South Yorkshire Police is in the spotlight again tonight

for the wrong reasons - over its tactics during the miners'

:06:39.:06:40.

strike in the 1980s - and its handling of the large scale

:06:41.:06:47.

sexual exploitation of young girls in Sheffield.

:06:48.:06:50.

But first, BBC Yorkshire has obtained newly

:06:51.:06:53.

declassified documents that show Margaret Thatcher's

:06:54.:06:55.

government feared a "witch hunt" if a public inquiry was held

:06:56.:06:57.

into the policing of the miners' strike.

:06:58.:06:59.

The documents show that despite thousands of police officers

:07:00.:07:01.

and miners violently clashing at Orgreave, the government felt no

:07:02.:07:04.

investigation should be held into how the police

:07:05.:07:06.

For over 30 years, these images and what they represent have

:07:07.:07:12.

For some, these are working men, struggling to protect

:07:13.:07:16.

their jobs and communities at the so-called Battle of Orgreave,

:07:17.:07:19.

the height of the miners' strike in 1984.

:07:20.:07:22.

For others, this is the police upholding the rule of law in the

:07:23.:07:25.

Look North has seen previously classified documents that show that

:07:26.:07:36.

at the end of the strike, Home Secretary Leon Brittan

:07:37.:07:38.

governement should not encourage any form of public enquiry.

:07:39.:07:42.

The documents also show that senior officials wanted

:07:43.:07:46.

the message to simply be, the rule of law had won.

:07:47.:07:49.

There was no need to investigate the conduct of

:07:50.:07:53.

They still have the same opinion today in 2017 as they had in 1985 -

:07:54.:08:00.

For former miners, they say these documents

:08:01.:08:03.

The suspicion is never going to go away that this was

:08:04.:08:08.

orchestrated right from 10 Downing St to defeat the miners

:08:09.:08:12.

and to use the police as a battering ram.

:08:13.:08:19.

The files also detail the attitude of South Yorkshire

What I detect from those documents is

that certainly there was a degree of confidence within

:08:31.:08:32.

They way the police were so dismissive

:08:33.:08:39.

but it is pretty clear they believe they had the full

:08:40.:08:42.

confidence of the then Prime Minister, Margaret Thatcher.

:08:43.:08:44.

These files are not only relevant to what

:08:45.:08:46.

happened during the strike, five years later South Yorkshire Police

:08:47.:08:48.

would be centre stage in the

:08:49.:08:49.

aftermath of the Hillsborough disaster.

:08:50.:08:55.

The two events, Hillsborough and Orgreave, cannot be separated.

:08:56.:08:57.

You cannot have the full truth about Hillsborough until we

:08:58.:09:03.

also know what happened four years earlier when the same police force,

:09:04.:09:08.

employed the same tactics that they were later to do

:09:09.:09:10.

against the Liverpool supporters, but this time against the miners.

:09:11.:09:13.

The Home Office says the police system has fundamentally changed

:09:14.:09:16.

in the last 30 years and that very few lessons will be learned

:09:17.:09:19.

The Home Secretary last year set out her reasons for not holding an

:09:20.:09:23.

In this situation in Orgreave, there were no

:09:24.:09:27.

For the miners, they say their campaign continues.

:09:28.:09:38.

Apart from the files held by the Home Office,

:09:39.:09:45.

65 files are also being held by South Yorkshire Police.

:09:46.:09:48.

I asked the Police and Crime Commissioner Alan Billings wasn't it

:09:49.:09:51.

about time they put these files in the public domain?

:09:52.:09:53.

In a sense, that is what we are trying to do.

:09:54.:09:56.

They have all been gone through, basements, attics, everywhere,

:09:57.:10:01.

to try and get everything together and make

:10:02.:10:03.

It is in the Sheffield archives and the plan

was to hand it over to the

Now that is not happening, we have to have a managed

:10:11.:10:13.

Some things that may have to be redacted because it

That is where that frustration comes in.

If I had my way, there would hve been a public

I think you are right to suggest that

if public trust and confidence in Yorkshire police is to be fully

:11:17.:11:19.

restored and if the police themselves are to get underneath all

:11:20.:11:24.

this stuff, we want it in the public domain.

We want all to be open, transparent and we all want to

:11:34.:11:35.

That is what we have got to do as quickly as we

:11:36.:11:39.

My funding of an archivist is designed to ensure that

:11:40.:11:44.

The Orgreave campaigners feel that they

:11:45.:11:46.

The previous Home Secretary and now the

:11:47.:11:49.

Next tonight; thirty current and former police officers

in South Yorkshire could be facing criminal charges over Rotherham's

The police watchdog has confirmed today that there are still a number

:12:20.:12:22.

of officers it wants to talk to as it investigates what police

:12:23.:12:27.

knew about 1400 girls in the town being abused over a 20 year period.

:12:28.:12:30.

The Independent Police Complaints Commission

:12:31.:12:31.

So far nine investigations into police wrong doing

:12:32.:12:35.

have been concluded - but the investigator decided

:12:36.:12:36.

211 allegations are being looked into -

:12:37.:12:44.

and 91 police officers are still part of the investigation.

:12:45.:12:46.

30 them could face criminal or misconduct charges.

1400 victims, 19 prosecuted. Hundreds of allegations about

feelings but no officers disciplined yet. Two and a half years after the

scandal was first revealed, there are still many questions about the

role of South Yorkshire Police. Nine investigations into allegations

told us she has no face in the IGCC whatsoever to get this right. I am

disappointed. I feel frustrated by it but I am not surprised. I had no

faith in them for various reasons. There have been a lot of time past

but it has come out in court cases and a lot of evidence destroyed,

deliberately lost and you can only do something with evidence, it can't

:13:46.:13:49.

be one person's word against the other. The Independent Police

:13:50.:13:54.

Complaints Commission says this is the biggest investigation since the

:13:55.:13:59.

Hillsborough enquiry and has identified failings and how we South

:14:00.:14:03.

Yorkshire Police dealt with the issue. There has found there was a

:14:04.:14:07.

lack of evidence in some cases and refuse to be drawn on whether any

:14:08.:14:12.

officers would be facing prosecution in future. We do not know if there

:14:13.:14:17.

will be any charges. At the moment, for us, some of our investigations

:14:18.:14:23.

are criminal investigations as of them are conduct investigations.

Some of the allegations involve a number of retired officers. Victims

:14:27.:14:32.

say they want justice. Do you trust them to get this right? No, it is

:14:33.:14:38.
