor | :02:36. | :02:37. | |
requiring the service of, for instance, a builder hands | :02:38. | :02:42. | |
the umbrellas company the wage, then pays the worker | :02:43. | :02:46. | |
their monthly or weekly wages. But it's not as | :02:47. | :02:52. | |
straightforward as that. We spoke to workers who claim | :02:53. | :02:55. | |
their umbrellas companies are deducting from | :02:56. | :02:57. | |
their wages not only the normal rates of tax | :02:58. | :03:02. | |
and employee's National Insurance, but also employer's | :03:03. | :03:04. | |
National Insurance and holiday pay. Both of which should, in fact, | :03:05. | :03:08. | |
the paid by the employer. They are also paying administration | :03:09. | :03:12. | |
fees and even VAT on those fees. that can amount to significant | :03:13. | :03:16. | |
amounts of money. This construction worker | :03:17. | :03:22. | |
from South Yorkshire was paid through | :03:23. | :03:24. | |
an umbrella company. His payslips show extra | :03:25. | :03:26. | |
deductions alongside those which all employees | :03:27. | :03:30. | |
can expect to pay. He threatened to take | :03:31. | :03:32. | |
the company to a tribunal. when he was repaid | :03:33. | :03:35. | |
thousands of pounds. What I didn't understand was | :03:36. | :03:41. | |
the margins they were taking off us. we were paying our own holiday pay, | :03:42. | :03:46. | |
which I'm entitled to. Umbrella companies | :03:47. | :03:50. | |
will try to get round it by not paying | :03:51. | :03:53. | |
anybody holiday money. Also at a loss to understand | :03:54. | :03:56. | |
his payslips was Leeds building | :03:57. | :03:58. | |
worker Jerry Bird. Well, I was shocked to see | :03:59. | :04:02. | |
they were also taking an employer's National Insurance, | :04:03. | :04:04. | |
and I was paying a fee for drawing my money | :04:05. | :04:08. | |
from the company, Jerry has tragically died | :04:09. | :04:12. | |
since filming for this programme. But his family intend | :04:13. | :04:19. | |
to continue his legal According to the organisation | :04:20. | :04:21. | |
which represents umbrella companies, actually includes | :04:22. | :04:29. | |
the umbrella company's fee, and what it must pay the Government | :04:30. | :04:34. | |
for employer's National Insurance. Next month, select committee | :04:35. | :04:39. | |
hearings are due to begin in the House of Commons | :04:40. | :04:42. | |
about fairness in the workplace, and unions are bringing more | :04:43. | :04:44. | |
challenges through tribunals. Joining us now is Julia Kermode, | :04:45. | :04:52. | |
who's chief executive of the trade association | :04:53. | :04:54. | |
covering umbrella companies. Paying a company purely to get your | :04:55. | :05:04. | |
salary paid into your bank account, that grossly unfair, isn't it? | :05:05. | :05:09. | |
Actually, it is not just about paying accompany to process the | :05:10. | :05:12. | |
payroll. And brother firms actually employ crime -- contractors, so they | :05:13. | :05:21. | |
are able to go to fulfil short-term assignments at a bright the event | :05:22. | :05:29. | |
high -- at a variety of end contractors. How well they collated | :05:30. | :05:34. | |
is this? If there are cowboys out there? What are you doing to protect | :05:35. | :05:41. | |
people from being ripped off? Ours is a membership organisation. They | :05:42. | :05:45. | |
sign to confirm they will operate legally and ethically and | :05:46. | :05:52. | |
transparently. There are some less transparent firms out there, and we | :05:53. | :05:58. | |
get very annoyed that everyone is being tarnished with the same brush | :05:59. | :06:00. | |
because our members work really hard to make sure that contractors know | :06:01. | :06:05. | |
exactly how they are being paid and what is being deducted, so are not | :06:06. | :06:12. | |
these misunderstandings. We have heard about the confusion about | :06:13. | :06:16. | |
wages, and people try to work out what the deductions are. Would you | :06:17. | :06:21. | |
like to be paid by an umbrella company? I understand how it works, | :06:22. | :06:27. | |
that is a major issue in terms of the National Insurance and cost to | :06:28. | :06:33. | |
the umbrella, which need to be factored in to when the assignment | :06:34. | :06:37. | |
rate is set in. Those are deducted before getting to the gross pay of | :06:38. | :06:41. | |
the worker. What is happening is there is not always very good | :06:42. | :06:47. | |
indication so what the workers are being told the full package, which | :06:48. | :06:50. | |
includes those deductions which have to be made. But what is the worker | :06:51. | :06:55. | |
getting out of it? They seem to be losing all the way through. They get | :06:56. | :07:00. | |
continuity of employment. If they are employing for mortgages or | :07:01. | :07:02. | |
credit or whatever, they have the same employer throughout. They also | :07:03. | :07:09. | |
have the same employment rights which if they were contracting and | :07:10. | :07:13. | |
being paid through an agency as an agency worker, they would not have | :07:14. | :07:17. | |
those same rights or continuity of employment. They also get their tax | :07:18. | :07:26. | |
affairs that after -- looked after. This sounds great, but there are | :07:27. | :07:29. | |
cowboys companies out there, would you accept that? I would accept | :07:30. | :07:34. | |
that, and we would be very happy to be better regulated because our | :07:35. | :07:40. | |
members do operate compliantly and ethically, and we would welcome | :07:41. | :07:46. | |
that. Parliament has got wind of this now, ie willing to give | :07:47. | :07:51. | |
evidence to them? I absolutely am. I e-mailed this morning to say that | :07:52. | :07:55. | |
I'm the person to come and justify what it is all about. It is a shame | :07:56. | :08:04. | |

giant Boeing announcing a ?20 million investment | :08:09. | :08:09. | |
in what will be the company's first, | :08:10. | :08:11. | |
If planning permission is granted, the site - | :08:12. | :08:14. | |
next to the Advanced Manufacturing Research Centre | :08:15. | :08:16. | |
will make high-tech aircraft parts and also use local suppliers. | :08:17. | :08:19. | |
This is the part of South Yorkshire where ideas are made. 15 years ago, | :08:20. | :08:35. | |
Sheffield University had the idea to partner up with Boeing to create a | :08:36. | :08:39. | |
centre where engineers could work on designs to make engines, turbines | :08:40. | :08:43. | |
and aeroplanes more efficiently. That partnership has just paid off, | :08:44. | :08:49. | |
because Boeing are on their way. This is called the factory of the | :08:50. | :08:52. | |
future. It's where all of the research is done here. It is the | :08:53. | :08:55. | |
partnership they already have with Boeing that has made the American | :08:56. | :09:00. | |
firm think, the expertise is ready here, why not build a factory next | :09:01. | :09:05. | |
door? It's fantastic news. It is the culmination of 16 years hard work by | :09:06. | :09:10. | |
the team here, showing the capability of what Sheffield has to | :09:11. | :09:15. | |
offer. This is the other recently have come here, apprentices learning | :09:16. | :09:20. | |
the buttocks and computer aided design. Boeing knows their engineers | :09:21. | :09:23. | |
being trained up just yards away from their new factory. There is a | :09:24. | :09:28. | |
lot of local employers with global present or -- already, but these big | :09:29. | :09:37. | |
ticket companies are positive for the sector. It will be bowing's | :09:38. | :09:43. | |
first factory in Europe, and they have chosen to build it here, | :09:44. | :09:47. | |
building some of the most important parts of the plane, which moved the | :09:48. | :09:50. | |
wings. The factory is itself important for South Yorkshire. It is | :09:51. | :09:57. | |
the secondary effect for all of the suppliers and providers. We will | :09:58. | :09:59. | |
create four times as many jobs in the secondary businesses as in the | :10:00. | :10:08. | |
primary businesses. McLaren announced job creation here a few | :10:09. | :10:13. | |
months ago. Rolls Royce be making turbine blades here for a couple of | :10:14. | :10:20. | |
years. South Yorkshire build itself on heavy industry, but it is the new | :10:21. | :10:23. | |
stuff, the ideas that will drive it forward. | :10:24. | :10:26. | |
Well, the president of Boeing Europe, Sir Michael Arthur, | :10:27. | :10:28. | |
told me why they chose South Yorkshire. | :10:29. | :10:34. | |
We've chosen this because we've had a long relationship with the area | :10:35. | :10:41. | |
through the AM RC, we were co-founders there. We find there are | :10:42. | :10:46. | |
high skills in the area, particularly in advanced Manny | :10:47. | :10:49. | |
factory technology, which we think is world-class. So the first ever | :10:50. | :10:53. | |
factory that Boeing has in Europe is going to make these parts near the | :10:54. | :10:59. | |
AM RC outside Sheffield. How many jobs will this create, just in the | :11:00. | :11:03. | |
plant but in the supply chain as well? The initial build that we are | :11:04. | :11:09. | |
planning is ?20 million, but there will be a supply chain of the steel | :11:10. | :11:13. | |
rods that we use coming from the local area. Once we are up and | :11:14. | :11:19. | |
running, that will multiply out. How important is the relationship with | :11:20. | :11:25. | |
the University? They play a key role as well. They do, and it is an | :11:26. | :11:31. | |
important research Centre. Alongside the fabrication we are doing at the | :11:32. | :11:34. | |
new factory, people double down and put more investment into research | :11:35. | :11:39. | |
that as well. In manufacturing techniques, because that is what | :11:40. | :11:45. | |
Sheffield is good at. What is the timescale on this? How soon can we | :11:46. | :11:50. | |
see this up and running? We are waiting for planning permission, | :11:51. | :11:52. | |
that is the first stage, we have to get them to agree with this. | :11:53. | :11:56. | |
Hopefully we'll get that and then we go ahead as fast as possible so that | :11:57. | :12:00. | |
by the end of next year, it is up and running and churning out 7000 or | :12:01. | :12:06. | |
8000 parts a month, to go back to Seattle to go into planes. | :12:07. | :12:10. | |
We're finding out how thousands of new trees planted on moorland | :12:11. | :12:15. | |

The benefits are clear in terms of water quality, habitat, | :14:28. | :14:32. | |
and there's also a lot of evidence to show | :14:33. | :14:35. | |
you get greater economic investment in well wooded landscapes. | :14:36. | :14:40. | |
In the coming decades, this moorland above Todmorden | :14:41. | :14:43. | |
There's going to be thousands of new trees growing up. | :14:44. | :14:49. | |
They will be native species like oak and birch | :14:50. | :14:53. | |
and then, further up the more, there is going to be blanket bog | :14:54. | :14:56. | |
and sphagnum moss created, all of which will work together | :14:57. | :15:01. | |
to keep the water in the hills, away from the Calder Valley. | :15:02. | :15:05. | |
Centuries of grazing sheep on the moors | :15:06. | :15:07. | |
has compacted the earth, meaning water just runs off. | :15:08. | :15:12. | |
The trees will break up the soil, making it more porous, | :15:13. | :15:14. | |
and the moss will act as a giant sponge. | :15:15. | :15:18. | |
Well, clearly here we are above Todmorden in the topmost | :15:19. | :15:22. | |
water catchment, so we are right at the top of Calderdale. | :15:23. | :15:24. | |
Anything that we do here really ought to have some small benefit, | :15:25. | :15:27. | |
It's about managing flows right at the top end of the catchment. | :15:28. | :15:31. | |
Obviously, the further down you go, the more sub catchments | :15:32. | :15:34. | |
you've got coming in, the less the effect that | :15:35. | :15:36. | |
But I think doing things within the top end of the catchment | :15:37. | :15:41. | |
